The Board of Supervisors of Roanoke County met this
day at the Salem-Roanoke Valley Civic Center in Salem, Virginia,
being the fourth Tuesday and the second regular meeting of the
month.
Members Present: R. E. Hilton, Jr., Chairman,
John G. Seibel, Vice-Chairman, Thomas H. Beasley, Jr.,
C. Lawrence Dodson and Richard C. Flora. William F. Clark,
County Administrator, and Edward A. Natt, County Attorney, were
also in attendance.
Chairman Hilton called the meeting to order at
7:30 p.m. and recognized Reverend D. N. McGrady, West Salem
Baptist Church, who offered the invocation.

The minutes of the regular meeting of March 12, 1974
were approved as spread by the Chairman.
IN RE:
APPLICATION OF WILLIAM M. MOORE FOR
A PERMIT TO PARK A MOBILE HOME ON A
ONE-ACRE TRACT ON THE NORTH SIDE OF
STATE ROUTE 640 IN TEXAS HOLLOW
APPROVED
Supervisor Seibel moved that the application of
William M. Moore for a permit to park a mobile home on a one
acre tract on the north side of State Route 640 in Texas Hollow,
200 feet south of the intersection of Route 869 on the property
of Max Barker be approved subject to the conditions set forth by
the Planning Commission.
The motion was seconded by Supervisor Dodson and
adopted by the unanimous voice vote of the members present.
The application of William M. Moore was presented by
Mr. Moore. No one appeared in opposition.

APPROVED
Supervisor Beasley moved that the application of

George W. Divers for a permit to park a mobile home on a 0.57
acre tract on the east side of State Route 613, l~ miles south
of Starkey about 300 feet south of State Route 688 behind the
property of E. L. Meador be approved subject to the conditions
set forth by the Planning Commission.
The motion was seconded by Supervisor Dodson and
adopted by the unanimous voice vote of the members present.
The application of George W. Divers was presented by
Mr. and Mrs. Divers. No one appeared in opposition.

FINAL ORDER
I
WHEREAS, James E. Long Construction Company, Inc. and
the County Engineer of Roanoke County have jointly petitioned
the Board of Supervisors requesting that a tract of land in
Meadowview Acres Subdivision be rezoned and reclassified from
Industrial District M-2 to Agricultural District A-I, which
petition was referred to the County Planning Commisssion; and
WHEREAS, the Planning Commission at a meeting held on
February 19, 1974, after advertisement as required by law, fully
considered the petition and reported to the Board of Supervisors
its recommendation that the hereinafter described parcel of
land be rezoned as requested; and
WHEREAS, a public hearing was held by the Board of

Supervisors on March 26, 1974, after advertisement as required
by law, and a full opportunity was accorded all interested
parties to express their views concerning the petition; and

WHEREAS, at the conclusion of said public hearing and
after full consideration of the matter, the Board is of opinion
that the request for the rezoning is proper and would promote
the public interest, prosperity and welfare of the citizens of
Roanoke County.

NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the Boar
of Supervisors that pursuant to the requirements of the Roanoke
County Code, as amended, the portion of Meadowview Acres
hereinafter described be rezoned from Industrial District M-2
to Agricultural District A-I:
BEING the following lots in Meadowview
Subdivision: Lots 15 through 28,
inclusive, Block 1, Section 3; Lots 6
through 10, inclusive, Block 6, Section
3; Lots 1 through 26, inclusive, Block
7, Section 3; and two well lots situate
on Block 6, Section 3.
BE IT FURTHER RESOLVED AND ORDERED that the Clerk
transmit a certified copy of this Order to the County Engineer,
who is hereby directed to change all offi~ial maps of Roanoke
County to reflect said zoning change.
On motion of Supervisor Seibel, seconded by Supervisor-
Dodson and adopted by the following recorded vote:

SENIOR LEAGUE BASEBALL
Supervisor Beasley moved that a Bingo Permit be grante
to the Cave Spring Senior League Baseball effective this date
for a period of one year.
The motion was seconded by Supervisor Seibel and
adopted by the unanimous voice vote of the Board.

RENEWAL OF BINGO PERMIT -
LIONS CLUB OF CAVE SPRING DISTRICT, INC.
Supervisor Beasley moved to renew the Bingo Permit fo~
the Lions Club of Cave Spring District, Inc. effective June 1,

1974 for a period of one year.
The motion was seconded by Supervisor Seibel and
adopted by the unanimous voice vote of the Board.
IN RE:
RAFFLE PERMIT - PENN FOREST
ELEMENTARY SCHOOL P.T.A.
Supervisor Beasley moved that a Raffle Permit be
issued to the Penn Forest Elementary School P.T.A. effective
this date for a period of one year.
The motion was seconded by Supervisor Flora and
adopted by the unanimous voice vote of the Board.
On the motion of Supervisor Dodson, seconded by
Supervisor Beasley and the unanimous voice vote of the Board,

the following item was this date received, filed and referred
to the Planning Commission for a recommendation:
a. Petition of William D. Bailey and Elizabeth A.
Bailey for rezoning from B-1 to B-2 of Lot 12,
Block 7, Section 2 of Starmount, located on
the north side of U. S. Route No. 117 (Peters
Creek Road) in order to sell cosmetics, wigs,
and other similar items at retail.

