The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the second Tuesday and the first
regularly scheduled meeting of the month of April 2015. Audio and video recordings of
this meeting will be held on file for a minimum of five (5) years in the office of the Clerk
to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order, a moment of silence was
observed. The Pledge of Allegiance was recited by all present.
IN RE: CALL TO ORDER
Chairman Peters called the meeting to order at 3-00 p.m. The roll call was
taken.

IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS
1. Recognition of Department of Social Services employee, Grace
McCown, recipient of the 2015 Golden Halo Award (Joyce Earl,
Director of Social Services)
Recognition was given. In attendance with Ms. McCown were Joyce Earl,
Director of Social Services; Patience O'Brien, Assistant Director of Social Services and
Ben Jones, Social Work Supervisor. Ms. Earl outlined the Golden Halo Award and
advised this was the sixth year in a row Roanoke County has been recognized.

All Supervisors offered their thanks and congratulations.
2. Proclamation declaring April 12 through 18, 2015, as National
Public Safety Telecommunicators Week in the County of Roanoke
(Bill Hunter, Director of Communications and Information
Technology)
Proclamation was read by the Deputy Clerk. In attendance for this
recognition were- Susan Slough, Assist. Director; Craig Sheets, Communications and
Training; Wayne King, Communications Officer; Juanita Austin, Communications Team;
Chase Ferguson, Communications Team; Aleta Coleman, Chief of Emergency
Communications.
Each Supervisor offered their thanks for jobs wel I done.
3. Recognition of the Roanoke County Emergency Communications
Center Award Winners for 2014 (Bill Hunter, Director of
Communications and Information Technology)
Recognitions were given
attendance for the proclamation.
IN RE: NEW BUSINESS
In attendance were the same individuals in
1. Resolution approving the Regional Airport Commission budget
for fiscal year 2015-2016 (Rebecca Owens, Director of Finance;
Tim Bradshaw, Executive Director, Airport Commission)
Ms. Owens outlined the resolution to approve the 2015-2016 budget. Tim
Bradshaw was in attendance to answer any questions.
Supervisor Church commented on McAllister's coming to the Airport in
August. He also commented on how the flow of the airport has changed.
RESOLUTION 041415-1 APPROVING THE ROANOKE
REGIONAL AIRPORT COMMISSION BUDGET FOR FISCAL
YEAR 2015-2016 UPON CERTAIN TERMS AND CONDITIONS
WHEREAS, Section 24.13 of the Regional Airport Commission Act and Section
17.(a) of the contract between the City of Roanoke, Roanoke County, and the Roanoke
Regional Airport Commission provides that the Commission shall prepare and submit its
operating budget for the forthcoming year to the Board of Supervisors of the County and
City Council of the City; and

WHEREAS, by report dated March 20, 2015, a copy of which is on file in the
office of the Clerk of the Board, the Executive Director of the Roanoke Regional Airport
Commission has submitted a request that the County approve the fiscal year 2015-2016
budget of the Roanoke Regional Airport Commission.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia that the fiscal year 2015-2016 budget and proposed capital
expenditures for the Roanoke Regional Airport Commission as set forth in the March
20, 2015, report of the Commission Executive Director, a copy of which is incorporated
by reference herein, is hereby APPROVED, and the County Administrator and the Clerk
are authorized to execute and attest, respectively, on behalf of the County, any
documentation, in form approved by the County Attorney, necessary to evidence said
approval.
On motion of Supervisor McNamara to adopt the resolution, and carried by the
following roll call and recorded vote-

