The Board of County Supervisors of Roanoke County, Virginia, met this day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia, this being the second Tuesday and the first regular meeting of the month. I Members Present: Chairman Robert E. Myers, Vice-Chairman R. Wayne Compton, Supervisors C. Lawrence Dodson, May W. Johnson, and E. Deal Tompkins. Chairman Myers called the meeting to order at 7:07 p.m. and recognizee Reverend Pare is E. Bain, Vinton Church of the Brethren, who offered the invoca- tion. The Pledge of Allegiance to the flag was given in unison. IN RE: RENEWAL APPLICATION OF ALVIN O. He further advised that, with th Supervisors' concurrence, the extent of the County's involvement would be to make available that portion of the proposed 40-foot right of way which would fall on County property. Supervisor Johnson moved that the County Attorney be directed to pre- pare the necessary papers regarding McVitty House access road for the May 24, 1977 meeting of the Board. The motion was adopted by the unanimous voice vote of the Board. 5-10-77 ~~ IN RE: RESOLUTION NO. 1759 ASSIGNING A LEASE AGREEMENT FOR A PUBLIC PARK TO THE CITY OF ROANOKE WHEREAS, the Board of County Supervisors of Roanoke County has hereto- fore entered into a lease agreement with the Sunrise Civic and Community Club, Inc. for the use of three lots, containing approximately one acre, for use as a public recreation area; said lease having been provided to the County at no cost other than a commitment to gradually develop the property for public park pur- poses over the twenty-year term of the agreement; and WHEREAS, the Southern Hills area was annexed into the City of Roanoke effective January 1, 1976, and since that time the property has not been operate as a part of the Roanoke County parks and recreation program; and WHEREAS, the Sunrise Civic and Community Club has requested that the County consent to the assignment of the lease to the City of Roanoke. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that said Board hereby consents to and does hereby assign the lease agreement, along with the improvements made on the property, to the City of Roanoke for their use as a public park in the Southern Hills area; the County Executive to execute the necessary papers to provide for said assignment. On motion of Supervisor Johnson and adopted by the following recorded I vote: AYES: NAYS: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins, Mr. Myers None I IN RE: COUNTY-WIDE WATER SYSTEM Supervisor Tompkins moved that the Board adopt the prepared resolution authorizing the employment of the County's consultants to prepare specifications and solicit bids for exploratory well drilling with the assistance of a geologis ; sand work to be used as part of the plan for developing a County-wide water syst m. Supervisor Dodson offered a substitute motion to defer action for a maximum of three months and that the matter again be placed on the Board's agend for consideration. The Supervisors concurred with the request. IN RE: RESOLUTION NO. 1760 AWARDING A BID FOR THE CONSTRUCTION OF THE BELLE HAVEN STORAGE TANK WHEREAS, bids were received on April 14, 1977 for the Belle Haven 500,000 gallon water storage tank to be constructed as part of the water improve I ments set forth in the Bond Issue for the North County area; and WHEREAS, Mr. William E. Conklin of Langley, McDonald & Overman, consul ting engineers, reviewed the bids and recommends that the project be awarded to the low bidder, Flippo's and Company, in the amount of $83,971.00. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that said Board hereby authorizes the acceptance of a deed con- veying a 0.44 acre tract of land situate on the west side of Virginia Route 629 said deed to be from the Roanoke County Public Service Authority; the County to pay no consideration for said property. BE IT FURTHER RESOLVED that, upon approval of the title to said parce by the County Attorney, the County Executive be and he is hereby authorized and directed to accept said deed on behalf of the Board and to record the same in the Clerk's Office of the Circuit Court of Roanoke County. Mr. Roy E. Spicer, National Service Officer Supervisor, Disabled American Veterans, who had previously appeared before the Board requesting an exemption of the decal fees, was present at the meeting. Mr. Spicer again urged the Board to consider adoptin an ordinance exempting these veterans from the fee. Supervisor Compton moved that the matter be continued indefinitely. IN RE: RESOLUTION NO. 1763 APPROVING THE EXTENSION OF THE SERVICE CONTRACT FOR THE ROANOKE COUNTY JAIL PHYSICIAN I WHEREAS, the Board of County Supervisors of Roanoke County has hereto- fore employed Dr. H. J. Minarik as Roanoke County Jail Physician for a period of twelve months; and WHEREAS, the Board is of opinion that the jail physician heretofore employed should be continued for an additional twelve-month period commencing as of July 1, 1977. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke that said Board hereby approves the employment of Dr. H. J. Minarik as Roanoke County Jail Physician for a period of twelve months commencing as of July 1, 1977 in the amount of $7,200, payable at $600.00 per month. BE IT FURTHER RESOLVED that the County Executive be, and he is hereby authorized and directed to execute the contract for the employment of Dr. H. J. Minarik as Roanoke County Jail Physician. On motion of Supervisor Dodson and adopted by the following recorded vote: AYES: NAYS: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins, Mr. Myers None I IN RE: RESOLUTION NO. 1764 APPROVING THE EXTENSION OF A CONTRACT FOR PHYSICAL EXAMINATION FOR VOLUNTEER FIREMEN AND POLICE WHEREAS, the Board of County Supervisors of Roanoke County has hereto- fore employed the Roanoke-Salem Clinic, Inc. for performing physical examination for all Fire Fighters, Deputies and County Police in accordance with state law; and I I I 5-10- 77 35"" WHEREAS, the Board is of opinion that the Roanoke-Salem Clinic, Inc. should continue their services for an additional twelve-month period commencing July 1, 1977. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that said Board hereby approves the extension of the contract with the Roanoke-Salem Clinic, Inc. for performing physical examinations for al Fire Fighters, Deputies and County Police, in the amount of $62.00 per physical examination, for an additional twelve-month period commencing July 1, 1977. BE IT FURTHER RESOLVED that the County Executive be, and he is hereby authorized and directed to execute the contract for the employment of the Roanoke-Salem Clinic, Inc. to perform physical examinations for all Fire Fighte Deputies and County Police. WHEREAS, the County of Roanoke Electoral Board has advised that it is necessary for the County to authorize the execution of an agreement with Virgini IN RE: Election Services, Inc. to provide for the preparation of the voting machines for the June 14, 1977 Democratic Primary Election; and WHEREAS, the Board of County Supervisors of Roanoke County is of opini n that it is in the best interest of the County to enter into an agreement with , said firm to provide for said work. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that said Board hereby approves the execution of an agreement with Virginia Election Services, Inc., whereby said firm agrees to do the work required to prepare the voting machines for the June 14, 1977 Democratic Primary Election; said work to be accomplished by said firm in accordance with a propos~ ; said total cost to the County not to exceed $2,300 without the express written consent of the County Executive. Mrs. Johnson thanked the County Executive and staff and the members 0 the School Board and School Administration for their time and efforts in pre- paring and presenting the budget. She advised that a letter from the Clerk of the County School Board had been addressed to the Chairman of the Board which enumerated possible expenditure reductions in the proposed School Operating Fund, which letter is filed with the minutes of this meeting. Supervisor Johnson stated that she cannot go along with the proposed cuts made by the School Board, and moved that a tax rate of $3.27 be set on all classes of personal property situate in Roanoke County for the calendar year 1977, which sum will more adequately fund the budget without eliminating progra s. The motion was defeated by the following recorded vote: AYES: NAYS: Mr. Dodson, Mrs. Johnson Mr. Compton, Mr. Tompkins, Mr. Myers IN RE: RESOLUTION NO. 1769 SETTING THE TAX LEVY ON ALL CLASSES OF PERSONAL PROPERTY SITUATE IN ROANOKE COUNTY FOR THE CALENDAR YEAR 1977 BE IT RESOLVED that the levy for the twelve-month period beginning January 1, 1977 and ending December 31, 1977, be, and it hereby is set for a tax rate of $3.25 per ONE HUNDRED DOLLARS of assessed valuation on all taxable, tangible personal property, excluding all those classes of household goods and personal effects as are defined in Section 58-829.1 of the 1950 Code of Virgini , as amended, but including the property separately classified by Sections 58-829 58-829.2, 58-829.3, 58-831, 58-831.1 and 58--831.2 in the Code of Virginia of 1950, as amended, located in this County on January 1, 1977 and tangible persona property including the property separately classified by Sections 58-829, 58-829.2, 58-829.3, 58-831, 58-831.1 and 58-831.2 in the Code of Virginia of 1950, as amended, of public service corporations based upon the assessed value thereof fixed by the State Corporation Commission and duly certified. On motion of Supervisor Tompkins and adopted by the following recorded vote: AYES: NAYS: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins Mr. Myers I IN RE: RESOLUTION NO. 1771 ACCEPTING AND APPROVING THE SCHOOL BUDGET FOR THE 1977-78 FISCAL YEAR WHEREAS, the requirements of law contained in Section 22-127 of the Code of Virginia, 1950 as amended, require the governing body to prepare and accept an annual budget for informative and fiscal planning purposes only for educational purposes by May 15th of each year; and miEREAS, the Board of County Supervisors of Roanoke County desires to accept said budget from the School Board for the 1977-78 fiscal year as herein- after set out. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke County that, pursuant to Section 22-127 of the Code of Virginia, 1950 as amended, said Board does hereby accept the school budget for the 1977-78 fiscal year as presented and considered by said Board with a local appropriatior from Roanoke County in the amount of $11,760,199.00. It being the intention of said Board that the school budget is approved with said sum equalling the total local appropriation. On motion of Supervisor Compton and adopted by the following recorded I vote: AYES: NAYS: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins, Mr. Myers None IN RE: NOTICE OF INTENT TO HOLD A PUBLIC HEARING ON THE ROANOKE COUNTY BUDGE1 FOR THE 1977-78 FISCAL YEAR BE IT RESOLVED by the Board of County Supervisors of Roanoke County that a public hearing be held at the regular meeting of the Board of County Supervisors of Roanoke County to be held on June 14, 1977 at the Salem-Roanoke County Civic Center at 7:00 p.m., at which time the Board will consider the adoption of a budget for the 1977-78 fiscal year. The County Executive is hereby authorized and directed to include in said advertisement a brief synopsi of the budget in such manner as deemed by him to fully advise the public of the contents of the budget. The advertisement as prepared by the County Executive shall contain all contemplated expenditures and estimated revenues and borrowin ~ for the County for the fiscal year. BE IT FURTHER RESOLVED that the Clerk publish this advertisement one time in the Roanoke Times-World News, a newspaper having a general circulation in Roanoke County, at least seven (7) days prior to said public hearing. BE IT FURTHER RESOLVED that the Clerk post a copy of the proposed budget at the Roanoke County Courthouse and have a copy of said budget availabl in the Office of the County Executive, 302 East Main Street, Salem, Virginia. The motion was adopted by the unanimous voice vote of the Board.
