The Board of Supervisors of Roanoke County met this day
at the Salem-Roanoke Valley Civic Center in Salem, Virginia,
being the fourth Tuesday and the second regular meeting of the
month.
Members Present: Vice-Chairman John G. Seibel,
C. Lawrence Dodson, Richard C. Flora and May Winn Johnson.
Absent: Chairman R. E. Hilton, Jr. William F. Clark, County
Administrator, and Edward A. Natt, County Attorney, were also
in attendance.
In the absence of the Chairman, Vice-Chairman Seibel
called the meeting to order at 7:30 p.m. and recognized Reverend
Cecil Irwin, Chaplin, VA Hospital, who offered the invocation.
The Pledge of Allegiance to the flag was given in unison.
On the motion of Supervisor Flora, seconded by
Supervisor Dodson and the unanimous voice vote of the members
present, the minutes of the regular meeting of October 22, 1974
were approved as spread.

FINAL ORDER
WHEREAS, OSCEOLA Lodge No. 47, Knights of Pythias, by
petition filed with this Board, requested that the County Zoning
Ordinance be amdended so as to provide that the 3.21 acre parcel
described in said petition be reclassified from Residential R-l
to Residential R-2, and
WHEREAS, the Planning Commission of Roanoke County, by
resolution adopted at its meeting held on the 15th day of
October, 1974, recommended that the said County Zoning Ordinance
be amended so as to change the classification of the said 3.21
acre parcel from Residential R-l to Residential R-2; and

WHEREAS, upon receipt of the recommendation from the
Planning Commission, this matter was set for a public hearing at
this meeting of the Board and notice thereof given by publication
in accordance with law; and
WHEREAS, this Board, after glvlng due consideration to
said petition and to the recommendation of the Planning Commissio
concerning the merits of said proposed amendment to the County
Zoning Ordinance, being of the opinion that said County Zoning
Ordinance should be amended as requested in said petition and as
recommended in the report of said Planning Commission.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED, at this
meeting of the Board of Supervisors of Roanoke County held on the
26th day of November, 1974, at 7:30 p.m., that the Roanoke County
Zoning Ordinance be, and the same hereby is, amended so as to
reclassify the property described in said petition from Residen-
tial R-l to Residential R-2.
The foregoing resolution was adopted on motion of
Supervisor Johnson, seconded by Supervisor Flora and the
following recorded vote:

Supervisor Johnson moved that the request of Mrs.
Carolyn H. Wingfield for a special exception to operate a beauty
shop in her home located at 1236 Deer Run Drive, Vinton, in the

County Zoning Ordinance as it pertains to home occupation.
The motion was seconded by Supervisor Flora and
adopted by the following recorded vote:

IN RE:
PETITION OF TIME-OUT FAMILY AMUSEMENT
CENTER OF SPRINGFIELD, INC. FOR A
PERMIT PURSUANT TO SECTION 21-67(6)
OF THE COUNTY CODE TO OPERATE AN
AMUSEMENT CENTER ON THE UPPER LEVEL
OF TANGLEWOOD MALL
CONTINUED
Supervisor Johnson moved that the public hearing on th
petition of Time-Out Family Amusement Center of Springfield, Inc.
for a permit pursuant to Section 21-67(6) of the County Code to
operate an amusement center on the upper level of Tanglewood Mal
Sheriff was also directed to report to the Board at this time th
be continued to the December 10, 1974 meeting of the Board. The
results of his investigation on the request of Time-Out Family
Amusement Center of Springfield, Inc.
The motion was seconded by Supervisor Flora and
adopted by the following recorded vote:

Mr. Dodson, Mr. Flora, Mrs. Johnson, Mr. Seibel
NAYS:
None
ABSENT:
Mr. Hilton
Mr. Donald L. Wetherington, Attorney, appeared on
behalf of the petitioner. Mr. Tico Bonomo, President, Time-Out
Amusement Center of Springfield, Inc., and Mr. Paul B. Matthews,
were present at the meeting in favor of the request.
Speaking in opposition were: Mr. Shiley Jacobson,
Attorney, representing the Merchants Association, who submitted
two letters from persons who were opposed to similar operations
as Time-Out proposes. Mr. Ray Steel, Assistant Manager of
Lafayette, Mr. Robin Roberts, Assistant Manager of Discount
Records, and Mr. John N. Lampros, Roanoke County Commonwealth's
Attorney were opposed to the request.

