HomeMy WebLinkAbout1/2/1974 - Special 1-2-74 275 County Administrator's 306-A East Main Street Salem, Virginia 11:00 a.m. Office I Pursuant to the adjournment of the special meeting of December 19, 1973, a special meeting of the Board of Supervisors was called this date in the County Administrator's Office, 306-A East Main Street, Salem, Virginia, for the following purposes: 1. Election of permanent Chairman and Vice-Chairman for 1974. 2. Adoption of rules of procedure. 3. Any other matter unanimously agreed upon by the members of the Board. Members Present: Chairman C. Lawrence Dodson, Vice-Chairman John G. Seibel, Thomas H. Beasley, Jr., Richard C. Flora and R. E. Hilton, Jr. Also in attendance were I Mr. William F. Clark, County Administrator, and Mr. Edward A. Natt, County Attorney. Chairman Dodson called the meeting to order at 11:00 a.m. The first item was election of a Chairman of the Board for 1974, and Chairman Dodson called for nominations. Supervisor Beasley nominated for permanent Chairman for the year 1974, Supervisor R. E. Hilton, Jr. There being no further nominations, Supervisor Seibel moved that the nominations be closed. R. E. Hilton, Jr. was elected Chairman of the Board I by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Seibel, Mr. Hilton NAYS: None ABSTAINING: Mr. Flora . '.... -.. I 276 1-2-74 ----,-------- to I Former Chairman Dodson offered his congratulations the new Chairman, Mr. Hilton, who then took over conduct of the meeting. The next item of business was election of a Vice- I Chairman. Supervisor Beasley nominated John G. Seibel. Super- visor Dodson nominated Richard C. Flora, however, Mr. Flora declined and requested that his name be withdrawn. The nomina- tions were then closed. John G. Seibel was elected Vice-Chairman of the Board by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Hilton NAYS: None ABSTAINING: Mr. Seibel Chairman Hilton then proposed establishment of pro- cedure to be used for next year. Supervisor Dodson moved that Roberts Rules of Order continue to be used. Supervisor Beasley I suggested that mandatory seconds to motions be adopted as part of the Board's rules of procedure. The County Attorney advised that this would be permissible if desired by the Board. Super- visor Dodson amended his motion to include this. Supervisor Seibel felt this change to include mandator seconds to motions should be included in Roberts Rules of Order and seconded Mr. Dodson's amended motion, which was adopted by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Seibel, Mr. Hilton NAYS: None IN RE: A RESOLUTION CHANGING THE TIME OF THE SECOND REGULAR MONTHLY MEETING OF THE BOARD OF SUPERVISORS I WHEREAS, the Board of Supervisors of Roanoke County has heretofore established 7:00 p.m. as the time for its second regular meeting each month; and I I I . 1-2-74 277 WHEREAS, said Board is desirous of changing said time to 7:30 p.m. in order to provide a better opportunity for the citizens of Roanoke County to attend said meetings. THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County that said Board hereby establishes 7:30 p.m. as the time for the second regular monthly meeting of the Board of Supervisors; said time being effective with the second regu- lar monthly meeting in February, 1974. BE IT FURTHER RESOLVED that a copy of this resolution be posted on the door of the Courthouse and published in the Roanoke World News once a week for two successive weeks prior to the next regular meeting of the Board of Supervisors. On motion of Supervisor Seibel, seconded by Supervisor Beasley, and adopted by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Flora, Mr. Seibel, Mr. Hilton NAYS: None The matter of the Board being charged for its use of the meeting facilities at the Salem-Roanoke Valley Civic Center was discussed. The Board was advised by the County Administrator that there will be listed on the Supervisors' January 8, 1974 Agenda a letter stating that the Civic Center Commission is recommending that everyone using the Center's facilities, including the governing bodies, pay normal fees. This suggestion requires confirmation by both Salem and Roanoke County. Raymond R. Robrecht, one of Roanoke County's repre- sentatives to the General Assemble, was present to wish the Board all the best in 1974 and to assure them of any cooperation the legislators can give. , . 278 1-2-74 ..-.-..1-....--..---- Supervisor Seibel moved that the Board go into Executive Session to discuss matters involving salary and litigation.
