I MEMBERS PRESENT: Chairman Richard C. Flora, Vice-Chairman John G. Seibel C. Lawrence Dodson, R. E. Hilton, Jr. and May Winn Johnson. Chairman Flora called the meeting to order at 4:00 p.m. On the motion of Supervisor Dodson and the unanimous voice vote of the Board, the minutes of the regular meeting of November 12, 1975 were approved as spread. IN RE: ITEMS REFERRED TO THE PLANNING COMMISSION On the motion of Supervisor Seibel and the unanimous voice vote of the Board, the following petitions were this date received, filed and referred to the Petition of Wesleyan Church-Virginia District for rezoning 1.032 acres fronting 150 feet on the southeasterly side of U. S. Route 11 and extending back 300 feet deep in the Hollins District from R-l to B-1 in order that the Church's District Headquarters office building may be constructed thereon. Petition of Jean M. and Ethel H. Waldron for rezoning two parcels of land, one containing 27.116 acres located on the north side of State Route 768, and one containing 6.164 acres located on the south side of State Route 768 from R-l to A-l in order to permit general agricultural activities on said property. I Planning Commission for recommendation: Petition of Ollie E. Fralin, et al, for rezoning about 1/2 acre located on Williamson Road on the east side of U. S. Route 11 (5423 Williamson Road) from B-2 to B-3 in order that an eat-in steak house restaurant may be operated thereon. I 11-25-75 - 4,::-8.;4, ."1'". "~. c. . IN RE: RESOLUTION NO. 1368 REGARDING SECONDARY ROAD CHANGES WHEREAS, Secondary Route 740 from Route 311, east to 0.05 mile east of Route 794, a total distance of 0.17 mile, has been altered, and a new road has I been constructed and approved by the State Highway Commission, which new road serves the same citizens as the road so altered; and WHEREAS, certain sections of this new road follow new locations, these being shown on the attached sketch titled, "Changes in Secondary System Due to Relocation and Construction on Route 740, Project 0740-080-158, C501 dated at Richamond, Virginia July 30, 1975." NOW, THEREFORE, BE IT RESOLVED that the portions of Secondary Route, Sections 5 and 6, shown in red and Sections 7 and 8, shown in brown on the sketch titled, "Changes in Secondary System Due to Relocation and Construction on Route 740, Project 0740-080-158, C501, dated at Richmond, Virginia, July 30, 1975," a total distance of 0.15 mile be, and hereby is added to the Secondary System of State Highways, pursuant to Section 33.1-229 of the Code of Virginia of 1950 as amended. I AND FURTHER, that the section of old location, i.e., Sections 1,2,3 and 4, colored blue on the afore-mentioned sketch, a total distance of 0.16 mile, be and the same hereby is abandoned as a public road, pursuant to Section 33.1-155 of the Code of Virginia of 1950, as amended. I .. 4.tS,5 11-25-75 IN RE: ROUTE 311, IMPROVEMENTS TO On the motion of Supervisor Johnson and the unanimous voice vote of the Board, the County Attorney was directed to prepare a resolution requesting Federal Highway funds for the improvement of Route 311, north of Catawba over the Craig County line. The following reports of the County Attorney were deferred to the 7:00 p. n. I session: Appropriation of County Funds to Improve Streets, and Annexation. IN RE: LIVESTOCK CLAIM - ALBIN HAMMOND Supervisor Seibel moved that the Board concur in the recommendation of the County Finance Officer and approve the Livestock Claim of Albin Hammond in the amount of $380 for nineteen sheep killed by wild dogs on November 4, 1975. REVENUES - ADDITIONS 3030 - Non-Revenue Accounts 1121 - Repayment of Loan from Senior Citizens Grant: An additional estimate of $7,826 is hereby made to the General Operating Fund for the period ending June 30, 1976, for the function and purpose hereinabove indicated. Adopted by the following recorded vote: I AYES: NAYS: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora None IN RE: HIGHWAY DEPARTMENT - REQUEST TO ACCEPT CRAWFORD ROAD On the motion of Supervisor Johnson and the unanimous voice vote of the I Board, the following road in Green Valleys Subdivision, Section 6, was this date requested to become a part of the State Secondary System of Highways in Roanoke County: Crawford Road from Janney lane to dead end, a distance of 0.16 mile. - 4 8""7'~ 11-25-75 IN RE: RESOLUTION NO. 1371 SETTING THE SALARY FOR MEMBERS OF THE BOARD OF COUNTY SUPERVISORS COMMENCING JANUARY 1, 1976 WHEREAS, it is the opinion of the Board of Supervisors that the salary for members of the incoming Board of County Supervisors should be set as follows to adequately compensate the members of the Board for the time involved in the I performance of their duties. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that the salary of the members of the Board of County Supervisors, for the calendar year 1976, be and it is hereby set at the sum of $3,900 per year, payable monthly and that the salary of the Chairman of the Board, for the calendar year 1976, be and it is hereby set at the sum of $4,800 per year, payable monthly. On motion of Supervisor Seibel and adopted by the following recorded vote: AYES: Mr. Dodson, Mrs. Johnson, Mr. Seibel, Mr. Flora NAYS: Mr. Hilton At 4:35 p.m., on the motion of Supervisor Dodson and the unanimous voice vote of the Board, the meeting was adjourned to reconvene at 7:00 p.m. 7:00 P.M. - REGULAR SESSION I Pursuant to the adjournment of the 4:00 p.m. Special Session, the Board of Supervisors reconvened this date in regular session at 7:00 p.m., Salem- Roanoke Valley Civic Center, in Salem, Virginia. Chairman Flora called the meeting to order at 7:00 p.m. and recognized Reverend William E. Knight, Windsor Hills United Methodist Church, who offered the invocation. The Pledge of Allegiance to the flag was given in unison led by Chairman Flora. I 11-25-75 - 4 88[;., IN RE: SPRING VALLEY HIGHLANDS - CITIZEN PETITION Mr. Durward M. Stanley and certain other residents of Tamarack Trail, Spring Valley Highlands Subdivision, appeared before the Board regarding certain roads in said subdivision and presented citizen petitions regarding same. I On the motion of Supervisor Dodson and the unanimous voice vote of the Board, the matter of Fall Road and Tamarack Trail being taken over by the State Highway Department for maintenance and the storm drainage problem at the corner of Fall Road and Lofton Road were referred to the County Engineer for appropriate action and the request for change in the name of Fall Road to Tamarack Trail was referred to the Planning Commission for its recommendation and report back to the Board. On the motion of Supervisor Dodson and the unanimous voice vote of the Board, the citizen petition submitted by certain residents of the Spring Valley Highlands Subdivision, was this date received and filed. IN RE: POLICY FOR PARTICIPATION IN ROANOKE COUNTY RECREATION PROGRAMS I Supervisor Hilton moved that the Board concur in the report of the County Administrator regarding policy for participation in Roanoke County baseball and softball teams from the Glenvar area. pol icy I I I recreation programs and adopt the following recommendations as the official for Roanoke County: a. Continue participation in County organized sports programs by youngsters residing in areas to be annexed to the City of Roanoke on January 1, 1976 for approximately a thirty- month period terminating in the fall of 1978; providing the youngster remains in the County school in which he is presently enrolled. The motion was adopted by the unanimous voice vote of the Board. I ~~_~l - 48'-9 11-25-75 IN RE: STREETS IN GLENVAR EAST, SECTION 2 Supervisor Johnson moved that the committee appointed at the November 12, 1975 Board meeting to study upgrading roads in the Glenvar East Subdivision remain an active committee and that the funds provided from the residents in the area for placed the purchase of a bond be/in the name of Roanoke County; providing said bond is not waived. I The motion was adopted by the unanimous voice vote of the Board. IN RE: APPLICATION OF WILLIAM M. JOURNIETTE FOR A SPECIAL EXCEPTION TO PARK A MOBILE HOME ON A ONE ACRE TRACT LOCATED ON THE EAST SIDE OF OLD MOUNTAIN ROAD (ROUTE 605) On the motion of Supervisor Seibel and the unanimous voice vote of the Board, the public hearing on the application of William M. Journiette for a special exception to park a mobile home on a one-acre tract owned by Dematrice B. Journiette and located on the east side of Old Mountain Road (Route 605) was continued to the December 23, 1975 meeting of the Board. NOTE: Matter was reconsidered at a later time during the meeting and application was approved. IN RE: REQUEST OF MRS. DANNY M. ANDERSON FOR A ) SPECIAL EXCEPTION TO OPERATE A BEAUTY SHOP) IN HER HOME LOCATED AT 4209 WHITEHALL ) APPROVED - ONE YEAR PERIOD CIRCLE, S. W. ) I Supervisor Dodson moved that the application of Mrs. Danny M. Anderson for a special exception to operate a beauty shop in her home located at 4209 Whitehall Circle, S. W. be approved for a one-year period beginning November 25, 1975 subject to the provisions of the County Zoning Ordinance as it pertains to home occupation. Upon expiration, it will be necessary for Mrs. Anderson to request renewal of this special exception by making new application to the Board of Supervisors. The motion was adopted by the following recorded vote: AYES: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora Mr. G. Marshall Mundy, Attorney, appeared on behalf of the applicant. I NAYS: None No one appeared in opposition. 