The Board of County Supervisors of Roanoke County met this
day in the Conference Room of the Office of the County Executive, at I

306-A East Main Street, Salem, Virginia; this being a Special Meeting
called by the Clerk at the request of Chairman May W. Johnson and
Vice-Chairman E. Deal Tompkins for the purpose stated in the waiver
of notice, signed by all the members of the Board of County Super-
visors and spread as follows:

to be held in the Conference Room of the County Executive's Office
at 306-A East Main Street, Salem, Virginia, on Monday, March 29, 1976
. at 3:00 p.m. for the purpose of discussing matters of mutual interest
with the Town of Vinton.

Compton, C. Lawrence Dodson and Robert E. Myers. Mr. Edward A. Natt,
County Attorney, and Mr. George F. Ferrell, Director of Finance, were
also in attendance.

Members from Vinton Town Council present: Mayor G. W. Nick,
Councilman Henry Brabham and Councilman O. L. Horn. Mr. Ronald H.
Miller, Town Manager, was also in attendance.
Chairman Johnson called the meeting to order at 3:08 p.m.
Chairman Johnson stated that Mayor Nicks had contacted her

and requested that this meeting be held in hope that the Board would
reconsider its previous offer to Vinton for contribution to the
construction of a firehouse to be located in the Town of Vinton.
Supervisor Compton moved that the Board reconsider its
previous action contributing $90,000 towards the construction of the
firehouse to be located in the Town of Vinton.
The motion was adopted by the following recorded vote:
AYES:
Mr. Compton, Mr. Dodson, Mr. Myers, Mr. Tompkins,
Mrs. Johnson
NAYS:
None
Mayor Nicks expressed his appreciation for the Board's

reconsideration and again stated Vinton's need for the proposed fire
facility. He further stated that the request is a "citizenship
matter" and both localities (Roanoke County and Vinton) should
cooperate with each other and hopefully arrive at a figure with which
both governments can mutually live.
At 3:20 p.m., Supervisor Tompkins moved that the Board go
into Executive Session to discuss a real estate matter.
The motion was adopted by the following recorded vote:
AYES:
Mr. Compton, Mr. Dodson, Mr. Myers, Mr. Tompkins,
Mrs. Johnson
NAYS:

At 3:30 p.m., on the motion of Supervisor Tompkins and the

unanimous voice vote of the members, the Board reconvened in open
session.

Supervisor Myers asked the Director of Finance if the
County could use its Federal Revenue Sharing money for the request.
He was advised that the money will not be available in time and
further that the request does not meet the requirements authorized
I
under the Federal Revenue Sharing Act.
Supervisor Myers then asked Mayor Nicks if the Vinton
residents along with County residents would be willing to accept a
tax increase if the County decides to appropriate more money for the
fire facility. Mayor Nicks stated that it was hard for him to
understand the County even considering the necessity of raising
taxes and further stated that there would be opposition to any tax
increase.
Mayor Nicks said that the people of Vinton were very
concerned over the County not appropriating more money towards con-
struction of the firehouse and the Town was seriously thinking about
becoming a City. Chairman Johnson stated that this question has

come up frequently and poses a threat to the rest of the County.
Councilman Brabham noted that the Town of Vinton pays a
percentage of County taxes and also provides the Eastern end of the
County with sewer, water and fire service.
At this point, Chairman Johnson relinquished the Chair to
the Vice-Chairman.
Supervisor Compton stated that the County should have had
more input into the proposed firehouse. Mayor Nicks said that Vinton
is going to build a firehouse with or without the County's help and
if the County will not help subsidize fire service in Vinton, Vinton
will not furnish fire service to the Eastern end of the County.

Supervisor Johnson moved that the County contribute the
sum of $150,000 towards the construction of a firehouse to be located
in the Town of Vinton upon the following terms and conditions:
1. The appropriation is to be made over the next
two fiscal years, with equal amounts of $75,000

~ being budgeted each fiscal year by the Board of
County Supervisors.
2. The Town of Vinton would agree that should it
ever obtain city status, the total amount con-
tributed by Roanoke County would be repaid to
the County.
3. That the Vinton Fire Department will continue
to provide fire service to the Eastern end of
the County that it presently provides.
The motion was adopted by the following recorded vote:

Upon acceptance by the Town of Vinton, the Attorneys for
the respective jurisdictions were directed to prepare a formal
agreement incorporating the above provisions.
Vice-Chairman Tompkins relinquished the Chair to Chairman
Johnson.
At 4:15 p.m., members from Vinton Town Council went into
Executive Session.
At 4:25p.m., Vinton Town Council returned and the meeting
reconvened in open session.
Mayor Nicks stated that Vinton needs adequate fire service

and on behalf of the Town accepted the County's proposal.

Supervisor Myers advised the Board of the two upcoming
meetings scheduled with Balzer and Associates, the County's Planning
Consultants, and further stated that hopefully the next two meetings
would complete the preparation for the County's Master Plan. It
was the consensus of the Board to complete the study and preparation
for said Master Plan within this fiscal year.
This concluded the business before the Board at this
session, and on the motion of Supervisor Tompkins and the unanimous
voice vote of the members, the meeting was adjourned at 4:45 p.m.