2. Resolution approving the Roanoke Valley Resource Authority
(RVRA) budget for fiscal year 2015-2016 (Rebecca Owens,
Director of Finance; Anne Marie Green, Acting Director of Human
Resources; Dan Miles, CEO, Roanoke Valley Resource Authority)
Ms. Green introduced Dan Miles to outline the budget, which Mr. Miles
provided brief highlights of. He indicated there is a $1 per ton increase in rate, which
will be included in the County budget.
Supervisor Church commented on how this tract of land is important to the
entire valley.
Chairman Peters stated he is amazed how well this works within the local
governments. Great service to citizens through the valley.
RESOLUTION 041415-2 APPROVING THE ROANOKE VALLEY
RESOURCE AUTHORITY BUDGET FOR THE FISCAL YEAR
2015-2016
WHEREAS, Section 5.9 of the Roanoke Valley Resource Authority Members Use
Agreement provides that the Authority shall prepare and submit its operating budget for
the forthcoming fiscal year to the Board of Supervisors of the County, the City Council of
the City of Roanoke and the Town Council of the Town of Vinton; and

WHEREAS, the Chief Executive Officer of the Roanoke Valley Resource
Authority has submitted the fiscal year 2015-2016 budget of the Roanoke Valley
Resource Authority for approval.
NOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY, VIRGINIA that the fiscal year 2015-2016 budget for the
Roanoke Valley Resource Authority, is hereby approved, and the County Administrator
and the Clerk are authorized to execute and attest respectively, on behalf of the County,
any documentation, in form by the County Attorney, necessary to evidence said
approval.
On motion of Supervisor Church to adopt the resolution, and carried by the
following roll call and recorded vote-

3. Resolution granting a waiver to Hollins University under Section
13-23 of the Roanoke County Code to the provisions of the
County's Noise Ordinance, Article 111. Noise of Chapter 13.
Offenses — Miscellaneous (Paul M. Mahoney, County Attorney)
Ruth Ellen Kuhnel, Senior Assistant County Attorney outlined the request
for resolution. Doug Smith from Hollins was in attendance and explained the request.
Supervisor Peters inquired how close to the residence with Mr. Smith
responding on the campus.
Supervisor Church commented on what a great environment Hollins is.
Supervisor McNamara commented since this is done on an annual basis,
maybe we can consider doing on a permanent basis.
RESOLUTION 041415-3 GRANTING A WAIVER TO HOLLINS
UNIVERSITY UNDER SECTION 13-23 OF THE ROANOKE
COUNTY CODE TO THE PROVISIONS OF THE COUNTY'S
NOISE ORDINANCE, ARTICLE 111. NOISE OF CHAPTER 13.
OFFENSES — MISCELLANEOUS
WHEREAS, Hollins University, a private university located in north Roanoke
County, will be holding an outdoor concert known as "MayFest" for the campus
community on Saturday, May 9, 2015, ending at 11 -00 p.m. on the grounds of the
University; and
WHEREAS, Hollins University is also having a formal dance event on April 18,
2015, ending at midnight; and

WHEREAS, in order to accommodate the advertised time frame and to mitigate
economic hardship by enhancing students' sense of connectedness with Hollins and the
Roanoke Valley through social interaction that supports recruiting and retaining students
that in turn affects the economic vitality of the University and Roanoke County with this
event, Hollins University is requesting a waiver of the County noise ordinance for one
(1) hour from 10-00 P.M. till 11 -00 P.M., on Saturday, May 9, 2015, and two (2) hours on
Saturday, April 18, 2015; and
WHEREAS, Section 13-23 of the Roanoke County Code establishes certain
standards for the Board of Supervisors to grant waivers from the provision of the
Roanoke County Noise Ordinance to avoid undue hardship upon consideration of
certain factors set forth in sub -section (b) of Section 13-23 and after making certain
alternative findings.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows -
1 . That the provisions of Section 13-21. Specific acts as noise, sub -section
(5) and Section 13-20. General prohibition of Article 11. Noise be WAIVED for a period of
one (1) hour until 11 -00 P.M. on Saturday, May 9, 2015 and for a period of two (2) hours
until midnight on Saturday, April 18, 2015.
2. That this Waiver is granted specifically to Hollins University for the events
scheduled at the University on Saturday, May 9, 2015 and Saturday, April 18, 2015.
On motion of Supervisor Church to adopt the resolution, and carried by the

