I The Board of Supervisors of Roanoke County met this day at the Salem-Roanoke Valley Civic Center in Salem, Virginia, being the second Tuesday and the first regular meeting of the month. Members Present: Chairman Richard C. Flora, Vice-Chairman John G. Seibel C. Lawrence Dodson, R. E. Hilton, Jr., and May Winn Johnson. Chairman Flora called the meeting to order at 7:00 p.m. and recognized IChairman Flora. Reverend Owen G. Stultz, District Office of the Church of the Brethren, who offeredl the invocation. The Pledge of Allegiance to the flag was given in unison, led by I I I I I I I I , I I I ! I i On the motion of Supervisor Hilton and the unanimous voice vote of the Board, the minutes of the regular meeting of February 25, 1975 were approved as I ; l I spread. I ! IN RE: l i i I I District and as a member of such did participate in the 1974-1975 State Basketball I Tournament as a representative of said district; and I WHEREAS, said basketball team on March 8, 1975, in Charlottesville, , Virginia, defeated B1acksbur9 High School 56-54 to win the State AA Basketball RESOLUTION NO. 1207 CONGRATULATING GLENVAR HIGH SCHOOL'S STATE CHAMPIONSHIP BASKETBALL TEAM WHEREAS, Glenvar High School is a member of the Class AA Blue Ridge Championship; and WHEREAS, in said championship game and in all other games throughout the season said team displayed outstanding teamwork and discipline in winning many close and hard-fought games; and I WHEREAS, the Board of Supervisors desires to congratulate Glenvar High School's basketball team on this outstanding accomplishment and further desires to congratulate Coach Joe Davis for his dedication in bringing this deserving honor to Glenvar High School. . ~~o 3-11-75 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that said Board hereby officially extends its congratulations to Glenvar High School, to Coach Joe Davis and to all members of the 1974-75 basketball team for winning the 1974-1975 State AA Basketball Championship and further extends its congratulations for the outstanding sportsmanship and teamwork demonstrated by said team throughout the entire basketball season. BE IT FURTHER RESOLVED that the Clerk transmit a certified copy of this resolution to Mr. Verner Crush, Principal of Glenvar High School and to Mr. Joe Davis, Coach of the Glenvar High School Basketball team. On motion of Supervisor Johnson and adopted by the following recorded I vote: AYES: NAYS: IN RE: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora None HIGHWAY DEPARTMENT - ANNUAL SECONDARY ROAD HEARING Mr. Hubert H. Shockey, Assistant Resident Engineer, Virginia Department of Highways and Transportation appeared before the Board for the purpose of discussing proposed work to be done on the Secondary System for the year 1975-76. Mr. Raymond R. Robrecht, Roanoke County Delegate, was present at the meeting and submitted various requests for road improvements, which were noted by Mr. Shockey. Mr. Robrecht also discussed certain subdivisions which have not been repaired to completion. On the motion of Supervisor Hilton and the unanimous voice vote of the Board, the matter of unfinished subdivisions was referred to the County Attorney for his investigation and study and report back to the Board at the March 25, 1975 meeting. I IN RE: ANNEXATION Mr. A. T. Huddleston appeared before the Board regarding the recent annexation decision and presented signed petitions requesting the County to appeal said decision of the Court awarding various portions of Roanoke County to the City of Roanoke. On the motion of Supervisor Hilton and the unanimous voice vote of the Board, the petitions were this date received and filed. I '. 3-11-75 On the motion of Supervisor Johnson and the unanimous voice vote of the Board, the petitions signed by certain Roanoke County residents requesting the County to appeal the decision of the Annexation Court awarding various portions of Roanoke County to the City of Roanoke were referred to the Annexation Attorneys. I IN RE: PLANNED PARENTHOOD - REQUEST FOR FUNDS Mr. Thomas T. Lawson, President, Planned Parenthood of Roanoke Valley, Inc. appeared before the Board and requested funds for said Agency. On the motion of Supervisor Seibel and the unanimous voice vote of the Board, the request of Planned Parenthood for funds was referred to Budget Study Committee for fiscal year 75-76. IN RE: RESOLUTION NO. 1208 REQUESTING A DELAY IN THE FUNDING FOR EXPANSION OF A RUNWAY AT WOODRUM FIELD I I I I I I I recommende~ WHEREAS, the City of Roanoke has requested the Federal Aviation Administration to fund a 900 foot extension in