Special Meeting
August 27, 1975 - 4:00 P.M.
The Board of Supervisors of Roanoke County, Virginia, met

this day at 4:00 p.m. in the Conference Room of the County Admini-
strator's Office, 306-A East Main Street, Salem, Virginia; this being
a Special Meeting called by the Clerk at the request of Supervisors
May Winn Johnson and John G. Seibel for the following purpose:
1. Discuss submitting a written proposal to the City
of Roanoke regarding Jail/Courthouse facilities.
2. Any other matter unanimously agreed upon by the
members of the Board.
MEMBERS PRESENT: Chairman Richard C. Flora, Vice-Chairman
John G. Seibel, C. Lawrence Dodson, R. E. Hilton, Jr. and May Winn
Johnson. William F. Clark, County Administrator, and Edward A. Natt,
County Attorney, were also in attendance.

Chairman Flora called the meeting to order at 4:05 p.m.
At this point, the County Attorney distributed three
alternative resolutions for the Board's consideration and discussion.
Supervisor Seibel moved that the Board adopt Proposal "A"
as amended.
The motion was adopted by the following recorded vote:
AYES:
Mr. Dodson, Mrs. Johnson, Mr. Seibel
NAYS:
Mr. Hilton, Mr. Flora
On the motion of Supervisor Dodson and the unanimous voice

vote of the Board, the matter was reconsidered for further discussion.

Supervisor Hilton offered a substitute motion that the
Board adopt Proposal "C".
The substitute motion was defeated by the following
recorded vote:

NAYS:
Mr. Dodson, Mrs. Johnson, Mr. Seibel
IN RE:
RESOLUTION NO. 1301 STATING ROANOKE
COUNTY'S PROPOSAL REGARDING A JOINTLY-
OWNED AND JOINTLY-OPERATED JAIL
to investigate the possibility of constructing a jointly-owned and
jointly-operated jail on a site previously selected by the City of

jRoanoke in downtown Roanoke; and
WHEREAS, the City Council of the City of Roanoke has
position on said jail.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors

of Roanoke County that said Board is of opinion that the citizens of
Roanoke County would best be served by the consolidation of a jail,
courthouse and administrative complex for Roanoke County.
i BE IT FURTHER RESOLVED by said Board that, upon obtaining
I a favorable result from the voters of Roanoke County in the spring
!
I of 1976 or as soon thereafter as the referendum can be held on the
I question of removing the Roanoke County Courthouse to the Federal
Building in the City of Roanoke, if same can be obtained at a
reasonable cost, all such facilities be constructed in downtown
Roanoke City with the jail being a jointly-owned and jointly-operated
facility among all parties desiring to participate.
BE IT FURTHER RESOLVED that said Board would support such

a referendum and such removal as said Board is of opinion that such
proposal would be the most economical and feasible means of providing
all the said necessary facilities, not only to the citizens of
Roanoke County, but to all the citizens of the Roanoke Valley.

BE IT FURTHER RESOLVED that the Board of Supervisors is of
opinion that the interests of all citizens of the Roanoke Valley
would best be served by all governments working toward the accomplish
ment of the proposal herein set out.
BE IT FURTHER RESOLVED that said Board respectfully request

the City of Roanoke to proceed with the preparation of working
drawings for a jointly-owned and jointly-operated jail including
sufficient space for the housing of the prisoners of the County of
Roanoke.
BE IT FINALLY RESOLVED that should the City of Roanoke
authorize its architects and engineers to proceed with said drawings,
the County agrees to enter into a contract whereby the County will
pay its proportionate share of the costs incurred in the preparation
of such working drawings; said costs to include those costs incurred
by the City from the date of the City's acceptance of this proposal
through the date of the referendum held by Roanoke County; provided
further that should such referendum fail, the County will incur no

additional costs for such drawings or any construction of said jail.
The foregoing resolution was adopted on motion of Super-
visor Dodson and the following recorded vote:

Mr. Dodson, Mrs. Johnson, Mr. Seibel, Mr. Flora
NAYS:
Mr. Hilton
IN RE:
REQUEST FOR RELEASE OF TITLE -
VOLUNTEER FIRE DEPARTMENT EQUIPMENT
On the motion of Supervisor Johnson and the unanimous voic
vote of the members, the Board concurred in the report of the County
Administrator to release the title of old fire department equipment
to Bent Mountain and Cave Spring volunteer fire departments.
The Supervisors discussed the desirability of taking minut s
in Executive Sessions. It was the concensus of the Board that this

would not be necessary.
On motion of Supervisor Johnson and the unanimous voice
vote of the Board, the meeting was adjourned at 5:40 p.m.
