The Board of County Supervisors of Roanoke County, Virginia, met this
day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the fourth Tuesday and the second regular meeting of the month.
Members Present: Chairman R. Wayne Company, Vice-Chairman Robert E.
Myers, and Supervisors May W. Johnson, Edward C. Park, Jr., and Lawrence E. Terr
Chairman Compton called the meeting to order at 7:15 p.m. and recognized
Reverend W. D. Woodruff, St. Elizabeth1s Episcopal Church, who offered the invoc -
tion. The Pledge of Allegiance to the flag was given in unison.
IN RE: APPROVAL OF MINUTES
Supervisor Johnson moved that the minutes for the regular meeting of
June 13, 1978, be approved as submitted. The motionwasadopted unanimously.
IN RE: BINGO PERMIT - WILLIAM BYRD HIGH SCHOOL BAND BOOSTERS
I
Supervisor Park moved that the application of William Byrd High School
Band Boosters for a bingo permit be approved effective this date for a period of
one year, which motion was adopted unanimously.
IN RE: RESOLUTION NO. 2084 SEEKING IMPROVED COOPERATION FROM THE GENERAL
ASSEMBLY IN MEETING THE URGENT FISCAL NEEDS OF LOCAL GOVERNMENTS IN
VIRGINIA

WHEREAS, the Board of County Supervisors of Roanoke County agrees there
is a need for more appropriate legislation to provide for the mutual benefit of
all County Governments of the Commonwealth of Virginia; and
WHEREAS, although there have been numerous efforts by individual members
of the General Assembly, as well as by the collective body, to institute benefi-
cial legislation on behalf of the local governments of the Commonwealth, the
General Assembly has often failed to act in the best interests of the local
governments; and
WHEREAS, through the 1 iberalization of statutes, the interpretation of
existing processes, and the addition of mandated programs the General Assembly
has often compounded the support services required of local governments to compl
with such programs, yet has failed to provide the funding or additional revenUE
sources for the financing of such expansions (such as the Animal Welfare Act anc
Virginia Dog Laws (HB 542), which is a commendable legislative action, but whic~
is also inequitable in its financial impact upon local ities); and
WHEREAS, requested provisions for additional State and financial assis-
tance to local governments are routinely denied or evaded by the General Assemb ~
(as during the past session when the reimbursement for certain unemployment
compensation (HB 1083) was killed; and the revisions to State funding formulas
(HB 599), the increased funds for street maintenance (HB 602), and the State
reimbursement of local real property tax relief for its elderly (HB 434), were
all carried over); and

WHEREAS, the General Assembly has continued to erode, abol ish ahd preven
sources of local revenue, substantially limiting the options avai lable to loca-
lities for the generation of revenue, (as in the failure to increase the request d
statewide sales and use tax (HB 22, SB 127, 128, 129); and the carryover of the
Electric Authorities Act (SB 163), and the SMSA general retail sales tax, and
the addition :of a local income surtax (HB 832) and the local taxation of publ ic
service corporation property, and the State reimbursement for jail construction
(HB 588); along with the passage of legislation to deposit the fees collected by
a General District Court into the State Treasury (SB 171); and
WHEREAS, even that legislation passed by the General Assembly which is
financially beneficial to the local ities was so drastically reduced or delayed
that it affords little aid (such as the aid for sol id waste disposal (SB 497),0
the delayed implementation in State reimbursement to local welfare boards (HB 62
which though passed, was not to become effective until July I, 1980, and became
vetoed by the Governor); and
WHEREAS, responsibil ity for implementation of much of the legislation
passed by the General Assembly falls to local governments, increasing their
administrative costs without increased funding; and
WHEREAS, the local governments of the Commonwealth of Virginia are
established and controlled by the General Assembly, dependent upon the General
Assembly for their very sustenance, yet maintained as separate, sovereign entiti s
within the Commonwealth.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the members of the General Assembly of Virginia individually
and as a body, are hereby implored to provide to the localities increased finan
cial assistance, expanded revenue opportunities, and equitable revisions to
existing and mandated programs.
On motion of Supervisor Johnson and adopted by a unanimous voice vote.

