The Board of Supervisors of Roanoke County met this
day at the Salem-Roanoke Valley Civic Center in Salem, Virginia,
being the fourth Tuesday, and the second regular meeting of the
month.
MEMBERS PRESENT: R. E. Hilton, Jr., Chairman,
John G. Seibel, Vice-Chairman, Thomas H. Beasley, Jr.,
C. Lawrence Dodson and Richard C. Flora. Mr. William F. Clark,
County Administrator, and Mr. Edward A. Natt, County Attorney,
were also in attendance.
Chairman Hilton called the meeting to order at
7:00 p.m., recognized Reverend Edward M. Ridout, Southview
Methodist Church, who offered the invocation. The Pledge of
Allegiance to the flag was given in unison, led by Chairman
Hilton.
The minutes of the special meeting of December 19,
1973, the adjourned and special meeting of January 2, 1974 and
the regular meeting of January 8, 1974 stand approved as sub-
mitted.

SECTION WITH KEAGY ROAD
FINAL ORDER
WHEREAS, a petition by W. H. Highfill, Jr. and
Caroline M. Highfill, husband and wife, as legal owners of one
parcel and by C. R. Foltz and Lossie D. Foltz, husband and wife,
as legal owners of an adjacent parcel and by W. Price Fields as
the equitable owner subject to rezoning of both parcels has been
jointly made to the Board of Supervisors to amend the Zoning
Ordinance of Roanoke County to reclassify on the Zoning Map of
Roanoke County from a Residential District R-l to a Business

District B-2 a certain parcel of land on the south side of
Apperson Drive near its intersection with Keagy Road; and
WHEREAS, by resolution of this Board on the 13th day
of November, 1973, this petition was referred to the Planning
Commission for a recommendation; and
WHEREAS, after hearing evidence concerning the same,
the Planning Commission by resolution adopted at its meeting on
the 15th day of November, 1973 recommended to this Board that
the ordinance be amended as requested by the petition; and
WHEREAS, a public hearing by this Board was scheduled
at 1:00 p.m. on December 11, 1973, after notice of intention
to amend said ordinance was published once a week for two
successive weeks in The World News, a newspaper having general
circulation in the County of Roanoke; and
WHEREAS, at the public hearing as aforesaid, all
parties in interest and citizens were given an opportunity to be
heard, both for and against the proposed rezoning; and
WHEREAS, this Board after due consideration of the
evidence heard, and adjourned hearings on January 8 and January
22, 1974, is of the opinion the land should be rezoned as prayed
for by the petition.
NOW, THEREFORE, BE IT ORDAINED by the Board of Super-
visors of Roanoke County that the Zoning Ordinance of Roanoke
County be amended to reclassify on the County Zoning Map from a
Residential District R-l to a Business District B-2 as defined
by the ordinance, that parcel of land lying and being in the
County of Roanoke, Virginia.
BE IT FURTHER ORDAINED that the Clerk of this Board
forthwith attest two true copies of this ordinance and respec-
tively deliver them to the Secretary of the Planning Commission
and to John H. Kennett, Jr., counsel for the petitioners.

WHEREAS, the Board of Supervisors did, by an order
entered on the 11th day of December, 1973 direct the Clerk of
this Board to forthwith set the same down for a public hearing
at the next regular meeting of this Board, and give notice there
of by publication; and

WHEREAS, the Clerk of this Board did set the regular
meeting of this Board held on January 22, 1974 as the time and
date for a public hearing on the aforesaid proposed amendment to
said County Zoning Ordinance and advertised the same by notice
duly published in the World News, a newspaper having a general
circulation in Roanoke County; and
WHEREAS, said public hearing was this date held on the
proposed amendment; and
WHEREAS, this Board, after giving careful consideratior
to said petition and to said recommendation after hearing
evidence touching on the merits of the said proposed amendment
to the Zoning Ordinance, being of the opinion that said Zoning
Ordinance should be amended as requested in said petition and as
recommended by said Planning Commission.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED that at
this meeting of the Board of Supervisors held on the 22nd day of
January, 1974, the said County Zoning Ordinance be, and the
same is hereby amended so as to reclassify the property describe(
in said petition from Industrial District M-l to Business District
B-2 in order that said property might be more fully and reason-
ably used.
BE IT FURTHER RESOLVED AND ORDERED that the Clerk of
this Board shall forthwith certify a copy of this resolution and
order to the Secretary of the Planning Commission and a copy to
Eggleston & Glenn, attorneys for petitioners.
The foregoing resolution was adopted on motion of
Supervisor Seibel, seconded by Supervisor Dodson and the follow-
ing recorded vote:

Supervisor Seibel moved that the sum of $3,000.00 be
allocated to the Salem-Roanoke County Chamber of Commerce.