an easterly direction of the east-west runway at Woodrum Field; and WHEREAS, the Fifth Planning District Commission has heretofore I that said funding be approved at the present time without awaiting completion of a study by said Commission, in conjunction with the Federal Aviation Administration, on all aspects of development of a regional airport for the area surrounding the Roanoke Valley; and I WHEREAS, the citizens of Roanoke County who reside in close proximity to Woodrum Field have expressed opposition to the funding of the expansion of said jrunway; and i I WHEREAS, the expansion of said runway will result in increased noise, fumes and dust and will increase the safety hazard to all persons residing in the area of said proposed expansion; and I WHEREAS, the Board of Supervisors is of opinion that the funding for said expansion should be delayed until completion of the regional study being conducted by the Fifth Planning District Commission. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke 1County that said Board respectfully urges a delay in the funding for the expansion in an easterly direction of the east-west runway at Woodrum Field until the study concerning a regional airport being conducted by the Fifth Planning District ICommission in conjunction with the Federal Aviation Administration is completed. I I I i I . 3-11-75 '92 BE IT FURTHER RESOLVED that the Clerk of the Board transmit a certified copy of this resolution to the Fifth Planning District Commission and to the Federal Aviation Administration. On motion of Supervisor Hilton and adopted by the following recorded AYES: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora I vote: NAYS: None IN RE: CONSTITUTIONAL OFFICERS - BUDGETS Supervisor Seibel moved that the County Administrator be directed to request the State Compensation Board to accept the County's Pay Plan. Supervisor Hilton offered a substitute motion that the County Admini- strator be directed to request the State Compensation Board to accept the County.s Pay Plan for Constitutional Offices and that the Board will consider salaries prior to April 1, 1975. The substitute motion was adopted by the unanimous voice vote of the Board. On the motion of Supervisor Dodson and the unanimous voice vote of the I Board, copy of Resolution No. 556, adopted by Vinton Town Council, supporting a regional jail was this date received and filed. BINGO PERMIT - VIRGINIA'S JUNIOR MISS PAGEANT, INC. Supervisor Dodson moved that the application of Virginia1s Junior Miss Pageant, Inc. for renewal of their Bingo Permit be approved effective this date for a period of one year. The motion was adopted by the unanimous voice vote of the Board. IN RE: BINGO PERMIT - KNIGHTS BOOSTER CLUB, CAVE SPRING HIGH SCHOOL Supervisor Johnson moved that the application of Knights Booster Club, for a Bingo Permit Cave Spring High School/be approved effective this date for a period of one year. The motion was adopted by the unanimous voice vote of the Board. IN RE: BINGO PERMIT - CAVE SPRING HIGH SCHOOL BAND BOOSTERS CLUB I Supervisor Johnson moved that the application of Cave Spring High School Band Boosters Club for a Bingo Permit be approved effective this date for a period of one year. The motion was adopted by the unanimous voice vote of the Board. 3-11-75 '. IN RE: RESOLUTION NO. 1209 APPROVING THE EMPLOYMENT OF PART-TIME PERSONNEL IN THE OFFICE OF THE COMMONWEALTH'S ATTORNEY FOR ROANOKE COUNTY J9 :L I I WHEREAS, the Commonwealth's Attorney for Roanoke County has appeared before the Board of Supervisors and has requested the approval of the Board of Supervisors for the employment of a part-time prosecutor in the office of the Commonwealth's Attorney; and WHEREAS, the Board of Supervisors is of opinion that the employment of a part-time prosecutor is necessary in order for said office to be able to prosecute all criminal cases in the Roanoke County Court system; the case load in the said Courts having greatly increased within the last year. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke ICounty that said Board hereby approves the employment by the Commonwealth's I Attorney for Roanoke County of a part-time prosecutor in order that said office wil be able to prosecute the increased case load of criminal cases in the Roanoke County Court system; said approval being effective April 1, 1975. On motion of Supervisor Johnson and adopted by the following recorded I I Ivote: j IAYES: 'NAYS: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora None IN RE: RESOLUTION NO. 1210 URGING SUPPORT OF THE FEDERAL GENERAL REVENUE SHARING PROGRAM I WHEREAS, legislation is presently pending before the Congress of the I United States which would extend the Federal general revenue sharing program I beyond the present 1976 deadline; and I WHEREAS, Roanoke County has utilized its Federal general revenue sharing funds for such beneficial purposes as the purchase of fire apparatus, refuse collection equipment and Sheriff's vehicles and for the purchase of property for and construction of a fire station and further, for the preparation of a com- I prehensive master plan and a water systems study; and WHEREAS, the Board of Supervisors is of opinion that the continuation of the Federal general revenue sharing program would be of benefit to Roanoke County in that said program has provided a means whereby Roanoke County has been able and would continue to be able to undertake programs which would be of benefit to citizens of Roanoke County. .- 1.,9:4 ~. 3-11-75 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that said Board hereby urges the passage of legislation by the Congress of the United States which would provide for the continuation of the Federal general revenue sharing program and said Board further respectfully requests the support of Virginia's representatives in the Congress of the United States for said program BE IT FURTHER RESOLVED that the Clerk of the Board of Supervisors trans- I mit certified copies of this resolution to the Honorable Harry F. Byrd, Jr., the Honorable William L. Scott and the Honorable M. Caldwell Butler. On motion of Supervisor Hilton and adopted by the following recorded vote: AYES: NAYS: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora None IN RE: TOWN OF VINTON REQUEST FOR SURPLUS VEHICLES Supervisor Seibel moved that the County Administrator be authorized to transfer titles for certain surplus County vehicles to the Town of Vinton. The motion was adopted by the unanimous voice vote of the Board. IN RE: LAND USE ASSESSMENTS I On the motion of Supervisor Johnson and the unanimous voice vote of the Board, the County Attorney was authorized to proceed with the drafting of a land use assessment ordinance for Roanoke County. IN RE: USE OF WEST COUNTY PROPERTY Supervisor Hilton moved that the County Administrator be authorized to enter into a letter agreement with Mr. L. A. Wright in regard to a tract of undeveloped County property adjacent to the west side of the State Police Head- quarters for use as a garden. The motion was adopted by the unanimous voice vote of the Board. IN RE: RESOLUTION NO. 1211 ACCEPTING A BID FOR THE PURCHASE OF A SENIOR CITIZENS' VAN I WHEREAS, the Board of Supervisors at its meeting held on February 11, 1975, authorized the acceptance of a grant from the League of Older Americans for the purchase of a passenger van for use in the County's Senior Citizens' Program; and WHEREAS, two bids were received on Friday, February 28, 1975, and opened in the office of the County Engineer for this vehicle; and 3-11-75 - >~ WHEREAS, a recommendation has been made by the County Administrator that the County purchase said passenger van from the bidder hereinafter specified, said I bid being the lowest and best bid fully meeting the County's specifications. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that the bid of Salem Motors, Inc. in the amount of $6,149.00 for a fifteen passenger van be, and the same is hereby accepted, the County Administrator to notify said bidder of the acceptance of said bid and to complete the necessary purchase order for said van. On motion of Supervisor Seibel and adopted by the following recorded vote: AYES: Mr. Dodson, Mrs. Johnson, Mr. Seibel, Mr. Flora NAYS: None ABSTAINING: Mr. Hilton IN RE: AMENDMENT TO GENERAL APPROPRIATION ORDINANCE NO. 1212 - SENIOR CITIZENS FUND On motion of Supervisor Seibel, the General Appropriation Ordinance of I Roanoke County, Virginia, adopted June 25, 1974, be, and the same is hereby amended as follows to become effective March 11, 1975: EXPENDITURES 400 - Purchase of Vehicle: An additional appropriation of $6,000 is hereby made from the Senior Citizens Fund for the period ending June 30, 1975, for the function and purpose hereinabove indicated. REVENUES 0610 - Grant from Commonwealth: An additional estimate of $6,000 is hereby made to the Senior Citizens Fund for the period ending June 30, 1975 for the function and purpose hereinabove indicated. IN RE: GROUP HOSPITALIZATION AND MEDICAL INSURANCE I Supervisor Hilton moved that the Board concur with the recommended procedure as set out in the report of the County Administrator regarding County Employees' Group Hospitalization