The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the second Tuesday and the first
regularly scheduled meeting of the month of July 2015. Audio and video recordings of
this meeting will be held on file for a minimum of five (5) years in the office of the Clerk
to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order an invocation was given by Pastor
James Calloway of Bethlehem Baptist Church. The Pledge of Allegiance was recited by
all present.
IN RE: CALL TO ORDER
Chairman Peters called the meeting to order at 3-03 p.m. The roll call was
taken.

IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS
1. Recognition of EMT Lindsey Arnold and EMT Emma Duff, both
of the Cave Spring Rescue Squad for having each received a
Western Virginia Emergency Medical Services Regional Award
for Outstanding Contribution to EMS (Joey Stump, Acting Chief
of Fire and Rescue)

Recognition was given. Robert Logan, Executive Director of the Western
Virginia EMS, outlined the award. In attendance were Joey Stump, Acting Chief of Fire
and Rescue; Lindsey Arnold, EMT; Emma Duff, EMT; and Billy Duff, Battalion Chief.
Both winners thanked the Board and Chief Stump for recognition. All Supervisors
offered their congratulations and thanks.
IN RE: BRIEFINGS
1. Briefing to update the Board of Supervisors on the Mountain
Valley Pipeline (MVP) Project (Richard L. Caywood, Assistant
County Administrator)
Mr. Caywood explained the map that was provided in the Board Report to
indicate the three different routes. He indicated MVP has created a new Alternate 135
route, which is further south from the original route. The new route effects more parcels
in both Montgomery and Roanoke Counties.
It is his recommendation to send a letter to the Federal Energy Regulatory
Commission (FERC) asking for an explanation of the change. Maps will be posted to
the website.
With regard to Camp Roanoke, staff has received request for survey
access, which was originally denied. Staff has decided to allow survey access because
of public safety issues with the children at the Camp.
Supervisor Church thanked Mr. Caywood for yet another map. This is the
same problem with the project from the beginning, constantly changing. He noted that
we have not had correct information since it started; is it by design? He added that he
agreed with the decision regarding Camp Roanoke.
Chairman Peters asked Mr. Caywood why not use all the right -of ways.
FERC as an agency requires co -locating with existing utilities and why they are not
selected. The reason that he has been given is that many of our power cables are on
ridgetops. Pipes would be climbing up and down. He added that staff received
additional information today that FERC is pushing MVP and Dominion to study or look
at whether these two projects can share. The burden is on them to show why they
cannot.
Chairman Peters stated his second question was regarding the
transmission of this gas is to go overseas. How are they able to take a private
company and use the resources delegated to the federal government such as eminent
domain? There are using that resource for their own profitability. He then asked how
this was possible. Mr. Caywood stated he could not speak to the legal aspects other
than to state this is still an issue of controversy because of the FERC hearing in
Montgomery County where the FERC representative emphatically stated the pipe was
not to be used in that fashion. He advised since this is such a controversial issue, he is
not sure what the definitive answer is, but there is a separate process that has its own

