HomeMy WebLinkAbout3/18/2014 - SpecialMarch 18, 2014 183 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being a special meeting for the purpose of holding a work session concerning the budget development for fiscal year 2014 -2015. Audio recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: CALL TO ORDER was taken. Chairman McNamara called the meeting to order at 5:01 p.m. The roll call MEMBERS PRESENT: Chairman Joseph P. McNamara, Supervisors Al Bedrosian, Joseph B. "Butch" Church, Charlotte A. Moore and P. Jason Peters MEMBERS ABSENT: None STAFF PRESENT: B. Clayton Goodman III, County Administrator; Daniel R. O'Donnell, Assistant County Administrator; Richard Caywood, Assistant County Administrator; Paul M. Mahoney, County Attorney; and Deborah C. Jacks, Deputy Clerk to the Board IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Chairman McNamara requested the addition of consideration of a Resolution urging the Governor of Virginia and the Virginia General Assembly to timely pass a clean budget. There was not unanimous consent so the item was requested to be added to the agenda for the March 25, 2015, Board Meeting. IN RE: WORK SESSIONS 184 March 18, 2014 1. Work session to discuss fiscal year 2014 -2015 budget development: a) Roanoke County Health and Dental Insurance Program, rates and reserves (Rebecca Owens, Director of Finance) Ms. Owens provided the Board with a PowerPoint presentation on the proposed changes to the Health and Dental Insurance Programs including rates and reserves. A copy of this presentation is on file in the office of the Clerk to the Board of Supervisors. Supervisor Church requested that Ms. Owens check with the dental carrier to see what it would take to increase amount to $2,000 per year. Supervisor Peters inquired when can we expect "sticker shock" with regard to health care reform with Ms. Owens responding staff already has over the last couple of years and expects to be able to shop the market more and to be okay. Supervisor Bedrosian inquired if all of the Board members are a part of this program with Mr. Robertson responding, three of the five. Supervisor Bedrosian then asked if the School Board was eligible with Ms. Owens responding in the affirmative. Supervisor Peters inquired if there was a reason the dental did not cover orthodontics with Ms. Owens responding the benefit did not outweigh the costs. Ms. Owens outlined the staff recommendation and advised health care reform is going to change future benefit plans. Supervisor Church asked Ms. Owens to explain the health reserves. It was the consensus of the Board to move forward with the staff recommendation at the April 8, 2014, Board Meeting. This portion of the work session was held from 5:05 p.m. until 5:51 p.m. b) Possible Roanoke County employee raises (Joe Sgroi, Director of Human Resources; B. Clayton Goodman III, County Administrator) Mr. Goodman and Mr. Sgroi provided the Board with a PowerPoint presentation regarding compensation. A copy of the presentation is on file in the office of the Clerk to the Board of Supervisors. Mr. Sgroi's main focus was based on a market analysis we are losing employees based on the current compensation scale, especially in public safety and social services. Additionally, Human Resources is finding it more difficult to hire with the current pay scale. He indicated that we must remain competitive and without good and great employees, we cannot provide the expected service to our citizens. This portion of the work session was held from 5:51 p.m. until 6:45 p.m. The Board then recessed until 7:25 p.m. March 18, 2014 185 c) Budget development (Brent Robertson, Director of Management and Budget; B. Clayton Goodman 111, County Administrator) Mr. Robertson and Mr. Goodman presented a PowerPoint presentation to the Board on the fiscal 2014 -2015 budget development. A copy of the presentation is on file in the office of the Clerk to the Board of Supervisors. Mr. Goodman explained another revenue team meeting would be held on March 20, 2014 to finalize the revenue numbers. Chairman McNamara stated that salary increases are the first priority. This portion of the work session was held from 7:25 p.m. until 8 :22 p.m. IN RE: ADJOURNMENT Chairman McNamara adjourned the meeting at 8 :22 p.m. to the regularly scheduled meeting on March 25, 2014, at 3 :00 p.m. itted by: Approved by: Deborah C.
