The Board of Supervisors of Roanoke County met this
day at the Salem-Roanoke Valley Civic Center in Salem, Virginia,
being the second Tuesday, and the first regular meeting of the
month.
Members Present: R. E. Hilton, Jr., Chairman, John G.
Seibel, Vice-Chairman, Thomas H. Beasley, Jr. C. Lawrence Dodson
and Richard C. Flora. Mr. William F. Clark, County Administrato ,
and Mr. Edward A. Natt, County Attorney, were also in attendance.
Chairman Hilton called the meeting to order at 1:00
p.m., recognized Reverend Lewis E. Bates, Vinton Baptist Church,
who offered the invocation. The Pledge of Allegiance to the

flag was given in unison, led by Chairman Hilton.
On the motion of Supervisor Seibel, seconded by Super-
visor Dodson, the minutes of the regular meetings of November 27
and December 11, 1973, were today approved as corrected.

This matter came on to be heard before the Roanoke
County Board of Supervisors this date, the same having previously
been filed with the Board, referred to the Planning Commission
and upon notice and public hearing before the Planning Commission
and recommendation of the Planning Commission, and upon notice of
public hearing before the Board of Supervisors advertised and
held on the 8th day of January 1974 at 1:00 p.m., and upon the
appearance of the petitioner by counsel and upon the recommenda-
tion of the Planning Commission, and the Board having heard and
weighed the evidence in the case and being of the opinion that
the rezoning of the property in question would be in accord with
the laws of the Commonwealth of Virginia and consistent with the
Zoning Ordinance of Roanoke County, it is accordingly:
ORDERED that the following described property presen-
tly classified as Residential R-l be rezoned to Business B-1 on
the zoning map of Roanoke County which is a part of the Zoning
Ordinance of Roanoke County, and that the map be amended to
reflect such change.
The use of the property shall henceforth be in con-
formance with all uses allowed under the Zoning Ordinance of
Roanoke County, in the classification known as Business B-1.
And the said Zoning Ordinance and zoning map as they relate to
said property located in Roanoke County, are likewise accord-
ingly amended.
On motion of Supervisor Dodson, seconded by Supervisor
Flora, and adopted by the following recorded vote:

A IS LOCATED ON THE EAST SIDE OF
ROUTE 653 AND TRACT B IS LOCATED
ON THE WEST SIDE OF ROUTE 758.
FINAL ORDER
WHEREAS, Fralin & Waldron, Inc. did petition the Board
of Supervisors to rezone certain property described in said
petition, and to amend the Zoning Ordinance of Roanoke County so
as to provide that certain property described in said petition
be rezoned from Residential Estates District RE, to Residential
District R-3 as to property described in Schedule "A", and from
Residential Estates District RE, to Residential District R-l as
to property described in Schedule liB II , which petition was filed
at the regular meeting of this Board on the 27th day of November
1973, and on that day was referred to the Planning Commission
for recommendation; and
WHEREAS, said Planning Commission by resolution adopte
at a meeting held on the 18th day of December, 1973, after due
advertisement and after hearing evidence touching on the merits
of said petition, recommended to this Board that said County
Zoning Ordinance be amended so as to change the classification
of the property described in said petition from Residential
Estates District RE, to Residential District R-3 as to the
property described in Schedule "A" and from Residential Estates
District RE, to Residential District R-l as to the property
described in Schedule "B"; and
WHEREAS, the Board of Supervisors did on the 27th day
of November, 1973, order that the Clerk of this Board upon
receipt of said recommendation from the Planning Commission,
forthwith set the same down for a public hearing at the next

permissible regular or special meeting of this Board, and give
notice thereof by publication; and

