The Board of Supervisors of Roanoke County met this
day at the Salem-Roanoke Valley Civic Center in Salem, Virginia,
being the second Tuesday and the first regular meeting of the
month.
Members Present: John G. Seibel, Vice-Chairman,
Thomas H. Beasley, Jr., C. Lawrence Dodson and Richard C. Flora.
Absent: Chairman R. E. Hilton, Jr.
In the absence of Chairman Hilton, Vice-Chairman
Seibel called the meeting to order at 1:00 p.m. and recognized
Reverend Tom Baird, Director, Baptist Neighborhood House, who
offered the invocation. The Pledge of Allegiance to the flag

was given in unison, led by Supervisor Beasley.
IN RE:
PETITION OF REGINE N. ARCHER
FOR REZONING OF .83 ACRES
KNOWN AS TRACT 10 OF GLENVAR
SUBDIVISION AND LOCATED ON THE
SOUTH SIDE OF ROUTE 646
FINAL ORDER
WHEREAS, application has been made to the Board of
Supervisors to have .83 acres of land, more or less, located on
the south side of State Route 646 in Roanoke County, rezoned
from Business District B-2 to Light Industrial District M-l,
said property being and particularly described as follows,
to-wit:

.83 acres, more or less, known and designated as
Tract No. 10 of Glenvar Subdivision, more parti-
cularly located on the south side of State Route
646, approximately 120 feet from the intersection
of Route 646 and Route 460, and particularly
described as Tract No. 55 on the Roanoke County
Tax Map.
AND, WHEREAS, the Roanoke County Planning Commission
has recommended that the heretofore described land be rezoned
from Business District B-2 to Light Industrial District M-l; and

WHEREAS, notices required by the Roanoke County Zoning
Ordinance and the Code of Virginia relating to the zoning have
been published and mailed as required; and
WHEREAS, the hearing provided for in said Notice was

held on July 9, 1974, at 1:00 p.m. before the Board of Supervisor
of Roanoke County, at which hearing all parties in interest and
citizens were given an opportunity to be heard, both for and
against the proposed rezoning; and
WHEREAS, the Board, after considering the evidence as
herein provided, is of the opinion that the heretofore described
land should be rezoned.
THEREFORE, BE IT ORDAINED by the Board of Supervisors
that the heretofore described land be and the same is hereby
rezoned and Zone Designation changed from Business District B-2
to Light Industrial District M-l.
This Ordinance was adopted on motion of Supervisor
Flora, seconded by Supervisor Beasley and the following recorded
vote:

Mr. C. Richard Cranwell, Attorney, appeared on behalf
of the petitioner. There was no opposition.
IN RE:
AUTOMOBILE GRAVEYARDS - MAYFLOWER
HILLS COMMUNITY
Mr. Cecil Bollinger appeared before the Board on behalf
of the Mayflower Hills Civic Club regarding the subject of
automobile graveyards in the Mayflower Hills community.
Mr. Bollinger also presented to the Board a resolution adopted
by the Mayflower Hills Civic Club and petition signed by resident
of the Mayflower Hills community regarding said automobile
graveyards.

Supervisor Dodson moved that the County Attorney and
County Engineer be directed to take the necessary steps to
notify the persons concerned of their violation of certain

sections of the Roanoke County Code with respect to illegal
operations and establishment of automobile graveyards and/or
junkyards within the Mayflower Hills community.
The motion was seconded by Supervisor Beasley and
adopted by the unanimous voice vote of the members present.

BINGO PERMIT - NORTHSIDE
RECREATION CLUB, INC.
Supervisor Flora moved that a Bingo Permit be issued
to Northside Recreation Club, Inc. effective this date for a
period of one year.

On the motion of Supervisor Flora, seconded by
Supervisor Beasley and the unanimous voice vote of the members
present, the following items were this date received, filed and
referred to the Planning Commission for recommendation:
a. Petition of Mason H. and Elizabeth N. Littreal
for rezoning from R-l to R-3 of a 2.02-acre
tract located on the north side of Route 623,
between Airport and Williamson Roads, so that
four, two-story townhouses may be built thereon.

b. Petition of N. V. Clinevell, James L. Trinkle,
Robert H. RichaFdson and Richard M. Hylton for
rezoning from R-l to R-3 of Lots 1 through 12,
Section 2, Dillard Court, containing approxi-
mately one acre and located on East Drive near
the Hollins Branch Library so that townhouses
may be built thereon.

1973 ANNUAL REPORT
Supervisor Beasley moved that the Board officially
receive the 1973 Annual Report for the County of Roanoke and
that Miss Mary Hicks be commended for the time and effort that
she put forth in the preparation of the Annual Report.

The motion was seconded by Supervisor Dodson and
adopted by the unanimous voice vote of the me~Ders present.

