The Board of County Supervisors of Roanoke County, Virginia convened
I
this date in open session at the Salem-Roanoke County Civic Center in Salem,
Virginia, which was the official location of the meeting but due to the energy
crisis and the Civic Center's inability to heat the building, immediately adjournec
and reconvened in the General District Courtroom, third floor of the County
Courthouse in Salem, Virginia, which location had been publicly announced through
the local news media and signs posted in advance at the Courthouse and the Civic
Center notifying the public of this change.
Members Present: Chairman Robert E. Myers, Vice-Chairman R. Wayne
Compton, C. Lawrence Dodson and E. Deal Tompkins. Absent: May W. Johnson.
Chairman Myers called the meeting to order at 7:08 p.m. and recognized
Supervisor C. Lawrence Dodson, who offered the invocation. The Pledge of

Allegiance to the flag was given in unison.
IN RE:
APPROVAL OF MINUTES
On the motion of Supervisor Compton and the unanimous voice vote of the
members present, the minutes of the regular meeting of January 25, 1977, were
approved as spread.
IN RE:
JAIL FACILITY
A public session was this date held by the Board of County Supervisors
whereby citizens of the County were afforded an opportunity to express their views
and opinions regarding the location of a new jail facility for Roanoke County.
Chairman Myers stated that there were several different proposals and

asked the County Executive to enumerate and briefly explain the various proposals.
The County Executive advised that there are three basic alternatives to
be considered:
(1) A jail owned and operated by Roanoke City and located in Roanoke
City which would allow the County to purchase or rent space in the
facility.

(2) A jail jointly owned and operated by the City of Salem and the
County of Roanoke located in the City of Salem.
(3) A jail jointly owned and operated by the City of Salem and the
County of Roanoke located in Roanoke County, but in the vicinity of
Salem.

The County Executive emphasized that all cost analyses are "best estimate
At this point, Chairman Myers opened the floor to public comments. Mr.
John Hart stated that the for most part County citizens do not have a great desire
to own a jail facility. He further stated that Roanoke City's proposal is the most
economical and urged the Board to accept the City's proposal instead of going in
with Salem. Mr. Michael Ferguson, Attorney, also favored accepting Roanoke City's
proposal. He further stated that the vast number of criminal actions occur in the
City of Roanoke, not the County. Mr. Ferguson stated that it is the duty of the
Board of Supervisors to take the most economical route. Mr. Harold Woody stated
that he had reservations on owning a joint jail with Salem and that the best and
most economical location would be with the City of Roanoke in the downtown Roanoke
area. Mr. Hal Woody, a freshman at Hidden Valley Junior High, stated that he took
a sample survey on the jail question in the Windsor Hills voting districts and out
of 124 households interviewed, 95 favored a joint facility with Roanoke and 19
favored a separate facility. The results of the poll are filed with the minutes
of this meeting. Mr. Richard Bean, Cave Spring District, stated that the Valley
only needed one jail facility and expressed hope for this in the future. Chairman
Myers responded that according to officials in Richmond a jail containing over 300
cells becomes a prison, not a corrections facility, thereby creating a dangerous
situation in the community. Mr. H. L. Sowers, Mr. Herman Holtzman, Mr. Earl Hobac ,
Mr. Stan Lanford, and Mr. Jerry Tankersley all favored the County accepting Roanoke
City's proposal for use of their jail facility. Mr. P. J. Foster, Catawba District,
favored a joint jail facility with Salem. Mr. C. C. Manning, Jr. favored Roanoke
City's proposal and stated that consolidation of all facilities would be the least
expensive way in the future. Mrs. Juanita Kessler, Catawba District, favored a
joint jail facility with Salem. Mr. Stanley Reece, Cave Spring District, favored
Roanoke City's proposal.
Chairman Myers thanked those citizens who attended the meeting and advis
that the Supervisors will hopefully make a decision on the location of a jail
facility for the County within the next six weeks.

