The Board of County Supervisors of Roanoke County, Virginia, met this
day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the second Tuesday and the first regular meeting of the month.
Members Present: Chairman R~ Wayne Compton, Vice-Chairman Robert E.
Myers, and Supervisors May W. Johnson, Edward C. Park, Jr., and Lawrence E. Terr
Chairman Compton cal led the meeting to order at 7:22 p.m. and recognized
Mr. Will iam F. Clark, County Executive, who offered the invocation. The Pledge
of Allegiance to the flag was given in unison.
IN RE: APPROVAL OF MINUTES
Supervisor Myers moved that the minutes for the regular meeting of May
23, 1978, be approved as presented. The motion was adopted unanimously.

IN RE: APPLICATION OF NINA H. MARSHALL FOR A SPECIAL EXCEPTION TO PARK A MOBILE
HOME ON A 0.291-ACRE TRACT LOCATED ON A DIRT ROAD OFF THE END OF STATE
ROUTE 746 IN THE BACK CREEK AREA
Mrs. Marshall was present at the hearing. There was no opposition.
Supervisor Park moved that the application of Nina H. Marshall beapprov d

homes, which motion was adopted unanimously.
NOTE: Variances have been granted by Board of Zoning Appeals - (1) mobile homp
lot contains less than one acre, (2) there is an existing unoccupied

feet from the east side and less than 50 feet from the rear property lin s.

The request of James Woods was presented to the Board by Mr. Woods who
advised that he, his wife and young daughter would occupy the mobile home.
Approximately 18 persons appeared in opposition. In response to an inquiry, Mr.
Woods advised that there were other mobile homes in the area, approximately
one-half mile from his property. Mrs. Zannie Reed, Route 2, Salem, was spokesma
for the opposition. Mrs. Reed stated that the residents opposed the presence of
trailers in the neighborhood since they depreciate the value of the surrounding
property and also expressed concern that this will open the door for other re-
quests to park mobile homes in the area. A petition signed by certain area
residents opposing the reuqest was presented to the Board and is filed with the
minutes of this meeting. Mr. Woods requested that a copy of the petition be
ma i 1 ed to him.
There being no further comments, this concluded the public hearing and
Supervisor Myers moved that the request be denied since this proposed use of thE
land is incompatible with the surrounding area.

THIS matter came on to be heard before the Roanoke County Board of Count
Supervisors at its regular meeting held at the Salem-Roanoke Valley Civic Center
Salem, Virginia on Tuesday, June 13, 1978, at 7:00 p.m., upon a petition con-
cerning the same having been previously filed with the Board of County Superviso s
and referred to the Planning Commission of Roanoke County, upon notice and publi
hearing before the Planning Commission and recommendation of the Planning Commis
sion that it be rezoned, upon notice of public hearing before the Board of Count
Supervisors advertised and held on the 13th day of June, 1978 at 7:00 p.m., all
as required by law, and upon the appearance of the Petitioners and the recommen-
dation as aforesaid of the Planning Commission; and the Board having heard and
weighed the evidence in the case and being of the opinion that the granting of
the rezoning in question would be in accord with the laws of the Commonwealth of
Virginia and consistent with the Zoning Ordinance of the County of Roanoke in
keeping with the existing character and land use of the area in questions; and
the premises now being zoned Business Dictrict B-2 in accordance with the Zoning
Ordinance of the County of Roanoke, Virginia, it is accordingly
ORDERED that the Petitioners be, and hereby are, granted rezoning of the

S. Lewis Lionberger. Chairman Compton opened the floor for public comments. No
one spoke in opposition to the proposed rezoning.
This concluded the publ ic hearing, and Supervisor Myers moved that the
Board concur with the recommendation of the Planning Commission and approve the
rezoning, which motion was adopted by a unanimous voice vote.

The request of Aylett Cole~an and Fred Bullington was presented to the
Board by Jack V. Place- Attorney. Mr. Place explained that much of the property
was already zoned B-2 and that uniform zoning was needed for proper commercial
development. It was also explained that the existing trailer park on the proper y
would be phased out as the development progressed. No one appeared in oppositio
to the proposed rezoning.
This concluded the publ ic hearing, and Supervisor Johnson moved that the
Board concur with the Planning Commission recommendation and approve the rezonin ,

approved so as to permit A.K.S. Inc. to use the east side of its lot to construe
a coin-operated amusement and recreation center,
(a) The business for which this permit is granted shall be open from
4:00 p.m. unti 1 11 :00 p.m. Sunday through Friday and from 11 :00 a.m. unti 1 11:0
p.m. on Saturday.
(b) There shall be at least one full-time employee on the premises at
all times of operation of the amusement and recreation center.