IN RE:
PROPOSED SOIL AND EROSION
CONTROL ORDINANCE
Mr. John P. Cone, Jr., Chairman of the Roanoke County
Federation of Civic LeaguesLand Use and Environment Protection
Board, appeared before the Board and submitted information
regarding the proposed Soil and Erosion Control Ordinance.

Supervisor Flora moved that the information submitted
by the Civic Leagues regarding the proposed Soil and Erosion
Control Ordinance be referred to Donald J. Balzer, Planning
Consultant for the County, for his consideration in the prepara-
tion of the Comprehensive Master Plan for Roanoke County.
The motion was seconded by Supervisor Johnson and
adopted by the unanimous voice vote of the members present.
At 9:00 p.m., the Board took a brief recess.
At 9:18 p.m., the Supervisors returned to the Civic
Center, and the Board reconvened in open session.
The copy of a communication from the Superintendent of
Institutional Services, Jails Section, regarding routine inspec-
tion of the County Jail was received by the Board.
IN RE:
ITEMS REFERRED TO THE PLANNING COMMISSION
On the motion of Supervisor Flora, seconded by
Supervisor Johnson and the unanimous voice vote of the members
present, the following items were this date received, filed and
referred to the Planning Commission for recommendation:
Petition of Dorsey M. Etzler, Jr. for rezoning of
a one-acre tract located on the south side of State
Route 603 (Babe Louis Road) in the Bonsack community
in the Vinton District from A-I to B-2 so that same
may be used as an office as well as a residence.
Petition of K. B. Graham Builder, Inc. for rezoning
of four parcels of land containing 3.48 acres southwes
from the Professional Park Office Building, about 215
feet southwest from Virginia Route 904 from R-3 to B-2
in order to construct an office building and adjacent
parking thereon.

IN RE:
RESOLUTION NO. 1156 AUTHORIZING THE
EXECUTION OF A CONTRACT FOR ARCHITECTURAL
SERVICES FOR THE CLEARBROOK PUBLIC SAFETY
BUILDING
WHEREAS, the Board of Supervisors of Roanoke County has
recently acquired a parcel of land in the Clearbrook section of
Roanoke County on which said Board desires to construct a public
safety building for the Clearbrook section of Roanoke County; an
WHEREAS, at its meeting held on October 8, 1974, the
Board was shown preliminary sketches for said public safety
building, said sketches having been prepared by Mr. William P.
Mounfield, Architect; and
WHEREAS, the Board of Supervisors is desirous of enter-
ing into a contract with Mr. William P. Mounfield, Architect,
said contract providing that Mr. Mounfield provide certain ser-
vices for Roanoke County in connection with the construction of
said Clearbrook public safety building.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that the County Administrator be, ffid he
is hereby authorized and directed to enter into a contract with
Mr. William P. Mounfield, Architect, said contract providing
that Mr. Mounfield provide certain architectural services for
Roanoke County in connection with the construction of the Clear-
brook public safety building; said contract being the standard
form of agreement as recommended by the American Institute of
Architects and further providing that the fee for Mr. Mounfield
shall be equal to six percent of the contract construction costs.
On motion of Supervisor Johnson, seconded by Superviso
Dodson and adopted by the following recorded vote:

CLEARBROOK PUBLIC SAFETY BUILDING
Supervisor Johnson moved that the County Administrator
be authorized to proceed with advertising and inviting proposals
for the Clearbrook public safety building.
The motion was seconded by Supervisor Dodson and
adopted by the following recorded vote:

NOTICE OF INTENTION TO HOLD A PUBLIC HEARING
ON THE GENERAL LAND USE PLAN, THE TRANSPORTATION
PLAN AND THE CO~1MUNITY FACILITIES PLAN FOR ROANOKE
COUNTY TO BE USED IN FORMULATING THE MASTER PLAN
FOR ROANOKE COUNTY
BE IT RESOLVED by the Board of Supervisors of Roanoke
County that a joint public hearing of the Roanoke County Planning
Commission and the Roanoke County Board of Supervisors be held on
December 18, 1974, at 7:00 p.m., at the Roanoke County School
Board Conference Room, 526 College Avenue, Salem, Virginia, on
the general land use plan, the transportation plan and the
community facilities plan for Roanoke County to be used in

