I A special meeting of the Board of County Supervisors of Roanoke County, Virginia, was held on Tuesday, October 31, 1978, in the conference room adjoining the office of the Roanoke County Executive at 302 East Main Street in Salem, Virginia, called at the request of Vice Chairman Robert E. Myers and Supervisor May W. Johnson for the purpose of awarding a contract for construction of the new County jail and any other matters as agreed upon by all Board members. All five members of the Board of County Supervisors did execute a form waiving any defects in the notice of said special meeting, whic waiver is filed with the minutes of this meeting. Those in attendance included Chairman R. Wayne Compton, Vice Chairman I Robert E. Myers, Supervisors May W. Johnson, Edward C. Park, Jr., Lawrence E. Terry, County Executive William F. Clark, Director of Finance John M. Chamblis , and VVKR representatives Danny Bolt and Bob Frye. The meeting was called to order at 3:05 p.m. by Chairman Compton. IN RE: RESOLUTION NO. 2170 DESIGNATING A PORTION OF THE COUNTY'S GARST MILL PARK AS A WELL LOT WHEREAS the Board of County Supervisors of Roanoke County has heretofore undertaken the establishment of a County-wide water system and in the process WHEREAS a well was drilled on a portion of County-owned property known I thereof has acquired certain well lots to supply water for the county; and as Garst Mill Park, which well has produced a sufficient flow of water to be a useful part of the County's water system; and WHEREAS at a regular meeting of the Roanoke County Public Service Authority held October 30, 1978, the Authority Board approved to recommend to the County Board of Supervisors that a 100' X 100' well lot be set aside for the use as a part of the County water system in Garst Mill Park; NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that a 100' x 100' portion of the County's property known as Garst Mill Park is hereby designated as a well lot for use as a part of the County water system, said lot to be set forth on a plat prepared by the and I Roanoke County Public Service Authority and approved by the County Executive; BE IT FURTHER RESOLVED that a copy of this plat be transmitted to the Department of Health of the Commonwealth of Virginia, assuring that it will be developed and utilized in accordance with Health Department regulations. On motion by Supervisor Park and adopted by the following recorded vote. AYES: Mrs. Johnson, Mr. Myers, Mr. Park, Mr. terry, and Mr. Compton NAYS: None IN RE: RESOLUTION NO. 2171 ACCEPTING A BID FOR THE CONSTRUCTION OF A WATER STORAGE TANK IN HIDDEN VALLEY WHEREAS Roanoke County has heretofore established a policy of developing a County-wide water system; and WHEREAS on Tuesday, August 29, 1978, bids were received and opened at I the Roanoke County Public Service Authority for the construction of a water storage tank to be constructed in the Hidden Valley area of southwest Roanoke County; and WHEREAS, at a regular meeting of the Roanoke County Public Service Authority held October 30, 1978, the Authority Board did approve to recommend to the Board of County Supervisors that the construction of the Hidden Valley 10-31-78 548 water storage tank by Industrial Welding and Machine Corporation in the amount of $90,975 be accepted, and the County Executive is hereby authorized and directed to notify said bidder of the acceptance of their said bid and I is authorized to execute the necessary contracts for this purpose. On motion by Supervisor Terry and adopted by the following recorded vote. AYES: Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, and Mr. Compton NAYS: None IN RE: RESOLUTION NO. 2172 AUTHORIZING THE EXERCISE OF AN OPTION FOR A NEW WELL SITE IN THE HIDDEN VALLEY AREA WHEREAS the Board of County Supervisors of Roanoke County has heretofore undertaken the establishnent of a County-wide water system and in the process thereof has acquired certain well lots to supply water for the County; and ~~EREAS the County has previously entered into an option for purchase dated the 12th day of July, 1978, with George P. Baron and Mary Helen F. Baron for a certain well lot with necessary easements; and I WHEREAS, at a regular meeting of the Roanoke County Public Service Authority held October 30, 1978, the Authority Board did recommend to the County Board of Supervisors that said option be exercised; NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke COUfity that said Board hereby exercises its option to purchase a certain well lot, with appropriate easements, from George P. Baron and Mary Helen F. Baaron as further prescribed in an option dated the 12th day of July, 1978, for a purchase price of $2,000; and BE IT FURTHER RESOLVED that the Chairman of said Board is authorized and directed to execute, and the Clerk of said Board to attest, a deed for this property; and BE IT FINALLY RESOLVED that the County staff is authorized to arrange I for the necessary plat of survey and title search in connection with this transaction. AYES: Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, and Mr. Compton NAYS: None IN RE: RESOLUTION NO. 2174 REQUESTING THAT THE WATER CONTROL BOARD ADVISE OF THE EXISTING METHODOLOGY AND PROGRAM FOR THE PROTECTION OF THE SUBSURFACE DRINKING WATER SOURCES OF THE ROANOKE VALLEY FROM WASTE DISCHARGES WHEREAS, Roanoke County has actively pursued a County-wide water system and sold bonds up to $4.5 million to make improvements to the existing water systems; and WHEREAS, Roanoke County has in excess of 73 well sources of water which I use underground water as their source of drinking water to provide to the County of Roanoke citizens; and WHEREAS, the drinking water regulations, both federal and state, have increased drastically in the last several years requiring a greater expenditure to support and protect the water system; and WHEREAS, the water regulations have increased, however, there has been some concern with the use of drainage wells in the Roanoke Valley for disposal in that the use of such pollute the groundwater table in the sub-strata in an area with a complex geology, especially in the limestone area. The Water Control Board has been making studies, however, allowed the use of such wells for various industrial, commercial and municipal uses. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of I Roanoke County that the said Board is concerned with the continued use of such wells that have and may pollute the subsurface water supplies of the Roanoke Valley and is requesting that the Water Control Board advise of the existing methodology and program for the protection of the subsurface drinking water sources from waste discharges. On motion by Supervisor Park and adopted by the following recorded vote. 10-31-78 ;);)0 AYES: Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, and Mr. Compton NAYS: None I IN RE: EXECUTIVE SESSION At 3:15 p.m. Supervisor Terry moved that the Board go into executive session to discuss a contractual matter, which was adopted by the following recorded vote. AYES: Mrs. Johnson, Mr. Myers, Mr. Park, Mr. Terry, and Mr. Compton NAYS: None At 3:42 p.m. the Supervisors returned to the meeting room and on motion of Supervisor Terry;adopted by a unanimous voice vote of the Board reconvened in open session. IN RE: RESOLUTION NO. 2175 AWARDING A CONTRACT FOR THE CONSTRUCTION OF JAIL FACILITIES FOR ROANOKE COUNTY I WHEREAS the Board of County Supervisors of Roanoke County has previously recognized the need for improved jail facilities; and ~mEREAS plans and specifications for said facilities have heretofore been prepared for the County by the VVKR Partnership and approved by the State Department of Corrections; and WHEREAS invitations to bid were publicly advertised and bids were receive , opened, and read aloud on Thursday, October 19, 1978, at 2:00 p.m. in the Board Room at the Roanoke County School Administration Building at which time six (6) proposals were submitted; and WHEREAS the County's architects have evaluated the bids and made certain recommendations to the County in regard to the award of a contract and the Supervisors are desirous of awarding such contract in order that these needed I facilities can be constructed; and WHEREAS funds for these improvements are available from bonds authorized by the voters of Roanoke County and other appropriations authorized by the Board of County Supervisors; NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that said Board does hereby award a contract to J. M. Turner and Company, Inc. for construction of jail facilities for Roanoke County in 10-31-78 551 .. . the amount of their Base Bid of $5,016,000, plus Alternate No. 1 in the amount of $23,500, less Alternate No.5 in the amount of $179,000 for a total contract of $4,860,500; and BE IT FURTHER RESOLVED that the Chairman of this Board is hereby authorize( and directed to execute, and the Clerk of this Board to attest, the appropriate contract documents; and BE IT FINALLY RESOLVED that the County Executive notify all other bidders of the County's award of this contract and thank them for their interest in the County's project. On motion by Supervisor Myers and adopted by the following recorded vote.
