The Board of Supervisors of Roanoke County met this day at the Salem-Roanoke Valley Civic Center in Salem, Virginia, being the second Tuesday and the first regular meeting of the month. Members Present: Cha i rman R. E. Hi 1 ton, Jr., Vice-Chairman John G. Seibel, Thomas H. Beasley, Jr., C. Lawrence Dodson and Richard C. Flora. William F. Clark, County Administra tor, and Edward A. Natt, County Attorney, were also in attendance Chairman Hilton called the meeting to order at 1:04 p.m. and recognized Reverend C. Lawrence Dodson, who offered the invocation. The Pledge of Allegiance to the flag was given in unison, led by Chairman Hilton. On the motion of Supervisor Seibel, seconded by Supervisor Beasley and the unanimous voice vote of the members present, the minutes of the regular meeting of September 10, 1974 and the joint Public Hearing of the Board and Planning Commission held on September 20, 1974 were approved as spread. IN RE: PETITION OF FIRST WESLEYAN CHURCH ) FOR REZONING 3.94 ACRES LOCATED AT ) THE NORTHWEST CORNER OF PETERS CREEK) FINAL ORDER ROAD AND HARTMAN LANE ) WHEREAS, First Wesleyan Church petitioned this Board and requested that the Roanoke County Zoning Ordinance be amended so as to provide that certain property described in said petition be rezoned and reclassified as Residential Estates RE property, which petition was filed at a regular meeting of this Board and by order entered was referred to the Planning Commission for recommendation; and l-__ .... ,_ _~""'"'-. "'--l..Ar_""'.'--~..---'-- 10-8-74 WHEREAS, the Board of Supervisors did order the Clerk of this Board, upon receipt of the rekommendation from the Planning Commission, to forthwith set the same down for a public hearing at the next permissible meeting of this Board and give notice thereof by publication in accordance with law; and WHEREAS, the Clerk of this Board did set the regular meeting of this Board to be held on October 8, 1974 at 1 :00 p.m. as the date and time for the public hearing on the aforesaid proposed amendment to said Zoning Ordinance and advertised the same by notice duly published; and WHEREAS, said public hearing was this date had, and the Board, after giving careful consideration to said petition and to the recommendation of the Planning Commission and after hearing the evidence touching on the merits of the proposed amendment to said County Zoning Ordinance, is of the opinion that the County Zoning Ordinance should be amended as requested in said petition and as recommended by said Planning Commission. NOW, THEREFORE, BE IT RESOLVED AND ORDERED that at this meeting of the Board of Supervisors, the said County Zoning Ordinance be, and the same is hereby, amended to reclassify the property hereinafter described to Residential Estates RE property in order that the said property and any buildings constructed on said property hereafter may be used for Residential Estates RE purposes, as defined the County Zoning Ordinance, specifically allowing the construction of a child care center. The property hereby classified as Residential Estates RE property is generally described as containing 3.94 acres, lyin on the northeast corner of Peters Creek Road (Route 117) and Hartman Lane, more particularly described as follows, to-wit: BEGINNING on the northeast corner of the intersection of Peters Creek Road (Virginia Route 117) and Hartman Lane; thence following the eastern side of Hartman Lane, N. 380 26' W. approximately 782.47 feet to a point; thence N. 310 391 E. 220.78 feet to a point; thence S. 380 27' E. approximately 872.63 feet to a point on the north side of the said Peters Creek Road; thence following the northerly line of Peters Creek Road to the point of BEGINNING. -' . ~.u__.l...., . ....- .'.~",' 10-8-74 IT IS FURTHER RESOLVED AND ORDERED that the Clerk of this Board shall forthwith certify a copy of this resolution and order to the Secretary of the Planning Commission and a copy to Claude D. Carter, attorney for the petitioner. IN RE: BINGO PERMIT - GLENVAR ELEMENTARY SCHOOL PTA Supervisor Seibel moved that a Bingo Permit be issued to G1envar Elementary School PTA to become effective this date for a period of one year. The motion was seconded by Supervisor Beasley and adopted by the unanimous voice vote of the members present. IN RE: PLANNED PARENTHOOD OF ROANOKE VALLEY, I NC. Mr. Tom Lawson and Miss Cindy Trinkle, representatives of Planned Parenthood of Roanoke Valley, Inc., appeared before the Board and requested a contribution from Roanoke County in order to continue