COUNTY PAYROLLS
On the motion of Supervisor Beasley, seconded by I
Supervisor Dodson and the following recorded vote, the County I
Payrolls (Semi-monthly 6/28/74) and (Bi-weekly 7/5/74) were
approved for payment in the gross amount of $84,052.86 from
F.I.C.A., $1,546.88 Blue Cross, $1,995.41 VSRS, $274.50 L.I.,
$321.25 ACC, $216.50 T.P., $117.70 A.F., $131.28 S.B., $44.67
$62,788.58.

CIVIC CENTER - REQUEST FOR
ADVANCE PAYMENT OF FUNDS
Supervisor Beasley moved for advance payment of
$2,000 of funds already budgeted for the Salem-Roanoke Valley

Civic Center in order that the Commission can take advantage of
discounts on proposed purchases.
The motion was seconded by Supervisor Dodson and

RESOLUTION NO. 1078 ADOPTING AMENDMENTS TO
THE ROANOKE COUNTY CLASSIFICATION AND PAY PLAN
WHEREAS, the Board of Supervisors of Roanoke County

has heretofore adopted a position classification and pay plan
for Roanoke County, which plan describes the procedure to be
followed in incorporating amendments to said plan; and
WHEREAS, the Board of Supervisors, in adopting the
budget for the 1974-1975 fiscal year, included in said budget
certain amendments to the pay plan; and

WHEREAS, the Board desires to incorporate said changes
into the pay plan heretofore adopted.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that the following changes be, and
they are hereby adopted as changes to the position classification

1. that the salary schedule attached hereto and
identified as "Attachment A" be, and the same is hereby adopted

IN RE:
RESOLUTION NO. 1079 INCREASING THE
TREASURER'S OPERATING FUND TO THREE
THOUSAND DOLLARS ($3,000.00)
WHEREAS, the Treasurer of Roanoke County has heretofore
had an Operating Fund in an amount of $2,000.00 to cover the cost

of jury tickets; and
WHEREAS, the General Assembly has adopted legislation
increasing the compensation of individuals who serve on juries,
thereby increasing the demand on the Treasurer's Operating Fund;
and
WHEREAS, the Treasurer has requested that his Operating
Fund be increased to the sum of $3,000.00 in order to cover said
increased cost, in which request the Board concurs.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that the Treasurer's Operating
Account be increased to the sum of $3,000.00 to cover the
increased cost of compensation of persons serving on juries.

Supervisor Dodson and the unanimous voice vote of the members

CLEARBROOK FIRE STATION
Mr. Sam Webb, Mr. O. W. Boone, and Mrs. Hartman, all
residents of the Cave Spring District, appeared before
the Board

and expressed an interest in the proposed site for the
Fire Station.
At 2:05 p.m., the Board took a brief recess.
At 2:10 p.m., the Supervisors returned to the Civic
Center and the Board reconvened in open session.
At 2:12 p.m., on the motion of Supervisor Beasley,
seconded by Supervisor Flora and the unanimous voice vote of the
members present, the Board went into Executive Session to discuss
matters involving real estate and personnel.
At 2:30 p.m., the Supervisors returned to the Civic
Center and on the motion of Supervisor Dodson, seconded by
Supervisor Beasley and the unanimous voice vote of the members
present, the Board reconvened in open session.
At this point, Supervisor Flora left the meeting.
IN RE:
GENERAL STORES IN A-I ZONING
Supervisor Beasley moved that the Board deny the
Planning Commission recommendation for amendments to the Zoning
Ordinance in regard to removing General Stores from permitted
uses in A-I zoning districts.
The motion was seconded by Supervisor Dodson and
adopted by the unanimous voice vote of the members present.

HIGHWAY DEPARTMENT MASTER PLAN FOR
SECONDARY ROADS
Supervisor Beasley moved that the Board approve the
Highway Department Master Plan for improvement of Secondary

Roads throughout Roanoke County in order that it may be submitte
to Richmond for inclusion in the State-wide master plan.
The motion was seconded by Supervisor Dodson and

NOTICE OF INTENTION TO AMEND CERTAIN

REGARD TO MOBILE HOMES
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, that a public hearing be held on August 13,

1974, at 1:00 p.m., at a regular meeting of the said Board, at
which time it will be moved that the Roanoke County Code be
amended as follows:
The definition of mobile home space in Section
21-1 be amended and readopted as follows:
Mobile home space. A tract of land used or
designated for use by a single mobile home.
Amend Section 21-15 by the addition of a new
sub-section, numbered (17) to provide for the
location of mobile homes following the granting
of a special exception by the Board of Supervisors
upon certain terms and conditions.
This amendment to take effect on August 13, 1974.
The Clerk of the Board is directed to publish the
proposed amendment and notice of hearing thereon as required by
law, pursuant to Section 15.1-504 of the 1950 Code of Virginia,

as amended, once a week for two consecutive weeks in the
Roanoke World News, a newspaper having a general circulation in
Roanoke County.
Said proposed amendment and notice of hearing thereon
shall also be published and posted at the front door of the
Roanoke County Courthouse.

