The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the second Tuesday and the first
regularly scheduled meeting of the month of July 2014. Audio and video recordings of
this meeting will be held on file for a minimum of five (5) years in the office of the Clerk
to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order, a moment of silence was
observed. The Pledge of Allegiance was recited by all present.
IN RE: CALL TO ORDER
Chairman McNamara called the meeting to order at 3:01 p.m. The roll call
was taken.

IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS
1. Resolution expressing the appreciation of the Board of
Supervisors of Roanoke County to Jeffrey A. Lawson, Fire
Captain, upon his retirement after more than thirty-one (31) years
of service (Richard E. Burch, Jr., Chief of Fire and Rescue)
Chief Burch introduced Mr. Lawson and gave a brief overview. The
Deputy Clerk read the resolution and presentation was made by the Chairman. All

Supervisors offered their thanks and congratulations.
RESOLUTION 070814-1 EXPRESSING THE APPRECIATION OF
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO
JEFFREY A. LAWSON UPON HIS RETIREMENT AFTER MORE
THAN THIRTY-ONE (31) YEARS OF SERVICE
WHEREAS, Jeff Lawson became a volunteer with the County's Fort Lewis
Volunteer Rescue Squad at the age of sixteen (16) and the following year became the
youngest EMT Instructor in the Commonwealth of Virginia; and
WHEREAS, Jeff Lawson was employed by the Roanoke County Sheriff's Office
as a Medical Deputy Sheriff from October 1980 through 1984 prior to being hired on
March 24, 1986, as a Paramedic/Firefighter, and rose to the rank of Fire Captain for the
Fire/Rescue Department during his tenure with Roanoke County; and
WHEREAS, Captain Lawson retired on July 1, 2014, after more than thirty-one
(31) years of devoted, faithful and expert service with the County; and
WHEREAS, Captain Lawson was one of the first of six Paramedic/Firefighters
hired in 1986 to start the very first County career Paramedic services; and
WHEREAS, Captain Lawson provided compassionate and dedicated service to
countless patients over the years; and
WHEREAS, Captain Lawson served on numerous fire/EMS committees to help
shape the current EMS system that is in place today; and
WHEREAS, Captain Lawson served on the Health and Safety Committee for
most of his career working to reduce injuries and improving the health of all Department
members; and
WHEREAS, Captain Lawson has been recognized at the Local, Regional, and
State level for being an outstanding EMS Provider and Educator and in 2010, he
received the WVEMS Outstanding Pre -hospital Provider Award; and
WHEREAS, Captain Lawson has provided mentoring and training to every
paramedic/firefighter hired since 1986 and his legacy of excellence will continue to help
the citizens and visitors of Roanoke County; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County to Jeffrey A. Lawson, for over thirty-one (31) years of
capable, loyal and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.

2. Recognition of the Department of Economic Development for
again being designated as an Accredited Economic Development
Organization (AEDO) by the International Economic Development
Council (IEDC) (Jill Loope, Director of Economic Development)
Ms. Loope outlined the recognition. Chairman McNamara presented the
plaque to Ms. Loope. In attendance with Ms. Loop were Melinda Cox, Existing
Business Manager; Joe Zielinksi, Economic Development Specialist and Glenna
Ratcliffe, Administrative Assistant.
IN RE: BRIEFINGS
Briefing on Police Department Activity in Roanoke County
(Howard B. Hall, Chief of Police)
Briefing was given. Chief Hall provided the Board with a PowerPoint
presentation, a copy of which is on file in the office of the Clerk to the Board.
Supervisor Church advised Chief Hall to explain how the officers who
were on Interstate 81 were being paid for by grants. Supervisor Church then thanked
the department for the work with the schools.
Supervisor Moore inquired as to what are the cause of most vehicle
crashes with Chief Hall explaining following too close and impaired driving.
Supervisor Bedrosian remarked on the two areas of highest activity and
asked why clumped in those two areas with Chief Hall responding a denser population
and heavier traveled.
Supervisor Peters inquired with regard to the targeted areas, how are we
adding additional attention without taking away from all the other areas. Chief Hall
explained the officers try and drive through whenever they can as well as adjoining
areas when they have time. They try and use a balanced approach. Supervisor Peters
also thanked the Police Department for their work with the schools.
Supervisor Church added he has received many positive citizen
comments on Assistant Chiefs Warner and Mason.
IN RE: FIRST READING OF ORDINANCES
1. Ordinance accepting and appropriating $120,377 from the Federal
Emergency Management Agency and the Virginia Department of
Emergency Management for reimbursement of expenditures as
related to the June 2012 Derecho Storm (Anne Marie Green,
Director of General Services)