WHEREAS, the Clerk of this Board did set the regular
meeting of this Board to be held on the 8th day of January, 19741

aforesaid proposed amendment to said Zoning Ordinance and adver- I

tised the same by notice duly published in the Roanoke World- ,

at 1:00 p.m. as the date and time for public hearing on the
News, a newspaper having general circulation in the City and
County of Roanoke, Virginiai and
WHEREAS, said public hearing was this day had on the
said proposed amendmenti and
WHEREAS, the Board after giving careful consideration
to said petition and to said recommendation of the Planning
Commission, and hearing evidence touching on the merits of said
proposed amendment, being of the opinion that said Zoning Ordi-
nance should be amended.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED that this
the meeting of the Board of Supervisors of Roanoke County, held
on the 8th day of January, 1974, the said County Zoning Ordinanc
be, and the same is hereby amended so as to reclassify the prop-
erty described in Schedule "A" attached from Residential Estates~
District RE, to Residential District R-3, and the property des- I
cribed in Schedule "B" attached from Residential Estates Distric1
RE, to Residential District R-li and it is, accordingly, so I
RESOLVED AND ORDERED. !
AND BE IT FURTHER RESOLVED AND ORDERED that the Clerk
of this Board shall forthwith certify a copy of this resolution
and order to the Secretary of the Planning Commission and a
copy to W. H. Fralin, Attorney for the petitioner.

Mr. W. H. Fralin, Attorney, appeared on behalf of the
petitioners. Mr. Fralin turned the presentation over to Don
Balzar of Balzar & Associates, Planning Consultants, who gave a

detailed plan of the proposed rezoning.
Mrs. Virginia Rhodes appeared in opposition to the
proposed rezoning. Mrs. Rhodes raised a question concerning
traffic problems and drainage problems which may arise along
Route 653. Mr. Ronnie Brooks also appeared in opposition.
IN RE: APPOINTMENT - HUMAN RESOURCES ADVISORY
COMMITTEE OF THE COUNCIL OF COMMUNITY SERVICES
Chairman Hilton appointed Supervisor Beasley to serve
as the County's representative on the Human Resources Advisory
Committee of the Council of Community Services.

FEES TO BE CHARGED BY THE SALEM-
ROANOKE VALLEY CIVIC CENTER

Supervisor Seibel moved that the Chairman be author-
ized to appoint a three-member committee to study the proposed
rental fees to be charged by the Salem-Roanoke Valley Civic
Center for the Board's use of said Center's facilities.
Supervisors Seibel and Flora have been appointed by the Chairmar
to this Committee.

On the motion of Supervisor Dodson, seconded by
Supervisor Beasley, and the unanimous voice vote of the Board,
the following petitions were this date received, filed and
referred to the Planning Commission for a recommendation:
Petition of Wade W. and Ruth N. Garman for
rezoning from B-2 to M-l of a 2.34 acre tract
of land on the west side of old Route 116 in the
Mount Pleasant community (on which is located
building that formerly housed the Mount Pleasant
fire station) so the existing building may be
leased for an automotive paint and body shop.

Request of the County Engineer for rezoning from
M-2 to A-I of portions of Section 3 of Meadowview
Acres subdivision as follows: lots 15-26 in
block 1; two well lots and lots 6-10 in block 6;
and lots 1-26 in block 7.

Mr. Horace Fralin appeared before the Board, repre-
senting the Roanoke Valley Chamber of Commerce, to urge the
Supervisors to give consideration to becoming a member of the

Valley-wide Transportation District which is
Board and read a resolution adopted by the Roanoke Valley
Community Resourses Task Force, which resolution supports the
resolution adopted by Roanoke City Council inviting surrounding
jurisdictions in the formation of a Valley-wide Transportation
District.
On the motion of Supervisor Dodson, seconded by Super-
visor Flora, and the unanimous voice vote of the Board, the
letter from the President of Shenandoah Life Insurance Company
urging Supervisors to give serious consideration to becoming a
member of a Valley-wide Transportation District was this date
received and filed.
IN RE:
ROANOKE VALLEY TRANSPORTATION DISTRICT
I
Mr. Robert A. Garland, member of Roanoke City Council
and Chairman of the City's Transportation Study Committee,
appeared before the Board regarding a Valley-wide Transportatio
District and urging the Supervisors to join with Roanoke City
in such an endeavor.