IN RE: SECOND READING OF ORDINANCES
1. Ordinance authorizing the acquisition of proposed right-of-way,
proposed drainage easements, proposed utility easements,
proposed water line easements and proposed temporary
construction easements from the owners of nineteen (19)
properties along Route 115, Plantation Road - Plantation Road
Bicycle, Pedestrian and Streetscape Improvement Project, Hollins
Magisterial District (David Holladay, Planning Administrator)
Mr. Holladay advised no changes from the first meeting. There was no
discussion.
ORDINANCE 041415-4 AUTHORIZING THE ACQUISITION OF
PROPOSED RIGHT-OF-WAY, PROPOSED DRAINAGE

EASEMENTS, PROPOSED UTILITY EASEMENTS, PROPOSED
WATER LINE EASEMENTS AND PROPOSED TEMPORARY
CONSTRUCTION EASEMENTS FROM THE OWNERS OF
NINETEEN (19) PROPERTIES ALONG ROUTE 115,
PLANTATION ROAD PLANTATION ROAD BICYCLE,
PEDESTRIAN AND STREETSCAPE IMPROVEMENT PROJECT,
HOLLINS MAGISTERIAL DISTRICT
WHEREAS, the Plantation Road Project, in the Hollins Magisterial District,
requires additional right-of-way to complete the Bicycle, Pedestrian and Streetscape
Project- and
��HEREAS, Roanoke County plans to acquire the additional right-of-way with the
intention of either guaranteeing ownership or conveying the right-of-way to the Virginia
Department of Transportation (VDOT) in the near future and by separate action; and
WHEREAS, the project includes transactions regarding nineteen (19) properties
identified during the development of construction plans; and
WHEREAS, the project includes relocation of portions of the Western
Virginia Water Authority water and sewer lines, overhead utility poles and Roanoke Gas
lines, as well as temporary construction easements for grading purposes; and
WHEREAS, consulting engineers Whitman, Requardt & Associates and County
staff held two public informational meetings for affected property owners and
businesses, as well as engaged in direct contact with property owners; and
WHEREAS, the intention is to pursue donations of the listed real estate
transactions and in the event that the owner(s) are unwilling to donate the necessary
right-of-way, then physical adjustments to the planned improvements shall occur in
order not to incur costs- and
WHEREAS, ea�h property owner(s) names, Roanoke County tax identification
numbers, available plat and deed references and the proposed type of real estate
transaction for each individual parcel is listed below- and
WHEREAS, Section 18.04 of the Roano�e County Charter directs that the
acquisition and conveyance of real estate interests be accompanied by ordinance.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows -
1 . That the acquisition and acceptance of the designated real estate action
or transaction is hereby approved, per the attached Exhibit A.
2. That the County Administrator, or an Assistant County Administrator, is
authorized to execute, deliver and record the deeds and any other documents on behalf
of the County and to take all such further action as any of them may deem necessary or
desirable in connection with this project.
3. The form of the deeds is hereby approved with such completions,
omission, insertions and changes as the County Administrator, or an Assistant County

Administrator, may approve, whose approval shall be evidenced by the execution and
delivery thereof, all of which shall be approved as to form by the County Attorney.
4. That this ordinance shall be effective from and after the date of its
adoption.