Ms. Green outlined the ordinance. Supervisor Moore thanked Ms. Green
for all the hard work during and after the Derecho. Supervisor Church also offered his
thanks. There was no discussion.
Supervisor Moore's motion to approve the first reading to appropriate
$120,377 for reimbursement of expenditures as related to the June 2012 Derecho
Storm and to hold the second reading on July 22, 2014, was approved by the following
vote:

IN RE: SECOND READING OF ORDINANCES
1. Ordinance appropriating funds in the amount of $1,500,000 for the
replacement of the financial system (Rebecca Owens, Director of
Finance)
Ms. Owens outlined the ordinance. There were no changes from the first
reading held on June 22, 2014. There was no discussion.
ORDINANCE 070814-2 APPROPRIATING FUNDS IN THE
AMOUNT OF $1,500,000 FOR THE REPLACEMENT OF THE
FINANCIAL SYSTEM
WHEREAS, the County and Schools along with our fiscal agencies share a
single financial software system known as the Performance Series, which was
implemented in 1990; and
WHEREAS, the Performance Series software has run efficiently and effectively
at a great savings to the taxpayers for the last twenty-three (23) years; and
WHEREAS, the software has been purchased by three (3) different companies in
recent years and there is uncertainty regarding maintenance, support and technology
compatibility; and
WHEREAS, the County will need to allow adequate lead time to search, procure
and implement a project of this magnitude to ensure there is not an adverse effect on
the financial processing and reporting; and
WHEREAS, this project was presented to the Capital Improvement Plan
committee in fiscal year 2013 and received a ranking of eighth out of ten (8t" out of 10)
in the Tier 1 category; and
WHEREAS, staff have been working over the last eighteen (18) months to
document the business processes in preparation for issuing a request for proposal; and
WHEREAS, the capital cost of a replacement system is expected to be in the
range of $4.0 to $4.5 million; and

WHEREAS, approximately $2.9 million has been allocated to the project from the
Roanoke County Public Schools and savings from bond refundings; and
WHEREAS, the projected remaining funds needed for the capital project totals
$1.5 million and is available in the minor capital account; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, first reading of this ordinance was held on June 24, 2014, and the
second reading was held on July 8, 2014.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows -

ollows:1. That the sum of $1,500,000 is hereby appropriated from the County Minor
Capital account to the Financial System Replacement account; and
2. That appropriations designated for this capital project will not lapse at the
end of the fiscal year but shall remain appropriated until the completion of
the project; and

ORDINANCE 070814-3 APPROPRIATING $11,024.99 TO CLERK
OF THE CIRCUIT COURT FROM THE COMMONWEALTH OF
VIRGINIA FOR FISCAL YEAR 2013/2014 FOR TECHNOLOGY
TRUST FUNDS
WHEREAS, Technology Trust Funds, which represents fees collected by the
Roanoke County Circuit Court Clerk's office, have been received from the
Commonwealth of Virginia in the amount of $11,024.99; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and

WHEREAS, first reading of this ordinance was held on June 24, 2014, and the
second reading was held on July 8, 2014.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows-

ORDINANCE 070814-4 ACCEPTING AND APPROPRIATING
FUNDRAISING MONIES IN THE AMOUNT OF $913.30 FOR THE
ROANOKE ELEMENTARY AUTISM PROGRAM (REAP)
WHEREAS, Roanoke County Glenvar Elementary School held a fundraiser as
part of Autism Awareness month; and
WHEREAS, any funds raised by the students were approved to be used for the
purchase of classroom instructional materials for the Roanoke Elementary Autism
Program (REAP); and
WHEREAS, G & H Contracting offered to match any funds raised by the students
of Glenvar Elementary; and
WHEREAS, the students successfully raised $456.65 and G & H Contracting has
sent a check in the amount of $456.65 in fiscal year 2013-2014; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, first reading of this ordinance was held on June 24, 2014, and the
second reading was held on July 8, 2014.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as

