The Board of Supervisors of Roanoke County, Virginia met this day for the
purpose of a joint work session with the Roanoke County School Board Audio
recordings of this meeting will be held on file for a minimum of five (5) years in the office
of the Clerk to the Board of Supervisors.
IN RE: CALL TO ORDER
Chairman McNamara and Chairman Barrineau called their respective
boards to order at 6:00 p.m.

IN RE: PRESENTATION BY MILESTONE ON THE LEASING OF CELL
TOWERS
Dr. Misincko introduced Mr. Leonard Forkas, Jr., President of Milestone
Communications. Mr. Misincko advised Mr. Forkas was at the School Construction
Committee meeting and was asked to come back and address both the Board of

Supervisors and the School Board. Mr. Forkas advised there is a huge demand for new
cell towers as phones are now computers and the problem is not being able to deliver
the quality of service without infrastructure. The hole in the network need to be filled
and that is where the property owned by Roanoke County and the Schools comes into
play. He advised they could market and build and the County would receive forty
percent (40%). In addition, every tower would have a free spot for the County's use.
Supervisor Bedrosian asked if the County does not already do with Ms.
Anne Marie Green, Director of General Services advising they have not been marketing,
just have leases with the companies that come to us.
School Board member Minnix asked if we would need to have a special
use permit and was advised by Mr. Mahoney in the affirmative. Mr. Mahoney advised
the County would need to do some type of request for proposal (RFP) with Mr. Forkas
advising the City of Lynchburg has already done one and the County could ride along
with them.
Chairman McNamara asked for an analysis and comparison to Lynchburg.
Supervisor Peters announced he needed to leave and asked for
reconsideration of the Chick-Fil-A rezoning. The Chairman advised this was a special
meeting and Mr. Peters would need to bring back up at the July 8, 2014. Meeting.
IN RE: HEALTH PLAN REQUEST FOR PROPOSAL (RFP)
Ms. Rebecca Owens, Director of Finance provided a PowerPoint
presentation, a copy of which is on file in the office of the Clerk to the Board of
Supervisors and asked the Board what they would like to address.
Chairman McNamara advised the County needs to phase out the Keycare
200 eventually toward a consumer driven plan.
Next, the Health Savings Account was reviewed.
IN RE: GREEN INITIATIVE — UPDATE FROM COUNTY AND SCHOOLS ON
GREEN PROJECTS
Dr. Misinko reviewed the Schools green effort and Mr. Caywood
presented the County's green efforts. Copies of both presentation are on file in the
office of the Clerk to the Board of Supervisors.

Chairman McNamara adjourned the meeting at 7:47 p.m. to the regularly
scheduled Board Meeting on July 8, 2014.