(c) The permit hereby granted shall continue for an indefinite period 0
time and shall be subject to review and revocation by the Board of County Super-
visors for good cause shown.

IN RE: RESOLUTION NO. 2062 AWARDING CONTRACT FOR SETTING UP VOTING MACHINES
WHEREAS, the Secretary of the Roanoke County Electoral Board has, in a
letter to the Board dated May 25, 1978, recommended that a sole source contract
be awarded as described herein for the setting up and maintenance of the County
voting machines; and
WHEREAS, in said letter the Secretary did report that the aforementioned
service is not available from any other organization in the State.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the terms contained in the contract dated May 11, 1978,
offered Roanoke County by Virginia Election Services, Inc., for the setting up
and maintenance of votlng machines be, and the same is hereby, accept~d.
BE IT FURTHER RESOLVED that the County Executive be, and the same is
hereby, authorized to execute said agreement on behalf of Roanoke County in a
form of contract to be approved by the County Attorney

IN RE:
PUBLIC HEARING ON ADOPTION OF THE BUDGET FOR THE COUNTY OF ROANOKE FOR
FISCAL YEAR 1978-79

County Executive William F. Clark made a brief presentation on the pro-
posed 1978-79 budget for the County of Roanoke. Mr. Clark made reference to the
flyer that was sent out to County residents informing them of the hearing and
urging their attendance. Mr. Clark then highlighted certain of the principal
features contained in the budget such as -- no tax rate increase; full funding
for School Board requests; expansion of County services such as the Glenvar
Library, Sheriff's Department Youth and Fami ly Services Bureau; creation of a
capital improvements fund.
Board Chairman Compton commented briefly on the numerous work sessions
held by the Supervisors on the proposed budget, and then opened the floor for
public comments. Mr. Tom Farrell, Windsor Hills District, commended the Super-
visors but stated that there are still very serious errors in the budget. Mr.
Farrell then requested an immediate tax reduction of at least 30e. Mr. Alfred
C. Anderson, former Roanoke County Treasurer and resident of the Vinton District
also endorsed tax reduction. A full copy of Mr. Anderson's comments are filed
with the minutes of this meeting. Ms. Kathryn Miller, Executive Director,
Emergency Medical Services Council, requested full funding of their budget re-
quests. Ms. Miller then introduced Captain Roger Smith, Cave Spring Rescue
Squad. Chairman Compton advised that all budget study sessions are opened to
the publ ic and invited the public to attend the next session which is scheduled
for June 26. Mrs. Verla Jo Wirth, member of the Mental Health Services Board
and a Roanoke County resident, requested reinstatement of the agency's original
request. Dr. Roessel, Executive Director, was also present and commented briefl .
Mrs. Jane Renick, President, Planned Parenthood of the Roanoke Valley, urged the
Supervisors to reconsider full funding of their budget request. Mrs. Lela Spit2
resident of Catawba District, commended the Supervisors and County Executive on
the flyer that was mailed out. Mrs. Spitz staned that she was opposed to full

resident and professor at Hollins College, supported the Sheriff's Department
Youth and Family Services Bureau and favored renovation of the old Starkey schoq
for use as the Bureau's headquarters. Mr. Gary Kelly, Supervisor of Guidance,

Roanoke County Schools, read a letter to the Chairman from Superintendent Arnolc
R. Burton supporting the concept of the Youth Bureau and the renovation of the
old Starkey school. Representatives of the Junior League of the Roanoke Valley
and the Salem Junior Women's Club stated their support of the Bureau and reno-
vation of the school. At this point, Board Chairman Compton advised that the
Youth and Fami ly Services Bureau wi 11 receive full funding and the only change
wi 11 be in the location of the headquarters facility. Mr. Compton stated that
he opposes the use of the old Starkey school because he feels it is not centrall
located and is in an area foreign to many County residents. Mr. Jack Hart,
Windsor Hills District, endorsed a tax reduction for all County citizens. A
resident of the City of Salem who stated that he was employed under Title VI of
the Comprehensive Employment and Training Act (CETA), which will terminate June
23, 1978, asked the Supervisors to write a letter to President Carter requestin~
the President to release Federal government funds so that persons employed under
Title VI may keep their present jobs. The Chairman indicated that such would bE
done. Mrs. Gerard Bijwaard, resident of the Windsor Hills District and former
President of the County Council of PTA's, asked the Supervisors to reconsider
renovating the Starkey school. Ms. Barbara Topper questtioned the need for the
Youth Bureau, saying school guidance counselors could do the job. Mr. Stan
Reece, Cave Spring District, agreed with Mrs. Topper, stating that the Youth
Bureau separates the parents from their children. Mr. Roger Bower, member,
Youth and Family Services Bureau, stated that guidance counselors are not avail
able 24 hours a day. Sheriff O. S. Foster advised that the Bureau will functior
beyond 5:00 p.m. during the week and will be in operation on weekends. Ms.
Quincy Recard, Dixie Caverns area, advised the Supervisors that there are no
recreational facilities in the area for the young people and also asked for a
dumpster in the area.
There being no further comments, Chairman Compton closed the budget
public hearing and announced the next budget study session to be held by the
Board on June 26 prior to adoption of the budget on June 27, 1978. Mr. Compton
thanked those present for attending the hearing and expressing their views.