RESOLUTION 070814-5.a EXPRESSING THE APPRECIATION
OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
TO JOEL S. BAKER, BUILDING COMMISSIONER, UPON HIS
RETIREMENT AFTER EIGHTEEN (18) YEARS OF SERVICE
WHEREAS, Joel S. Baker was hired on June 24, 1996, as Building
Commissioner; and
WHEREAS, Mr. Baker retired on July 1, 2014, after eighteen (18) years of
distinguished, faithful and expert service to citizens of Roanoke County and the
Development Industry; and
WHEREAS, during his time serving Roanoke County, Mr. Baker has served as
the President and member of the board of directors to the Virginia Building and Code
Official Association where his involvement was very beneficial to Roanoke County; Co-
chaired the administrative code committee and assisted in developing and implementing
the 2012 Virginia Building Code; involved with the Roanoke Regional Home Builder
Association; enhanced the process of issuing building permits, trades permits and the
building inspections process throughout Roanoke County; led the establishment of
Interactive Voice Response (IVR) and the Land Development Office (LDO) database for
permits and inspections tracking; helped with eliminating paper submittals and in the
transition to electronic records.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County to JOEL S. BAKER for eighteen (18) years of capable,
loyal and dedicated service to Roanoke County; and

RESOLUTION 070814-5.b ADOPTING THE JUNE 2013 UPDATE
OF THE ROANOKE VALLEY-ALLEGHANY REGIONAL
COMMISSION REGIONAL PRE -DISASTER MITIGATION PLAN
WHEREAS, the Disaster Mitigation Act of 2000, as amended, requires that local
governments develop and adopt natural hazard mitigation plans in order to receive
certain federal assistance; and
WHEREAS, a Pre -Disaster Mitigation Plan Committee comprised of
representatives from the counties of Alleghany, Botetourt, Craig and Roanoke; the cities
of Covington, Roanoke and Salem; and the towns of Buchanan, Clifton Forge,
Fincastle, Iron Gate, New Castle, Troutville and Vinton was convened in order to study
the Roanoke Valley -Alleghany Region's risks from, and vulnerabilities to, natural
hazards, and to make recommendations on mitigating the effects of such hazards on
the Roanoke Valley -Alleghany Region; and
WHEREAS, the efforts of the Pre -Disaster Mitigation Plan Committee members
and the Roanoke Valley -Alleghany Regional Commission, in consultation with members
of the public, private and non-profit sectors, have resulted in the development of the
Roanoke Valley— Alleghany Regional Pre -Disaster Mitigation Plan including ROANOKE
COUNTY.
NOW, THEREFORE, BE IT RESOLVED, by the ROANOKE COUNTY BOARD
OF SUPERVISORS, that the Roanoke Valley -Alleghany Regional Pre -Disaster
Mitigation Plan dated June 2013 is hereby approved and adopted.

RESOLUTION 070814-5.d REQUESTING THE VIRGINIA
DEPARTMENT OF TRANSPORTATION TO IMPLEMENT
TRAFFIC CALMING DEVICES ON MILLWOOD DRIVE, ROUTE
1159, CATAWBA MAGISTERIAL DISTRICT
WHEREAS, the Virginia Department of Transportation (VDOT) has a Residential
Traffic Calming Program to provide communities a traffic management tool dealing
specifically with speeding in residential neighborhoods; and
WHEREAS, VDOT requires that the Board of Supervisors adopt a resolution
requesting implementation of Residential Traffic Calming Program measures; and

WHEREAS, the developer of Russlen Farms subdivision requested VDOT to
evaluate traffic calming measures along Millwood Drive, in front of the Russlen Farms
community center; and
WHEREAS, VDOT traffic engineers have evaluated the request and
recommended the installation of an all -way stop at the intersection of Millwood Drive,
Route 1159, and High Gate Lane, Route 1473.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does
hereby approve and request the implementation of Traffic Calming Program measures
to include an all -way stop at the intersection of Millwood Drive and High Gate Lane;
BE IT FURTHER RESOLVED, that a certified copy of this resolution be
forwarded to the VDOT Salem Residency, by the Clerk to the Board of Supervisors.

IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS
Mr. Steve Rosenthal stated it is rare that he would agree with anything or
be on the same wave length as Ms. Moore, but he does agree with her and thanked her
for the library hours that would be extended. He is a frequent patron of the library and if
anything he would like to see more hours during the week and on Sunday. He also
agrees with Mr. Bedrosian in that any money that is spent on that should be found in
other areas of the budget that could be cut. He appreciates Mr. Bedrosian pointing out
that the debt of the County has occurred over the years and built up is in excess of $200
million and each year the debt should decrease rather than increase. We should go in
that direction.

