Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order an invocation was given by Reverend William W E. Robinson of Salem Presbyterian Church. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER was taken. Chairman McNamara called the meeting to order at 3:00 p.m. The roll call MEMBERS PRESENT: Chairman Joseph P. McNamara; Supervisors Al Bedrosian, Joseph B. "Butch" Church, Charlotte A. Moore and P. Jason Peters MEMBERS ABSENT: None STAFF PRESENT: B. Clayton Goodman III, County Administrator; Daniel R. O'Donnell, Assistant County Administrator; Richard Caywood, Assistant County Administrator; Paul M. Mahoney, County Attorney; and Deborah C. Jacks, Deputy Clerk to the Board IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Recognition of the Roanoke County Emergency Communications Center Award Winners for 2013 (Bill Hunter, Director of Communications and Information Technology) In attendance for this recognition were Bill Hunter, Director of Communications and Information Technology; Susan Slough, Assistant Director of Communications and Information Technology and Aleta Coleman, Training Coordinator. 112 February 11, 2014 All other award winners were working congratulations. IN RE: BRIEFINGS All Supervisors offered their thanks and 1. Annual report from the Roanoke Regional Partnership (Beth Doughty, Executive Director) Ms. Doughty provided the annual report for fiscal 2013 explaining for the new members the organization is a regional marketing organization comprised of eight governments. Mr. Bedrosian asked Ms. Doughty for the types of jobs and salary information for the Valley. Ms. Doughty responded that she does not have with her, but will obtain the information and provide to the Board. Supervisor Bedrosian then inquired if from 1983 until now can Ms. Doughty see a correlation between the work the Partnership does and how well the Roanoke Valley is doing in terms of higher paying jobs because he feels that is key. Ms. Doughty responded it probably is and we factor in installation and all types of things. In addition they have a real big picture goals and that is to do whatever they can to drive population growth, average income levels and that is the way she would provide that information. Supervisor Bedrosian then asked what the Partnership sees for the future. Ms. Doughty replied by that stating there are all of these different things from the Federal government on down that they are looking at, but a lot of it looks dim. She stated she thinks on the short mid -term, we will see a lot of capital investment, capital expenditures in new facilities and new equipment. Additionally, she expects to see jobs, but nothing like it was in the 1990's, where they grew in big chucks, but slower. She stated she is pretty optimistic on the short term. Supervisor Moore thanked Ms. Doughty for another great job. She stated it's interesting to look at social media to see how that's really inspiring and how technology is taking over and it up there with number one and these facts prove it. Keep up the good work. IN RE: FIRST READING OF ORDINANCES 1. Ordinance to amend and reordain Chapter 13, Offenses - Miscellaneous, of the Code of the County of Roanoke, Virginia, by adding section 13 -10.1, designation of police to enforce trespass violations (Paul M. Mahoney, County Attorney) Mr. Mahoney explained the request for the ordinance and how it relates to various apartment complexes and businesses. Chief Hall was also in attendance to answer any questions and provided a brief outline. February 11, 2014 113 Supervisor Bedrosian stated the way he understands if the Police currently go to a business or complex that does not have this arrangement, the Police cannot do anything. He advised they can only go to jail if the Police Officer actually sees the offense and you cannot force them to leave because they are not the property owner. Additionally, they would have to repeatedly return, which this would eliminate. If you go to the complex and does not have this arrangement, cannot do anything. Can take to jail, if seen. Cannot force them to leave because not property owner. Would have to repeatedly come back, this would eliminate that. Chief Hall responded in the affirmative. Supervisor Bedrosian then asked if this is approved would they need more staff. Chief Hall advised he has spoken with Chief Perkins in Roanoke City and advises this has been effective and popular and they have not had to increase staff so he does not think they will need to do so in the County. Chairman McNamara stated he has had experience with this and sees great value and moved to approve the first reading and set the second reading for February 25, 2014. The motion carried by the following recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None 2. Ordinance accepting and appropriating funds in the amount of $19,625 to the Roanoke County Public Schools Elementary Artistically Talented Program for fiscal 2013/2014 (Rebecca Owens, Director of Finance) Ms. Owens outlined the request for the ordinance. There was no discussion. Supervisor Peters moved to approve the first reading and set the second reading for February 25, 2014. The motion carried by the following recorded vote. AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None IN RE: SECOND READING OF ORDINANCES 1. Ordinance accepting and appropriating a donation in the amount of $300 awarded to the Roanoke County Police Department from the Knights of Columbus Council #562 for Project Lifesaver (Howard B. Hall, Chief of Police) Chief Hall advised there were no changes to the ordinance. 114 February 11, 2014 ORDINANCE 021114 -1 ACCEPTING AND APPROPRIATING A DONATION IN THE AMOUNT OF $300 AWARDED TO THE ROANOKE COUNTY POLICE DEPARTMENT FROM THE KNIGHTS OF COLUMBUS COUNCIL #562 FOR PROJECT LIFESAVER WHEREAS, the Knights of Columbus has a strong mission to raise money for charities in the Roanoke Valley and abroad; and WHEREAS, Project Lifesaver is an International program that uses a radio transmitter device placed on the person of an Alzheimer's Down Syndrome or Autistic patient who have a tendency to wander away from their caregiver; and WHEREAS, this radio equipment has reduced search times from days and hours to minutes; and WHEREAS, currently, there are twenty -three (23) participants on the Roanoke County Project Lifesaver Program; and WHEREAS, this donation will be used to purchase additional bracelet bands and batteries; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $300 is hereby accepted and appropriated from the Knights of Columbus Council #562; and 2. These funds are to be allocated to the Police Department for additional bracelet bands and batteries. 3. That this ordinance shall take effect from and after the date of adoption. On motion of Supervisor Church to adopt the ordinance, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None 2. Ordinance accepting and appropriating $134,000 to Fire and Rescue for a fifty percent (50 %) matching grant from the Virginia Department of Health (Grant #WV- CO3/12 -13) for the purchase of a four (4) -wheel Drive (Richard E. Burch, Chief of Fire and Rescue) Chief Burch advised there were no changes from the first reading. February 11, 2014 115 ORDINANCE 021114 -2 ACCEPTING AND APPROPRIATING FUNDS IN THE AMOUNT OF $134,000 TO FIRE AND RESCUE FOR A FIFTY PECENT (50 %) MATCHING GRANT FROM THE VIRGINIA DEPARTMENT OF HEALTH (GRANT #WV- CO3/12 -13) FOR THE PURCHASE OF A FOUR (4) -WHEEL DRIVE AMBULANCE WHEREAS, Roanoke County has been awarded a fifty percent (50 %) matching grant from the Virginia Department of Health (Grant #WV- CO3/12 -13) in the amount of $134,000; and WHEREAS, the Virginia Department of Health will provide funding in the amount $67,000 and the Fire and Rescue Department will provide the funding match in the amount of $67,000 from 487100 -8502; and WHEREAS, the purpose of these funds is to purchase a four (4) -wheel drive ambulance to be placed in service at the Hollins station; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $67,000 is hereby accepted and appropriated from the Virginia Department of Health (Grant #WV- CO3/12 -13) to the Fire and Rescue Department; and 2. That the sum of $67,000 for the grant match should be taken from 487100 -8502 in the Fire and Rescue budget; and 3. That this ordinance shall take effect from and after the date of adoption. On motion of Supervisor Peters to adopt the ordinance, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None 116 February 11, 2014 3. Ordinance accepting and appropriating a grant in the amount of $65,000 to Roanoke County Public Schools from the Grant Award for Science, Technology, Engineering and Mathematics (STEM) Grant (Rebecca Owens, Director of Finance) Ms. Owens advised there were no changes from the first reading. ORDINANCE 021114 -3 ACCEPTING AND APPROPRIATING A GRANT IN THE AMOUNT OF $65,000 TO ROANOKE COUNTY PUBLIC SCHOOLS FROM THE GRANT AWARD FOR SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) GRANT WHEREAS, Roanoke County Public Schools received notification of the grant award for Science, Technology, Engineering and Mathematics (STEM)— Teacher Recruitment and Retention Incentive Initial Awards in the amount of $65,000; and WHEREAS, thirteen (13) Roanoke County teachers have been selected to participate; and WHEREAS, successful teachers participating in this pilot will be eligible to receive a $5,000 initial incentive award after the completion of the first year of teaching pending satisfactory performance evaluation and a contract for the following school year; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $65,000 is hereby accepted and appropriated from a grant award for Science, Technology, Engineering and Mathematics (STEM)- Teacher Recruitment and Retention Incentive Initial Awards; and 2. These funds are to be allocated for successful teachers participating in the pilot program. 