1. Ordinance approving the purchase of 1.0491 acres identified as
"Lila Drive," (Tax Map No. 27.06-05-13.00-0000) a part of the
Plantation Road, Bicycle, Pedestrian and Streetscape
Improvement Project, Hollins Magisterial District (Paul M.
Mahoney, County Attorney; Richard L. Caywood, Assistant
County Administrator)
Ruth Ellen Kuhnel and Richard Caywood were in attendance. There are
no changes from first reading.
Supervisor Church asked Ms. Kuhnel if there was anything challenging to
this ordinance. Ms. Kuhnel responded that the due diligence has been done, clearing
any surveying issues and everything was ready to go.
ORDINANCE 041415-5 TO APPROVE THE PURCHASE OF
1.0491 ACRES IDENTIFIED AS "LILA DRIVE," (TAX MAP NO.
027.06-05-13.00-0000) A PART OF THE PLANTATION ROAD,
BICYCLE, PEDESTRIAN AND STREETSCAPE IMPROVEMENT
PROJECT, HOLLINS MAGISTERIAL DISTRICT
WHEREAS, John Henry Huffman (the "Owner") is the owner of a 1.0491 acre
parcel known as "Lila Drive" (the "Property") which is geographically located within the
Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project ("Plantation
Road Project" or the "Project"); and
WHEREAS, by Action No. A-01 1315-4, the Board of Supervisors of Roanoke
County authorized the execution of a contract for the purchase of the property; and
WHEREAS, the Board of Supervisors and the Owner executed a contract on
January 22, 2015, with a contract price of $21,700, also the assessed value of the
Property- and
�;HEREAS, the contract provided the County with a three (3) month due
diligence period for examination of title, environmental and survey, which have now
been completed to the satisfaction of the County; and

WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition and conveyance of real estate interests be accomplished by ordinance; the
first reading of this ordinance to be held on March 24, 2015; and the second reading to
be held on April 14, 2015.
NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows -
1 . That the acquisition of the Property known as Lila Drive, a parcel of real
estate located on the Hollins Magisterial District (Tax Map No. 027.06-05-
13.00-0000) is hereby authorized and approved at the purchase price of
$217700.
2. That funds are available in the adopted budgets of Economic Development
(Public Partnership Fund Projects 102320-5850) and Community
Development (Corridor Improvements 102076-8930) to pay the costs of this
acquisition.
3. That the County Administrator or Assistant County Administrator are hereby
authorized to execute such documents and take such actions on behalf of
Roanoke County in this matter as are necessary to accomplish the acquisition
of this real estate, all of which shall be approved as to form by the County
Attorney.

TO REBECCA H. CARTER, TREASURER CLERK 11, UPON HER
RETIREMENT AFTER MORE THAN SIX (6) YEARS OF SERVICE
WHEREAS, Rebecca Carter was employed by Roanoke County on July 7, 2008-7
and
WHEREAS, Ms. Carter retired on March 1, 2015, after six (6) years and eight (8)
months of devoted, faithful and expert service to Roanoke County- and
WHEREAS, Ms. Carter, through her employment with �oanoke County, has
been instrumental in improving the quality of life and providing services to the citizens of
Roanoke County; and
WHEREAS, during Ms. Carter's tenure with Roanoke County, she has
consistently placed the needs of the citizens and other County employees above her
own; and
WHEREAS, Ms. Carter has proved herself to be an invaluable employee,
demonstrating her loyalty to the County and her personal beliefs by always being
present for work and demonstrating that responsibility and honor to society; and

WHEREAS, Ms. Carter provided a caring friendship to all of her co-workers
which transcended just a working relationship; and
WHEREAS, Ms. Carter provided a great since of humor and levity which
enlightened our days on many occasions, washing away the rigors of the work week.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to REBECCA H. CARTER for more than six (6) years of capable,
loyal, and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.

TO DANNY L. WALLER, MOTOR EQUIPMENT OPERATOR 11,
UPON HIS RETIREMENT AFTER MORE THAN SIXTEEN (16)
YEARS OF SERVICE
WHEREAS, Danny L. Waller was employed by Roanoke County on February 12,
1998; and
WHEREAS, Mr. Waller retired on January 1, 2015, after sixteen (16) years and
ten (10) months of devoted, faithful and expert service to Roanoke County; and
WHEREAS, throughout Mr. Waller's tenure with Roanoke County, he operated
heavy equipment to build and improve the park infrastructure and amenities through the
Capital Maintenance Program, operated trucks, tractors and implements to help
facilitate the agricultural program for tournament ballfields and premiere facilities,
operated mowers and tractors to maintain and improve the appearance of the grounds,
landscaping and ball fields; and
WHEREAS, he has been instrumental in maintaining safe and aesthetically
pleasing parks for the use and enjoyment of the citizens of Roanoke County and its
visitors.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to DANNY L. WALLER for more than sixteen (16) years of capable,
loyal, and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.

