The Board of Supervisors of Roanoke County met this day at the
I
Salem-Roanoke Valley Civic Center in Salem~ Virginia~ being the fourth Tuesday
and the second regular meeting of the month.
Members Present: Chairman Richard C. Flora~ Vice-Chairman John G. Seibel
C. Lawrence Dodson~ R. E. Hilton~ Jr. ~ and May Winn Johnson.
Chairman Flora called the meeting to order at 7:05 p.m. and recognized
Reverend Edwin B. Wallace~ First Wesleyan Methodist Church~ who offered the
invocation. The Pledge of Allegiance to the flag was given in unison~ led by
Chairman Flora.
On the motion of Supervisor Hilton and the unanimous voice vote of the
Board~ the minutes of the regular meeting of January 28~ 1975~ were approved as
spread.
On the motion of Supervisor Seibel and the unanimous voice vote of the

Board~ the minutes of the regular meeting of February 11 ~ 1975~ were approved as
spread.

WHEREAS~ Rufus C. Hurt~ et al ~ are the fee simple owners of a certain
parcel of land lying and being in the Cave Spring Magisterial District~ with the
improvements thereon~ known as Lot 6~ Section 2~ Survey l~ Mount Vernon Heights; anj
WHEREAS~ a petiton to amend the zoning ordinance of Roanoke County for a
special use permit was duly filed for the purposes set forth in the petition and
the same was duly referred to the Planning Commission for its recommendation; and
WHEREAS~ the Planning Commission, on Tuesday, November 19, 1974, after
proper advertisement fully considered the petition and the effect of the proposed

change and came to the following conclusions:
1. That the permit should be granted for a special use permit to
operate a beauty shop on the said premises, employing one operator.

2. That, should the Board of Supervisors duly vote an ordinance
permitting the same, that the permit expire at the end of two years;
and
WHEREAS, the petitioners, did cause notice to be properly published in

accordance with law; and
WHEREAS, said public hearing was this day had and the Board, after giving
I
careful consideration of the said petition and to the recommendation of the
Planning Commission, and after hearing evidence touching on and pertaining to the
merits of the said proposed change of the County Zoning Ordinance, being of the
opinion that the said ordinance should be changed as requested in the said petition
and as recommended by the said Planning Commission.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED that at this meeting of the

IN RE:
ADOPTION OF ORDINANCE NO. 1204 AMENDING CHAPTER 10,
MOTOR VEHICLES AND TRAFFIC, OF THE ROANOKE COUNTY CODE
IN REGARD TO COURTHOUSE PARKING
I
WHEREAS, the Board of Supervisors deems certain amendments to the Roanoke
County Code to be necessary in the best interest of the health, safety and general
welfare of the citizens of Roanoke County; and
WHEREAS, a Notice of Intention to amend the Roanoke County Code as
proposed, and public hearing thereon, have been advertised and posted in accordance
with law.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, that the Roanoke County Code be amended as follows:
Chapter 10. Motor vehicles and traffic, Section 10-10.
Courthouse parking regulations.
All provisions of Section 10-10 shall remain in full force and effect
as written, except sub-section (g) which is amended as follows:
(g) Any person violating any of the provisions of this section shall
be deemed guilty of a misdemeanor and, upon conviction thereof, will be
fined according to this scale:

And in addition thereto, any motor vehicle parked upon the parking lot
in violation of this section may be moved to a garage or parking lot for
storage at the expense of the owner of the motor vehicle.
The sheriff shall prepare an appropriate ticket and ticket stub for use
in enforcing this section. Any police officer charged with enforcing
this section shall attach, in plain view, to any vehicle parked in
violation of this section, a ticket notifying the owner or operator
thereof that such vehicle has been parked in violation of a provision
of this section and instructing such owner or operator when and where to
report with reference to the violation. The time of the violation shall
be noted on the ticket and stub. The ticket shall be turned in to the
county's treasurers' office. Both the ticket and stub shall have
corresponding numbers. The ticket shall contain the following statement:
IINOTICE: You may pay this by appearing in the Treasurer's Office of
Roanoke County, 1st Floor, Roanoke County Courthouse, Salem, Virginia,
between the hours of 9 a.m. and 5 p.m., Monday through Friday. If you
prefer, you may mail the ticket and fine to the Treasurer's Office at
the aforementioned address. Checks should be made payable to the
Treasurer, Roanoke County. If you fail to take care of this ticket
within 72 hours, then further action will be taken which could result in
your having to appear in court and paying additional costs."

