IN RE: CALL TO ORDER Vice-Chairman Altizer called the meeting to order at 3:00 p.m. The roll call was taken. MEMBERS PRESENT: Vice-Chairman Michael W. Altizer, Supervisors Joseph B. Holton, Deputy Clerk to the Board; Teresa Hamilton Hall, Public Information Officer IN RE: OPENING CEREMONIES The invocation was given by Melinda Cox, Roanoke County Economic Development Specialist. The Pledge of Allegiance was recited by all present. 532 July 8, 2008 IN RE: BRIEFINGS 1: Briefina ~ the Roanoke County Prevention Council on the results of the Youth Risk Behavior Survey. (Arlene Murohv. Chair) Dan O'Donnell, Assistant County Administrator, introduced Arlene Murphy, Chair, Roanoke County Prevention Council, and Nancy Hans, Council Coordinator. He advised that the Council has been in existence since 2001 and works closely with parents, youths, schools, and police in the County to provide a wide range of programs to help overcome risky behaviors in the community. Ms. Murphy expressed appreciation for the opportunity to present the preliminary results of the Youth Risk Behavior Survey to the Board. She advised that the Roanoke County Prevention Council is a public-private partnership of parents, youths, schools, community leaders, and businesses to foster the healthy development of Roanoke County's youth. She advised that the following partners were present at the meeting: Fran Kiker, coordinator of Roanoke County Schools Guidance and Student Assistance Program, and Assistant Chief Donna Furrow and Sergeant Linda Payne, Roanoke County Police Department. She presented the results of the survey via a PowerPoint presentation, a copy of which is on file in the Clerk's Office. She expressed appreciation to the Board for their support of the efforts made by the Council. The Board members expressed their appreciation to Ms. Murphy and the members of the Council for their efforts on behalf of the Roanoke County community. July 8, 2008 533 IN RE: RECOGNITION Supervisor Church advised that he thought it was more appropriate at this time rather than to wait until the agenda item for Board inquiries to recognize that Chris Nielsen, retired detective, Roanoke County Police Department, passed away last week. He advised that Mr. Nielsen was well-known for his efforts in law enforcement on behalf of youths, women and families, and he meant a lot to the County. He expressed his and the Board's sympathies to Mr. Nielsen's family. IN RE: NEW BUSINESS 1: Reauest from the Library to accept! J10.000 beauest for the Hollins Branch Library. (Diana RosaDeDe. Director. Libraries) A-070808-1 Ms. Rosapepe advised that Martha Robertson, the sister of Mary T. Pasley and Executor of her estate, was present to accept a certificate of appreciation from the County. Ms. Rosapepe advised that Roanoke County Public Library has been named as a beneficiary of the estate of Mary T. Pasley. She stated that Ms. Pasley was a frequent patron of area libraries and especially appreciative of the staff and services at the Hollins Branch Library. Ms. Rosapepe stated that the terms of Ms. Pasley's Will stipulated that $10,000 be given to the Library system with the intention that it be used for the benefit of the Hollins Library. Ms. Rosapepe stated that the County was pleased to honor the bequest and advised that there were no other restrictions placed on the 534 July 8, 2008 use of the funds. She advised that the funds will be placed in an escrow account to be used by the Hollins Library at a future date. Vice-Chairman Altizer presented the certificate of appreciation to Ms. Robertson. Ms. Robertson expressed appreciation to the Board for honoring her late sister whose first love was reading. The Board members expressed their appreciation to Ms. Robertson for her sister's generosity. Supervisor Church moved to approve the staff recommendation (acceptance of the $10,000 bequest from the estate of Mary T. Pasley). Reauest to reaoooint Soecial Assistant for Leaislative Relations. authorization to continue an aareement. and an aoorooriation of funds. (Paul Mahoney. County Attorney) A-070808-2 Mr. Mahoney advised that this agenda item will accomplish two goals as follows: (1) reappoint Eldon James of Eldon James Associates as Roanoke County's special assistant for legislative relations; and (2) appropriate $24,000 in order to pay for these services. He asked that the Board correct the staff recommendation to reflect that instead of appropriating the $24,000 from the Unappropriated Balance, it be July 8, 2008 535 appropriated from the Board Contingency Fund. He advised that he would be glad to answer any questions. There was no discussion. Supervisor McNamara moved to approve the staff recommendation with the change in the appropriation as requested by Mr. Mahoney: (1) reappoint Eldon James as Special Assistant for Legislative Relations, and (2) appropriate $24,000 to pay for his services from the Board Contingency Fund. The motion carried by the following recorded vote: AYES: Supervisors Moore, Church, McNamara, Altizer NAYS: None ABSENT: Supervisor Flora IN RE: FIRST READING OF ORDINANCES 1: First readina of an ordinance authorizina the creation of and conveyance of ! waterline easement to