In relation to the County1s comprehensive insurance program, Mr. Thomas
M. Hufford, President, Hufford Insurance, questioned the County's procedure and
method for sending out invitations to bid on the Countyts comprehensive insuranc
program. Mr. Hufford also noted that the County had nine bidders for its po1ic\
three years ago and this year only received one -- Securities Insurance Corporat on.
Supervisor Myers raised a question on the method used for selecting bidders.
PUrchasing Supervisor Mike Turner advised that selection was based on the com-
panies that were invited to b-d on this type of insurance three years ago and
those recommendations that the Purchasing Division received from Securities
Insurance Corporation. Mr. Hufford stated that in his opinion the County may
not be getting the best price due to the short time allowed for bids. Mr.
Regional M. Wood, President, Securities Insurance Corporation, was also present
and commented briefly.
There being no further comments, the discussion was concluded and Super
visor Terry moved adoption of the foregoing resolution awarding the contract to
Securities Insurance Corporation, which motion was adopted by the following

approved Roanoke County for an Action Grant to provide Phase I I funding for the
Youth and Family Services Bureau of the Roanoke County Sheriff's Department; an

RESOLUTION NO. 2075 AUTHORIZING PURCHASE OF ELECTRONIC SIREN UNITS TO
BE USED BY THE ROANOKE COUNTY SHERIFF1S DEPARTMENT
WHEREAS, the Roanoke County Sheriff1s Department has heretofore purchase
new patrol vehicles, which vehilces were not equipped with siren units; and
WHEREAS, the Roanoke County Sheriff's Department, in a report to the
Board dated June 13, 1978, recommended that said vehicles be so equipped; and
WHEREAS, funds for this item are included in the 1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the purchase of fifteen (15) electronic siren units with
attendant high wattage speakers, Unitrol 800Y/SCM from Dunbar-Nunn Corporation,
Anaheim, California, be, and the same is hereby, authorized at a cost of $256.6~
per siren and $103.50 per speaker.
BE IT FURTHER RESOLVED that the County Executive be, and the same is

IN RE: LETTER OF INTENT - CENTREX TELEPHONE INSTALLATION
Supervisor Johnson moved that a letter of intent be sent to the Chesape ke
and Potomac Telephone Company for the installation of a central office based
electronic switching system Centrex telephone installation for the general Roan ke
County offices. The motion was adopted by a unanimous vote of all those voting
Mr. Terry having abstained.

COUNTY PUBLIC SERVICE AUTHORITY PROJECT 78-1-W, WOODLANDS INTERCONNECTI N
WHEREAS, on May 30,1978, bids were received and opened at the Roanoke
County Public Service Authority for the construction of Roanoke County Public
Service Authority Project 78~1-W, Woodlands Interconnection; and

WHEREAS, the Authority staff and the Authority Board of Directors has,
in a report to the Board dated June 13, 1978, recommended that the acts herein-
after set out be accepted; and
WHEREAS, funds for said project hereinafter accepted are included in the
1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the contract for the construction of Roanoke County Public
Service Authority Project 78-1-W, Woodlands Interconnection be awarded to Lanfor
Brothers Company, Inc., in the amount of $80,860.13 for Ductile Iron Pipe; and
the County Executive is hereby directed to notify said bidder of the acceptance
of their said bid and is authorized to execute the necessary contracts for this
project.