3. That this ordinance shall take effect from and after the date of adoption. Ordinance accepting and appropriating an award in the amount of $22,500 to the Roanoke County Public Schools from the 2013/2014 National Board Certification Incentive Award (Rebecca Owens, Director of Finance) Ms. Owens advised there were no changes from the first reading. ORDINANCE 021114 -4 ACCEPTING AND APPROPRIATING ACCEPTING AND APPROPRIATING AN AWARD IN THE AMOUNT OF $22,500 TO THE ROANOKE COUNTY PUBLIC SCHOOLS FROM THE 2013/2014 NATIONAL BOARD CERTIFICATION INCENTIVE AWARD WHEREAS, Roanoke County Public Schools received notification of the grant award for the 2013 -2014 National Board Certification Incentive Award in the amount of $22,500 to be paid to seven (7) Roanoke County Public School teachers for a stipend of $2,500 and one initial award for a teacher at $5,000; and WHEREAS, Incentive payments will be made to eligible teachers with the grant award in the amount of $22,500; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $22,500 is hereby accepted and appropriated from the 2013/2014 National Board Certification Incentive Award; and 2. These funds are to be allocated for seven (7) Roanoke County Public School teachers for a stipend of $2,500 and one initial award for a teach at $5,000; and 3. That this ordinance shall take effect from and after the date of adoption. On motion of Supervisor McNamara to adopt the ordinance, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None 5. Ordinance accepting and appropriating $10,000 to the Economic Development Department from Appalachian Power for marketing the Center for Research and Technology (Jill Loope, Director of Economic Development) 118 February 11, 2014 Ms. Loope advised there were no changes from the first reading. ORDINANCE 021114 -5 ACCEPTING AND APPROPRIATING $10,000 TO THE ECONOMIC DEVELOPMENT DEPARTMENT FROM APPALACHIAN POWER COMPANY FOR MARKETING THE CENTER FOR RESEARCH AND TECHNOLOGY WHEREAS, Roanoke County's Center for Research and Technology was qualified by Appalachian Power Company as a qualified data center site; and WHEREAS, Appalachian Power Company is promoting a new Qualified Sites program; and WHEREAS, the new program is to demonstrate site readiness for data centers; and WHEREAS, Roanoke County is interested in attracting these projects to the Center for Research and Technology; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $10,000 is hereby appropriated to the Economic Development department from the sources and for the purpose of marketing the site readiness of the Center for Research and Technology for a data center. 2. That this ordinance shall take effect from and after the date of adoption. On motion of Supervisor Church to adopt the ordinance, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None 6. Ordinance accepting and appropriating a grant in the amount of $2,800 from Marathon Petroleum Company to Fire and Rescue for the purchase of AR -AFFF foam and equipment (Richard E. Burch, Jr., Chief of Fire and Rescue) Chief Burch advised there were no changes from the first meeting. Chief Burch then introduced Kevin Erseg, Terminal Manager from Marathon Petroleum and Division Chief Dustin Campbell. February 11, 2014 119 ORDINANCE 021114 -6 ACCEPTING AND APPROPRIATING FUNDS IN THE AMOUNT OF $2,800 FROM MARATHON PETROLEUM COMPANY TO FIRE AND RESCUE FOR THE PURCHASE OF AR -AFFF FOAM AND EQUIPMENT WHEREAS, Roanoke County has been awarded a non - matching grant from Marathon Petroleum Company's Corporate "Good Neighbors -First Responders" program; and WHEREAS, the purpose of these funds is to purchase AF -AFFF foam and equipment and assist with training costs to better mitigate any hazardous situations that may occur dealing with ethanol based gasoline; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $2,800 is hereby accepted and appropriated from Marathon Petroleum Company to the Fire and Rescue Department; and 2. That this ordinance shall take effect from and after the date of adoption. Request to amend the scope of services for the Architectural and Engineering (A/E) contract with Holzheimer, Bolek and Meehan for project close -out costs at the Glenvar Library On motion of Supervisor McNamara to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None