The Board of Supervisors of Roanoke County met this day at the Salem-
I
Roanoke Valley Civic Center in Salem, Virginia,being the second Tuesday, and the
first regular meeting of the month.
Members Present: Chairman Richard C. Flora, Vice-Chairman John G.
Seibel, C. Lawrence Dodson and May Winn Johnson. Absent: R. E. Hilton, Jr.
William F. Clark, County Administrator, and Edward A. Natt, County Attorney,
were also in attendance.
Chairman Flora called the meeting to order at 7:04 p.m. and recognized
Reverend Marvin C. Patterson, Bonsack Baptist Church, who offered the invocation.
The Pledge of Allegiance to the flag was given in unison, led by Chairman Flora.
On the motion of Supervisor Dodson and the unanimous voice vote of the
members present, the minutes of the regular meeting of January 14, 1975 were
approved as spread.

APPLICATION OF FRANK EDWARD FURROW FOR A SPECIAL
EXCEPTION TO PARK A MOBILE HOME ON A ONE ACRE TRACT
ON THE NORTH SIDE OF ROUTE 622 (BRADSHAW ROAD)
APPROVED
Supervisor Dodson moved that the application of Frank Edward Furrow for
a special exception to park a mobile home on a one-acre tract located on the north
side of State Route 622 (Bradshaw Road) 1/2 mile east of State Route 727 on the
property of C. H. Furrow (to be purchased by applicant) be approved subject to
the provisions of the County Zoning Ordinance as it pertains to mobile homes.

IN RE:
ADOPTION OF ORDINANCE NO. 1194 AMENDING CHAPTER 7,
BUILDINGS, OF THE ROANOKE COUNTY CODE REGARDING
PERMIT FEES FOR THE RAZING OF STRUCTURES
WHEREAS, the Board of Supervisors of Roanoke County deems certain amend-
ments to the Roanoke County Code to be necessary in the best interests of the

health, safety and general welfare of the citizens of Roanoke County; and
WHEREAS, a Notice of Intention to amend the Roanoke County Code as pro-
posed, and public hearing thereon, have been advertised and posted in accordance
with 1 aw.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, that the Roanoke County Code be amended as follows:
Chapter 7. Buildings, Section 7-2. Same - Permit fees be amended
and readopted to read and provide as follows:
Permits for the construction of buildings, the razing of buildings, the
moving of buildings and all mechanical work shall not be issued by the
building inspector until after the fee required herein shall have been
paid pursuant to the provisions of this Code.

BUDGET FOR FISCAL YEAR 1975-76
Supervisor Dodson moved that the budget request of Virginia Western
Community College be received and referred to the County's Budget Study Committee
for the fiscal year 1975-76.

CITIZENS' ENVIRONMENTAL COUNCIL - REQUEST FOR FUNDS
Supervisor Seibel moved that the request of the Citizens' Environmental
Council for funds be received and referred to the County's Budget Study Committee
for the fiscal year 1975-76.

IN RE:
ITEMS REFERRED TO THE PLANNING COMMISSION
On the motion of Supervisor Johnson and the unanimous voice vote of the
members present, the following items were this date received, filed and referred
to the Planning Commission for its recommendation:
Request of George W. Overby for issuance of a Special-Use Permit for
property already zoned B-3 and located on the south side of Northwood
Drive, west of Route 117 (Peters Creek Road) in the Norwood Subdivision
so that same may be used as a used car lot.

Petition of James L. Atkins for rezoning a one-acre tract located on
Yellow Mountain Road, 1 1/2 miles south of the City of Roanoke from
R-1 to M-1 in order to operate a part-time automobile body shop in
the garage situate on said property.

STUDY OF COUNTY FINANCIAL TRANSACTIONS
On the motion of Supervisor Seibel and the unanimous voice vote of the
members present the report entitled "Electronic Data Processing in Roanoke Countyll
(Study of County Financial Transactions) as prepared by the consulting firm of
Daniel A. Robinson and Associates was this date received and filed.
IN RE:
RESOLUTION NO. 1195 AMENDING THE COUNTY'S CLASSIFICATION
AND PAY PLAN
WHEREAS, the County Administrator, in reports to the Board dated
January 28, 1975 and February 11, 1975, has advised that the State Compensation
Board has established a new salary scale for law enforcement deputies and

correctional officers effective February 1, 1975; and
WHEREAS, the County Administrator has recommended that the Board adopt
the detailed salary schedule for law enforcement deputies and correctional
officers as established by the State Compensation Board for the remainder of the
current fiscal year.

AMENDMENT TO GENERAL APPROPRIATION ORDINANCE NO. 1196
On motion of Supervisor Dodson, the General Appropriation Ordinance of
Roanoke County, Virginia, adopted June 25, 1974, be, and the same is hereby
amended as follows to become effective February 1, 1975:
EXPENDITURES
100 - Salaries: An additional appropriation of $1,889 is hereby made from
the General Operating Fund for the period ending June 30, 1975 for
the function and purpose hereinabove indicated.

IN RE:
RESOLUTION NO. 1197 AUTHORIZING THE ACCEPTANCE OF A GRANT
FOR THE LEAGUE OF OLDER AMERICANS FOR THE PURCHASE OF A VEHICLE
WHEREAS, the Director of Parks and Recreations has heretofore filed a
$6,000 grant request with the League of Older Americans for the purchase of a
fifteen-passenger van to be used in the Senior Citizens' Program for Roanoke
I
County; and
WHEREAS, said grant has been approved by the necessary agencies without
the requirement of any local matching funds; and
WHEREAS, the League of Older Americans desires that the County purchase
the vehicle in the name of Roanoke County, said vehicle to be used in the programs
conducted by the League of Older Americans; and
WHEREAS, the County Administrator has recommended the acceptance of said
grant, in which recommendation the Board of Supervisors concurs.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that the County Administrator be, and he is hereby authorized and directed
to accept on behalf of Roanoke County a $6,000 grant from the League of Older
Americans to be utilized in the purchase of a fifteen-passenger van, said van to bE
used primarily in the County Senior Citizens' Program.