RESOLUTION 041415-e EXPRESSING THE APPRECIATION OF

DUANE PALMER, JR., POLICE OFFICER/CRIMINAL
INVESTIGATOR, UPON HIS RETIREMENT AFTER MORE THAN
TWENTY-EIGHT (28) YEARS OF SERVICE
WHEREAS, A. Duane Palmer, Jr., was employed by Roanoke County on July
26,1986 -and
WIHEREAS, Mr. Palmer retired on April 1, 2015, after twenty-eight (28) years and
eight (8) months of devoted, faithful and expert service to Roanoke County; and
WHEREAS, Mr. Palmer, through his employment with Roanoke County, has
been instrumental in improving the quality of life and providing services to the citizens of
Roanoke County; and
WHEREAS, throughout Mr. Palmer's tenure with Roanoke County, he provided
excellent service to the citizens of Roanoke County. Mr. Palmer served in multiple roles
to include Deputy Sheriff, Patrol Officer, Field Training Officer, SWAT officer, and
General Assignment Detective. Mr. Palmer spent the final thirteen (13) years of his
service in the Vice/Narcotics Unit where he made successful cases against numerous
drug suppliers. At times, Mr. Palmer operated as an undercover officer and was the
undercover officer for a murder for hire investigation in a neighboring jurisdiction. In
2014, Mr. Palmer was selected as the Roanoke County Officer of the Year by a group of
his fellow officers.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to A. DUANE PALMER, JR. for more than twenty-eight (28) years
of capable, loyal, and dedicated service to Roanoke County- and
FURTHER, the Board of Supervisors does express it� best wishes for a happy
and productive retirement.

RESOLUTION 041415-6.f EXPRESSING THE APPRECIATION
OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
TO PATRICK B. SHUMATE, CHIEF COMMUNICATIONS
OFFICER, UPON HIS RETIREMENT AFTER FOURTEEN (14)
YEARS OF SERVICE
WHEREAS, Pat Shumate was hired on November 6, 2000 and has worked as
the Chief Communications Officer during his tenure with Roanoke County; and
WHEREAS, Mr. Shumate will retire on March 31, 2015, after fourteen (14) years
of devoted, faithful and expert service with the County; and
WHEREAS, during his time serving Roanoke County, Mr. Shumate, has
supported both citizens and first responders through fire, floods, and earthquakes
leading the calm reassuring voices behind the radio and telephone. Mr. Shumate has
been a mentor to a whole new generation of Communications Officers and new leaders
in the Communications Center, participating in their selection and monitoring their
progress throughout their training. Pat's leadership provided seamless transitions and
uninterrupted service throughout the transition of the Public Safety Center location and
the reorganization from the Police Department to the Communications & Information
Technology Department. His knowledge and professionalism have been recognized by
his peers, police, sheriff, and fire; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County to PATRICK B. SHUMATE for fourteen (14) years of
capable, loyal and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.
On motion of Supervisor McNamara to adopt the resolution, and carried by the
following roll call and recorded vote-

IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS
Steven Hanes of 10250 Mill Creek Road in Bent Mountain, VA stated he
wanted to talk about MVP for just a moment. MVP is a large, industrial corporation and
is made up of several LLCs- it is not a public utility but is a corporation that is owned by
shareholders. At a receni Board of Supervisors meeting, Mr. Bedrosian posed a
question that he really did not understand and what context it came from. He asked if
the County could just deny the permit and the question was discussed, but does think it
was resolved and it was not the perfect time or place to resolve it, but it occurs to him

and he will be the first to admit that he does not know anything about zoning. The path
that MVP has selected through Roanoke County is almost entirely through, if not
entirely through agricultural or agricultural/residential areas. He does not even know if a
major industry like that has to apply for a zoning variance or change in zoning or if they
are denied that a variance, but it seems to him that if that were the case and that
process there would be good reason why we would want to consider denying the
request. It changes zoning in our agricultural and residential district. So, he is confused
because he does not really understand what it was we were asking about with regard to
permitting and would like to spend time later trying to find out what it was he was
asking. What kind of permitting would be required by MVP in order to get their project
through the County since it is a Federal process. He will find that out later, but wanted
to let the Board know his concerns about it. Recently, the Board appointed a citizens
advisory committee for the pipeline. He thinks that was a great idea and is proud to
serve on that committee and thinks it is going to bear fruit for the Board and really does
think it is coming together very well. He concern was that he does not want the Board
to think that because this committee is there that the Board should be waiting for input
from that committee to take positions and make up their minds about issues because
the committee process by its very nature takes some time for information to flow
through it and get recommended to the Board. This pipeline project is moving very
quickly. So, we could be dealing in history when current events are overtaking us. So,
all he is suggesting is let the committee be one source of information for the Board and
certainly there are lots of other sources.
Supervisor Church asked that Mr. Gates and Ruth Ellen Kuhnel look at the
permitting as it relates to the Mountain Valley Pipeline. Are there any avenues
available?
Roberta Bondurant stated following up on what Mr. Hanes just said, she
wanted to say that while we are working with the Advisory Committee, the concerns that
we see we hope that counsel and the Administrator and you folks could begin to get
ahead of. She advised she would keep coming to these meetings and adding
information, not necessarily in our capacity as advisory council members, but what we
hear from citizens to bring back to you as quickly as possible. She stated she is
optimistic but they do have answers, we started looking at Mr. Bedrosian's question and
can bring to Ms. Kuhnel apart from these meetings and try to facilitate information. She
stated she wanted to bring up one of the filings that Mr. Thompson sent to us as
advisory members. A citizen on Rocky Road on Bent Mountain saw the surveyors on
Friday. She writes to the advisory committee on the County website that she has a lot
of concerns, but her bottom line is that it is a sad day when officials have no say in
something as important and would like to say publicly and this is in your files, but would
give to the clerk, but that is absolutely not the case, not in case law and not practically
the case and we appreciate your involvement at this early date. We appreciate your
having filed the resolution with FERC this week. Along those lines, she did talk to the
surveyor on top of Rocky Road. This is an environmental surveyor from Technotec out

of Colorado; very helpful, informative in talking with her for twenty minutes or so on the
site before you get to the Adden Gap. One of the things that he explained and she went
back to one of her major concerns that she thinks is a unifying concern for us in every
one of our districts is the watershed. What he explained environmentally speaking in
getting down to a specific environment survey of the property going towards the
information that he gives to FERC on these specific parcels, there are two (2) major
ways they mitigate, neither of which necessarily helps the landowner. The mitigation
can be toward the mitigation bank, a financial bank set aside for the State of Virginia or
other entities or it can be the purchase of MVP of another really nice piece of property,
not necessarily associated with that particular site or region. MVP possibly could
purchase a piece of land over on the coast or a parking lot in the County something to
that effect. Really, she has heard it said it is a measure of shelving and discreet in
terms of what mitigation really is. The irony of that is the landowners on Bent Mountain
and in the area have actually paid and been threatened with significant fines by DEQ for
themselves trying to upset land that is their own that is technically part of the fragile
watershed; threatened with something regular citizens could not handle perhaps a
$50,000 fine for trying to shore up wetland that might be draining a lot of dirt into the
creek or that you just want to secure your own property from heavy rains and drainage
and they cannot do that in costly measure for themselves without a really significant
fine. She sees that as really quite an irony when a private company and Federal
government by eminent domain ultimately can effect such a taking when we cannot do
a minimal piece of work here by ourselves. She wants to add that there is a piece of
press from MVP that indicates further concerns about our ability to protect that
watershed. A recent announcement by MVP about limited liability corporations and it
gives further concern about who is left holding the responsibility if there is any
responsibility to shore up that property after construction. Who is going to be held
accountable? You know the first player here, MVP, has significant concerns with
criminal allegations for poisoning other watersheds.