RESOLUTION 021114 -7.a REQUESTING ACCEPTANCE OF LARYN LANE AND TOWNE DRIVE INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM WHEREAS, the streets described on the attached Addition Form AM -4.3, fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the Circuit Court of Roanoke County; and WHEREAS, the representative for the Virginia Department of Transportation has advised this Board that the street(s) meet the requirements established by the Virginia Department of Transportation's Subdivision Street Requirements, and WHEREAS, the County and the Virginia Department of Transportation have entered into an agreement on March 9, 1999, for comprehensive stormwater detention which applies to this request for addition, NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of Transportation to add the street(s) described on the attached Additions Form AM -4.3 to the secondary system of state highways, pursuant to §33.1 -229, Code of Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of this resolution and all outstanding fees and documents required of the developer, whichever occurs last in time. BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right -of -way, as described, and any necessary easements for cuts, fills and drainage, and February 11, 2014 121 BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the Residency Administrator for the Virginia Department of Transportation. CHOCKLEY, SENIOR BUYER, UPON HER RETIREMENT AFTER TWENTY -FIVE (25) YEARS OF SERVICE WHEREAS, Patricia P. Chockley was hired on January 28, 1989 and has served as Planning Aide, Police Accounts Coordinator, Office Accounts Coordinator, Buyer and Senior Buyer; and WHEREAS, Ms. Chockley retired on February 1, 2014, after twenty -five (25) years of devoted, faithful and expert service with the County; and WHEREAS, during her time serving Roanoke County, Ms. Chockley was an integral part in providing professional direction, management and customer service that impacted the success of all County Departments; and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to PATRICIA P. CHOCKLEY for twenty -five years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. JERVIS, POLICE OFFICER - SERGEANT, AFTER MORE THAN TWENTY -THREE (23) YEARS OF SERVICE WHEREAS, Mark F. Jervis was employed by Roanoke County Police Department on September 17, 1990, after serving as Police Officer with Chesterfield County for one (1) year and eight (8) months; and WHEREAS, Sergeant Jervis continued his law enforcement career by serving as 22 February 11, 2014 patrol officer, D.A. R. E. Officer, School Resource Officer, Police Officer 11, SWAT Operator, Lead Firearms Instructor, Crisis Intervention Team Coordinator and a Sergeant in the Uniform Division for seven (7) years; and WHEREAS, Sergeant Jervis retired on February 1, 2014, after twenty -three (23) years and four (4) months of devoted, faithful and expert service with the County; and WHEREAS, during his time serving Roanoke County, Sergeant Jervis contributed his energy towards improving the quality of life for its citizens and effectively leading every officer within his command. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to MARK F. JERVIS, for more than twenty -three (23) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. On motion of Supervisor McNamara to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None RESOLUTION 021114 -7.d EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO JO ANN ROBERTSON, RECREATION TECHNICIAN, AFTER MORE THAN THIRTY (30) YEARS OF SERVICE WHEREAS, Jo Ann Robertson was hired on December 1, 1984 as a part -time employee and July 3, 1993 as a full -time employee and has served as a Part Time Instructor, Part Time Center Leader, Part Time Recreation Leader and Recreation Technician; and WHEREAS, Ms. Robertson retired on February 1, 2014, after more than thirty (30) years of devoted, faithful and expert service with the County; and WHEREAS, during her time serving Roanoke County, Ms. Robertson managed the successful ceramics and pottery programs at three Parks, Recreation and Tourism facilities including the Cove Road facility, the Leisure Arts Center, and Brambleton Center; and WHEREAS, during her time serving Roanoke County, Ms. Robertson, personally taught hundreds of ceramics, craft, and art classes; and WHEREAS, Mrs. Robertson is to be commended for the positive impact her work had, and continues to have on the lives of countless citizens. February 11, 2014 123 NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to JO ANN ROBERTSON, for more than thirty (30) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. Quarterly Report— Community Development Activities IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Bedrosian stated he just wanted to bring to everyone's attention here and those that are viewing on television and will view later several items coming in the future; make sure that everybody has on their radar for items that will be coming up for meeting in the future. First up is stormwater management which will be concluded in the next week. He advised the reason that he talks about this is that a lot of times citizens will just sit back and let it happen, but what may happen are increased taxes or fees. Either way you look at it there could be money coming out of your pocket in addition to what you already pay. So he tells people to be very alert for the last session that's going on that you attended or read about it so that you know what's going on. In addition, we'll be putting together the budget coming up for next year, so again stay alert to what's going on because these things effect, budgets effect taxes etc. Also, do 124 February 11, 2014 not forget and this is very important the debt that Roanoke County has; right now it has $182 million in debt. Keep that on your mind at all times when we look at doing new projects. You are the citizens of the County and it is important that you get involved and say no to certain things that you don't think we should be doing because they add to the debt and they'll add to taxes. We've got a Plantation road project that's underway right now or almost finalized from Williamson Road up to the McDonalds there on Planation; that is going to cost $4 million, federal money, State money, grants, it is all tax dollars. People need to be aware of this. Please get involved. There was a very heated debate on ICLEI; that issues remains out there so he wants people to continue to think about those issues as we bring them forward around budget time. Supervisor Church first started his remarks by welcoming Mr. and Mrs. Gorman from Catawba. He then stated he had confirmed with the Director of Parks and Recreation concerning a subject we had mentioned during the last board meeting. He wanted to go on record and state that the person we are talking about is Bobby Raglan in Roanoke County. He stated he had the honor and pleasure of coaching with him for ten (10) years. He coaches nonstop. Supervisor Church stated he coached baseball and Mr. Raglan coached football and basketball and the man is an icon. He stated he thinks all of the Board members received the email. Forget about gains and losses, but not many people have touched his heart like he did. After he retired after many years of the service, this man who he has known for many years never smoked, drank or said a foul word and that is unheard of these days. He has a lot of young men that walk around the valley that are probably married and have children of their own that can look back and say they owe Bobby a lot because when dealing with Peewee League, you are dealing with seven, eight and nine year olds (7 -9) and are basically babysitting in a way. It's neat to have the parents drop off the children and hope that the parents come back, he means that jokingly. Our Chairman has coached soccer, so he knows what it is like to deal with young people, they are a pleasure, but they are also uncertain. Bobby is a selfless individual and he would challenge anybody that is how certain he is about this man, around this valley and you will never hear a negative thing about the man. You may hear from other coaches when they couldn't beat him, that's about the only thing because he had a work ethic and a sincere due diligence about him that has stayed with him for forty (40) years. He advised that he has not talked to him for a number of years, but knows his wife Becky and his son and they are the epitome of what service is all about. We have right in his area Jim Hickam, which Northside football stadium is named after and he is alive and well. He advised he thinks that the board needs to be open and look on the horizon a little bit. He doesn't know particularly about Coach Raglan, but does know that he has had a little bit of health issues. However, that is not the reason he believes that we hopefully will name the facility or a park after him. He stated he thinks it would be a shame if we did not. He's the kind of individual and even though he is not a wagering man, he would bet lots of money, that February 11, 2014 125 nothing, and he means nothing, negative would come out about this person. He stated if we take a look at the individual, and would like to think the Board is opening this up. He stated he just wanted to go on record for Coach Bobby Raglan and the many hundreds of young people in the North Roanoke area that can thank him for his