PROPOSED REVISIONS TO COUNTY ZONING
ORDINANCE REGARDING KENNELS
Mr. Jeffrey H. Krasnow, Attorney representing the
Roanoke Kennel Club, appeared before the Board and presented
proposed revisions to the County Zoning Ordinance regarding
Kennels. The matter was referred to the Planning Commission
and the Animal Control Ordinance Committee for their review.

Interstate 81 and about one mile north off U. S. Route 11 west of
Salem.

AND COMPENSATION THEREOF
Supervisor Beasley moved that Mr. Roy Rutherford and
Mr. Claude B. Ray be employed as assistant assessors for the

County's 1974 general reassessment of real estate at a salary
of $750.00 each per month and reimbursement for expenses in the
amount of $400.00 each per month.

Hershberger Road, N. W. and west of Inter-

County that a public hearing be held on February 26, 1974, at
7:30 p.m., at a regular meeting of the Board of Supervisors, at
which time it will be moved that the Roanoke County Code be
amended as follows:
Chapter 10, Motor Vehicles and Traffic,
Article V. County Vehicle Licenses,
Section 10-43, Proration of Tax.
This amendment to take effect February 26, 1974.
The Clerk of this Board is directed to publish the
proposed amendment and notice of hearing thereon as required by

A RESOLUTION RELATING TO C. LAWRENCE DODSON,
CHAIRMAN OF THE BOARD OF SUPERVISORS FOR THE
CALENDAR YEAR 1973
WHEREAS, C. Lawrence Dodson was on January 3, 1973,
elected by the Board of Supervisors of Roanoke County to serve
a one-year term as Chairman of said Board, which term was com-
pleted on December 31, 1973; and
WHEREAS, Mr. Dodson, throughout his term in office,
displayed excellent leadership as Chairman of said Board and
discharged the duties and responsibilities imposed upon him by
the Board of Supervisors with great ability and loyalty; and

WHEREAS, in his dedication to the County and to its
government, he has displayed the highest quality of public
service and has expressed the interests of the people whom he
has served.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that said Board doth hereby
recognize C. Lawrence Dodson for the very meritorious service
which he rendered to Roanoke County as Chairman of the Board of
Supervisors for the calendar year 1973; and this Board con-
gratulates Mr. Dodson upon the manner in which he accomplished
the duties as Chairman of said Board.

PROCLAMATION - VOCATIONAL EDUCATION WEEK
I
WHEREAS, the Congress of the united States has
recognized the growing and imperative need for Vocational
Education and has provided broader concepts of career education
to prepare individuals for the world of work; and
WHEREAS, through the increased emphasis on preparing
individuals to enter employment, many new programs are now
available to assist individuals in reaching their occupational
goals; and
WHEREAS, one week in February has been set aside by
proclamation of the Governor of Virginia as Vocational Education
Week; and
,
WHEREAS, the ultimate success of this endeavor rests
with each and every individual who is concerned with providing
training opportunities through a comprehensive educational
curriculum for all students; and

WHEREAS, Vocational Education serves high school youth
as well as adults in preparing them for occupations in Agricul-
ture, Business and Office, Marketing and Distributive, Home
Economics and Homemaking, Trade and Industries, Health Occupa-
tions, Industrial Arts, Technical Education and through the
efforts of Vocational Counseling by assisting individuals to
reach their occupational goals.
NOW, THEREFORE, I, R. E. Hilton, Chairman of the
Roanoke County Board of Supervisors, do hereby proclaim February
10 through 16, 1974 as VOCATIONAL EDUCATION WEEK in Roanoke
County and urge all citizens of this great community to visit
their local Vocational Education Schools and programs thereby
making themselves better acquainted with the services offered by
these dedicated institutions to the extent that each citizen can
benefit from these services.

IN RE:
A RESOLUTION RECOGNIZING THE SERVICES
OF J. THOMAS ENGLEBY, III, A FORMER
CHAIRMAN AND MEMBER OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY
WHEREAS, J. Thomas Engleby, III, was elected in 1971
by the voters of the Cave Spring Magisterial District to serve
a four-year term as a member of the Board of Supervisors of
Roanoke County, said term commencing January 1, 1972; and
WHEREAS, Mr. Engleby was elected by his fellow Board
members and served as Chairman of the Board of Supervisors of
Roanoke County for the 1972 calendar year and served as a member
of the Board for the 1973 calendar year before being compelled
to submit his resignation from said Board, effective December 31
1973. During said term he gave his unceasing personal effort in
the furtherance of the best interests of Roanoke County and of

the people whom he served, displaying the highest quality of
public service and unending devotion to the interests of his
constituents.
NOW, THEREFORE, BE IT RESOLVED by the Board of

Supervisors of Roanoke County that said Board does hereby
commend J. Thomas Engleby, III for his energetic and devoted
service to Roanoke County in his capacity as a member of the
Board and Chairman of the Board of Supervisors for the 1972
calendar year; and this Board does hereby express to him its
warmest sense of appreciation and that of the citizens of Roanok
County for the manner in which he fulfilled his duties as
Supervisor.
BE IT FURTHER RESOLVED that the Clerk do transmit to
Mr. Engleby an appropriately prepared certified copy of this
resolution.