HIS PROPERTY SITUATE IN THE CAVE SPRING MAGISTERIAL
DISTRICT AND LOCATED ON BENT MOUNTAIN ON THE WEST SIDE
OF ROUTE 221 AND ON THE EAST SIDE OF ROUTE 889 AND
CONTAINING 130.71 ACRES
FINAL ORDER
That the petitioner, his heirs, successors and assigns be and they hereb
are granted permission to hold two Blue Grass String Bank Competitions on the
following described property:
The property is situate in the Cave Spring Magisterial District on Bent
Mountain on the west side of Route 221 and on the east side of State
Route 889 joining both roads and contains approximately 130.71 acres;
A more complete description of the property may be found in Deed Book
711 on Page 378, Deed Book 649 on Page 283, Deed Book 735 on Page 174
and in Deed Book 476 on Page 523 in the Clerk's Office of the Circuit
Court for Roanoke County

together with all rights of ingress and egress over the lands of the petitioner
and such other persons as he has a right by the law to use. Such use shall be
subject to the following terms and conditions consented to by petitioner:
(a) On the weekends chosen for the events, the hours of operation will be from
6:00 p.m. to 12:00 Midnight on Friday, 12:00 Noone to 12:00 Midnight on
Saturday and from 12:00 Noon to 6:00 p.m. on Sunday.
(b) That police protection for the events be provided for at the expense of the
petitioner by following the recommendations of and in close cooperation with
the Sheriff of Roanoke County.
(c) Petitioner will provide one (1) privy for each 100 persons present at the
events, one sewage dump station to serve campers, (trailers), adequate dumpst rs
and trash containers to contain trash pending removal and an approved water
supply.

(d) The "Use Not Provided For" granted herein shall remain in force and effect
for one weekend event to be conducted on a date selected by the petitioner
between May 1, 1977 and May 31, 1977; and one weekend event to be conducted
on a date selected by the petitioner between October 1, 1977 and October 31,
1977 .
(e) The property shall be used in accordance with the plat attached hereto.

The Zoning Ordinance and Zoning Map of Roanoke County as they relate to
the premises in question shall and are hereby accordingly amended to reflect the
adoption of this resolution.

Mr. George I. Vogel, II, Attorney, appeared on behalf of the petitioners.
Mr. Douglas Nininger, Chairman of the Board for Friendship Manor, and Mr. Swartz,
Assistant Administrator, were also present at the hearing. Speaking in opposition

to the request was Mr. E. W. Stritesky. Supervisor Compton stated that he had
surveyed the property in question and did not think it desirable to convert an
obvious residential building into a commercial establishment. He further stated
that the building would still appear to be a residence. Mr. Compton advised that
he would have no objections if the petitioners would submit a new plan developing
approximately five acres, excluding the residence.
This concluded the public hearing, and Supervisor Compton moved that the
request for rezoning be denied.

RAFFLE PERMIT - VALLEY YOUTH HOCKEY ASSOCIATION
Mr. George Blackmore was present and stated that the holding of a raffle
was for the purpose of raising funds for the Valley Youth Hockey program. In
response to a question raised, Mr. Blackmore indicated that the organization's
headquarters are located in Roanoke County.
On the motion of Supervisor Tompkins and the unanimous voice vote of the

members present, the request of Valley Youth Hockey Association for a raffle permi
was this date approved for a period of one year.

The report of the County Executive regarding County employees' group

IN RE: EXCESS FEES - CLERK'S OFFICE
The report of the Director of Finance regarding excess fees collected by
the Circuit Court Clerk's Office was for information of the Supervisors and is fil d

During discussion of the above subject, Supervisor Dodson moved that the
salary of the Circuit Court Clerk be increased to $25,000 effective immediately.

WHEREAS, Funds are available in a grant awarded by the Law Enforcement
Assistance Agency and accepted by the Board of County Supervisors on April 27, 197(,
equipment for the Sheriff's Department; and

RESOLUTION NO. 1712 APPROVING THE FORM OF A PLACEMENT CONTRACT FOR
LOCALLY OPERATED COURT SERVICE UNITS AND AUTHORIZING THE EXECUTION OF
SUCH CONTRACTS

WHEREAS, the Director of Court Services for the Roanoke County Juvenile
and Domestic Relations District Court has recommended in report dated January 26,
1977 that the Board approve the form of contract presented to it on such date pro-
viding for the placement of wards of said Court; and
WHEREAS, the County Attorney has reviewed said contract and has advised
that the same is satisfactory; with the full financial responsibility for placement
resting with the Commonwealth of Virginia and with the County being indemnified and
held harmless for any liability of nature; and
WHEREAS, the Board desires to approve the form of said contract and fur-
ther desires to authorize the County Executive and the Director of Court Services
to execute said agreements on behalf of the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of

Roanoke County that said Board hereby approves the form of placement contract for
locally operated court service units presented to said Board by the Director of
Court Services for the Roanoke County Juvenile and Domestic Relations District
Court under report dated January 26, 1977, said contract being prepared in accordance
with the provisions of Section 16.1-18.1 of the Code of Virginia, 1950 as amended.

