Civic Center I The Board of County Supervisors of Roanoke County, Virginia, met this day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia, this being the fourth Tuesday and the second regular meeting of the month. Members Present: Chairman R. Wayne Compton, Vice Chairman Robert E. Myers, and Supervisors May W. Johnson, Edward C. Park, Jr., and Lawrence E. Terr Chairman Compton called the meeting to order at 7:08 p.m. and recognized Reverend H Starke Cauthorn, New Hope Presbyterian Church of Salem, who offered the invocation. The Pledge of Allegiance to the flag was given in unison. IN RE: APPROVAL OF MINUTES On motion of Supervisor Terry and a unanimous voice vote, the minutes of the regular meeting of May 9, 1978, were approved as submitted. I IN RE: APPLICATION OF JEFFREY L. STEPHENSON FOR A SPECIAL EXCEPTION TO PARK A MOBILE HOME ON A 8.92-ACRE TRACT LOCATED ON THE NORTHWEST SIDE OF ROUTE 311, JUST WEST OF ROUTE 779 Mr. Stephenson was present at the hearing. There was no opposition. Supervisor Myers moved that the application of Jeffrey L. Stephenson be approved subject to the provisions of the County Zoning Ordinance as it pertainc to mobile homes, which motion was adopted unanimously. IN RE: RENEWAL APPLICATION OF SPECIAL INVESTMENTS CORPORATION FOR A SPECIAL EXCEPTION TO PARK A MOBILE HOME ON A 6.64-ACRE TRACT LOCATED ON THE SOUTH SIDE OF STATE ROUTE 912, 600 FEET EAST OF ROUTE 311 IN THE MASONIC COVE AREA Mr. Bobby Almond was present at the hearing. There was no opposition. Supervisor Myers moved that the renewal appl ication of Special Invest- ments Corporation be approved beginning May 11, 1978, subject to the provisions of the County Zoning Ordinance pertaining to mobile homes, which motion was adopted unanimously. L. BE IT FURTHER RESOLVED AND ORDERED that the Clerk transmit a certified copy of this Final Order to the County Engineer so that the zoning maps of Roanoke County may be amended to reflect this rezoning. The petition of Leslie W. Burnley, Sr. was presented to the Board by Edward A. Natt, Attorney. At this point during the hearing, no one spoke in opposition to the proposed rezoning. Supervisor Johnson asked if any opposition was present at the Planning Commission meeting. County Planner Hooper advised that three persons appeared in opposition, citing disturbance of the enjoyment of their properties due to noise and odor. Mr. Natt then advised that the Petitioner originally proposed a plywood punching operating and a tin dipping operation for small electronic components, but that the plywood punching operati n has been el iminated. Mr. Natt then stated that the sole use of the premises and purpose of the rezoning is tin dipping of small electronic components. Mr. Natt further advised that no noise or odor occurs from this type of operation. This concluded the publ ic hearing and Supervisor Park moved that the rezoning be approved, which motion was adopted by the following recorded vote: I AYES: Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, Mr. Compton None Immediately following the above-referenced public hearing, Mr. Robert Morris appeared in opposition stating that he just arrived. Mr. Morris advised the Supervisors that his house is located behind Mr. Burnley's property and expressed concern that this will open the door for others who wish to use pro- NAYS: perty in the area for 1 ight industrial uses. Mr. Morris' comments did not resul in any further consideration of the rezoning by the Board. I IN RE: RESOLUTION NO. 2049 APPROVING FISCAL YEAR 1979 CONSTRUCTION FUND PRIORI IES FOR THE SECONDARY SYSTEM OF STATE HIGHWAYS IN ROANOKE COUNTY WHEREAS, the Virginia Department of Highways and Transportation has pre viously submitted its. proposed schedule of fiscal year 1979 Construction Fund priorities for the secondary system of State highways in Roanoke County to the Board of County Supervisors; and 5-23-78 . . . 3~.6.,,6. , I WHEREAS, after two (2) successive weeks of pub1 ication of Notice of Intention to hold a pub1 ic hearing on the aforesaid study on May 23, 1978, pub1i inspection of said coument and receipt of pub1 ic comments at this pub1 ic hearing all as required by State law, the Board of Supervisors is of opinion that the schedule as submitted to said Board should be approved. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that the schedule of fiscal year 1979 Construction Fund prioritie for the secondary system of State highways in Roanoke County as submitted by the Virginia Department of Highways and Transportation be, and the same is hereby, approved. BE IT FURTHER RESOLVED that the Clerk to this Board transmit a certified copy of this resolution to the Virginia Department of Highways and Transportation Mr. Larry Garber, Assistant Resident Engineer, Virginia Department of Highways and Transportation, was present at the hearing. Other Highway Departme t representatives were present and recorded the proceedings. Mr. Garber reviewed the proposed schedule of fiscal year 1979 construction fund priorities for the secondary system of State highways in Roanoke County. There were no pub1 ic com- ments at this hearing and only one citizen, Mr. Charles