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Peters advised that he had brought up at the July 1, 2014,
meeting to make a motion to reconsider Corporate Property Services and would like to
do so at this time.
Chairman McNamara advised the motion is in order and debatable. He
further emphasized that the Board would be voting on whether or not to reconsider the
Chick-fil-A rezoning. If the motion passes, the reconsideration would occur at the
second meeting in August, which allows for the public notices to be made.
Supervisor Church inquired if it would be more appropriate to consider this
at the add to or change agenda item. He does not ever remember voting on anything
under reports and inquiries of Board member. Chairman McNamara explained a motion
for reconsideration is in order at any point of the meeting where the person who is
asking for reconsideration has the floor. He further added Supervisor Peters had
inquired where it would be appropriate and this seemed to be a reasonable place.
Supervisor Bedrosian asked for clarification is that all this means is
Supervisor Peters wants to reconsider his vote, it is not assumed the Board all wants to
vote again. Things may change between now and then, which may provide something.
If there is nothing new, he would stay with his same vote.
Chairman McNamara confirmed it is not making a decision on the
underlying motion.
Supervisor Church asked if this would be a public hearing with Chairman
McNamara responding in the affirmation.
The motion to reconsider the petition of Corporate Property Services was
approved by the following roll call vote:

Chairman McNamara then asked the Clerk to see that this item is placed
on the agenda with the proper notices for the second meeting in August.
Supervisor Bedrosian stated that he wanted to advise Mr. Rosenthal that
the debt has been around $200 million, but he wants to make sure that as of June 30,
2014 is $181,000, because this is very important to him. This is without the project we
are undergoing in Glenvar, which will add another $20 million. When that is done in the
fall, it will add another $20 million and we are getting dangerous close to $200 million.
The only reason for bringing this up is that this is a very important issue to him, the debt,
because he cannot reiterate it enough that when you have a debt that size there are
consequences and a lot of it is the interest payments you must make on an annual
basis. Just with quick math, $200 million roughly times three or four percent (3 or 4%)
that the rates are now you will have anywhere between six or eight (6 or 8) million
dollars every year on interest payments alone. When we try to find areas where we can

help citizens and really do things that governments should be doing six to eight (6 to 8)
million dollars is a lot of money that is just being thrown away. He has always viewed
that we should be driving the debt number down. If we do need short-term for an
emergency, we have money, $30 to $40 million in these unappropriated funds, but if we
do need money, we should pay it off very quickly because the interest payments alone
do hurt us.
Supervisor Church stated the community in Glenvar has been a long time
waiting for some things to happen. Right now they have the dust, machines, they are
coughing, but they are happy. Almost all of them are happy because we have a
situation for the high school, fifty (50) years without anything being done. The Glenvar
Library was about forty (40) years. The Glenvar Library was not even ADA sufficient;
you could not get a wheelchair in the door. Things are taking shape; they do cost a lot
of money. Route 11/460, in his opinion, has been on the books for thirty-five or forty (35
or 40) years and is finally nearing completion. Soon you will see a gateway to the
Glenvar area in Western County; a new community with the roads widened, a new
library there and the school will be finished in September of next year, weather
permitting. It is a lot of things going on that takes a lot of money, but you have to plan
and get in line. We have our CIP Committee. The Supervisor from Hollins mentioned
the unappropriated balance and he believes it is more like $21 million. Our Board has
normally asked for eleven percent (11 %). We are not poor, but we have to be prudent
with our money. Dust, machines, but are happy. 50 years without anything being done.
This will become a new gateway community.
At 4:13 p.m. Chairman McNamara recessed to the 4t" floor for work
session and closed meeting.
IN RE: WORK SESSIONS
1. Work session on potential uses for Rt. 419 library building (Anne
Marie Green, Director of General Services)
Anne Marie Green provided a PowerPoint presentation, a copy of which is
on file in the office to the Clerk that was reviewed with the Board. It was the consensus
of Board to go with staff recommendation to a commercial appraisal followed by a
Request for Proposal (RFP) similar to that used for the old William Byrd and Roland E.
Cook school sites.
The work session was held from 4:29 p.m. until 4:52 p.m.
2. Work session regarding design elements of the proposed water
tower to be located at the Green Ridge Recreation Center
(Richard Caywood, Assistant County Administrator)

In attendance for this work session was Gary Robertson with the Western
Virginia Water Authority.
Mr. Caywood provided a PowerPoint presentation, a copy of which is on
file in the office of the Clerk to the Board of Supervisors.
Supervisor Moore remarked she is against cell towers because they are

namely, the performance agreement with English Construction Company, Inc.

a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by
the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each member's
knowledge -