certain programs in the County. Supervisor Seibel moved that the Chairman be authorized to appoint a committee to study and investigate the request of Planned Parenthood for an appropriation, and if not appropriated, to include such in budget study for next year; said committee to report back to the Board by the November 12 meeting. The motion was seconded by Supervisor Beasley and adopted by the following recorded vote: AYES: NAYS: Mr. Beasley, Mr. Seibel Mr. Hilton ABSTAINING: Mr. Dodson, Mr. Flora 10-8-74 IN RE: ITEMS REFERRED TO THE PLANNING COMMISSION On the motion of Supervisor Flora, seconded by Supervisor Dodson and the u~animous voice vote of the Board, the following petitions were this date received, filed and referred to the Planning Commission for recommendation: Petition of James S. and Teresa Wilson, et al, for rezoning approximately one acre located on the north side of U. S. Route 11, also known as Williamson Road, at its intersection with Plantation Road from B-2 to B-3 in order to continue to operate a used automobile business. Petition of Virginia Department of Highways and Transportation for rezoning to M-2 32.346 acres located between Route 311 and Route 81, southwest of Hanging Rock for the relocation of the Salem Residency Office. Petition of Venture East for rezoning of a 7.848 acre tract from RE to B-2 and a 73.585 acre tract from RE to R-3; both situate on the south side of U. S. Route 460, approximately one mile east of the Roanoke City limits and popularly referred to as the George G. Gish Farm in order to construct townhouses for sale on the R-3 parcel and develop business and professional offices on the B-2 parcel in accordance with an overall plan of unit development. IN RE: AMENDMENT TO GENERAL APPROPRIATION ORDINANCE NO. 1127 - WATER AND SEWER BOND REFERENDUM On motion of Supervisor Seibel and seconded by Supervisor Flora, the General Appropriation Ordinance of Roanoke County, Virginia, adopted June 25, 1974, be, and the same is hereby amended as follows to become effective October 8, 1974. Expenditures 30la - Board of Supervisors 200b - Publicity - Water and Sewer Bond Referendum: An additional appropriation of $7,500 is hereby made from the General Operating Fund for the period ending June 30, 1975, for the function and purpose hereinabove indicated. Adopted by the following recorded vote: AYES: NAYS: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Seibel None ABSTAINING: Mr. Hilton .,.,.~ .to f"-" ~') 10-8-74 IN RE: RESOLUTION NO. 1128 AUTHORIZING THE COUNTY ADMINISTRATOR TO RENEGOTIATE THE COUNTY'S CONTRACT FOR HOSPITAL AND SURGICAL INSURANCE WHEREAS, Blue Cross/Blue Chield of Southwestern Virginia, Inc. has notified the Board of Supervisors of Roanoke County that said company's rates for hospital, surgical, medical and major medical premiums will be increased effective immediate ly; and WHEREAS, due to said rate increase, it is necessary fo Roanoke County to renegotiate its contract with Blue Cross/Blue Shield of Southwestern Virginia, Inc. and the Board of Superviso s is desirous that the County Administrator renegotiate said con- tract on its behalf. NOW, THEREFORE, BE IT RESOLVED by the Board of Super- visors of Roanoke County that the County Administrator of Roanok County be, and he is hereby authorized and directed to renegotia e the County's contract with Blue/Cross Blue Shield of Southwester Virginia, Inc. to reflect the rate increase of said company, and ~- upon completion of said renegotiations, to execute a new contrac with said firm on behalf of Roanoke County. On motion of Supervisor Flora, seconded by Supervisor Beasley and adopted by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Seibel, Mr. Hilton NAYS: None IN RE: HOSPITAL AND SURGICAL INSURANCE Supervisor Flora moved that the County's Insurance Committee be directed to investigate and study other hospital and surgical insurance coverage for County employees besides that which is offered by Blue Cross/Blue Shield and report back to the Board its recommendations. The motion was seconded by Supervisor Dodson and adopted by the unanimous voice vote of the Board. (~ 'v .