Crow from the Windsor Hills District asked to be recorded as present. Mr. Garber then proceeded to answer various inquiries from the Supervisors. Chairman Compton noted that resolutions had been passed by the Board requesting that the Highway Department pave Trevi1ian Road in the Hollins District, but to date nothing has been done. Mr. Garber advised that Trevi1ian is scheduled to be rebui 1t in the Six-Year Plan. IN RE: RESOLUTION NO. 2051 ACCEPTING A BID FOR THE PURCHASE OF CARPETING FOR THE NEW GLENVAR LIBRARY I WHEREAS, on May 8, 1978, bids were received and opened in the Department of Finance, Purchasing Division, for the purchase of carpeting for the new G1envar Library; and WHEREAS, the Purchasing Supervisor has, in report to the Board dated May 23, 1978, recommended that the acts hereinafter set out be accepted; and WHEREAS, the funds for said carpeting hereinafter accepted are included in the 1977-78 budget. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that the bid for said carpeting of Myers Industries, Inc., Roano~ e, Virginia, in the amount of $4,806.84 be accepted, said carpeting is for the new G1envar Library; and the County Executive is hereby directed to notify said bidder of the acceptance of their said bid and is authorized to execute the necessary contracts for this purchase. Mr. Park, Mr. Terry, Mr. Compton AYES: NAYS: None I IN RE: RESOLUTION NO. 2052 AUTHORIZING LEASE/PURCHASE AGREEMENTS FOR PHOTOCOPY MACHINES WHEREAS, a COPy Machine Study by the Roanoke County Purchasing Supervis( reported to the County Executive has recommended that the County enter into lease/purchase agreements for two photocopying machines presently situated in the Finance and Welfare Department offices which will result in a substantial savings to the County; and WHEREAS, the County Executive has, in report to the Board dated May 23, 1978, recommended that, pursuant to the recommendations of the aforesaid study, the lease/purchase aqreemtns as hereinafter described be entered into. NOW, THEREFORE. IN RE: REFERRALS TO PLANNING COMMISSION In a report to the Board, the County Executive advised that the fo110wirg oetitions for rezoning have been referred to the P1annina Commission since the Supervisors' meetinq on May 9. 1978: (1) Petition of Carrie J. Robertson. Hilda J. Martin, and J. Albert Bass. Jr. for rezoning from B-1 to M-2 of a 1.012-acre tract on the north side of U.S. Route 11-460 west of Salem. between State Route 1110 and McDaniel Drive (Andrew Lewis Place subdivision). Rezonina is requested so the pro- Derty may be used for construction of an office for Salem Curb and Gutteri q Company and to provide for the parking of the vehicles of said Company on the same property. (2) Petition of Regine N. IN RE: RESOLUTION NO" 2054 REQUESTING THE VIRGINIA SUPPLEMENTAL RETIREMENT SYSTEM TO PREPARE A SPECIAL ACTUARIAL STUDY I WHEREAS, the Virginia Supplemental Retirement System has completed its biannual actuarial study of Roanoke County1s employee retirement rates; and WHEREAS, said actuarial study did not determine retirement rates for County personnel engaged in certain hazardous occupations; and WHEREAS, the Roanoke County Sheriff has requested the Board of County Supervisors to request the Virginia Supplemental Retirement System to prepare the appropriate actuarial rate determination study of County employees describe herein. 5-23-78 36~ NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that the Virginia Supplemental Retirement System be, and the same is hereby, requested to prepare a special actuarial study to determine the rates for special benefits for County law enforcement officers and salaried firemen. IN RE: RESOLUTION NO. 2055 ACCEPTING A BID FOR THE PURCHASE OF A TANKER FOR THE ROANOKE COUNTY FIRE DEPARTMENT WHEREAS, on May 17, 1978, bids were received and opened in the Departmen of Finance, Purchasing Division, for the purchase of a tanker for the Roanoke County Fire Department; and WHEREAS, the Purchasing Supervisor has, in report to the Board dated May 23, 1978, recommended that the acts hereinafter set out be accepted; and WHEREAS, the funds for said tanker hereinafter accepted are included in the 1977-78 budget. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that the bid for said tanker of Fruehauf Corporation of Hollins, Virginia, in the amount of $19,876.00 be accepted, said tanker to be used by the Roanoke County Fire Department; and the County Executive is hereby directed to notify said bidder of the acceptance of their bid and is authorized to execut the necessary contracts for this purchase. On motion of Supervi~or Myers and adopted by the following recorded votE Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, Mr. Compton , None I AYES: NAYS: IN RE: RESOLUTION NO. 2056 CONCURRING IN ROANOKE COUNTY SCHOOL BOARD TRANSFER OF LAND WHEREAS, the Board of County Supervisors of Roanoke County is in receip of a resolution from the Roanoke County School Board dated April 27, 1978, re- questing the concurrence of this Board in a transfer of School Board property tc the Roanoke County Employees' Federal Credit Union; and WHEREAS, previously ~he Roanoke County Employees' Federal Credit Union purchased property adjoining ,Roanoke County School Board property on South Market Street and since that ;time has erected an office facility; and , WHEREAS, said Roanoke County Employees I Federal Credit Union was unawarE at the time of purchase and construction that the site was not square and, thus could not lend itself to further expansion; and I 5-2]-78 . . 