touring, for his mentorship. We're about government but, you know what, we're not the federal government. Supervisor Peters stated he would like to reiterate his comments from the last board meeting. He stated he was glad to hear Mr. Bedrosian make his comments that is time to get to business. We have a lot of things ahead of us, we have the budget, the storm water issues that have been raging for quite some time. We need to address this and he is anxiously waiting to see that come together. He advised he would also encourage anyone who can attend the final meeting on stormwater. The last meeting will be held at the Glenvar Library. Also, we also need to remember our public safety officials, police, fire and rescue. There are a lot of needs coming up and we need to be prepared and ready to help those folks during this time. Supervisor Moore advised she also wanted to remind everyone that the final stormwater community meeting will be this Thursday the 15th at the Glenvar Library from 6:00 to 8:00. Please call ahead because if the weather is bad they will cancel the meeting IN RE: CLOSED MEETING At 3:59 p.m., Supervisor McNamara moved to go into closed meeting following the work sessions pursuant to the Code of Virginia Section 2.2 -3711 A 1, Personnel, namely discussion concerning appointments to the Roanoke Valley Regional CATV Committee; Roanoke Valley - Alleghany Regional Commission; Roanoke Valley - Alleghany Regional Commission - Metropolitan Planning Organization; Roanoke Valley Sustainability Consortium (alternate); Roanoke Valley Greenway Commission. The motion carried by the following recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None The closed session was held from 6:08 p.m. until 6:17 p.m. IN RE: WORK SESSIONS At 4:00 p.m., Chairman McNamara recessed to go into work session on the fourth floor. 126 February 11, 2014 1. Work session to discuss fiscal year 2014 -2015 budget development (W. Brent Robertson, Director of Management and Budget) In attendance for this work session were Brent Robertson, Director of Manage and Budget; Arnold Covey, Director of Community Development and B. Clayton Goodman III, County Administrator. Mr. Robertson provided the Board with a PowerPoint presentation, a copy of which is on file in the office of the Clerk to the Board of Supervisors. He advised that revenue projections may need to be adjusted if the budget team sees any changes. Supervisor Bedrosian asked about housing, with Mr. Covey responding, there has been an increase in building permits. Mr. Robertson advised the improvements are year over year improvements, but are still below average in comparison to 2007. Mr. Goodman gave a brief history lesson of how Roanoke County has been impacted over the last several years due to the recession. Additionally, he noted that infrastructure has been greatly impacted by the recession and has been reflected in the budget as it related to revenue sharing for highways and money for Industrial parts. Mr. Robertson advised that services may need to be re- examined and they will be identified, costed and this year prioritized. It was also noted that it costs $56,000 per person per year for Fire and Rescue personnel. The work session was held from 4:12 p.m. until 5:00 p.m. 2. Work session to discuss the Catawba Sustainability Center (B. Clayton Goodman III, County Administrator) Mr. Goodman introduced Kay Dunkley, Director, Virginia Tech Roanoke Center of the Higher Education Center and John Neese, Director of the Catawba Sustainability Center who provided the Board with a PowerPoint presentation, a copy of which is on file in the office of the Clerk to the Board of Supervisors. The work session was held from 5:00 p.m. until 5:24 p.m. 3. Work session to discuss how the Board of Supervisors conducts its Board Meetings (Al Bedrosian, Hollins Supervisor) Supervisor Bedrosian expressed his opinion that the Board should consider the order and time in which it holds its Board Meetings. Chairman McNamara stated that he knew that citizens may not be in attendance, but were watching. He stated he felt that the Board should keep as is and see what happens. There was no further discussion. The work session was held from 5:25 p.m. until 5:27 p.m. February 11, 2014 127 4. Work session to discuss a Roanoke County Facility Naming Policy (Al Bedrosian, Hollins Supervisor) Supervisor Bedrosian expressed his opinion that he would like the Board to move forward and establish a policy. Supervisor Moore advised that she thought there should be something, i.e. a park bench for all volunteers. It was the consensus of the Board for Parks and Recreation to further review and come up with suggestions and bring back to the Board in May of this year.