approval process. Chairman Peters stated he is not against pipelines, but when you
are using it for a company's profit, what is next?
Supervisor Bedrosian stated he felt there were two issues. One is for
public use that we have discussed often and the ability to use eminent domain. The
second issue regarding exporting it overseas or not using it here in the United States- is
it excluded? Mr. Caywood explained staff is trying to better understand the differ�nt
elements of that decision making process through the federal government. Through the
FERC process, you would have to prove a certain public need and how they are
satisfying or serving that public needs. If the standard is met and the FERC approved
then you have the authority to then exercise eminent domain under the federal statutes.
Supervisor Bedrosian then asked is that US public or world public? Mr. Paul Mahoney,
County Attorney responded there is another set of standards a corporation or entity that
wants to export must meet. At this point, must is speculative. At this stage, it is still a
scoping process, no formal application has been filed. We anticipate the application will
be filed sometime in the early fall. Hopefully, at that stage, some of these items will
become clearer.
Supervisor Church stated he is concerned about the numbers, i.e.
economic benefit. He would like to see these numbers verified. He directed Mr.
Caywood to go back to the committee to push for verification.
2. Briefing on the Roanoke County agenda process (P. Jason
Peters, Chairman, Roanoke County Board of Supervisors)
Chairman Peters advised there has been some concerns and turned the
meeting over to Supervisor Bedrosian who stated he is the one who had brought this
up. He indicated he felt it was the Board's responsibility to educate the public. He has
received questions concerning how items come before the Board. So, he asked for a
briefing to explain how these items are brought forward. He knows it is between the
Chairman and the County Administrator.
Chairman Peters indicated this is covered under Section 2.113 of the
Roanoke County Code that directs the following specific agenda components be
included- opening ceremonies, requests to postpone, add to or change the order of
agenda items, proclamations, resolutions, recognitions and awards, briefing, new
business, request for public hearings and first reading of rezoning ordinance -consent
agenda, second reading of ordinances, appointments, consent agenda, citizens
comments and communications, reports, work sessions, closed meeting or session (as
required), public hearing and first reading of ordinances, public hearing and second
reading of ordinances, public hearing and second reading of ordinances, reports and
inquiries of Board members and adjournment. Under Section 2-114 (a) of the Roanoke
County Code directs that "The chairman of the board and the county administrator shall
establish the agenda for each meeting, arrange a list of the matters to be considered

according to the order of business, and shall see that all items are properly coordinated
and prepared. All reports, communications, ordinances, resolutions, action items,
contract documents, or other matters to be submitted to the board will be prepared by
the appropriate department and reviewed and approved by the county administrator.
The finance director, or his/her designee, shall review all matters for their fiscal impact,
and certify the sufficiency of funds or recommend a source of supplemental
appropriation. Ordinances, resolutions, contract documents or other matters requiring
action by the County Attorney shall be submitted to the county attorney, or his/her
designee, for preparation or review, as necessary. The Clerk to the board shall assist in
the preparation of the agenda and shall furnish each member of the board, the county
administrator and the county attorney with a copy of the same at least twenty-four (24)
hours prior to the board meeting and as far in advance of the meeting as time for
preparation will permit." In a nutshell, the Chair and Administrator get together and
review. For example is the South Peak issue, which Supervisor Bedrosian asked that it
be on this meeting and he denied it. The reason for that as Chairman he requested that
we have a work session first and have a briefing the first of August because as newer
members of the Board, we were not here when the CIDA was established and the
County Attorney was the "mastermind" behind it had been on vacation. This is how it
works and how we set up our Board agenda. Items do come from Board members to
the Chairman, who ultimately makes a decision.
Supervisor Bedrosian commented to the public that during this whole
process we may email and discuss items we want on the agenda. So, if constituents
want something discussed, let us know because that is how we get it to the Chairman to
have it on the agenda. It is very important with the type of government we have,
representative republic that we need to do that. Additionally, the draft agenda comes
out several days in advance so we can look at that and if people need or want to know
in advance of the meeting, please let us know. He felt it was important to discuss those
things. Also, with regard to the Consent Agenda is that some of the issues fall under
the Consent Agenda and we do not vote on each one. They can be pulled off for further
discussion. These are normally routine items. He asked the constituents and the public
to let them know about things that are on your minds and want to be brought up.
Supervisor McNamara stated he wanted to re-emphasize that the agenda
preparation and process is part of the Roanoke County Code and is something that was
adopted by the Board and modified last year a fair amount. It is something that is a fluid
document and can be changed and is essentially the rules that we, as five (5) members
of the Board have decided we are going to utilize to effectively and functionally run our
meeting. They can be changed by a vote.
IN RE: NEW BUSINESS
1. Request to amend the Procurement Policy for the County of
Roanoke (Ashley King, Purchasing Manager)

Ms. King outlined the request to match the procurement levels to the
State.
Supervisor Bedrosian asked what do you think someone would find
objectionable about doing this and what are the safeguards that we have in place.
Auditing was mentioned. If someone asked why we are giving all this authority what
would be your response. Ms. King responded that purchasing is one hundred percent
(100%) transparent in everything they do. Purchasing is here to provide information to
vendors, citizens and anyone else in the general public who would like to see the
processes that they go through. Just because the limits are increased does not mean
people are able to physically spend more money because they are tied to the budget
approved by the Board. Additionally, records are audited internally and externally.
There is a large vendor data base and purchasing is committed to providing the most
competitive processes as possible.
Supervisor Bedrosian inquired if losing anything in terms of not being
competitive before and does anything limit the competition between vendors when we
need a product or service. Ms. King responded in the negative. She added that all
departments will be trained to have a greater pool of vendors. Supervisor Bedrosian
remarked that he found this a positive item.
Supervisor Church stated he feels that Ms. King demonstrated in the work
session the safeguards that are in place and this is basically a step to bring us up to par
with others, especially the State.
On motion of Supervisor Church to amend the Procurement Policy for the
County of Roanoke, the motion carried by the following recorded vote-

IN RE: FIRST READING OF ORDINANCES
1. Ordinance appropriating funds in the amount of $384,000 to
purchase voting machines and equipment (Judith Stokes,
Registrar)
Ms. Stokes outlined the ordinance and the request for funds. In
attendance with Ms. Stokes were Ron Keith Adkins and Dana Martin of the Electoral
Board.
Chairman Peters asked if there was still no funding from the State, even
after touting the revenues from yesterday with Ms. Stokes responding in the negative.
Supervisor Church stated we are facing a must do situation. He stated
he was glad to see the Electoral Board.

Supervisor Bedrosian inquired when was the last time machines were
purchased with Ms. Stokes advising in June of 2004. Before that it was the lever
machines, which weighed 725 lbs. each. She advised citizens want a way to show or
track their vote and prove a paper trail.
Mr. Adkins gave a brief overview.
Supervisor Bedrosian inquired if the citizens will receive a receipt with Ms.
Stokes responding in the negative. He indicated it was his suggestion to start saving
money because with technology being what it is, these machines will be obsolete in five
(5) years.
Chairman Peters inquired if the funds were budgeted with Mr. Gates
advising in the negative stating he was overly optimistic that the funds would come from
the State.
Supervisor Peter's motion to approve the first reading and to establish the
second reading and public hearing for July 28, 2015, was approved by the following
vote -

IN RE: APPOINTMENTS
1. Parks, Recreation and Tourism Advisory Commission (appointed
by District)
Supervisor Church recommended the reappointment of Donna Wooldrige
to an additional three-year term. Confirmation was added to the Consent Agenda.

TO DAVID J. HUNT, REFUSE COLLECTOR, UPON HIS
RETIREMENT AFTER MORE THAN TWENTY-FIVE (25) YEARS
OF SERVICE
WHEREAS, David J. Hunt was employed by Roanoke County on September 18,
1989, and has served as a Refuse Collector during his tenure; and
WHEREAS, Mr. Hunt retired on July 1, 2015, after twenty-five (25) years and ten
(10) months of devoted, faithful and expert service to Roanoke County; and
WHEREAS, Mr. Hunt, throughout his employment with Roanoke County, has
been instrumental in improving the quality of life and providing services to the citizens of
Roanoke County; and
WHEREAS, throughout Mr. Hunt's career with Roanoke County, he worked
diligently to maintain the cleanliness of his routes. His fellow employees found him to
be pleasant and hardworking and always willing to go the extra mile. Mr. Hunt received
several letters of appreciation from the citizens during his tenure with the county- and