ROANOKE COUNTY SCHOOL BOARD BUDGET
Mr. Arnold R. Burton, Superintendent, Roanoke County \
Schools, appeared before the Board and submitted the School
Board Budget for the fiscal year 1974/75.
On the motion of Supervisor Seibel, seconded by
Supervisor Beasley and the unanimous voice vote of the Board,

the School Board Budget was this date received, filed and

IN RE:
CIVIC CENTER COMMISSION -
REQUEST FOR APPROPRIATION
Supervisor Flora moved that the County authorize pay-
ment of the operating deficit of the Civic Center as of March
15, 1974 in accordance with an audit to be performed by the

County Finance Officer, which amount shall not exceed $15,000.
The motion was seconded by Supervisor Dodson and

STATE HIGHWAY COMMISSION
PREALLOCATION PUBLIC HEARING
Several Supervisors indicated to the County Administra
tor highways in which they had an interest and requested that
the County Administrator mention these highways at the pre-
allocation public hearing of the State Highway Commission to be
held on April 10, 1974.

RESOLUTION NO. 1036 AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR CONDUCTING
A SYSTEMS ANALYSIS OF THE COUNTY'S
FINANCIAL ACCOUNTING AND REPORTING
FUNCTIONS

WHEREAS, the firm of Daniel A. Robinson and Associates
by letter dated February 28, 1974, has proposed to perform a
systems analysis of the County's financial accounting and
reporting functions which are electronically processed in order
to insure that the County obtains maximum efficiency from all

such equipment; and
WHEREAS, the Board of Supervisors of Roanoke County
is of opinion that it would be in the best interests of Roanoke
County for said firm to conduct Task I of said program in order

to evaluate the existing system.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that the County Administrator be,
and he is hereby authorized and directed to enter into an
agreement with Daniel A. Robinson and Associates, which agree-
ment shall provide for said firm to conduct a systems analysis
of the County's financial accounting and reporting functions
that are electronically processed; said agreement to provide
that said firm can conduct only Task I as set out in said pro-
posal at a cost to the County not to exceed Nine Thousand Five
Hundred Dollars, ($9,500) and to be completed no later than
June 30, 1974, such agreement to be in such form as is approved

by the County Attorney.

On motion of Supervisor Flora, seconded by Supervisor
Seibel, the General Appropriation Ordinance of Roanoke County,
adopted June 27, 1973, be, and the same is hereby, amended as
follows to become effective March 26, 1974.

EXPENDITURES
1400 - Federal Revenue Sharing Fund
608 - System Study Financial Phase I: An additional
appropriation of $9,500 is hereby made from the
General Revenue Sharing Fund for the year ending
June 30, 1974 for the function and purpose herein-
above indicated.

At 9:10 p.m., the Board took a brief recess.
At 9:20 p.m., the Supervisors returned to the Civic

AGAINST POVERTY
Supervisor Beasley moved that the County participate
in the New Careers Program - Total Action Against Poverty.
The motion was seconded by Supervisor Dodson and
adopted by the following recorded vote:

IN RE:
RESOLUTION NO. 1038 AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR PLANNING
AND OPERATION OF MANPOWER SERVICES
WHEREAS, the Federal government has enacted legisla-

tion which authorizes certain localities to be eligible for
grant funds for the operation of a Manpower Services Agency
under the Comprehensive Employment and Training Act of 1973;
and
WHEREAS, the Fifth Planning District constitutes a
locality which would be eligible for grants under said program
upon the condition that the governing bodies of the areas
comprising seventy-five percent of the working force in said
Planning District enter into said agreement; and
WHEREAS, the Board of Supervisors of Roanoke County
is of opinion that it would be in the best interests of Roanoke
County to enter into such agreement in order to provide a
method to alleviate conditions of underemployment and unemploy-

ment within said areas.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that the Chairman and the Clerk
be, and they are hereby authorized and directed to enter into
that certain agreement entitled "Agreement for Planning and
Operation of Manpower Services under the Comprehensive Employ-
ment and Training Act of 1973," when said contract has been
approved as to form by the County Attorney.

On the motion of Supervisor Flora, seconded by
Supervisor Dodson and the following recorded vote, the County
Payrolls (Semi-monthly 3/15/74) and (Bi-weekly 3/15/74) were
approved for payment in the gross amount of $75,361.46 from
which the sum of $8,872.97 F.I.T., $1,534.73 State Tax,
$4,295.47 F.I.C.A., $1,457.77 Blue Cross, $1,935.48 VSRS,
$259.50 L.I., $60.75 ACC, $211.50 T.P., $122.45 A.F., $103.14
S.B., $47.17 U.F., $83.38 Misc., are deducted leaving a net
payroll of $56,377.15.

