The Board of Supervisors of Roanoke County met this
day at the Salem-Roanoke Valley Civic Center in Salem, Virginia,
being the second Tuesday and the first regular meeting of the
month.
Members Present: R. E. Hilton, Jr., Chairman,
John G. Seibel, Vice-Chairman, Thomas H. Beasley, Jr.,
C. Lawrence Dodson and Richard C. Flora. William F. Clark,
County Administrator, and Edward A. Natt, County Attorney,
were also in attendance.
Chairman Hilton called the meeting to order at
1:00 p.m. and recognized Reverend Branan G. Thompson, Colonial
Avenue Baptist Church, who offered the invocation. The Pledge
of Allegiance to the flag was given in unison, led by Chairman
Hilton.
The minutes of the regular meeting of April 23, 1974
were approved as spread by the Chairman.

REZONING A TRACT OF LAND IN

FINAL ORDER
WHEREAS, James E. Long Construction Company, Inc. has
petitioned the Roanoke County Board of Supervisors requesting
that a tract of land in Meadowview Acres Subdivision, Section 4
(unrecorded), be rezoned and reclassified from Industrial
District M-2 to Agricultural District A-I, which petition was
referred to the Planning Commission of Roanoke County; and
WHEREAS, the Planning Commission of Roanoke County at
a meeting held on March 19, 1974, after advertisement as require
by law, fully considered the petition and reported to the Board
of Supervisors its recommendation that the hereinafter described
parcel of land be rezoned as requested; and

WHEREAS, a public hearing was held by the Board of
Supervisors on May 14, 1974, after advertisement as required by
law, and a full opportunity was accorded all interested parties
to express their views concerning the petition; and
WHEREAS, at the conclusion of said public hearing and

after full consideration of the matter, the Board was of the
opinion that the rezoning of said parcel of land to Residential
District R-l would be proper and would promote the public
interest, prosperity and welfare of the citizens of Roanoke
County.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the
Board of Supervisors of Roanoke County that pursuant to the
requirements of the Roanoke County Code, as amended, the portion
of Meadowview Acres, Section 4 (unrecorded), hereinafter des-
cribed be rezoned from Industrial District M-2 to Residential
District R-l:
A strip of land bounded on the West by the
Shenandoah Division of the Norfolk & Western
Railway Company, on the South by Lot 26, Block
7, Section 3, Map of Meadowview Acres and by
Applewood Street, and bounded on the North by
the lands of Dabney G. McCutchen and William L.
McCutchen. The strip of land involved extends
in an easterly direction from the Norfolk &
Western Railway Company four hundred feet (400)
to the remaining property of the Petitioners.
The frontage along the line of the McCutchen
property is approximately seven hundred feet
(700) .

BE IT FURTHER RESOLVED AND ORDERED that the Clerk
transmit a certified copy of this order to the County Engineer,
who is hereby directed to change all official maps of Roanoke
County to reflect said zoning change.

Flora and adopted by the following recorded vote:

Supervisor Dodson moved that the Chairman be instructej
to write a letter on behalf of the Board of Supervisors to
James E. Long Construction Company, Inc. expressing the Board's
concern over the condition of the streets in the Beacon Hills
Subdivision.
The motion was seconded by Supervisor Flora and
adopted by the unanimous voice vote of the Board.

WHEREAS, on March 12, 1974, at a regular meeting of

the Board of Supervisors, there was a petition filed on behalf
of Norman T. Wright to amend the Roanoke County Zoning Ordi-
nance by reclassifying and rezoning certain property located at
the northwest corner of Starkey Road (Virginia State Route 904)
and Crescent Heights Boulevard and described in said petition,
from Business District B-2 to Industrial District M-l; and
WHEREAS, this matter was referred to the Planning
Commission of Roanoke County for its recommendation and said
Planning Commission, after proper advertisement, did on the 16th
day of April, 1974, by unanimous vote, recommend to this Board
that the County Zoning Ordinance be amended so as to change the
present classification of said property as prayed for in said

petition; and
WHEREAS, a public hearing was held by the Board of
Supervisors on May 14, 1974, after advertisement as required by
law, and a full opportunity was accorded all interested parties
to express their views concerning the petition; and