IN RE: RESOLUTION NO. 1198 GRANTING ADDITIONAL SICK
LEAVE TO AN OFFICER IN THE SHERIFF'S DEPARTMENT
WHEREAS, Deputy Sheriff Fred T. Helms, Jr. did, on December 9, 1974,
sustain certain injuries in the performance of his duties as a deputy sheriff for
Roanoke County, which injuries have prevented him from working since said date; an
WHEREAS, Deputy Sheriff Helms has been receiving workman's compensation
benefits since becoming eligible for said benefits and did expend all of his
I
accrues sick leave and annual leave as of January 26, 1975; and
WHEREAS, because of the nature of his injuries, the County Administrator
has recommended that Deputy Sheriff Helms be authorized and granted an additional
thirty days of emergency sick leave, in which recommendation the Board concurs.

NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that Deputy Sheriff Fred T. Helms, Jr., be, and he is hereby granted an
additional thirty days emergency sick leave; the appropriate County departments
being directed to make the necessary adjustments to their records to indicate the

same.

IN RE: RESOLUTION NO. 1199 OFFERING TO PURCHASE CERTAIN PROPERTY
OWNED BY JAMES E. LONG CONSTRUCTION COMPANY, INCORPORATED
I WHEREAS, the Board of Supervisors of Roanoke County did on the 14th day
IOf August, 1974, enter into an Option for Purchase agreement with James E. Long
I
I Construction Company, Inc. granting to the County the option to purchase seventy-
I five acres (75) of real estate owned by said corporation in the western portion
IOf the County; and
I WHEREAS, said Option expires on February 14, 1975, and the Board of
I Supervisors of Roanoke County desires to make an offer for the purchase of said
I
I land pursuant to the provisions of said Purchase Option agreement.
I NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
I
I County that said Board hereby offers to purchase the property described in the
I
I Option for Purchase dated the 14th day of August, 1974, between James E. Long
I
I
I Construction Company, Inc. and the County of Roanoke for the sum of Two Hundred
i
I Thirty-Four Thousand, Five Hundred Dollars, ($234,500).

I BE IT FURTHER RESOLVED that the County Administrator be authorized

RESOLUTION NO. 1200 AUTHORIZING THE COUNTY ADMINISTRATOR
TO FILE AN APPLICATION FOR FEDERAL FUNDS
WHEREAS, there exists a need to provide sewer service to all citizens in
the Ore Branch watershed in Roanoke County; and
WHEREAS, the Board of Supervisors is desirous of obtaining Federal

assistance in the construction of said sewer interceptor in order to make sewer
service available to all citizens in said watershed.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that the County Administrator be, and he is hereby authorized and directed
to execute, on behalf of the Board of Supervisors of Roanoke County, a pre-applica-
tion for Federal assistance for the construction of the Ore Branch Interceptor and
further to take any additional steps that may be necessary in order to accomplish
the filing of said form.

$2,761.41 State Tax, $6,493.40 F.I.C.A., $1,540.89 Blue Cross, $3,465.29 VSRS,
$478.20 L.I., $87.50 ACC, $248.84 T.P., $74.05 A.F., $75.02 S.B., $67.50 U.F.,

RESOLUTION NO. 1201 AUTHORIZING THE EMPLOYMENT OF
ADDITIONAL PERSONNEL IN THE SHERIFF' S DEPARTMENT
I WHEREAS, the Sheriff of Roanoke County has requested the Board of

I Supervisors to authorize the employment of additional personnel in the Sheriff's

!
I Department, said personnel to perform the functions of a corrections officer and
II' of a transportation officer; and
I WHEREAS, the County Administrator has advised that said additional
I
employees would be classified within the County's Position Classification and
Pay Plan as jailors; and
WHEREAS, the Board of Supervisors concurs in the employment of addition-
al personnel and desires to request approval of funds for said positions by the
I
appropriate State agencies.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that said Board hereby authorizes the employment of two additional
personnel within the Sheriff's Department of Roanoke County, said employees to be
designated within the County's Position Classification and Pay Plan as jailors;
one of said employees to perform the functions of a corrections officer and the
other to perform the function of a transportation officer.

APPLICATION FOR AN URBAN ASSISTANCE INCENTIVE FUND GRANT
WHEREAS, the Board of Supervisors of Roanoke County has heretofore
appointed a committee to study the animal control problems in Roanoke County; and
WHEREAS, said committee has requested that the Board of Supervisors
authorize the filing of an Urban Assistance Incentive Fund grant application to
provide funds for an educational program for the citizens of Roanoke County
I
dealing with the entire animal control program; and
WHEREAS, the Board of Supervisors desires that the County Administrator
be authorized to file said grant application.

appeared before the Board and registered the following complaints:
Inadequate
for parking areas, inadequate police patrol, negligence of police answer-
and negligence of police in completing investigations, follow-up, etc.
This concluded the business before the Board at this time, and on the

motion of Supervisor Johnson and the unanimous voice vote of the members present,
the meeting was adjourned at 8:30 p.m.