IN RE: CENTREX TELEPHONE SYSTEM
Mr. Frank W. Harksen, Marketing Department, C & P Telephone Company,
made a presentation to the Supervisors on the Centrex telephone system, which ic
a central office-based electronic switching system. Mr. Harksen highlighted th{
distinctive features and advantages of this system, followed by a brief questior
and answer session among the Supervisors and Mr. Harksen.
Supervisor Myers moved that the County Executive be directed to meet
with representatives of C & P for further study of the Centrex system and repor
back to the Board his recommendations. The motion was approved by a unanimous
vote of all those voting; Mr. Terry having abstained.

IN RE: REQUEST FOR WAIVER OF COUNTY WATER ORDINANCE - UTILITY SERVICES, INC.
Mr. Victor V. Ludwig~ Attorney representing Utility Services, Inc.,
(private water company) appe~red before the Board and requested a waiver of the
County's Water Ordinance so that his clients may extend a water main to serve
additional lots in the Hunting Hills Subdivision. Mr. Ludwig advised that he
has filed the plans and appl ication for waiver with the Roanoke County Publ ic
Service Authority.

Chairman Compton advised that it has always been Board pol icy to first
receive a recommendation from the PSA on any request for waiver of the County's
water ordinance.
Supervisor Johnson moved that the request be taken under advisement
pending a recommendation from the Publ ic Service Authority, which motion was
adopted unanimously.
IN RE: COUNTY BIDDING PROCEDURES

Mr. John Hagen, President of Fire & Safety Control Company, appeared
before the Board regarding the County's bidding procedures. Mr. Hagen raised
questions on the County's method of accepting bids on certain fire equipment
during the past year or so. He advised the Supervisors that he has had problems
over bids which were awarded to his Company for fire equipment. Mr. Hagen alle~ d
that although he was low bidder according to bid specifications on breathing
apparatus, the specs were changed after the bids had been opened, and he did not
receive the contract (the contract for breathing apparatus was awarded to Greer
Supply Company on June 13). County Fire Coordinator Robert N. Monroe said therE
was no deliverate intent on his part in not recommending the bid be awarded to
Fire & Safety Control for breathing apparatus, but after his review, he felt
another company could best meet the County's needs for this type of equipment.
The staff report to the Board, on which the bid was ultimately awarded, explaine
the reasons for recommending against accepting trade-in on old apparatus and thi
factor meant that Mr. Hagen's proposal was not the low bid.
Supervisor Myers stated that he did not think the matter had been handlE
properly and advised that in the future all bids would be examined more closely.
Chairman Compton directed the Purchasing Supervisor to notify all bidders of
date, time, and place of Board meetings when bids will be considered and contrac s
awarded.
IN RE: DEPARTMENTAL ACTIVITIES REPORTS
The departmental activities reports, as submitted by the County Executi\ Q,
were for information of the Supervisors and are filed with the minutes of this
meeting.
IN RE: PROPOSED GRANTSMAN - FIFTH PLANNING DISTRICT COMMISSION
I
On motion of Supervisor Johnson and a unanimous voice vote, the County
Executive's report entitled I'Proposed Grantsman - Fifth Planning District Com-
missionl' was this date received and filed and the County Executive was directed
to notify the Fifth Planning District Commission of this action by transmitting
copy of his report and recommendation to the Commission with the request that
said report be made available to all Commission members.
IN RE: RESOLUTION NO. 2085 ACCEPTING A BID FOR THE PURCHASE OF PORTABLE PUMP
UNITS TO BE USED BY THE DEPARTMENT OF FIRE AND EMERGENCY SERVICES
WHEREAS, on June 16, 1978, bids were received and opened in the Depart-
ment of Finance, Purchasing Division, for the purchase of portable pump units
to be used by the Department of Fire and Emergency Services; and

WHEREAS, the Purchasing Supervisor has, in report to the Board dated
June 27, 1978, recommended that the acts hereinafter set out be accepted; and
WHEREAS, the funds for said portable pump units hereinafter accepted arE
included in the 1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of

Roanoke County that the bid of Zimmerman & Evans, Inc., of Greensboro, North
Carol ina, in the amount of $11,265.90, for the portable pump and intake hose,
and the bid of Fire & Safety Control Company of Salem, Virginia, in the amount
of $4,325.00 for the Ken-Mar Strainer be accepted, said portable pump units to
be used by the Department of Fire and Emergency Services; and the County Execu-
tive is hereby directed to notify said bidders of the acceptance of their said
bids and is authorized to execute the necessary contracts for these purchases.