TO BETH J. GUERS, SYSTEMS ANALYST, UPON HER
RETIREMENT AFTER TWENTY YEARS (20) YEARS OF
SERVICE
WHEREAS, Beth J. Guers was employed by Roanoke County on June 5, 1995,
and has served as a Systems Analyst during her tenure; and
WHEREAS, Ms. Guers retired on July 1, 2015, after twenty (20) years of
devoted, faithful and expert service to Roanoke County; and
WHEREAS, Ms. Guers throughout her employment with Roanoke County, has
been instrumental in improving the quality of life and providing services to the citizens of
Roanoke County; and
WHEREAS, throughout Ms. Guers' career with Roanoke County on the
Information Technology application development team, she provided excellent
development and support for Utility Billing, Personal Property and Real Estate Tax
Billing applications, as well as programming for forms and reports. She devoted many
hours to conversion and testing for the migration from HP to the Munis system, and
every system upgrade. She performed her work with patience, dedication, and able
assistance to her co-workers and the system users in the Commissioner of Revenue,
Clerk of Court, Finance and Roanoke and Town of Vinton Treasurer's offices. Ms.
Guers was a trusted resource for business process knowledge provided to supported
departments and application vendors. She maintained a level of calmness at all times
and was always prepared with explanations or information when needed, or a smile or
project anecdote for anyone stopping by. She will be missed by all of her team and co-
workers- and
�IHEREAS, Ms. Guers fostered communication between the employees and the
Administration by serving on the Employee Advisory Committee for nineteen years and
therefore was involved in multiple joint collaborations with Human Resources during

transitional times for health care implementations, benefit changes and/or additions and
many key employee programs during her time on the Employee Advisory Committee.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of

of Roanoke County to BETH J. GUERS for twenty (20) years of capable, loyal and

WHEREAS, Todd Maxey was employed by Roanoke County on April 23, 1984,
and has served as Firefighter/EMT, Fire Lieutenant, Fire Captain, Battalion Chief -
Operations, Division Chief -Operations and Deputy Chief — Support and
Communications during his tenure; and
WHEREAS, Mr. Maxey also served as a hazardous materials team leader and
completed the Virginia Department of Emergency Management Hazardous Materials
Technician and Specialist programs.
WHEREAS, Mr. Maxey retired on July 1, 2015, after thirty-one (31) years and
two (2) months of devoted, faithful and expert service to Roanoke County; and
WHEREAS, Mr. Maxey, throughout his employment with Roanoke County, was
dedicated to improving the quality of life and providing services to the citizens of
Roanoke County; and
WHEREAS, Mr. Maxey was, throughout his career with Roanoke County,
instrumental in the delivery of several training programs within fire and rescue especially
in the area of firefighter safety. Most notably he led the program delivery of all personnel
through the MayDay program; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to TODD MAXEY for more than thirty-one (31) years of capable,
loyal and dedicated service to Roanoke County- and

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Bedrosian stated with the Presidential elections going on
constantly on the radio, he keeps hearing about illegal immigration. This does not sound
like a local topic, but he did want to bring this up because he thought it was very
important. He has had a lot of discussion with people on this whole issue of illegal
immigration and the bottom line when you look at it is that everybody thinks it is a
national issue or a state issue. The reality is you have illegal immigration and he wants
to stress the word illegal because he thinks that also gets very confusing. When you
have illegal immigration where do people go? They go to towns and cities and counties
so he thinks illegal immigration is actually a local issue. You will just have to bear with
me because there is something he wants from some of the Directors when he finishes
talking about this. Many of you may or may not know, he lived overseas until he was