COUNTY PUBLIC SERVICE AUTHORITY PROJECTS

WHEREAS, Roanoke County has heretofore authorized a Water Main Project,
Public Service Authority Project 78-1-W, Woodlands Interconnection; and
WHEREAS, as a necessary part of this project the acquisition of two
easements is required; and
WHEREAS, the Roanoke County Pub1 ic Service Authority has recommended
that these easements, as described below, be acquired.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the purchase of the following two easements be, and the
same is hereby, authorized at the sums as provided follows:
1. A permanent easement 15 feet in width, being in a 40-foot temporary
construction easement of approximately 425 feet in length in a
southwesterly direction through the property of James W. and Leota
L. Cates. - $422.00
2. A permanent easement 15 feet in width, being within a 40-foot tempo
rary construction easement of approximately 455 feet in length in a
northeasterly direction through the property of Jessie N. and Mary
H. Jones. - $755.00
BE IT FURTHER RESOLVED that the County Executive be, and the same is
hereby, authorized to execute the necessary documents for this purchase.

County Public Service Authority for the construction of Roanoke County Pub1 ic
Service Authority Project 78-Z-W, Loch Haven Transmission Main; and
WHEREAS, the Authority staff and the Authority Board o~ Directors has,
in a report to the Board dated June 13, 1978, recommended that the acts herein-
after set out be accepted; and

IN RE: RESOLUTION NO. 2079 AUTHORIZING AN AMENDMENT TO WATER LINE REIMBURSEMENT
CONTRACT AT AN INCREASE IN COST
WHEREAS, by Resolution No. 1990, adopted on February 14, 1978, the Board
of County Supervisors of Roanoke County did authorize the entering into of a
standard County water line reimbursement contract with Northland Developers,
Inc. for certain water line improvements along State Secondary Route 628 to serv
the Wi Ilow Creek Subdivision; and
WHEREAS, the Board of Directors of the Roanoke County Public Service
Authority has, in a report to the Board dated June 13, 1978, recommended that
an eight-inch water main be instal led in said project in I ieu of the six-inch
water main previously approved, in order to better serve the North service area,
at an increase in cost to the County of $970.00.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the standard County water line reimbursement contract pre-
viously entered into between Roanoke County and Northland Developers for instal
lation of a six-inch water main to serve the Willow Creek Subdivision be, and
the same is hereby approved to be amended to install an eight-inch water main.
BE IT FURTHER RESOLVED that the sum of $970.00 be, and the same is
hereby, appropriated for the additional cost of this water main.
BE IT FINALLY RESOLVED that the County Executive be, and he is hereby
authorized to execute this amendment to the contract referred to above in a

BE IT RESOLVED by the Board of County Supervisors of Roanoke County that
a public hearing be held on July 25, 1978 at 7:00 p.m. at a regular meeting of
said Board at the Salem-Roanoke County Civic Center, at which time it wi 11 be
moved that Chapter 3, Air Pollution, of the Roanoke County Code as adopted in
1969, and codified in 1971, as it relates to THE CONSERVATION OF AIR RESOURCES,
THE PREVENTION, ABATEMENT, REGULATION AND CONTROL OF AIR POLLUTION AND PROVIDES
PENALTIES FOR VIOLATION be amended.
This amendment to take effect on July 25, 1978.
The Clerk of this Board is directed to publish this notice of hearing as
required by law, pursuant to Section 15.1-504 of the 1950 Code of Virginia, as
amended, once a week for two consecutive weeks in the Roanoke Times and World
News, a newspaper having a general circulation in Roanoke County.
Said notice of hearing shall be published and posted at the front door
of the Roanoke Courthouse.
A copy of the proposed amendment in its entirety is on file in the
Clerk's Office of the Circuit Court of Roanoke County and at the County Executi\~'s
Office at 302 East Main Street in Salem, Virginia, and is available for public
inspection during regular business hours.

Supervisor Park moved that the appointment of Leonard V. Hale, Jr. from
the Vinton District on the Roanoke County Court Service Unit Advisory Council bE
confirmed, which appointment is for a two-year period ending March 22, 1979. ThE
motion was adopted unanimously.
IN RE: RESOLUTION NO. 7081 ESTABLISHING A POLICY IN REGARD TO THE WAIVER OF
MANDATORY COUNTY WATER CONNECTION REQUIREMENT
WHEREAS, Roanoke County has heretofore moved to establish, operate and
maintain a County-wide water supply and distribution system to serve County
residents; and
WHEREAS, the Roanoke County Water Ordinance, Chapter 20.1 of the
Roanoke County Code, provides by Section 20.1-5 that the mandatory provisions
of said ordinance requiring connection to the County water system may be waived
by action of the governing body; and

WHEREAS, the Board of County Supervisors has determined that the require
ment of said mandatory connection is for the integrity of the County water syste
and in the best interest of County residents.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that waiver requests from the County water ordinance requirements
will be considered by the Board only in the most extreme emergency situations
representing undue hardships to the affected property owners, unless water canna
be provided for by Roanoke County within a reasonable length of time.