REGARD TO HOME OCCUPATIONS
BE IT RESOLVED by the Board of Supervisors of Roanoke
County that a public hearing be held on September 10, 1974 at
1:00 p.m., at a regular meeting of the Board of Supervisors, at
which time it will be moved that the Roanoke County Code be
amended as follows:

Section 21-1. Definitions. The definition of
a home occupation as set out in this section to
be amended to read and provide as follows:
Home occupation. Any of the following occupations
carried on by the occupant of a dwelling as a secon-
dary use in connection with which there is no display,
and no additional person other than one other member
of the family residing on the premises is employed:
Architecture, engineering, law, real estate, sewing,
teaching not more than three students per session
and hairdressing and related beauty shop services
following the granting of a special exception by
the Board of Supervisors after a public hearing
thereon.
This amendment to take effect on September 10, 1974.
The Clerk of this Board is directed to publish the
proposed amendment and notice of hearing thereon as required by
law, pursuant to Section 15.1-504 of the 1950 Code of Virginia,

RESOLUTION NO. 1080 ESTABLISHING THE
ROANOKE COUNTY COURTHOUSE AS THE CENTRAL
ABSENTEE VOTER ELECTION DISTRICT FOR
ROANOKE COUNTY
WHEREAS, Section 24.1-233.1 of the Code of Virginia,

1950, as amended, provides that for the purpose of counting and
recording absentee ballots in all elections, the Board of
Supervisors may establish a central absentee voter election
district at the County's Courthouse, where all such absentee
ballots shall be received, counted and recorded; and
WHEREAS, the Roanoke County Electoral Board has
recommended and requested that the Roanoke County Courthouse
be designated as the central absentee voter election district
for Roanoke County; which recommendation the Board of
Supervisors concurs in.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County, Virginia, that the Roanoke

County Courthouse be, and it is hereby designated as the
central absentee voter election district for Roanoke County
pursuant to the provisions of Section 24.1-233.1 of the Code
of Virginia of 1950, as amended.

IN RE:
RESOLUTION NO. 1081 AUTHORIZING THE
EXECUTION OF AN AGREEMENT PROVIDING
FOR MEDICAL CARE FOR PRISONERS CONFINED
IN THE ROANOKE COUNTY JAIL
WHEREAS, the Sheriff of Roanoke County has requested

that the Board of Supervisors consider entering into an agreemen~
to provide for medical care for prisoners confined in the Roanok~
County jail; and
WHEREAS, the Board of Supervisors is of opinion that
such an agreement would be in the best interests of Roanoke
County and further is of opinion that said agreement containing
the hereinafter set out provisions should be entered into.

NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County that the County Administrator be,
and he is hereby authorized and directed to enter into an agree-
ment with Boulevard Clinic, Inc., whereby said clinic agrees to
provide medical care for prisoners confined in the Roanoke
County jail; said agreement to commence July 1, 1974, and to be
for a period of twelve (12) months; said clinic to receive a
monthly retainer fee in the amount of $600.00 for services
rendered, said fee not including the cost of drugs and supplies;
said agreement further providing that said clinic will provide a
registered paramedic in the Roanoke County jail on all weekdays
examinations and to examine all ill patients; said agreement

except holidays at a specified time to provide routine physical
further providing that the clinic may terminate this agreement

AMENDMENT TO GENERAL APPROPRIATION
ORDINANCE NO. 1083 - REQUEST OF
COMMISSIONER OF THE REVENUE FOR AN
ADDITIONAL EMPLOYEE
On the motion of Supervisor Dodson, seconded by
Supervisor Beasley, the General Appropriation Ordinance of
Roanoke County, Virginia, adopted June 25, 1974, be, and the same
is hereby amended as follows to become effective August 1, 1974.
Expenditures
302a - Commissioner of the Revenue
100 - Salaries: An additional appropriation of $2,716
is hereby made from the General Operating fund
for the period ending June 30, 1975, for the
function and purpose hreinabove indicated.

PROPOSED ANNEXATION MEETINGS OF

hold a series of public or town hall meetings in order to explain
their respective positions in the annexation case so that the
public may be better informed on the subject; and further that
this item be placed on the Board Agenda for the August 13 meeting.

wide Master Plan be withdrawn.

Supervisor Dodson moved that the Board meet in closed
session with the Town of Vinton on Thursday morning, July 11 at
7:00 a.m. to discuss pending litigation.
The motion was seconded by Supervisor Beasley and
adopted by the unanimous voice vote of the members present.
At 2:50 p.m., on the motion of Supervisor Beasley,
seconded by Supervisor Dodson and the unanimous voice vote of
the members present, the meeting was adjourned.