Each owner or operator may, within the aforesaid 72 hours of the time
when such notice was attached to such vehicle, voluntarily appear in the
treasurer's office of this county during regular working hours and waive
his right to be formally tried for such offense by paying at such place
the appropriate fine as penalty for and in full satisfaction of such
violation. I
If the owner or operator of the motor vehicle in question does not appearl
in the treasurer's office of this county and pay the fine within 72 hours
of the time of the offense as noted on the ticket and stub, then the
county attorney shall, in compliance with Sect. 46~1-179.01 of the Code
of Virginia, notify the owner or operator of the veh.icle in question by I
mail at his last known address or his address as shown on the records of
the division of motor vehicles, that he may pay the fine, provided by i
this section for such violation, plus a penalty in the sum of FIVE 1
DOLLARS, within five days of the receipt of the notice, at the treasurer,f
office of this county. If the owner or operator has failed to pay such I
fine within such time, the officer issuing the original ticket shall thenl
issue a summons for the offense; but the owner or operator of the vehicle!
in question may pay the fine prior to the date he is to appear in court I
provided he also pays necessary costs. All fines paid under this
section shall be payable to the treasurer's office of this county, and I
that office shall keep appropriate records thereof. I

BUSINESS LICENSE - REQUEST FOR REFUND
On the motion of Supervisor Seibel and the unanimous voice vote of the
Board, the communication from Mr. Dale M. Craighead requesting a refund on
business license purchased for Craighead Distributing Company was referred to the
Commissioner of the Revenue for his disposition.
IN RE:
RAFFLE PERMIT - CAVE SPRING JAYCEES, INC.
On the motion of Supervisor Johnson and the unanimous voice vote of the
Board, the application of the Cave Spring Jaycees, Inc. for a raffle permit was
approved effective this date for a period of one year.
On the motion of Supervisor Hilton and the unanimous voice vote of the

Board, the communication from the Roanoke County Council of PTA's proposing enact-
ment of an ordinance requiring the fencing of swimming pools was this date received
and filed.

On the motion of Supervisor Seibel and the unanimous voice vote of the
Board, the following items were this date received, filed and referred to the
Planning Commission for its recommendation:
Petition of Pauline R. and James S. Bollins for vacation of the
entire subdivision, known as Bolling Subdivision, of record in
Plat Book 8, Page 75, Clerk's Office of the Circuit Court for
Roanoke County.
Petition of American Valley Inns, Inc. for rezoning a strip of land
approximately 45 feet in width along the northerly border of an
O.gOg-acre tract of land located on the west side of State Route 220,
and adjacent to Valley Avenue from B-3 to B-2 so that a motel may be
constructed thereon.

Petition of McVitty House, Inc. for rezoning three tracts of land,
containing approximately 42 acres, west of the City of Salem lying
north of U. S. Route 11 and south of Route 81 from A-l, B-1 and M-l
to B-2 in order that its current operations may be continued and
expanded.
IN RE:
RESOLUTION NO. 1205 AUTHORIZING THE PURCHASE OF A
TIRE SLICER AND THE CONSTRUCTION OF A STORAGE SHED
WHEREAS, funds were included within the Roanoke County budget for the
current year for the purchase of a tire slicer for use at the Roanoke County
landfill; and
WHEREAS, the County Administrator has obtained a bid from Solid Waste
Equipment Company of Virginia in the amount of $5,165.06 for the purchase of said

equipment; and
WHEREAS, funds were also included in the Roanoke County budget for the
construction of a shed to store said tire slicer and other landfill equipment; and
WHEREAS, the County Administrator has obtained a bid of $4,475.00 from
Roanoke Wood Preservers, Inc. for the construction of said shed; and
WHEREAS, the Board of Supervisors is desirous of accepting both said
proposals.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that the bid of the Solid Waste Equipment Company of Virginia in the amount
of $5,165.06 for the acquisition of a tire slicer be, and the same is hereby
accepted, the County Administrator being authorized and directed to execute the
necessary purchase order therefor.

BE IT FURTHER RESOLVED that the bid of Roanoke Wood Preservers, Inc. in
the amount of $4,475.00 for the construction of a storage shed be, and the same is
hereby accepted, the County Administrator being authorized and directed to execute
the necessary contract therefor.