11-25-75 - 4flO IN RE: AIRPORT - EXPANSION OF WOODRUM FIELD I Messrs. Ralph Schofield and Edward Booth appeared before the Board regarding the proposed expansion of Woodrum Field. Both were opposed to the lengthening of the runway. Mr. Booth stated that it might be more feasible to have a centrally located airport. On the motion of Supervisor Dodson and the unanimous voice vote of the members, the Chairman was authorized to appoint a committee consisting of Messrs. Deal Tompkins appeared before the Board and requested that the Supervisors reconsider the application of William M. Journiette for a special exception to park a mobile home. On the motion of Supervisor Hilton and the unanimous voice vote of the Board, the application of William M. Journiette for a special exception to park a mobile home was this date reconsidered. Supervisor Seibel moved that the application of William M. Journiette for a special exception to park a mobile home on a one-acre tract owned by Dematrice B. Journiette and located on the east side of Old Mountain Road (Route 605), approximately 0.2 mile south of Carlos Drive (Route 616) be approved subject to the provisions of the County Zoning Ordinance as it pertains to mobile homes. The motion was adopted by the following recorded vote: AYES: Mr. Dodson, Mr. Hilton, Mrs. Johnson, Mr. Seibel, Mr. Flora NAYS: None I Mr. Journiette was present at the hearing. SHOBER FOR REZONING ) 0.75 ACRE LOCATED ON THE NORTH SIDE OF ) STEARNES AVENUE, BEING LOT 2, IN THE ) CRESCENT HEIGHTS SUBDIVISION FROM R-l ) TO RE IN ORDER THAT A DAYCARE CENTER ) MAY BE OPERATED IN THE EXISTING ) RESIDENCE THEREON ) APPROVED This matter came on to be heard before the Board of Supervisors at its I meeting held on Wednesday, November 12, 1975, the same having previously been filed with the Board and referred to the Planning Commission, and upon notice and public hearing before the Planning Commission and the recommendation of the Planning Commission, and upon notice of public hearing before the Roanoke County Board of Supervisors, said hearing held as advertised on the 12th day of November, 1975 and the Board having heard and considered the evidence in the case and being of the opinion that the rezoning of the property in question would be in accord with the laws of the Commonwealth of Virginia and consistent with the Roanoke County Zoning Ordinance, it is accordingly: ORDERED that the property described in the petition filed with this Board and located in the County of Roanoke, Virginia, and classified as Residentia R-l be and hereby is rezoned to Residential Estates RE in accordance with the Roanoke County Zoning Ordinance, and it is further ORDERED that the official I Zoning Map of Roanoke County be amended to reflect such change. The use of the property shall henceforth be in conformance with all uses allowed under the Zoning Ordinance of Roanoke County, in the classification known as Residential Estates RE. The said Zoning Ordinance and zoning map as they related to the property herein in question located in Roanoke County, Virginia, are hereby accordingly amended. Adopted on motion of Supervisor Dodson and the following recorded vote: AYES: Mr. Dodson, Mr. Hilton, Mr. Seibel NAYS: Mrs. Johnson, Mr. Flora Mr. Charles H. Osterhoudt, Attorney, appeared on behalf of the petitioner. Prior to the vote on the foregoing Order there was a recall on the motion of Supervisor Johnson to deny the petition of Gay B. Shober, which was continued from the November 12, 1975 Board meeting due to a tie vote. I The motion was defeated by the following recorded vote: AYES: Mrs. Johnson, Mr. Flora NAYS: Mr. Dodson, Mr. Hilton, Mr. Seibel 11-25-75 - IN RE: HOLIDAY The matter of declaring Friday, December 26, 1975 to be a holiday for all County employees was continued from the November 12, 1975 Board meeting due to a tie vote. It was unanimously voted by the Board not to declare December 26, I 1975 a holiday for County employees. This concluded the business before the Board at this time, and on the motion of Supervisor Dodson and the unanimous voice vote of the members present, the meeting was adjourned at 9:30 p.m. to reconvene on Tuesday, December 9, 1975 at 4:00 p.m. at the Salem-Roanoke Valley Civic Center in Salem. ~ \..... \C.,~J C- .~~~ CHAIRMAN I I