sixteen (16) years old. So, he comes from a third generation Greek/Armenian. His dad's
father was Armenian from Armenia and his mom's side are his great grandparents on his
mother's side are from Greece. So, he lived overseas and was born on an island in the
South Pacific, the same day as Barack Obama was born in Hawaii. He was born on an
island in the South Pacific, moved to Thailand for seven (7) years and lived in Greece for
nine (9) years. So, he came to the States when he was sixteen (16) years old. He just
prefaces that because sometimes when you talk about illegal immigration everybody
says, "ugh, no immigration." He is a product of immigration, but he thinks this is
important because we have laws in America and when we talk about illegal immigration
he is talking about people that break the law. We sometimes try to mess it together with
just immigration coming in and he thinks it is very important for the sake of everybody in
America so that we do not get into a civil war on this issue. Let's separate the two
between immigrants, who have come here and abided by the laws that we have in the
United States and illegal immigration, which by definition is a criminal activity and is a
crime. He thinks this is very important. He stressed this today because he wants to see
basically our law enforcement have to probably deal with this, our social services and our
schools. Those are kind of the three areas in a County like Roanoke where those types
of things will happen. So, at our next meeting, he would like to have a report back and
also like our County Attorney to get involved because he is not exactly sure of what the
laws are specifically handed down by the federal government that say if you encounter
issues of illegal immigrants doing this, again stressing illegal, people who have broken
the law, what we do about that. Do we do something about it? What is it that we do?
This effects our schools, our social services group and law enforcement. So, we would
like a briefing from each one of those department heads. Are there any issues, are there
any trends in this and what is Roanoke County doing about it to make sure that we
protect our citizens, our taxpayers. He would like to see this on the agenda for the next
meeting.
Supervisor Church thanked the Community Development Department, Mr.
Gates and Mr. Caywood indirectly, we have had quite a few situations over the last few
months and it is going like a well-oiled machine with meetings with our people in regard
to stormwater management. He wanted to say thank you particularly to Tarek Moneir,
Arnold Covey and others. Sometimes we forget to say thank you loud enough. They
have been very instrumental in getting things done in his area.
Chairman Peters stated on June 25 th he and Supervisor Bedrosian
attending a ribbon cutting for the new Chick-fil-A in Bonsack. He has talked to the
manager several times and things seem to be going very well. He knows one of the
concerns was the traffic and so far everything seems to be moving pretty well. On July
1st, he and Supervisor Moore attended the Police Department's 25 th anniversary and he
thanked the Police Department for all that they do. He stated he believes we take the low
crime rate and the protection our Police Department gives us every day for granted. It
doesn't take long to look at what is happening in Ferguson or Baltimore or the gentleman
that goes into a church and takes the lives of nine (9) innocent Americans. He also says

you cannot govern hatred. You can pass all the laws in the world; it does not stop
people from doing these types of crimes. Our Police Department does a great job. He
had the opportunity to ride with them and spend time with Chief Hall and his folks. He is
very data driven and is getting good results from it. The last thing he has today is over
the course of the last three (3) years, six (6) localities came together for an Industrial
Authority. We were presented in a work session the results of a study and he would like
to direct the County Administrator to notify all the localities involved. He would like to
have a meeting with all those elected officials, because he thinks one of the worse things
we could do, when talking about being a good steward of taxpayer money, would be to
pay over $50,000 and let that report sit on a shelf. It would behoove us to come together
as all the elected bodies to review what is in the report, the viability of some of the
properties and make a decision of where we go from here. We owe it to the taxpayers
and to our citizens in creating lasting jobs in the valley and to continue to show our
commitment for Economic Development. He received a note earlier and this is for the
folks in the Vinton area district. We are beginning a business survey that is being
conducted by the Vinton Chamber of Commerce and we are asking for as many
business people to get involved with as we try to shape the things that are going on in
that area. So, anyone listening from the Vinton area, if you cannot find it from the Vinton
website, check out the Chamber of Commerce and he is sure they can get you to the
correct site.
IN RE: CLOSED MEETING
At 4-13 p.m., Supervisor Peters moved to go into closed meeting
following the work sessions pursuant to the Code of Virginia Section 2.2-3711 A 29. To

adopt the certification resolution.
RESOLUTION 071415-3 CERTIFYING THE CLOSED MEETING
WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by
the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each member's
knowledge:
1 . Only public business matters lawfully exempted from open meeting
requirements by Virginia law were discussed in the closed meeting which this
certification resolution applies; and
2. Only such public business matters as were identified in the motion convening
the closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
On motion of Supervisor Peters to adopt the resolution, and carried by the
