Members Present: Chairman Lawrence E. Terry, Vice Chairman Edward C. Park Jr., and Supervisors May W. Johnson, Robert E. Myers and T. M. White. Johnson has served on the Board of Supervisors of Roanoke I County for seven years with distinction and dedication during which period of time she has twice been elected Chairman of the Board by her fellow members of the Board; and WHEREAS, May W. Johnson holds the honor and distinction of being the first lady elected to the Board of Supervisors of Roanoke County by the voters thereof; and WHEREAS, May W. Johnson, during her service as a member of the Board of Supervisors of Roanoke County, has actively participated in the furtherance of services to the County and its citizens by her conscientious involvement and participation in the activities of the Virginia Association of Counties, having served in various official capacities with the Association, to-wit: First Vice President and Second Vice President; and I ffiIEREAS, in recognition of her distinquished service the members of the Virginia Association of Counties at the annual meeting held in November, 1980, unanimously elected her President of the Virginia Association of Counties for the year 1980-81, again affording her the opportunity and distinction of being the first lady to serve in such capacity. RESOLUTION NO. 2721 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY AND THE CITIZENS OF ROANOKE COUNTY TO MR. PAUL B. MATTHEWS FOR HIS SERVICE TO ROANOKE COUNTY. WHEREAS, PAUL B. MATTHEWS was employed by the County of Roanoke in October 1939, having served with distinction as draftsman to the Roanoke County Plannin I Commission; Secretary to the Roanoke County Planning Commission, County Enginee , Coordinator of Civic Defense, County Building Official, and Registrar for Roanoke County; and WHEREAS, PAUL B. MATTHEWS was named Executive Officer of the County of Roanoke in 1943 and served in that position with distinction until his retire- ment in 1973; and WHEREAS, PAUL B. MATTHEWS has served as Hollins Magisterial District Supervisor since January, 1980, filling an unexpired term on the Board of Supervisors of Roanoke County, and has represented the citizens of the Hollins Magisterial District in a distinguished manner. Mr. Wayne Wright who appeared in oppositiont informed the Board that he has a petition consisting of 40 signatures from nearby property owners who are in opposition to the renewal. Mrs. Myrtle Amos and an unidentified citizen spoke in opposition to this request. After some discussiont Supervisor Myers moved to allow Mr. Arthur an extension of his present permit until July 1, 1981 at which time he must have the trailer removed from the property; approved by the following recorded vote. He presented a map of the area in question and pointed out the particular property involved. Mr. Albert stated that when all of the area for that development has been rezoned, there will be a proposal of 97 townhouse units. These units will be single-family attached units to be sold and not rented. AYES: Supervisors Park, Terry, Johnson, Myers, and White NAYS: None I IN RE: PURCHASE OF CAR Administrator Clark stated that from time to time the Board of Supervisors and other County Officials go on out-of-town trips on County business and it sometimes is difficult to find a car sizeable and comfortable enough for the trip and would like the Board to authorize purchase of a 1979 Bonneville Pontiac from the Hertz Corporation in lieu of purchasing a car for the Parks and Recreation Department which has already been budgeted. In turn, the Parks and Recreation department will retain possession of the car now used by Mr. Clark. Approved by unanimous voice vote of the Supervisors. IN RE: SALE OF EXCESS PROPERTY I Administrator Clark informed the Board that the County now has some excess property namely; (1) typewriter, (1) calculator, (1) clerical chair, (5) map holders or plat books, (4) dictation machines, (1) copy machine, (1) mimeograph machine, (2) trucks and (2) automobiles, Utility Department, (1) refuse truck, Sanitation Department, (1) automobile, Inspections and (14) automobiles, Sheriff's Department, and would request authorization to auction said property on December 6, 1980. I IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Johnson stated she had received a letter of resignation from Mrs. Jean Taylor who is County representative on the Health Council of Southwest Virginia Health Systems and she would like to nominate Mrs. Minna Brownstein, 4815 Leawood Circle, S. W., Roanoke, Virginia, to serve in that capacity from the Cave Spring District; approved by unanimous voice vote. Supervisor Johnson further nominated Mr. Billy H. Branch to serve on the joint Roanoke Valley Industrial Fact Finding Commission as representative of Cave Spring District of the County; approved by a unanimous voice vote. Mrs. Johnson also informed the Board that the Legislative branch of I the Virginia Association of Counties will meet on November 25th which will be the date of the next meeting for the Board of Supervisors and she would like to reschedule the meeting of the Board to November 24th; adopted by a unanimous voice vote.