WHEREAS, this Board has given careful consideration to
said petition and to the recommendation of said Planning Com-
mission, and this Board being of the opinion that said Zoning
Ordinance should be amended as requested in said petition and
recommended by said Planning Commission.
NOW, THEREFORE, BE IT RESOLVED that at this regular
meeting of the Board of Supervisors held on this 14th day of
May, 1974, the said Zoning Ordinance of Roanoke County be, and
the same is hereby amended so as to change the classification of
the said tract located at the north west corner of Starkey Road
(Virginia State Route 904) and Crescent Heights Boulevard, and
as described in said petition from Business District B-2 to
Industrial District M-l, in order that Norman T. Wright may be
permitted to erect and operate an automobile service center.
AND IT IS FURTHER RESOLVED AND ORDERED that the Clerk
of this Board do forthwith certify a copy of this Resolution
and Order to the Secretary of the Planning Commission and a
copy to George I. Vogel, Attorney for petitioner.
The above Order was adopted on motion of Supervisor
Beasley, seconded by Supervisor Seibel and the following

FINAL ORDER
WHEREAS, on the 9th day of April, 1974, at a regular
meeting of the Board of Supervisors of Roanoke County there was
a petition filed on behalf of Friendship Manor Retirement
Community, Inc. to amend the Roanoke County Zoning Ordinance by
reclassifying certain property described in said petition from
Residential District R-l to Residential District (Multi-Family)
R-3; and
WHEREAS, this matter was referred to the Planning
Commission of Roanoke County for its recommendation and said
Planning Commission, after proper advertisement, did on the
16th day of April, 1974, by unanimous vote, recommend to this
Board that the County Zoning Ordinance be amended so as to
change the present classification of said property located south
of Carvin's Creek from Residential District R-l to Residential
District (Multi-Family) R-3 for such portion of said property
described in said petition, and this Board being of the opinion
that said Zoning Ordinance be amended as recommended by said
Planning Commission; and
WHEREAS, a public hearing was held by the Board of
Supervisors on May 14, 1974, after advertisement as required by
law, and a full opportunity was accorded all interested parties
to express their views concerning the petition; and
WHEREAS, this Board has given careful consideration
to said petition and to the recommendation of said Planning
Commission and has heard evidence touching the merits of said
proposed amendment to said County Zoning Ordinance, and this
Board being of the opinion that said Zoning Ordinance should be
amended as recommended by said Planning Commission.

NOW, THEREFORE, BE IT RESOLVED that at this regular
meeting of the Board of Supervisors held on this 14th day of
May, 1974, the said Zoning Ordinance of Roanoke County be, and
the same is hereby amended so as to change the classification
of the said tract located on the northerly side of Hershberger I
Road and south of Carvin's Creek and known the southerly
as
portion of Tract "c" on the survey of the property of C. C.
Crockett made by T. P. Parker, S.C.E., dated May 22, 1967, a
copy of said Tract "c" being attached to and made a part of the
petition filed in this cause and which said plat is also of
record in the Clerk's Office of the Circuit Court of Roanoke
County, in Deed Book 846, Page 180, from Residential District
R-l to Residential District (Multi-Family) R-3, in order that
said portion of said property and the buildings that may be
hereafter erected thereon may be used for the purposes permitted
by such classification.
AND IT IS FURTHER RESOLVED AND ORDERED that the Clerk

of this Board do forthwith certify a copy of this Resolution and
Order to the Secretary of the Planning Commission and a copy to
W. G. Creasy, Attorney for the petitioner.

vacation of certain telephone, electric and
public utility easements shown on the map of
Arrow Wood dated July 15, 1966, of record in

IN RE:
RESOLUTION NO. 1049 ADOPTING THE COUNTY
OF ROANOKE'S PERSONNEL RULES AND REGULATIONS
WHEREAS, the County Administrator has heretofore
prepared a set of proposed personnel rules and regulations,
which set of personnel rules and regulations incorporates
existing procedures, the majority of which are already in effect
in Roanoke County; the purpose of said proposed personnel rules
and regulations being to provide one single document in which
all of the County's employment regulations are set out; and
WHEREAS, the Code of Virginia requires that every
locality adopt a grievance procedure, which grievance procedure
is applicable to all County employees exclusive of employees of
all constitutional offices, employees in the school system and
employees in the welfare department; the proposed personnel
rules and regulations containing such a grievance procedure for
adoption by the Board.

NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that the County of Roanoke, Virginia,
personnel rules and regulations dated May 14, 1974, be, and they
are hereby officially adopted as the personnel rules and regula-
tions effective in Roanoke County.
BE IT FURTHER RESOLVED that the grievance procedure
set out in the above-mentioned personnel rules and regulations
be, and it is hereby officially adopted as the grievance pro-
cedure for all County employees, exclusive of employees of all
constitutional offices, employees of the school system and
employees of the welfare department.

RESOLUTION NO. 1050 REQUESTING THE STATE
HIGHWAY DEPARTMENT TO GIVE A HIGHER PRIORITY
FOR THE FUTURE EXTENSION OF ROUTE 117 IN
ROANOKE COUNTY
WHEREAS, the Regional Highway Plan for the Fifth
Planning District Commission has indicated the need for a
future extension of U. S. Route 117 from its present terminus
at U. S. Route 460 in a southerly direction in order to provide
another north-south traffic artery through Roanoke County; and

WHEREAS, because of the heavy burden on Route 419,
the Board of Supervisors is of opinion that it would be desir-
able to extend said road at the earliest possible date in order
to alleviate traffic congestion on the aforesaid Route 419; and

WHEREAS, said Board desires to respectfully request
the State Highway Department to give a higher priority to the
extension of the aforesaid Route 117.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that said Board in an effort to
alleviate congestion on Route 419, respectfully requests the
State Highway Department to give a higher priority to the future
planning of the extension of Route 117 and further requests sai

COUNTY COMPREHENSIVE PLAN
Mr. Donald J. Balzer, Planning Consultant, appeared
before the Board and provided a brief status report on the
proposed County Comprehensive Plan now in progress.

RESOLUTION NO. 1051 DIRECTION THAT
CERTAIN ADJUSTMENTS BE MADE TO THE
PROPOSED 1974-75 BUDGET
WHEREAS, the County Administrator has heretofore
presented to the Board a proposed budget including the budget
requests for all of the various departments of the County; and

WHEREAS, the Board of Supervisors appointed a study
committee to study the proposed budget and make recommendations
concerning the same; and
WHEREAS, said budget study committee has directed the
County Administrator to prepare a report indicating certain
adjustments to be made to the proposed budget; and
WHEREAS, the Board of Supervisors is of opinion that
the proposed adjustments should be made in the best interests of
the County's budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that said Board hereby directs
that the following adjustments be made to the proposed budget
heretofore submitted to the Supervisors by the County Admini-

ON THE BUDGET AND AUTHORIZING THE COUNTY
ADMINISTRATOR TO PREPARE A BRIEF SYNOPSIS OF
SAID BUDGET AND ADVERTISE THE SAME
WHEREAS, Section 15.1-162 of the Code of Virginia
requires the Board of Supervisors to hold a public hearing on
the budget for the up-coming fiscal year, with proper advertise-
ment thereof in a local newspaper; and
WHEREAS, the Board of Supervisors desires to hold said

public hearing on June 11, 1974; and
WHEREAS, the Board of Supervisors desires the County
Administrator to prepare a brief synopsis of said budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that the County Administrator be, and
he is hereby authorized and directed to prepare a synopsis of
the budget for the County of Roanoke, Virginia, for the fiscal

year commencing July 1, 1974, and publish same for informative
and fiscal planning purposes only, and included in this publica-
tion shall be the hearing to be held by the Board of Supervisors
on the budget at the Salem-Roanoke Valley Civic Center, Salem,
Virginia, on the 11th day of June, 1974, at 1:00 p.m. to be
continued until 7:00 p.m. The budget synopsis and public hearin~
on same is to be published in The Roanoke World News, a newspape
having a general circulation in Roanoke County.

RESOLUTION NO. 1053 ADOPTING THE
METROPOLITAN/REGIONAL WATER QUALITY MANAGEMENT
PLAN, DATED DECEMBER, 1973
WHEREAS, Section 8 of the Federal Water Pollution
Control Act, as amended, requires the development of a metro-
politan or regional plan in order to make available funding for
projects for water pollution control; and
WHEREAS, the Fifth Planning District Commission
together with its consultants has prepared a plan entitled
Metropolitan/Regional Water Quality Management Plan, dated
December, 1973, which plan conplies in all reqpects to the
Federal and State guidelines; and
WHEREAS, said plan has been approved by the Joint
Environmental Controls and Public Utilities Technical Committee
of the Commission and by the Commission itself following dis-
tribution of the plan and a public hearing thereon; and
WHEREAS, the Board of Supervisors of Roanoke County
is of opinion that it would be in the best interests of Roanoke
County for said Board to adopt the hereinabove named plan.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that said Board does hereby adopt the
Metropolitan/Regional Water Quality Management Plan, dated
December, 1973.

certain monitor receivers needed in connection with the imple-
mentation of central public safety dispatching throughout Roanok

WHEREAS, two bids have been received for said equip-
ment, which bids were opened and reviewed by County officials;
and
WHEREAS, a recommendation has been made that the
County purchase said equipment from Federal Sign and Signal
Company, the bid of said company being the lowest bid received
by the County.