the Western Virainia Water Authoritv throuah property owned ~ the Roanoke County Board of Supervisors at the Roanoke County Public Service Center and the Hanaina Rock Battlefield Trail. Catawba Maaisterial District. (Pete Haislip. Director. Parks. Recreation and Tourism) Mr. Haislip advised that this is a request to create and convey a water line easement to the Western Virginia Water Authority (WVWA) and advised that the 536 July 8, 2008 property basically runs parallel to the Hanging Rock Battlefield Greenway in front of the Public Service Center on Kessler Mill Road, starting under the Interstate 81 bridge and down to the juncture of Thompson Memorial Drive. He advised that this a new water line and will create a loop system that will assist with water pressure for the City of Salem for businesses along Route 419 and will benefit the Regional Fire Training Center. He advised that the 20 foot easement encompasses approximately 10,418 square feet in total. He advised that staff has met on site with members of the WVWA and they have agreed to repair any property that is disturbed to its former condition. Haislip advised that the County has a good relationship with WVWA and he does not envision any problems or impacts to the greenway trail. He requested that the Board approve the first reading of the ordinance. There was no discussion. Supervisor Church advised that he would like to make a recommendation for approval and expressed his appreciation to Mr. Haislip and staff. He advised that there is no fiscal impact; there are future benefits to the County; and he thought it was a great move. July 8, 2008 537 Supervisor Church moved to approve the first reading and set the second reading and public hearing for July 22, 2008. The motion carried by the following recorded vote: AYES: Supervisors Moore, Church, McNamara, Altizer NAYS: None ABSENT: Supervisor Flora IN RE: APPOINTMENTS .1: CaDitallmDrovement Proaram (CIP) Review Committee Supervisor McNamara nominated Wes Thompson, Windsor Hills Magisterial District, and Supervisor Altizer nominated Charles Wertalik, Vinton Magisterial District, to serve additional one-year terms effective September 1, 2008. It was the consensus of the Board to add confirmation of their reappointments to the Consent Agenda. 2. Lenath of Service Awards Proaram (LOSAPl for Fire and Rescue Vice-Chairman Altizer advised that Leon Martin, volunteer member-at- large, and Craig Sheets, representing the volunteer rescue squads, have resigned their four-year terms which expire on January 1, 2010. He stated that members of this Board are recommended for appointment by the Volunteer Fire and Rescue Chiefs Board and then confirmed by the Board of Supervisors. In response to Vice-Chairman Altizer's inquiry, Mr. Chambliss advised that the Volunteer Fire and Rescue Chiefs Board will have a meeting next week and consider recommendations for appointments. 538 July 8, 2008 3. Parks. Recreation and Tourism Advisory Commission (appointed ~ district) Supervisor Moore nominated Lee Blair, Cave Spring Magisterial District, to serve an additional three-year term which will expire on June 30, 2011. It was the consensus of the Board to place confirmation of her reappointment on the Consent Agenda. 4. Roanoke Vallev Convention and Visitors Bureau It was the consensus of the Board to add confirmation of the appointment of John Chambliss, Interim County Administrator, to complete the three-year term of Elmer Hodge which will expire on June 30, 2009, to the Consent Agenda. Mr. Chambliss will serve for the period of time that he is Interim County Administrator. 5. Roanoke Vallev Economic Development Partnership It was the consensus of the Board to add confirmation of the appointment of John Chambliss, Interim County Administrator, to replace Elmer Hodge as an administrative director to the Consent Agenda. There is no term limit on this appointment. Mr. Chambliss will serve for the period of time that he is Interim County Administrator. 6. Social Services Advisory Board (appointed ~ district) Vice-Chairman Altizer advised that the three-year term of Douglas C. Forbes, Vinton Magisterial District, will expire July 31, 2008. He stated that Mr. Forbes is not eligible for reappointment as he has served two consecutive terms, and he should July 8, 2008 539 have a nomination at the next Board meeting. Vice-Chairman Altizer advised that the representative from the Catawba Magisterial District had resigned, and that the three-year term will expire July 31, 2009. Supervisor Church advised that he should have a nomination at the next Board meeting. 