The Board of Supervisors of Roanoke County met this day in the Conference Room of the Office of the County Admini- strator, 306-A East Main Street, Salem, Virginia; this being a Special Meeting, called by the Clerk at the request of Supervisors Thomas H. Beasley, Jr. and C. Lawrence Dodson for the purpose stated in the waiver of notice, signed by all the members of the Board of Supervisors and spread as follows: July 17, 1974 We, the undersigned, being members of the Board of Supervisors of Roanoke County, Virginia, do hereby waive any defects in the notice of a Special Meeting of said Board of Supervisors to be held at the Office of the County Administrator, 306-A East Main Street, Salem, Virginia, in the Conference Room, on Wednesday, July 24, 1974, at 2:00 p.m., for the purpose of discussing legal matters. /s/ R. Lawrence Dodson. Absent: John G. Seibel, Vice-Chairman,and Richard C. Flora. I William F. Clark, County Administrator, and Edward A. Natt, County Attorney, were also in attendance. Chairman Hilton called the meeting to order at 2:15 p.m. IN RE: RESOLUTION NO. 1084 APPROVING, IN CONCEPT, THE HOLDING OF A REFERENDUM AT THE GENERAL ELECTION TO BE HELD ON NOVEMBER 5, 1974, ON THE QUESTION OF CONSOLIDATION OF ROANOKE COUNTY, THE CITY OF ROANOKE, THE TOWN OF VINTON AND THE CITY OF SALEM INTO TWO CITIES AND APPOINTING THE COUNTY'S REPRESENTATIVES TO SERVE ON A COMMITTEE TO PREPARE THE PROPOSED CONSOLIDATION AGREEMENT WHEREAS, the Town Council of the Town of Vinton, at its meeting held on July 16, 1974, proposed the idea of holding a referendum at the general election to be held on November 5, I 1974, on the question of consolidation of Roanoke County, the City of Roanoke, the Town of Vinton and the City of Salem into two cities; and WHEREAS, the Board of Supervisors is of opinion that such procedure would, if an appropriate proposed consolidation agreement can be prepared for submittal to the voters, give the citizens of Roanoke County an opportunity to vote and express their opinion on said consolidation into two cities; and WHEREAS, the Board of Supervisors is willing to submit said question to the voters of Roanoke County upon preparation of an approved consolidation agreement. NOW, THEREFORE, BE IT RESOLVED by the Board of I Supervisors of Roanoke County that said Board hereby concurs, in concept, with the position taken by the Town Council of the Town of Vinton at its meeting held on July 16, 1974, that the governing bodies of Roanoke County, the City of Roanoke, the Town of Vinton and the City of Salem appoint representatives to serve on a committee to prepare an appropriate consolidation 500 7-24-74 agreement, consolidating the above-mentioned political sub- ! divisions into two cities, and that said agreement, when approvedl :: :::n:::dc:::::i::lt::b:::::::n:~e::i::b::t::dh::dt:: voters I I November 5, 1974. : ! BE IT FURTHER RESOLVED that the Chairman appoint two I I members of the Board of Supervisors to serve on said committee in behalf of Roanoke County. BE IT FINALLY RESOLVED that the Clerk transmit certified copies of this resolution to the Mayors of the City of Roanoke, the Town of Vinton, and the City of Salem requesting said cities to reconsider their previous actions not later than August 1, 1974. On motion of Supervisor Dodson, seconded by Supervisor Beasley and adopted by the following recorded vote: AYES: Mr. Beasley, Mr. Dodson, Mr. Hilton NAYS: None I ABSENT: Mr. Flora, Mr. Seibel IN RE: APPOINTMENTS - PROPOSED COMMITTEE TO PREPARE THE PROPOSED CONSOLIDATION AGREEMENT The Chairman appointed Supervisor Beasley and himself to serve as the County's representatives on the committee to prepare the proposed consolidation agreement. This concluded the business before the Board at this time and on the motion of Supervisor Dodson, seconded by Supervisor Beasley and the unanimous voice vote of the members present, the meeting was adjourned at 2:20 p.m. r ~J (--- I '1'