Supervisor Seibel moved to reactivate the County's
Transportation Study Committee and that said Committee be
directed to study and look with favor upon the feasibility of
the County participating in a Valley-wide Transportation Dis-
trict and report back its recommendations to the Board at the
January 22, 1974 meeting.
The motion was seconded by Supervisor Beasley and
adopted by the unanimous voice vote of the Board.
At 2:30 p.m., the Supervisors took a brief recess.
At 2:45 p.m., the Supervisors returned to the Civic
Center, and the Board reconvened in open session.
IN RE:
COUNTY TELEPHONE SYSTEM - ADDITIONAL SWITCHBOARD

Supervisor Seibel moved to reactivate the County's
Communications Committee and that said Committee be directed
to study the possibility of the County installing an additional
switchboard and report its recommendations to the Board for its
consideration. The Chairman was authorized to appoint three
persons to this Committee if all members previously appointed
are not presently available.
The motion was seconded by Supervisor Beasley and
adopted by the unanimous voice vote of the Board.
IN RE:
CRIMINAL JUSTICE ADVISORY COUNCIL
I
Supervisor Seibel moved that the Chairman be author-
ized to recommend an additional representative to serve on the
Criminal Justice Advisory Council. The Chairman recommended
Mrs. Elizabeth W. Stokes, County Clerk.
The motion was seconded by Supervisor Dodson and
adopted by the unanimous voice vote of the Board.
IN RE:
ANIMAL CONTROL VEHICLE
Supervisor Beasley moved that the County Administra-
tor be authorized to seek proposals for a new truck to be used
by County Animal Control personnel.

Roanoke County:
June Circle from Ingal Boulevard to end, a distance
of 0.03 mile.
Ingal Boulevard from 0.25 mile northwest of Route
828 to Route 643 a distance of 0.37 mile.
Neta Circle from Ingal Boulevard to end, a distance
of 0.03 mile.
Dot Circle from Ingal Boulevard to end, a distance of
0.03 mile.

KENNEL LICENSE
Supervisor Seibel moved to refer the matter of
definition of kennel license to the Planning Commission and
request that said Commission consider clarifying the provisions
of the County Zoning Ordinance in regard to kennel license and
make recommendations back to the Board for its consideration.

IN RE:
A RESOLUTION REQUESTING THE GENERAL
ASSEMBLY TO ENACT LEGISLATION REQUIRING
VOTER APPROVAL OF THE CITIZENS OF ANY
AREA BEFORE ANNEXATION OF SAID AREA
WOULD BE PERMITTED
WHEREAS, the Board of Supervisors of Roanoke County
I
is of the opinion that the citizens of any area should be given
an opportunity to determine in a referendum held in said area
whether or not they desire to be annexed and that no annexation
petition should be permitted to be filed unless the voters in
said area have indicated in a referendum that they desire to be
annexed; and
WHEREAS, the Board of Supervisors of Roanoke County
desires to urge the General Assembly to enact legislation which
would require the above-mentioned referendum prior to the
filing of any annexation petition.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that said Board hereby urges the

General Assembly to enact legislation which would require voter
approval of the voters in any area prior to the filing of an
annexation petition encompassing said area.
BE IT FURTHER RESOLVED that the Clerk of the Board
transmit certified copies of this resolution to all area
legislators.

the motion made by Supervisor Engleby at the December 11, 1973
Board meeting that 109 per capita, based on the 1970 census
population, be appropriated to the Citizens Environmental Counc~l
Steering Committee.

PETITION OF STRAUSS CONSTRUCTION CO., INC.
AND BRANCH & ASSOCIATES, INC. FOR REZONING
A TRACT OF LAND IN JAMISON INDUSTRIAL PARK
Mr. Michael K. Smeltzer, Attorney, submitted a
written request to the Board requesting that the petition of
Strauss Construction Company, Inc. and Branch & Associates, Inc.
for rezoning a tract of land in Jamison Industrial Park be
withdrawn.
Supervisor Flora moved that the request of Strauss
Construction Company, Inc. and Branch & Associates, Inc. for
withdrawal of their petition to rezone a tract of land in
Jamison Industrial Park be denied and that the petitioners be
advised of this action.

At 4:45 p.m., the Supervisors returned to the Civic
Center and reconvened in open session.
IN RE:
WELFARE BOARD

Chairman Hilton appointed Supervisor Thomas H.
Beasley, Jr. to serve as a member of the County's Welfare Board.
IN RE:
PLANNING COMMISSION
Chairman Hilton reappointed Robert L. Miley, rep-
resentative from the Catawba Magisterial District, to the
County's Planning Commission.
This concluded the business before the Board at this
time, and on the motion of Supervisor Seibel, seconded by
Supervisor Dodson, and the unanimous voice vote of the members,
the meeting was adjourned at 4:50 p.m.