formulating the master plan for Roanoke County.
The Clerk of this Board is directed to publish the
notice of public hearing as required by law, pursuant to Section
15.1-504 of the Code of Virginia, as amended, once a week for two
consecutive weeks in the Roanoke World News, a newspaper having a
general circulation in Roanoke County.
A copy of this notice of public hearing is to be posted
at the front door of the Roanoke County Courthouse.
A copy of the general land use plan, the transportation
plan and the community facilities' plan for Roanoke County is on
file in the office of the County Administrator at 306A East Main
Street, Salem, and will be available for public inspection at the
following locations on the following dates:
November 26-30, 1974

December 2-7, 1974

December 9-14, 1974

COUNTY PAYROLLS
On the motion of Supervisor Flora, seconded by Super-
visor Johnson and the following recorded vote, the County
Payrolls (Semi-monthly 11/15/74) and (Bi-weekly 11/22/74) were
approved for payment in the gross amount of $94,334.24 from
which the sum of $11,903.96 F.I.T., $2,218.94 State Tax,
$5,187.86 F.I.C.A., $2,097.80 Blue Cross, $2,493.93 VSRS,
$332.70 L.I., $75.00 ACC, $248.98 T.P., $114.40 A.F., $121.90
S.B., $40.67 U.F., $292.42 Misc., are deducted leaving a net
payroll of $69,205.68.

On the motion of Supervisor Flora, seconded by

meeting totaling $12,037.69 were today approved presently and
retroactively.

The Financial Statement for the month of October, 1974
was received by the Board.

On the motion of Supervisor Flora, seconded by Super-
visor Johnson and the unanimous voice vote of the members present
the monthly Jail Report and the statement of travel expenses
incurred for the month of October, 1974 were this date received
and filed.
IN RE:
RESOLUTION NO. 1157 REQUESTING THE FIFTH
PLANNING DISTRICT COMMISSION TO AMEND ITS
BY-LAWS RELATING TO THE COMPOSITION OF THE
EXECUTIVE COMMITTEE OF THE FIFTH PLANNING
DISTRICT COMMISSION
WHEREAS, the members of the Board of Supervisors of
Roanoke County are concerned with certain actions recently taken
by the Executive Committee of the Fifth Planning District
Commission and desire that efforts be made to insure that similar
actions do not reoccur; and
WHEREAS, the Board of Supervisors is of opinion that
the By-laws of the Fifth Planning District Commission should be
amended to provide that membership on the Executive Committee be
solely comprised of one member from each political subdivision
that is a member of the Fifth Planning District Commission in
order to provide more equitable representation on said Executive
Committee.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that said Board hereby requests that the
By-laws of the Fifth Planning District Commission be amended to
provide that membership on the Executive Committee be solely
comprised of one member from each political subdivision that is a
member of the Fifth Planning District Commission.
BE IT FURTHER RESOLVED that attested copies of this
resolution be transmitted to the governing bodies of all member
governmental jursidictions of the Fifth Planning District Com-
mission with the request that they support such an amendment to
said By-laws.

Supervisor Dodson moved that the request of the County
Sheriff for corrections personnel be referred to the County
Administrator for his investigation and study in order that said
positions and salaries may be more in line with the County's
classification and pay plan.
The motion was seconded by Supervisor Flora and

This matter came on to be heard before the Roanoke
County Board of Supervisors at its regular meeting held on
November 26, 1974, at 7:30 p.m., the same having previously been
filed with the Board, referred to the Planning Commission of
Roanoke County, and upon notice and public hearing before the
Planning Commission and recommendation of the Planning Commission
and upon notice of public hearing before the Roanoke County Board
of Supervisors advertised and held on the 26th day of November,
1974, at 7:30 p.m. and upon the appearance of the petitioner in
person and upon the recommendation of the Planning Commission,
and the Board having heard and weighed the evidence in the case
and being of the opinion that the rezoning of the property in

question would be in accord with the laws of the Commonwealth of
Virginia and consistent with the Zoning Ordinance of Roanoke
County, it is accordingly:
ORDERED that the property described in said petition
presently classified M-l be rezoned, in accordance with a site
plan submitted, to A-Ion the zoning map of Roanoke County which
is a part of the County Zoning Ordinance and that map be amended
to reflect such change.
