5/8/2007 - Special May 8, 2007 393 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 May 8,2007 The Board of Supervisors of Roanoke County, Virginia met this day at the Town of Vinton Municipal Offices, 311 South Pollard Street, Vinton, Virginia, for the purpose of a joint work session with the Town of Vinton. IN RE: CALL TO ORDER (TOWN OF VINTON) The following members of the Vinton Town Council were present at approximately 12:25 p.m. There was no roll call taken. MEMBERS PRESENT: Mayor Bradley E. Grose, Council Members Robert R. Altice, Carolyn D. Fidler MEMBERS ABSENT: Council Members William E. Obenchain, Jr., Thomas A. Flora 394 May 8, 2007 STAFF PRESENT: Elmer C. Hodge, County Administrator; John M. Chambliss, Assistant County Administrator; Dan O'Donnell, Assistant County Administrator; Diane D. Hyatt, Chief Financial Officer; Teresa Hamilton-Hall, Public Information Officer; Brenda J. Holton, Deputy Clerk IN RE: REMARKS AND INTRODUCTIONS At approximately 12:25 p.m., lunch was served, and Mr. Boggess advised that the purpose of the work session was to update the Council and Board members on the status of the Vinton Business Center, the Vinton Public Safety Building Project and the Vinton War Memorial Improvement and Expansion Project. He advised that his presentation would be followed by a tour of the two construction projects. He commented that the Council and Board members had already viewed the four candidate models of the Veterans Monument for the War Memorial which were on display in the lobby of the municipal building. He introduced the members of the Council, Board and staff who were present. IN RE: UPDATE ON THE VINTON BUSINESS CENTER Mr. Boggess advised that Supervisor Altizer and Mr. Hodge had attended several of the community meetings which were held regarding the Vinton Business Center. Mr. Boggess advised that the berms have been completed and are receiving favorable feedback from the neighbors. He advised that landscaping will be placed on top of the berms and they are adding trees adjacent to the church to provide screening. He advised that the concept for the stormwater retention has not been approved and that the Corps of Engineers (Corps) and Department of Environmental Quality (DEQ) May 8, 2007 395 have advised them that retention ponds have to be maintained for each lot. In response to Supervisor Church's inquiry about why individual ponds are required, Mr. Boggess advised that the Corps and DEQ changed the designation from an intermittent stream to wetlands and feel that the individual retention ponds will mitigate the disturbance to the wetlands. Mr. Boggess advised that he had hoped that the stormwater detention facilities serving Cardinal Glass would handle both sites. He advised that once the stormwater issue has been resolved, they can move quickly to accommodate prospects. He advised that the residents of Montgomery Village have been concerned about the trail system which was proffered. Supervisor Altizer advised that the residents were concerned about the trails on the Cardinal Glass side of the berm going through the community; however, he felt that the trails on the outside of the Parkway would probably not be completed. Mr. Boggess advised that the joint fac;ade grant program has been successful, and there are two pending requests for funding of $5,000 each. INRE: UPDATE ON THE VINTON WAR MEMORIAL IMPROVEMENT AND EXPANSION PROJECT Mr. Boggess advised that the Vinton War Memorial Vision 2006 Committee has been reviewing the four models of the Veterans' Monument. He advised that the Town will maintain the monument; however, the Committee plans to conduct fund raising to assist with the maintenance costs. The Committee will make a recommendation about the Veterans' Monument to the Council at its May 15 or June 5 396 May 8, 2007 meeting. In response to Supervisor Wray's inquiry, Mr. Boggess advised that there is one additional ball field being constructed at Vinyard Park, and although it will not be completed this season, he has heard no negative feedback. Mr. Boggess advised that the Town moved the batting cages to increase the parking area, and advised that Pete Haislip, County Director of Parks, Recreation and Tourism, provided assistance. Supervisor Church advised that he felt it would be helpful to have additional information about the cost of the maintenance for the Veterans' Monument. Mr. Boggess displayed renderings of the first and second floors of the Vinton War Memorial and described the planned renovations and improvements. He advised that they plan to maintain the front facade and keep the integrity of the building as much as possible while enlarging it to accommodate approximately 240 at a seated banquet. He advised that a new entrance will be constructed on the right side of the building to echo the front entrance with a terrace to accommodate outdoor events. !N RE: UPDATE ON THE VINTON PUBLIC SAFETY BUILDING PROJECT Mr. Boggess displayed front and side elevation pictures of the proposed public safety building. He advised that the rescue squad building behind the Health Department building will be demolished for parking. He advised that an elevator will be installed to provide greater access to the upper floor so that the meeting rooms can be used for training purposes. The rescue bays will use the alleys for access, and there will be living quarters for Town and County employees. May 8, 2007 397 IN RE: COMMENTS BY BOARD OF SUPERVISORS AND VINTON TOWN COUNCIL Mayor Grose advised that he had received many positive comments from the citizens about the joint projects and expressed Coun,cil's appreciation for the County's participation. Supervisor Wray thanked the Council for their efforts to maintain and improve the Vinton War Memorial which is very important to the community. Supervisor Altizer thanked the Council for providing the updates and opportunity to tour the construction projects which he feels are needed and will be beneficial for both localities. Supervisor Church expressed appreciation to the Council members for meeting with the Board and advised that renovations to the Vinton War Memorial will provide organizations with greater opportunities to hold their events. Council Member Fidler advised that the Veterans' Monument will commemorate not only those who have served in the military but those who are currently serving. Council Member Altice advised that he felt that construction of a Veterans' Monument at the Vinton War Memorial was appropriate because previously there was no memorial. Mayor Grose advised that they are excited about the joint projects and look forward to the Vinton War Memorial continuing to be an asset to the Roanoke Valley. Mr. Hodge advised that the quality of the joint projects is outstanding, and the County is pleased to be part of the process. Mayor Grose advised that Council looks forward to continuing their excellent relationship with the Board. 398 May 8, 2007 INRE: ADJOURNMENT Following the presentation portion of the work session which was concluded at 1 :05 p.m., the Board members and staff were given tours of the two construction projects by the Council members and staff. At approximately 2:30 p.m., the Board members and staff returned to the Roanoke County Administration Building, 5204 Bernard Drive, Roanoke, Virginia, to attend their regularly scheduled meeting at 3:00 p.m. on May 8, 2007.