$ 10-8-74 IN RE: RESOLUTION NO. 1129 AUTHORIZING THE PURCHASE OF CERTAIN MOTOR VEHICULAR EQUIPMENT WHEREAS, bids were received on Friday, September 27, 1974, and opened in the office of the Public Works Superintendent of Roanoke County for various motor vehicular equipment included in the 1974-75 fiscal year budget; and WHEREAS, a recommendation has been made that the County purchase the vehicular equipment hereinafter set out from the bidders hereinafter specified, said bids being the lowest bids received fully complying with the County's specifications for said equipment. NOW, THEREFORE, BE IT RESOLVED by the Board of Super- visors of Roanoke County, Virginia, that the bids hereinafter set out be, and the same are hereby accepted, the County Administra- tor being authorized and directed to execute the requisite pur- chase order for said equipment: 1. One (1) 5-cubic-yard dump truck from Vinton Motor Company at a cost of $7,160.00. 2. Five (5) 1/2-ton pickup trucks from Vinton ~.-<' Motor Company at a cost of $3,434.30 per unit, a total cost of $17,171.50. 3. Three (3) two-door compact sedans from Berglund Chevrolet at a cost of $3,161.24 per unit, a total cost of $9,483.72. 4. Three (3) two-door compact station wagons from Downs Chevrolet at a cost of $3,326.00 per unit, a total cost of $9,978.00. On motion of Supervisor Beasley, seconded by Superviso Seibel and adopted by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Seibel, Mr. Hilton NAYS: None ~, e' 10-8-74 IN RE: RESOLUTION NO. 1130 ACCEPTING A BID FOR THREE 1,000 GPM PUMPERS FOR CERTAIN ROANOKE COUNTY FIRE DEPARTMENTS WHEREAS, funds were included in the 1974-75 budget for Fire Prevention and Extinction, which together with General Revenue Sharing Funds, would provide for the purchase of three 1,000 gpm pumpers for Roanoke County fire departments at Hollins, Cave Spring and Mount Pleasant; and WHEREAS, on Tuesday, October 1, 1974, new proposalS were received and opened in the office of the County Administra- tor for said equipment, and the County Administrator and the County's Fire and Emergency Services Coordinator have recommende the award of the bid as hereinafter set out, said bid fully meeting the County's specifications for said equipment. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that the bid from Hugh's, Inc. on behalf of Oren-Roanoke Corporation in the amount of $173,631.21 for three Kenworth PD200 chassis units be, and the same is hereb accepted, the County Administrator to notify said bidder of the acceptance of said bid and to complete the necessary purchase order for said equipment. Mounfield~ Architect, be authorized to proceed with final, detailed plans; said plans to be submitted to the Board for its approval before advertising for bidding. The motion was seconded by Supervisor Seibel and adopted by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Seibel, Mr. Hilton NAYS: None IN RE: RESOLUTION NO. 1132 SUPPORTING CERTAIN PROPOSED AMENDMENTS TO THE CODE OF VIRGINIA RELATING TO THE FINANCING OF EDUCATION IN VIRGINIA WHEREAS~ the cost of implementing the Standards of Quality and Objectives for Virginia Public Schools is of neces- sity a costly burden for localities in the State of Virginia; and WHEREAS~ the Board of Supervisors of Campbell County did, on September 24~ 1974, adopt a resolution expressing its opposition to the philosophy of financing the cost of education in Virginia, which opposition is shared by the Board of Super- visors of Roanoke County. .., .~ 10-8-74 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that said Board hereby concurs with the position heretofore taken by the Board of Supervisors of Campbell County in expressing said Board's opposition to the philosophy of financing education in Virginia. BE IT FURTHER RESOLVED that this Board hereby requests the Virginia Association of Counties to express the aforesaid opposition in its legislative program for 1975. IN RE: ORDER NO. 1144 ESTABLISHING AN EXTENSION OF ROUTE 773 AS A PUBLIC ROADWAY This day appeared the County Engineer, heretofore appointed by this Board to view the following road and the location thereof and to make a report thereon, to wit: Extensio of Route 773 for 0.5 mile in a southwesterly direction to the intersection of Route 740 - 50 foot right of way, whereupon on motion of Supervisor Dodson, seconded by Supervisor Beasley, said Engineer's report is approved. And it is hereby ordered that said road, as described briefly above, be, and it is hereby, established as a public road to become a part of the State Secondary System of Highways of Roanoke County, the Board of Supervisors guaranteeing the right of way and right of drainage. And, it is further ordered that a certified copy of this resolution be furnished to the Resident Engineer of the State Department of Highways and Transportation having super- vision and maintenance of the State Secondary Roads in Roanoke County.