IN RE: RESOLUTION NO. 2086 ACCEPTING A BID FOR THE RURPOSE OF PROVIDING A
MAINTENANCE CONTRACT ON ALL TYPEWRITERS WITHIN THE COUNTY GOVERNMENT,
WITH THE EXCEPTION OF THE SCHOOL SYSTEM
WHBREAS, on May 19, 1978, bids were received and opened in the Depart-
ment of Finance, Purchasing Division, for the purpose of providing a maintenancE
contract on all typewriters within the County government, with the exception of
the school system; and
WHEREAS, the Purchasing Supervisor has, in report to the Board dated
June 27, 1978, recommended that the acts hereinafter set out be accepted; and
WHEREAS, the funds for said maintenance contract hereinafter accepted
are included in the 1978-79 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of

Roanoke County that the bid for said maintenance contract of B & D Office Machir
Company of Roanoke, Virginia, be accepted, said maintenance contract to be used
for all typewriters within the County government, with the exception of the
school system; and the County Executive is hereby directed to notify said bidde
of the acceptance of their said bid and authorized to execute the necessary con
tracts for this purpose.

IN RE: REFERRALS TO PLANNING COMMISSION
.
In a report to the Board, the County Executive advised that the followin
petitions for rezoning have been referred to the County Planning Commission sinc
the Supervisors' meeting on June 13, 1978:
(1) Petition of Allen R. Moran and Edna H. Moran for rezoning from B-2 to B-3
of a 0.27-acre portion of a 0.642-acre tract on the west side of Route 220,
1,900 feet south from its intersection with Route 419 so a gasol ine sales
faci lity may be operated thereon.
(2) Petition of Thomas R. Michie, Jr. and Elizabeth C. Michie for rezoning from
R-4 to A-I of a 74.58-acre tract on the north side of Bradshaw Road (Route
622), 3.5 miles west off Route 311 so that a single-family dwell ing may be
built thereon.

On motion of Supervisor Myers and a unanimous voice vote, consideration
of new job classifications for County's personnel pay plan was this date continu d
to July 25, 1978, for further study. This continuation will have no effect on
the classifications.
IN RE: RESOLUTION NO. 2090 DELEGATING THE AUTHORITY TO SIGN CERTAltJ CHECKS
WHEREAS, the provisions of the County Executive form of government re-
quire that no money be disbursed or paid out by the County except upon checks
signed by the Chairman or some designated person, and counter-signed by the
Director of Finance; and
WHEREAS, it is the opinion of the Board of County Supervisors that check
for the Department of Public Welfare and the Department of Education should be
signed by representatives of said departments rather than by the Chairman of thE
Board of County Supervisors.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the Assistant Superintendent of Business and Finance of the
Department of Education be, and he is hereby, authorized and directed to sign
checks for the Department of Education and that the Superintendent of Public

Welfare be, and she is hereby, authorized and directed to sign checks for the
Department of Pub1 ic Welfare.
BE IT FURTHER RESOLVED that the County Executive be, and he is hereby,
authorized and directed to sign all of the checks for the disbursement of funds
by the County other than those hereinabove set out.
BE IT FINALLY RESOLVED that as required by Title 15.1, Section 605(e),
Code of Virginia, no County funds shall be disbursed on any of the checks herein
above set out unless said checks are countersigned by the Director of Finance.

IN RE: RESOLUTION NO. 2091 DESIGNATING OFFICIAL DEPOSITORIES FOR COUNTY FUNDS,
CHANGING THE NAME OF CERTAIN ACCOUNTS AND AUTHORIZING THE PAYMENT OF
CERTAIN OUTSTANDING CHECKS
WHEREAS, the Board of County Supervisors of Roanoke County has heretofor
determined that the appointment of a full-time Director of Finance is in the bes
interest of the County and has subsequently appointed such a Director; and
WHEREAS, the responsibi1 ity for accounting and finances within the
government of Roanoke County is placed with a newly appointed Director of Finane;
and
WHEREAS, the firm of Daniel A. Robinson and Associates, Certified Public
Accountants, has been employed to conduct a turn-over audit of the assets of the
Roanoke County Department of Finance as of the close of business on June 30,
1978; and
WHEREAS, the Board of County Supervisors desires to take the hereinafter
set out actions in order to provide for the transition of all financial obliga-
tions of the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the depositories hereinafter set out be, and they are hereby
authorized and directed to pay only those checks signed by Will iam F. Clark,
Director of Finance, as shall be determined by the turn-over audit.
BE IT FURTHER RESOLVED that the depositories hereinafter named be, and
they are hereby, requested to change the name of all accounts from County of
Roanoke, Will iam F. Clark, Director of Finance, to County of Roanoke, John M.
Chambliss, Jr., Director of Finance, and that no checks dated after June 30,
1978, be paid unless said checks bear the signature of John M. Chambliss, Jr.,
Director of Finance.

BE IT FINALLY RESOLVED that the depositories hereinafter named be, and
they are hereby, designated as official depositories for Roanoke County funds:

IN RE: RESOLUTION NO. 2092 CHANGING THE NAME OF A PORTION OF BRANDYWINE AVENUE
AND ANTEITAM DRIVE TO KENMORE AVENUE
I
WHEREAS, property owners living on Brandywine Avenue between the inter-
section of Manassas Drive and Anteitam Drive (Anteitam Drive having been renamed
from Kenmore Avenue by resolution No. 1941 dated December 13, 1977) have been
using for a considerable length of time a mail ing address of Kenmore Avenue and,
WHEREAS, the residents along this portion of roadway are desirous of
retaining the name Kenmore Avenue and,
WHEREAS, certain other residents are desirous of retaining the name
Anteitam Drive and,
WHEREAS, pursuant to Section 15.1-379 of the Code of Virginia, as
amended, the governing body of any County authorized by resolution duly adopted
may name streets, roads, and alleys therein outside the corporate limits of
towns except for those primary highways ooriforming to Section 33.1-12 of the
Code of Virginia, as amended, and,

WHEREAS, an agreeable solution has been reached between all property
owners concerning the renaming of portions of streets.
NOW, THEREFORE BE IT RESOLVED by the Board of County Superviosrs of
Roanoke County, Virginia that:
1) Brandywine Avenue from the intersection of Manassas Drive and lot 38, block
12, Mount Vernon Heights, Survey No.2 as recorded in Plat Book 2, page 142,
be and hereby is officially renamed and designated as Kenmore Avenue.
2) That portion of the roadway between lot 38, block 12, Mount Vernon Heights,
Survey No.2, be and hereby is officially renamed and designated as Kenmore
Avenue.
3) That portion of the street from the common point between lot 34 and lot 36,
both being in block 12, Mount Vernon Heights, Survey No.2, and existing
Anteitam Drive as recorded on the map of Mount Vernon Heights, Survey No.

WHEREAS, Route 603 from the west intersection with Route 460 to the eas
intersection with Route 460 is presently named Babe Louis Road and,
WHEREAS, the Bonsack Garden Club has presented a petition to change the
street name from Babe Louis Road to Bonsack Road and,
WHEREAS, pursuant to Section 15.1-379 of the Code of Virginia, as
amended, the governing body of any County authorized by resolution duly adopted
may name streets, raods, and alleys therein outside the corporate 1 imits of
towns except those primary highways conforming to Section 33.1-12 of the Code
of Virginia, as amended.
NOW THEREFORE BE IT RESOLVED by the Board of County Supervisors of
Roanoke County, Virginia that Route 603 from the west intersection with Route
460 to the east intersection with Route 460 and passing through the community
of Bonsack be and hereby is officially renamed and designated as Bonsack Road.

Supervisor Johnson moved that the Board concur with the recommendatior
of the Planning Commission and table the proposed zoning ordinance in its
present draft form, which motion was adopted unanimously. The County staff
will combine the better aspects of the present and proposed ordinances into a
revised proposal for future consideration, hopefully within the next six months.

reducation.

D. Ergle to serve in this capacity. Mr. Terry also noted that Mr. Ergle was the
only applicant for this position.
Supervisor Terry moved that Mr. William D. Ergle be reappointed to serve
as the Windsor Hills Magisterial District representative on the Roanoke County
School Board for a term of four years ending on June 30, 1982.