A RESOLUTION RELATING TO THE
CREATION OF A ROANOKE VALLEY
TRANSPORTATION DISTRICT
WHEREAS, the City of Roanoke has requested that the
Board of Supervisors of Roanoke County indicate whether or not
said Board is interested in joining with said City and other
political subdivisions in the Roanoke Valley Transportation
District; and
WHEREAS, the Board of Supervisors has heretofore

referred said request to its Transportation Committee in order
that said committee may study the feasibility of joining in
said transportation district; and

WHEREAS, said committee has reported its recommenda-
matters involved in the creation of such a transportation dis-
tricti said committee feeling that it needs more information
prior to joining in such body, such information to include a
study of the Wilbur Smith Transportation Study of the City of
Roanoke, citizen input as to whether or not citizens need and
will use such a system, and what areas of the County would
benefit from such a transportation district.
THEREFORE, BE IT RESOLVED by the Board of Supervisors
of Roanoke County that said Board indicates its willingness and
desire for its Transportation Committee to meet with a committee
from the City of Roanoke and from other governing bodies in an
effort to study the possibilities of creating a transportation
district realizing that there is a possible need for such a
transportation district in the Roanoke Valley.
BE IT FURTHER RESOLVED that the Clerk transmit a
certified copy of this resolution to the clerks of the various
governing bodies in the Roanoke Valley.

MOBILE HOME AMENDMENT
Due to a tie vote on the motion made by Supervisor
Engleby at the December 11, 1973 Board meeting to adopt the
proposed Notice of Intention regarding mobile homes and public
hearing thereon, there was a recall on the vote.

IN RE:
A RESOLUTION AUTHORIZING AND DIRECTING
THE EXECUTION OF A CONTRACT FOR CLEANING
THE COUNTY'S VOTING MACHINES
WHEREAS, Virginia Election Services, Inc. has offered
to clean all of the County's voting machines that are stored in
I
the County garage in order to insure that said machines are in
proper working condition and that the time that is required to
set said machines up for an election is minimized; and
WHEREAS, the Board of Supervisors is of opinion that
said cleaning will enable the County to keep its voting machines
in proper working order and therefore is of opinion that said
contract should be entered into.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that said Board hereby authorizes
and directs the County Administrator to enter into a contract
with Virginia Election Services, Inc. for the cleaning of the
County's voting machines which are stored in the County garage;

said company to be compensated at the rate of $5.00 per hour per
man plus $25.00 per man per day, said contract to otherwise be
in such form as is approved by the County Attorney.

to proceed with the filing of the Highway Safety Grant applica-
tions.

The Chairman appointed Mr. H. James Hebert to serve
as a member of the Mental Health Services Board of the Roanoke
Valley for a term of three years.

The Chairman appointed Supervisor C. Lawrence Dodson
to serve as the County's representative on the Mayor's Committee
for Employment of the Handicapped.

APPOINTMENT - INDUSTRIAL DEVELOPMENT AUTHORITY
Supervisor Seibel moved that Mr. W. Darnall Vinyard be
reappointed to serve as a member of the Roanoke County Industria
Development Authority for a term of four years.

Supervisor Seibel moved that Supervisor Thomas H.
Beasley, Jr. be appointed to serve as a member of the Roanoke
County Welfare Board.
Chairman Hilton relinquished the Chair to Vice-

COUNTY ASSESSOR - COMPENSATION

Supervisor Dodson moved that the salary of
Mr. Lawrence D. Johnson, Assessor for the County's 1974 general
reassessment of real estate, be set at $1,000.00 per month and
reimbursement for expenses at the rate of $250.00 per month.
The motion was seconded by Supervisor Seibel and
adopted by the following recorded vote:

At 9:00 p.m., on the motion of Supervisor Flora,
seconded by Supervisor Dodson and the unanimous voice vote of
the members, the Board went into Executive Session to discuss
a matter involving litigation.

At 9:30 p.m., the Supervisors returned to the Civic
Center and on the motion of Supervisor Dodson, seconded by
Supervisor Flora and the unanimous voice vote of the members,
the Board reconvened in open session.

SETTLEMENT - McGEE CASE
Supervisor Beasley moved that the County Attorney be
authorized to seek a settlement of the McGee case.

The Chairman announced that there would be a closed
study session of the Board on Wednesday, January 30, 1974 for
the purpose of discussing a possible master plan for the
County.
This concluded the business before the Board at this
time and on the motion of Supervisor Flora, seconded by Super-
visor Seibel and the unanimous voice vote of the Board, the
meeting was adjourned at 9:40 p.m.