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Church stated his most favorite time of the year, March
Madness is over, but he did pick the Duke Bluedevils and he just missed the score by
eight points and he had Kentucky playing them and Duke beat Kentucky. Baseball is
second favorite time and wants to say thank you to our employees; they do a great job.
You have a budget dilemma, every year is a budget dilemma in some way shape or
form and we have a lot of work still left, but for all of you that are spending extra time
and crunching the numbers and trying to make things more workable, thank you.
Supervisor McNamara stated he wanted to make everyone that is
watching aware, assuming you don't watch a repeat of this Board meeting sometime
after Thursday, April 16 th is the anniversary of the Virginia Tech shootings. Charlotte
Moore our Supervisor from the Cave Spring District, has worked with the County police
and there is going to be a meeting this Thursday, April 16, 2015 at 7-00 p.m. at the
South County library and the meeting is focused on being prepared for these types of
events- not scared, but prepared. He stated he thought it would be very interesting and
sometking that would be of interest. Please come out and find out how your family and
friends can be better prepared in the unlikely but possible event that there is a hostile
situation. Roanoke County spends a good deal of time, our Emergency Services
personnel and Police, preparing for these types of events and they are going to share
some of that information. Secondly, he understands that the State Board of Elections
has decided on the 14 th of April to say that our voting machines are not sufficient to be
used in future voting situations. He knows Botetourt is counting ballots by hand. We
can respect their decision and Roanoke County will be prepared. He assumes we will
count by hand for a primary; the only primary that he is aware of is the Republican
primary for the House of Delegates. So, that probably can be done by hand. Certainly
by the fall we will be buying new voting machines. He just wanted to thank, tongue in
cheek, it is good they are evaluating voting machines. He wonders what new
information they had today that they did not have three months ago or six months ago
so that we might better plan for our budgets. Voting machines for our locality are
somewhere in the $400,000 ball park. Funding for new voting machines was in one
version of the budget from the State. It did not end up in the budget. The State Board
of Elections voted, he thinks they are appointed versus elected and they are changing
our budget by $400,000, essentially a month before we are going to adopt a budget. He
does not think we should be real happy about that and he personally is not, but we will
adapt and we will come to a solution and we will have a budget a month from now.
Supervisor Peters stated he wanted to also spend a little time recognizing
a group of our folks that have worked a lot this past week, our Fire and Rescue
Department. He believes there has been four (4) brush fires and he was able to run a
call last week over in Halifax Circle over in Vinton for a house, structure fire. As he
stood, the only volunteer that day, amongst all the folks that was there putting out those
fires and everything they are doing he believes a lot of time is taken for granted in the

job they are doing and the responsiveness they give to all of our citizens and he wanted
to publically say "thank you." Not only is he referring to a structure fire, but when we
have Poor Mountain on fire and a brush fire in Explore Park and a brush fire over in
Catawba over next to Craig County. They are protecting a lot of space for us; a lot of
land and that is something we should not take for granted. Also, on the same note he
wanted to thank all of the employees because without them nothing would get done.
We really appreciate everything that you do. He recognized Megan who he has worked
with so many years on the Hollins Road Project and he is glad to see it coming together
because he thinks it will be a great addition to that area out there. Again, thank you to
all our employees, our citizens- he appreciates all the emails that we do receive. He
does read all of them-, keep the;� coming as he appreciates your input on the Mountain
Valley Pipeline.