3'16 I WHEREAS, realizing that an addition to its present faci lity is essential if it is to function effectively, said Roanoke County Employees' Federal Credit Union requested the transfer of 250 feet of adjoining School Board property, not to exceed four feet in width at anyone point, which request was granted by the Roanoke County School Board resolution referred to above; and WHEREAS, the Board of County Supervisors of Roanoke County, being know- ledgeable that the membership of said Roanoke County Employees I Federal Credit Union is comprised of School Board employees and that the function of said Credi Union is one of service to said employees; and, being of opinion that the amount of land requested would not impede School Board operations, the Board of County Supervisors of Roanoke County is of opinion that said request should be granted. Eveningwood Lane from Summer Drive to Taney Drive, a distance of 0.24 mi Ie. IN RE: RESOLUTION NO. 2056.1 AUTHORIZING PURCHASE OF COMMUNICATIONS EQUIPMENT FROM THE STATE DEPARTMENT OF PURCHASES AND SUPPLIES TO BE USED BY THE ROANOKE COUNTY SHERIFF'S DEPARTMENT I WHEREAS, the Virginia Council on Criminal Justice has approved a grant for the Roanoke County Sheriff's Department for the procurement of additional vehicular repeaters for the present County communications system; and WHEREAS, the Roanoke County Sheriff's Department has, in report to the Board dated May 23, 1978, recommended that ten (10) vehicular repeaters be pro- cured under existing State contract in lieu of taking bids on these items, in which report the County Sheriff concurs. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that the County Executive be, and the same is hereby, authorized to enter into a purchase agreement with the State Department of Purchases and Supplies for the procurement of ten (10) Portable Plus (vehicular repeater) Systems by Harris Corporation to be used by the Roanoke County Sheriff's Depart- ment. BE IT FURTHER RESOLVED that the sum 'of $9,072.50 be, and the same is hereby, appropriated for this purchase. IN RE: RESOLUTION NO. 2057 APPROVING THE ACQUISITION OF A WATER STORAGE TANK SITE WHEREAS, Roanoke County has heretofore established a policy of developir a County-wide water system; and WHEREAS, a necessary part of the development of such a system is the acquisition of water storage tank sites; and WHEREAS, the Board of Directors of the Roanoke County Public Service Authority has, by resolution dated May 16, 1978, recommended to the Board of County Supervisors that the ~ct hereinafter described be approved in order to acquire a County water stora~e tank site. NOW, THEREFORE, BE 11 RESOLVED by the Board of CouDty Supervisors of Roanoke County that the sum of $4,000.00 be, and the same is hereby, appropriatE U for the purchase of a water storage tank site and attendant easements on the present property of Hugh L. On motion of Supervisor Myers and adopted by the following recorded vote Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, Mr. Compton AYES: NAYS: None I IN RE: RESOLUTION NO. 2058 AUTHORIZING A WATER SYSTEM REIMBURSEMENT CONTRACT WHEREAS, Roanoke County has heretofore established a policy of entering reimbursement contracts with subdivision developers to ensure development of Nater systems capable of servicing not only the subdivision but also connecting Nith the County1s major water transmission facil ities in the area; and WHEREAS, at its regular meeting on December 19, 1977, the Roanoke County Public Service Authority recommended the authorization of such a reimbursement contract with Elwood Norris, owner of Waterfall Lake Subdivision, for the deve- lopment of the Waterfall Lake water system at an estimated cost to the County of $18,000 to be appropriated from the County water bond funds; and WHEREAS, in a report to the Board dated May 23, 1978, the County Executl e and the Roanoke County Public Service Authority have advised that a reimbursemen contract be authorized for entry with Elwood Norris to reflect the actual con- struction costs to the owner for the aforementioned project in the amount of $18,000. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that the County Executive be, and the same is hereby, authorized to enter into a standard County water system reimbursement contract with Elwood Norris, owner of Waterfall Lake Subdivision, at a cost to the County of $18,000 for a water system development to serve the Waterfall Lake Subdivision. Supervisor Myers moved that no further consideration be given to the construction of a medium security correctional institution in Roanoke County and that the State Department of Corrections be notified that Roanoke County does not wish such a facil ity to be constructed in the County.