BE IT FURTHER RESOLVED that the County Executive and the Director of
Court Services be and they are hereby authorized and directed to execute said con-
tracts on behalf of the County and the Court Service Unit respectively at such
times as said agreements are presented to said individuals in accordance with the
provisions of the Code of Virginia.

IN RE:
APPOINTMENT - ELECTRICAL EXAMINING BOARD
On recommendation of Chairman t1yers, Supervisor Compton moved that Mr.
Elton T. Jones, Jr. be appointed to fill the unexpired term of Mr. Marshall G.
Covey as the electrical utility representative on the Roanoke County Electrical
Examining Board, which term expires on June 30, 1977. The motion was adopted by
the unanimous voice vote of the members present.

IN RE:
RESOLUTION NO. 1713 APPROVING CERTAIN COOPERATIVE PURCHASING ARRANGEMENTS
AND ENCOURAGING OTHER LOCAL GOVERNMENTAL BODIES TO DO LIKEWISE
WHEREAS, the governing bodies of the various political subdivisions
situate in the Roanoke Valley have on several occasions encouraged the establishment
of cooperative efforts among said governing bodies in areas in which such cooperative
efforts would prove beneficial to all participating governing bodies; and
WHEREAS, the purchasing agents for several of the political subdivisions
in the Valley have met on several occasions and have agreed that mutual benefits
can be derived through joint purchasing efforts in certain areas; and
WHEREAS, the Board of County Supervisors of Roanoke County desires to
authorize the Roanoke County Purchasing Agent to participate in such joint purchasing
efforts as he deems to be appropriate within the guidelines of the laws of the

Commonwealth of Virginia and purchasing procedures previously established by the
Board.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that said Board hereby approves, authorizes and directs that the
Roanoke County Purchasing Agent participate in such joint purchasing efforts with
other governing bodies situate in the Roanoke Valley as he determines to be in the
best interests of Roanoke County, provided that such purchasing efforts are under-
taken in accordance with the provisions of the laws of the Commonwealth of Virginia

and the purchasing manual previously adopted by this Board.
BE IT FURTHER RESOLVED that this Board hereby urges the County School
Board of Roanoke County, the City of Roanoke, the City of Salem, the Town of Vinton
and the City of Roanoke School Board and such other agencies as may desire to becom
involved to approve a like arrangement.

CIVIC CENTER COMMISSION - APPOINTMENT
Supervisor Compton moved that Mr. E. R. Bowery, Jr. be reappointed to
serve as one of Roanoke County's representatives on the Salem-Roanoke County Civic
Center Commission for a term of three years beginning February 12, 1977 and ending
on February 12, 1980.

HOUSE BILL 855
Board Chairman Myers invited Salem City Council, who had previously
requested a meeting with the Supervisors, to come forward and jointly discuss
House Bill 855 which deals with annexation. Salem Mayor James E. Taliaferro stated
that the Bill, as proposed, could mean higher taxes for Salem and also the County,
since both could stand to loose a great deal of money and would therefore have to
raise taxes. Mayor Taliaferro further advised that only eight counties in Virginia
would benefit from provisions of House Bill 855 and that Salem City Council only
favors citizen-initiated annexation as opposed to city-initiated annexation. Mayor
Taliaferro then read a resolution to be adopted by Salem requesting their State
Legislators to meet with them and explain the provisions of House Bill 855 before
said Bill is acted upon; and further, he requested that the Supervisor take similar
action.

Pursuant to the request of Salem City County, Supervisor Compton moved
that the representatives in the Virginia General Assembly representing the County
of Roanoke be, and the same are hereby, requested to meet with the Board of County

Supervisors prior to consideration of that proposed legialation (currently known as
House Bill 855) in the Senate of Virginia to consult with and explain the effects
upon the County should such legislation be enacted. The motion was adopted by the
unanimous voice vote of the members present.

EXECUTIVE SESSION

At 9:45 p.m., Supervisor Dodson moved that the Board go into Executive
Session with Salem City Council to discuss matters involving real estate.

At 10:28 p.m., on the motion of Supervisor Tompkins and the unanimous
voice vote of the members present, the Board reconvened in open session.
This concluded the business before the Board at this time, and on the
motion of Supervisor Tompkins and the unanimous voice vote of the members present,
the meeting was adjourned at 10:30 p.m. to reconvene in special session on Tuesday,
February 15, 1977 at 11:00 a.m. in the conference room adjoining the County
Executive's office at 306-A East Main Street in Salem, for the purpose of opening
bids on water bonds of Roanoke County and awarding a bond sale.