NOTICE OF INTENTION TO AMEND CHAPTER 14. REFUSE
AND GARBAGE, OF THE ROANOKE COUNTY CODE
IN RE:
BE IT RESOLVED by the Board of Supervisors of Roanoke County that a
public hearing be held on March 25, 1975 at 7:00 p.m. at a regular meeting of the
Board of Supervisors of Roanoke County, Virginia, held at the Salem-Roanoke Valley
Civic Center, at which time it will be moved that the Roanoke County Code be
amended as follows:
Chapter 14. Refuse and Garbage, be amended by the addition
of a new Section numbered 14-8.1 and entitled Rates for
disposal of tires.
This amendment to take effect on March 25~ 1975.
The Clerk of this Board is directed to publish the proposed amendment
and notice of hearing thereon as required by law, pursuant to Section 15.1-504 of

the Code of Virginia, as amended~ once a week for two consecutive weeks, in the
Roanoke World News~ a newspaper having a general circulation in Roanoke County.

RESOLUTION NO. 1206 CONCERNING THE PREPARATION
OF A SOIL CLASSIFICATION MAP FOR ROANOKE COUNTY

WHEREAS~ there exists a need to have developed for Roanoke County a soil I
classification map covering the entire County in order to provide all citizens of I
the County with information concerning soil conditions in the County; and I
I
February 25~ 1975~ has recommended that the Board of Supervisors adopt a resolutionl
requesting the Virginia Soil and Water Conservation Commission to place on the list
WHEREAS, the County Administrator in his report to the Board dated
of localities desiring to have a soil survey conducted, the name of Roanoke
in which recommendation the Board concurs.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County hereby requests the Virginia Soil and Water Conservation Commission to place
Roanoke County on the list of those localities desiring to have a soil classifica-
tion map prepared, in order to provide the citizens of Roanoke County with
information concerning the soil conditions prevalent throughout Roanoke County.

Supervisor Seibel moved that the request of the County Sheriff for
advance approval for authorization to purchase police vehicles be referred to the
County Administrator to advertise for bids, more particularly from Roanoke County
suppliers, and that the specifications be written around the State specs.

On the recommendation of the Chairman, Supervisor Dodson moved that the
Chairman be authorized to appoint a committee to study jail/courthouse/administra-

APPOINTMENT - HIGHWAY SAFETY COMMISSION
Supervisor Seibel moved that Mr. Theo E. Long, Jr. be appointed to serve

Safety Commission effective this date and to expire on January 1, 1978.

IN RE:
APPOINTMENT - INDUSTRIAL DEVELOPMENT AUTHORITY
Supervisor Hilton moved that Mr. George E. Seib be appointed to fill
the unexpired term of Mrs. W. R. Morgan on the Roanoke County Industrial Develop-
ment Authority, which term expires on September 26, 1976.
The motion was adopted by the unanimous voice vote of the Board.

IN RE:
ASSESS~1ENT
Mr. Bernard S. Morris appeared before the Board regarding the subject of
real property assessment in Roanoke County. Mr. Morris suggested that the Board
consider employing a permanent assessor for the County.
Other interested citizens speaking on the subject were: Mr. Ben
Wimmer, Catawba District, Mr. Charlie Mitchell, Mr. Ed Kidd, President of the
Roanoke County Federation of Civic Leagues, Mr. Ernest D. Palmer, Mr. Ed O'Connor,
Mr. Guy Dumbar and Mr. John Lancaster, Bent Mountain.
Supervisor Johnson moved that the matter of the County employing a
permanent assessor be referred to the County Administrator for his investigation
and study and report back to the Board.

Mr. David Garraghty appeared before the Board and proposed that the
Salem-Roanoke Valley Civic Center be closed and business be transferred to the
Roanoke City Civic Center with no discrimination against localities and that
profits be equally distributed on the basis of use by each locality. He then
proposed that the Salem Civic Center site be used for a Regional jail.
On the motion of Supervisor Dodson, the matter was referred to the
Jail Study Committee for its study and investigation. Motion carried unanimously.
This concluded the business before the Board at this time and on the
motion of Supervisor Dodson and the unanimous voice vote of the Board, the meeting
was adjourned at 9:55 p.m.