RESOLUTION NO. 1056 AUTHORIZING THE PURCHASE
OF CERTAIN MOBILE RADIO EQUIPMENT
WHEREAS, bids have heretofore been received by the
County for certain mobile radio equipment, which bids were
rejected; and
WHEREAS, meetings have been held with manufacturers of
certain mobile radio equipment needed by the County, which meet-
ings have resulted in two of the three manufacturers of said
equipment indicating that they are not interested in bidding on
said equipment under the specifications which Roanoke County
considers in its best interests; and
WHEREAS, the County can purchase equipment meeting its
specifications from the State Department of Purchases and Supplie
at a lesser cost than purchasing directly through the manu-
facturer.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that the County Administrator be,
and he is hereby authorized and directed to purchase through the
Virginia Department of Purchases and Supplies ten 100 percent
solid state 100-watt mobile radios for two frequencies, at a

RESOLUTION NO. 1057 RELATING TO THE SALE
OF CERTAIN COUNTY PROPERTY - FAIRVIEW HOME
WHEREAS, the Board of Supervisors of Roanoke County
desires to sell its interest in certain property situate in
Pulaski County to the governing bodies of various other political

subdivisions; and
WHEREAS, said County no longer needs or desires its
interest in said parcel of land for any of the purposes of said
County; and
WHEREAS, the said County desires that its Chairman and
Clerk be authorized and directed to enter into a contract on
behalf of the County with the Board of Supervisors of Craig
County, the Board of Supervisors of Giles County, the Board of
Supervisors of Montgomery County, the Board of Supervisors of
Pulaski County, the Board of Supervisors of Smyth County, the
Board of Supervisors of Botetourt County and the Council of the
City of Radford for the sale of Roanoke County's interest in

said land, containing eighty acres, more or less, for the
consideration of Eighteen Thousand Dollars, ($18,000), which
consideration is determined to be a just and fair price for said
land; and

WHEREAS, the Board of Supervisors further desires that
said Chairman and Clerk be authorized and directed to execute on
behalf of said County the proper deed of conveyance to said other
governing bodies of said eighty acre parcel of land.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that the Chairman and the Clerk be, and
they are hereby authorized and directed to enter into a written
contract with the above-mentioned governing bodies for the sale
of Roanoke County's interest in said property containing eighty
acres, more or less, situate in Pulaski County, for the con-
sideration of Eighteen Thousand Dollars, ($18,000), which con-
sideration is determined to be just and equitable.
BE IT FURTHER RESOLVED that upon execution of said
contract, the Chairman be authorized and directed to sign, on
behalf of the County, a petition addressed to the Judge of the
Circuit Court of the County of Roanoke, said petition setting
forth that the County no longer needs or desires to maintain its
ownership interest in said eighty acres of land for any of its I

purposes. I

AN ORDINANCE to amend the zoning Ordinance of the
County of Roanoke so as to designate a Planned Unit Development
and to reclassify on the zoning -map from Residential District
R-l to Residential R-3 with a Planned Unit Development Super-
imposed Thereon a parcel of land at the intersection of Chapparal
Drive and Penn Forest Boulevard and located in the County of
Roanoke, Virginia.
WHEREAS, a petition by K. B. Graham Builder, Inc., as
the legal owner, has been made to the Board of Supervisors of
the County of Roanoke to amend the Zoning Ordinance of the County
so as to designate a Planned Unit Development and to reclassify
on the zoning map a parcel of land as hereinafter mentioned from
Residential District R-l to Residential R-3 with a Planned Unit