7. Western Virainia Water Authoritv (WVWA) Vice-Chairman Altizer advised that the four-year term of Richard E. Huff, II, member at large, expired on June 30, 2008. He stated that at-large members are selected by the majority vote of the other six members of the Board and confirmed by Roanoke City Council and the Roanoke County Board of Supervisors. In response to Vice-Chairman Altizer's inquiry, Mr. Chambliss advised that no information has been received from the WVWA about this appointment. IN RE: CONSENT AGENDA R-070808-3 Supervisor Altizer moved to adopt the consent resolution. Telecommunications Tax Comparison Report July 8, 2008 541 IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS SUDervisor Church: (1) He expressed appreciation to Diana Rosapepe, Director of Library Services, for her assistance in reaching a resolution concerning the water situation at the Hollins Library. He advised that volunteers are trying to get the flowers growing again, and this is very important. He thanked Ms. Rosapepe for her efforts regarding the bequest accepted today for the Hollins Library. (2) He advised that he sent an email to the Board members requesting their opinions on naming a greenway trail. He advised that he would discuss the matter with Mr. Haislip and thanked everyone for their input. (2) He advised that Mr. Covey is aware that he is requesting a meeting with American Electric Power (AEP) about outages in the West County area. He advised that the preliminary report from AEP on the situation is that they are making progress on splitting signals and dividing power around Exit 140 at Interstate 81 where there have been many outages. He expressed appreciation to AEP, Terry Holland, and others involved for their assistance. SUDervisor Moore: (1) She advised citizens who might be interested in applying for an appointment on a committee that the Cave Spring Magisterial representative on the Capital Improvement Program Review Committee will become available on August 31, 2008. She advised that anyone interested in applying for the position should call 772-2005, and the Clerk would be glad to tell them about the application process. 542 July 8, 2008 Supervisor Altizer: (1) He advised that they had a great event on July 4th in Vinton. He advised that they broke ground for the Vinton War Memorial monument which will recognize the soldiers from Roanoke County and Vinton who served and gave the ultimate sacrifice to protect the liberties that we cherish today. He advised that construction should begin sometime in September 2008. He expressed appreciation to those involved in the fund raising efforts, which included Elmer Hodge, former County Administrator, and advised that they raised more than $60,000 for the monument, and have hopes of raising another $40,000. He advised that there is another fund raiser for citizens to purchase bricks for $150 and have inscriptions placed on the bricks. He advised that the citizens were able to gather and have peace of mind about safety at the July 4 celebration because of those who gave their lives for the freedoms we have today. IN RE: WORK SESSION 1. Work session to add Ivvland Road and Huffman Lane. Vinton Maaisterial District. to the Rural Addition List. and to review the status of Rural Addition proiects and State Transportation Fundina. (Arnold Covey. Director. Community Development: Teresa Becher. Transportation Enaineerina Manaaer) July 8, 2008 543 The work session was held from 4:00 p.m. until 4:20 p.m. County staff present included the following: Arnold Covey, Director, Community Development; Teresa Becher, Transportation Engineering Manager; Brian Epperly, Transportation Engineer. Scott Woodrum, Virginia Department of Transportation (VDOT) , Staff Engineer, was also present. Mr. Covey advised that Ivyland Road and Huffman Lane were originally added to the 2006-2007 Revenue Sharing List for improvements. He stated that VDOT informed the County that portions of both roads were not in the state maintained system and that additional rights-of-way might be necessary. He advised that staff is requesting that both roads be added to the rural addition list. Ms. Becher provided the Board with the current rural addition priority list. It was the consensus of the Board for staff to move forward with adding Ivyland Road and Huffman Lane to the rural addition list and bring back an amended rural addition list for approval at the next Board meeting. The amendments to the rural addition list will include the deletions of Lucado Street, Cowman Road, Raintree Road, Broyles Lane, and Wilson Mountain Road and the additions of Ivyland Road and Huffman Lane. Ms. Becher provided a report received from VDOT showing the fiscal year 2009 funding for the Secondary System Six-Year Road Plan. Mr. Woodrum provided comments about the report which listed the roads by priority, and included the current 544 July 8, 2008 estimates, funding at the time of Board approval, and the most current funding approved by the Commonwealth Transportation Board. IN RE: BRIEFINGS BY STAFF Mr. Chambliss advised the Board that he plans to begin a study of green features including fuel, energy and operations to produce savings or maintain costs without material reduction to the level of services provided for citizens. Mr. Chambliss advised that he will keep the Board informed and looks forward to positive results. It was the consensus of the Board for Mr. Chambliss to move forward with the project. Mr. Mahoney inquired if there were any additional changes or comments the Board would like to make to the community or county administrator profiles before they are returned to John Anzivino. He advised that Supervisors Church and Moore had already provided comments. It was the consensus of the Board for Mr. Mahoney to return the profiles.