and Medical Insurance and approve the proposed specifications. The motion was adopted by the unanimous voice vote of the Board. At 8:45 p.m., the Board took a brief recess At 9:00 p.m., the Supervisors returned to the Civic Center and the Board reconvened in open session. IN RE: RESOLUTION NO. 1213 ESTABLISHING A PROCEDURE FOR CONSIDERATION OF REZONINGS AND ISSUANCE OF SPECIAL USE PERMITS I WHEREAS, the Board of Supervisors of Roanoke County from time to time holds certain public hearings concerning the rezoning of real estate situate in Roanoke County and the issuance of special use permits for various purposes throughout Roanoke County; and WHEREAS, the Board of Supervisors is of opinion that the procedure for consideration of the same would be facilitated by requiring the petitioners to submit to the Clerk of the Board of Supervisors a proposed final order in sufficient time for the Clerk to distribute the same with the Agenda. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that said Board hereby establishes as a policy relating to final orders for rezonings and issuance of special use permits the requirement that all petitioners for rezonings and issuance of special use permits present a proposed final order to the Clerk of the Board of Supervisors in sufficient time for the Clerk to dis- tribute the same together with the rest of the Agenda. IN RE: ANNEXATION Supervisor Dodson moved that the Board meet in closed session with the annexation consultants on Thursday, March 13, 1975, in the Conference Room of the County Administrator's office located at I 306-A East Main Street in Salem. The motion was adopted by the unanimous voice vote of the Board. IN RE: COUNTY PAYROLLS On the motion of Supervisor Dodson and the following recorded vote, the I County Payrolls (Semi-monthly 2/28/75) and (Bi-weekly 2/28/75) were approved for I payment in the gross amount of $116,919.57 from which the sum of $15,654.13 F.I.T.,! 1$2,950.96 State Tax, $6,773.38 F.I.C.A., $2,494.82 Blue Cross, $3,582.53 VSRS, I I I I ! I $496.80 L.I., $87.50 ACC, $296.64 T.P., $116.95 A.F., $150.04 S.B., $67.50 U.F., $261.52 Misc., are deducted leaving a net payroll of $83,986.80. IN RE: REGIONAL LANDFILL COMMITTEE Chairman Flora brought up the matter of Vinton Town Council's request that the County consider reactivating the Regional Landfill Committee. On the motion of Supervisor Seibel and the unanimous voice vote of the I Board, Vinton Town Council's request that the Regional Landfill Committee be reactivated was continued to the March 25 meeting of the Board. IN RE: OPTIONS - COURTHOUSE/JAIL/ADMINISTRATIVE OFFICES Chairman Flora brought up six options regarding courthouse/jail/ administrative offices for the Board's consideration. The Board expressed a willingness to consider all of the following options: 1. Joint complex in Salem - Courthouse/Jail/Administrative Offices. 2. Joint complex in Roanoke County - Courthouse/Jail/Administrative Offices. 3. Jail and Courthouse in Salem. 4. Jail and Courthouse in Roanoke County. 5. Joint Courthouse in Salem - joint Jail in Roanoke County (but close to Sa 1 em) . 6. Joint Jail in Roanoke County with Roanoke County Courthouse and Administrative facilities - Salem's elsewhere. I 3-11-75 IN RE: TAX RELIEF FOR THE ELDERLY Supervisor Dodson moved that the County extend the application deadline on filing for tax relief for the elderly to March 28, 1975. The motion was adopted by the unanimous voice vote of the Board. I IN RE: RESOLUTION NO. 1215 ESTABLISHING STAGGERED TERMS FOR MEMBERS OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY WHEREAS, Section 24.1-88 of the Code of Virginia provides a procedure whereby the Board of Supervisors of any county may, by resolution, provide that said Board of Supervisors be elected biennially for four-year terms; and I WHEREAS, the Board of Supervisors of Roanoke County is of opinion that ! the establishment of such procedure in Roanoke County would be in the best interestl of said Board and would be of benefit to all citizens fo said County. At 10:20 p.m., the Supervisors returned to the Civic Center and on the I motion of Supervisor Johnson and the unanimous voice vote of the members, the Board reconvened in open session. IN RE: EXECUTIVE SESSION - REAL ESTATE Supervisor Dodson moved that the Board meet in Executive Session to discuss matters involving real estate on Tuesday, March 25, 1975 at 4:00 p.m. in the Conference Room of the County Administrator's office located at 306-A East Main Street in Salem, Virginia. The motion was adopted by the unanimous voice vote of the Board.
