Civic Center
A joint Public Hearing of the Board of Supervisors
of Roanoke County and the Planning Commission of Roanoke County
was duly advertised for 7:00 p.m. at the Salem-Roanoke Valley
Civic Center this date, at which time the Planning Commission
conducted its hearing. When a quorum was present from the Board
of Supervisors, the joint Public Hearing of the Board of Super-
visors and Planning Commission began at 8:00 p.m. this date at
the Salem-Roanoke Valley Civic Center with the Vice-Chairman of
the Board of Supervisors, John G. Seibel, presiding. The
purpose of the joint Public Hearing being to consider applica-
tions for uses not provided for for the placement of mobile
homes on certain properties situate in Roanoke County pursuant
to the provisions of Section 21-7 of the Roanoke County Code.
Members present from the Board of Supervisors:
Chairman C. Lawrence Dodson, Vice-Chairman John G. Seibel,
Richard C. Flora and R. E. Hilton, Jr.
Absent: J. Thomas Engleby, III
Members present from the Planning Commission:
Vice-Chairman M. E. Maxey, L. S. Elder, David A.
Updike and Anthony C. Maier.
Absent: Chairman Robert L. Miley
Mr. William F. Clark, County Administrator, and
Mr. A. A. Guepe, Secretary to the Planning Commission, were
also in attendance.

to park one trailer on a tract owned by Mr. and
Mrs. Linwood A. Harlow and located at 938 Peck
Street, N. W.
There was no opposition to the Stump petition.
2. Application of William C. Thompson, to park one
trailer on a tract owned by Mrs. Barbara Blanken-
ship and located west of Salem on State Route 649.

Mr. W. W. Patterson, appeared before the Board

expressed concern of a mobile home lowering the
value of the property in said area.

on a 4.1 acre tract on Bradshaw Road about 3
miles above Pratt's Store.

24. Application of James C. Self to park one trailer
on an 8 acre tract on the north side of Route 659
Those speaking in opposition to the Self petition
were: Mr. R. L. Claytor, 1822 Mayfield Drive,
who presented a signed petition of residents of
Mayfield Drive and Mr. and Mr. G. K. Dogan, also
residents of Mayfield Drive.
25. Application of Sarah and Jimmy Mays to park one
trailer at 4422 Van Winkle Road on a l~ acre trac
owned by Mrs. Ruby M. Muse.
There was no opposition to the Mays petition.
26. Application of George Ferris to park one trailer
on a 4 acre tract on Mocking Bird Hill off Route
610.
Due to area opposition, Mr. Ferris withdrew his
petition. Mr. C. Kenneth McGuire, 4018 Mocking-
bird Hill, appeared in opposition and presented
two signed petitions from area residents opposed
to the Ferris application.

1 acre tract owned by Marion C. Roark.
No one appeared for or against the Cunningham
petition.
28. Application of Michael W. Shorter to park one
trailer on a 29 acre tract on Twelve O'Clock Knob
Mountain on Route 746.
There was no opposition to the Shorter petition.
29. Application of Michael L. Green to park one ·
trailer on State Route 612 on a tract owned by
Lawrence L. and Mary Green was withdrawn at the
request of the applicant on November 5, 1973.
30. Application of Walter A. Main to park one trailer
on a 4.1 acre tract on Route 11 on State Route 77E.
There was no opposition to the Main petition.
31. Application of Clyde E. and Patsy Jean Young to
park one trailer beside the Mountain Pass Baptist
Church toward New Castle on a 1 acre tract owned
by James T. and Faye Trent Young.
No one appeared for or against the Young petition
32. Application of Richard A. Gravely to park one
trailer on a 1 acre tract one mile off Route 11
and Route 460 on State Route 643.
Those speaking in opposition were: Mrs. Mildred
Daughtery, adjoining property owner, Mrs. O. H.
Scott, area resident, and Mrs. Charles Golf, area
resident.
33. Application of James H. Motley to park one traile~
on a 7/8 acre tract off Red Lane Extension, Route
705, Route 5, Box 333.
There was no opposition to the Motley petition.
At 9:40 p.m., the Board took a brief recess.
At 9:45 p.m., the Supervisors returned to the Civic
Center; whereupon, the Planning Commission made its recommenda-
tion on the above-mentioned applications to erect mobile homes
on certain properties outside of mobile home parks. The Planninl
Commission stated that on all applications for which it recommenas
approval, the following conditions apply:

1. The site on which the mobile home is placed shall
meet with the standard requirements of the local
Health Department as to water and/or sewage usage.
2.
The site shall be properly landscaped with at leas
eight pieces of shrubbery not less than 18 inches
in height and to include one shade tree not less
than five feet in height. All landscaping shall
be properly maintained. I
Within 60 days, the mobile home shall be comPletelJ
skirted with a termite-resistant material in such -I
manner as to be attractive. Metal skirting must I
be pre-painted. i
Site shall contain a storage facility adequate for
lawn equipment, garden tools, auto parts, etc.

All fuel tanks shall be located at the rear of the
mobile home and, if adjacent to another dwelling,
a screen is to be provided around tanks so as not
to look unsightly and of a material that is fire
resistant; and no such fuel tanks shall be smaller
than 270 gallons. J'
All mobile homes and modular homes shall come with
in the provisions of this definition except those I
which conform to the minimum standards prescribed I
in the Roanoke County Building Code for single-
family dwellings. "

7. These permits issued herein shall be valid for a
period of two years. Upon the expiration of any
permit herein issued, the owner shall apply for a
new permit should he desire to continue the use of
the land as a mobile home space. However, in
seeking such new application, the applicant shall
meet all of the herein-stated conditions and
requirements provided that the above permit shall
not be required when the mobile home space is
situate in a mobile home court.

At this point, Chairman Dodson resumed the Chair and
the Board took the following action on the applications to park
mobile homes in Roanoke County other than in a mobile home court:
