HomeMy WebLinkAbout7/13/2012 - SpecialJuly 13, 2012 397 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being a special meeting for the purpose of ratifying a declaration by the County Administrator of a local emergency due to severe weather and the resultant power outages. IN RE: CALL TO ORDER Chairman Flora called the meeting to order at 10:30 a.m. The roll call was taken. MEMBERS PRESENT: Chairman Richard C. Flora; Supervisors Michael W. Altizer, Joseph B. "Butch" Church, Eddie "Ed" Elswick and Charlotte A. Moore MEMBERS ABSENT: None STAFF PRESENT: B. Clayton Goodman III, County Administrator; Diane D. Hyatt, Assistant County Administrator; Daniel R. O'Donnell, Assistant County Administrator; Paul M. Mahoney, County Attorney; and Deborah C. Jacks, Clerk to the Board IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Resolution declaring a local emergency to exist; authorizing emergency powers to the County Administrator as Director of Emergency Services; authorizing the application for federal and state assistance to address such emergency; designating a fiscal agent for submission of financial information for the county; and calling upon the federal and state governments for assistance (B Clayton Goodman III, County Administrator) Mr. Goodman explained the proposed resolution and introduced Division Chief Joey Stump who detailed the emergency. Chief Stump advised Roanoke County started receiving reports around 8:30 p.m. on June 29, 2012; 3500 calls were logged in on Friday night. A joint shelter opened as a cooling shelter with the City of Roanoke and Red Cross at the Roanoke Civic Center, which was turned into an evacuation shelter through July 6, 2012, at 10:00 a.m. This shelter housed up to 147 people. Chief Stump explained when the notification was issued that it would be days before the 398 July 13, 2012 power was restored, coordination was done with County Administration to declare an emergency. Numerous departments assisted with this emergency to provide assistance such as rides for citizens to the shelter, oxygen to people without power, assessing damages to County facilities. By July 6 an initial damage report was issued to the State and they have also asked for federal assistance. Preliminary FEMA damage assessment was done on Wednesday of this week. It is unknown when a final determination will be made. Chief Stump clarified the biggest expense was debris removal. The estimate is approximately 200,000 plus tons for brush alone. He explained trucks will be working today and tomorrow to pickup storm debris indicating they have been overwhelmed and have been working overtime to try and catch up. Bottled water was also provided at various fire stations. Lowe's donated pallets of bottled water as well as the Western Virginia Water Authority. Supervisor Church inquired if there were any injuries with Chief Stump responding none in Roanoke County. All Supervisors gave their thanks to all that participated. RESOLUTION 071312 -1 DECLARING A LOCAL EMERGENCY TO EXIST; AUTHORIZING EMERGENCY POWERS TO THE COUNTY ADMINISTRATOR AS DIRECTOR OF EMERGENCY SERVICES; AUTHORIZING THE APPLICATION FOR FEDERAL AND STATE ASSISTANCE TO ADDRESS SUCH EMERGENCY; DESIGNATING A FISCAL AGENT FOR SUBMISSION OF FINANCIAL INFORMATION FOR THE COUNTY; AND CALLING UPON THE FEDERAL AND STATE GOVERNMENTS FOR ASSISTANCE WHEREAS, the Board of Supervisors of Roanoke County finds that the County has sustained a disaster because of the windstorm that began on June 29 -30, 2012, and the resultant electric power outages, which resulted in the loss of life and damage to property, hardship and suffering to our citizens and significant costs to the County in responding to the effects of this disaster; and WHEREAS, a condition of extreme peril to life and property exists which necessitates the proclamation of the existence of an emergency; and WHEREAS, the County Administrator, as Director of Emergency Management for Roanoke County, declared an emergency on Sunday, July 1, 2012; and WHEREAS, pursuant to Sec.44- 146.21 of the Code of Virginia, the Board of Supervisors must act within fourteen (14) days to ratify and confirm the actions of the County Administrator; and WHEREAS, notice of this Special Meeting has been given as required by law. NOW THEREFORE, be it RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That an emergency exists throughout the County commencing on June 29, 2012. July 13, 2012 399 2. That the Board hereby ratifies and affirms that during the period of the emergency declared by this Resolution the County Administrator, as Director of Emergency Management, shall possess and hold those powers, functions and duties prescribed by the Code of Virginia, the Roanoke County Code and the Emergency Operations Plan approved by the Board of Supervisors, in order to protect the public health, safety and welfare of the citizens and to address their needs, and to mitigate the effects of said emergency. 3. That the County Administrator is hereby authorized for and on behalf of the County to execute applications for Federal and State public assistance as is necessary and proper to meet this emergency and to provide to Federal and State agencies for all matters relating to Federal and State disaster assistance the assurances and agreements required by the Federal Emergency Management Agency and other agencies of the State and Federal governments. 4. That Rebecca Owens is hereby designated as the Roanoke County' fiscal agent to receive, deposit and account for Federal and state funds made available to the County to meet the emergency declared by this Resolution, and B. Clayton Goodman III is hereby designated as the County's agent for executing and submitting appropriate documentation and information regarding Federal and state reimbursement for this emergency. 5. That the Board of Supervisors of Roanoke County calls upon the Federal and State governments to take steps to afford to Roanoke County and to the citizens and businesses and other organizations and agencies suffering injury and damage from this disaster such public aid and assistance as is necessary and proper to respond to this emergency. 6. That the Clerk to the Board of Supervisors is directed to forward an attested copy of this Resolution to the State Coordinator of Emergency Services for consideration by the Governor of the Commonwealth of Virginia. 7. That this Resolution shall be in full force and effect from the date of its adoption.