Development Superimposed Thereon; and
WHEREAS, by resolution of this Board of the 27th day
of February, 1974, the petition was referred to the Planning
Commission for a recommendation as required by the appropriate
statutes and ordinances; and
WHEREAS, after hearing evidence concerning same, the
Planning Commission by resolution adopted at its meeting on the
19th day of March, 1974, recommended to this Board that the
ordinances be amended to permit the Planned Unit Development and
to rezone the property as requested by the petition; and
WHEREAS, a public hearing by this Board was scheduled
in the Salem-Roanoke Valley Civic Oenter, located in the City of

Salem, Virginia, at 1:00 p.m. on the 14th day of May, 1974 after
notice of intention to amend said ordinance at said hearing was
published once a week for two successive weeks in the World-News

for by the petition and in accordance with the recommendations

Mr. Burton L. Albert, Attorney, appeared on behalf
of the petitioner, K. B. Graham Builder, Inc. Mr. Graham was
also present at the meeting. Mr. Buford T. Lumsden, Certified
Land Surveyor, was present and discussed traffic, sewer and
water service aspects.
Those speaking in opposition were: Mr. Mike Ikenger,
who represented the Penn Forest Civic Association, and expressed
concern over the increasein traffic, water problems and the
added burden on the existing school facilities of the Planned
Unit Development. Mr. Ben Trotter, resident of Meadowlark Road,
expressed concern over the water problem that could arise.
Mrs. Susan Trotter, Meadowlark Road, was opposed to business and
high density in the area. Mrs. Sherry Krantz, Penn Forest
Boulevard, stated that it was not the best use of the land but
simply another apartment complex. Mr. Bob Jones expressed
concern over the area becoming commercialized.
Mr. Ikenger submitted a petition of persons opposing
the rezoning and Planned Unit Development containing 200
signatures, which petition is filed with the minutes of this
meeting.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County that a public hearing be held on June 25, 1974, at 7:30
p.m. at a regular meeting of the Board of Supervisors of Roanoke
County, at which time it will be moved that the Roanoke County
Code be amended as follows:

Chapter 19, Taxation, amended by the addition
of a new section, Section 19-8. Exemption of
certain taxes on property of certain elderly
persons.
This amendment to take effect on June 25, 1974.
The Clerk of this Board is directed to publish the
proposed amendment and notice of hearing thereon as required by
law, pursuant to Section 15.1-504 of the 1950 Code of Virginia,
as amended, once a week for four consecutive weeks, in the
Roanoke World News, a newspaper having a general circulation in
Roanoke County.
Said proposed amendment and notice of hearing thereon
shall be published and posted at the front door of the Roanoke
County Courthouse.

A copy of the proposed amendment is on file in the
Clerk's Office of the Circuit Court of Roanoke County and at the
County Administrator's Office at 306A East Main Street, Salem,
Virginia.

RESOLUTION NO. 1058 CANCELING THE SECOND
MEETING OF THE BOARD OF SUPERVISORS IN
JULY AND IN AUGUST
WHEREAS, the Board of Supervisors is required to meet
no less than one time each month in regular session; and
WHEREAS, the Board of Supervisors desires to cancel
their regular meetings scheduled for July 23, 1974 and August
27, 1974.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County that the regularly scheduled meetings I
of said Board set for July 23, 1974, and August 27, 1974, be, and

they are hereby canceled. i

BE IT FURTHER RESOLVED that any business set for eithe~

of the aforesaid meetings be continued until the next regularly
scheduled meeting of the Board of Supervisors.
BE IT FINALLY RESOLVED that the Clerk of the Board be,
and he hereby is directed to publish this resolution once a week
for two weeks in the Roanoke World News, a newspaper having
general circulation in Roanoke County.
Said resolution shall also be published and posted at
the front door of the Roanoke County Courthouse.

APPOINTMENT - PUBLIC SERVICE AUTHORITY
Supervisor Beasley moved that Mr. B. W. Mahoney be
reappointed to serve as a member of the Roanoke County Public
Service Authority for a term of one year, which term expires on

May 14, 1975.

IN RE:
RAFFLE PERMIT - CATAWBA VALLEY RURITAN CLUB
Supervisor Seibel moved that a Raffle Permit be issued
to the Catawba Valley Ruritan Club effective this date for a
period of one year.
The motion was seconded by Supervisor Beasley and

adopted by the unanimous voice vote of the Board.
This concluded the business before the Board at this
time, and on the motion of Supervisor Beasley, seconded by
Supervisor Seibel and the unanimous voice vote of the Board,
the meeting was adjourned at 5:00 p.m.