IN RE:
RESOLUTION NO. 1039 ESTABLISHING A
PETTY CASH FUND FOR THE OFFICE OF
DELINQUENT ACCOUNTS AND INCREASING
THE PETTY CASH FUND FOR THE FINANCE
DEPARTMENT
I
WHEREAS, the Auditors employed by the County to con-
duct the annual audit for Roanoke County have made certain
recommendations concerning the method of handling finances for
the County; said recommendations including the establishment of
a petty cash fund for the Office of Delinquent Accounts and
possibly the increase of the petty cash fund for the Finance
Department; and
WHEREAS, the Board of Supervisors of Roanoke County is
of opinion that said recommendations should be implemented in
order to provide for the more effective handling of funds by the
County.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that a petty cash fund of $100 be

established for the Office of Delinquent Accounts and that the
petty cash fund for the Finance Department be increased to the
sum of $750.
BE IT RESOLVED that the Finance Officer of Roanoke
County be directed to maintain said petty cash funds in the
above set out amounts in order to provide for the more effective
handling of the County's funds.

IN RE:
ROAD IN MILLER HIGHLANDS SUBDIVISION
On the motion of Supervisor Seibel, seconded by
Supervisor Flora and the following recorded vote, the following
road in Miller Highlands Subdivision this date became a part of
the State Secondary System of Highways in Roanoke County:
Indian Rock Road from Bandy Road (Route 666)
to 0.21 mile east to end, a distance of 0.21
mile.

IN RE:
RESOLUTION NO. 1040 REQUESTING THE VIRGINIA
DEPARTMENT OF HIGHWAYS TO ACCEPT A PORTION OF
MARY LINDA AVENUE, LOCATED IN STATESMAN
INDUSTRIAL PARK INTO THE SECONDARY HIGHWAY
SYSTEM
WHEREAS, certain industries in Statesman Industrial
Park have previously made application to this Board for Indus-
trial Access Funds to improve portions of Mary Linda Avenue from
Granby Street west; and
WHEREAS, this Board, after evaluating the information
submitted was of the opinion that the sites and industries did
qualify for construction of said road under Industrial Access
Funds; and
WHEREAS, the Commonwealth of Virginia, Virginia
Department of Highways, did construct certain portions of Mary
Linda Avenue from Granby Street west; and
WHEREAS, a portion of Mary Linda Avenue, from 0.10
mile west of Granby Street to 0.15 mile west of Granby Street,
has not been constructed or accepted into the State Secondary
Highway System, but the roadway on each end of this section is
presently in the Secondary Highway System; and
WHEREAS, this Board, after evaluating this roadway
section not presently contained in the Secondary Highway System,
is of the opinion that this section of roadway should be accep-
ted into the Secondary Highway System.

THEREFORE, BE IT RESOLVED, that the Highway Department
be requested to accept a portion of Mary Linda Avenue from 0.10
mile west of Granby Street to 0.15 mile west of Granby Street, a
distance of 0.05 mile, into the Secondary Highway System and to

construct said portion of roadway with available funds, this
Board guaranteeing to furnish the necessary rights of way,
including cuts and fills and drainage easements, and the adjust-
ment of any utilities at no cost to the Commonwealth of Virginia
I Department of Highways.
On motion of Supervisor Flora, seconded by Supervisor
Dodson and adopted by the following recorded vote:

The statement of travel expenses incurred by the

Sheriff's Department and the monthly Jail report were received
by the Board.
IN RE:
APPOINTMENT - LEAGUE OF OLDER
AMERICANS, INC.
The Chairman reappointed Supervisor John G. Seibel
to serve as the County's representative on the Board of
Directors of the League of Older Americans, Inc. for a term of
three years beginning in March, 1974 and ending in March, 1977.
At 9:45 p.m., on the motion of Supervisor Flora,
seconded by Supervisor Dodson and the unanimous voice vote of
the members, the Board went into Executive Session to discuss
a personnel matter.

At 9:55 p.m., the Supervisors returned to the Civic
Center and reconvened in open session.

IN RE:
RESOLUTION NO. 1041 SETTLING THE ACCOUNTS
OF FORMER TREASURERS OF ROANOKE COUNTY
WHEREAS, the Auditors who performed the annual audit
for Roanoke County for the fiscal year ending June 30, 1973,
have reported that balances remain in the accounts of certain
former Treasurers of Roanoke County; and
WHEREAS, the Board of Supervisors is of opinion that
it would be in the best interests of Roanoke County to settle jl
the accounts of the former Treasurers by writing off the deferre
debits in order to provide for the proper settlement of said .
accounts.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that said Board hereby approves
the settlement of the accounts of the hereinafter mentioned
Treasurers in the amounts set out herein in order to satisfy
accounting requirements for Roanoke County; said write offs
being for James E. Peters in the amount of $87.69 and for
Catherine F. Garst in the amount of $76.62; the total write off
amounting to $164.31.
On motion of Supervisor Flora, seconded by Supervisor
Beasley and adopted by the following recorded vote:
