The Board of Supervisors of Roanoke County, Virginia met this day for the
purpose of a joint work session with the Roanoke County School Board. There is no
audio recording of this meeting.
IN RE: CALL TO ORDER
Chairman Greenway and Chairman McNamara called their respective
boards to order at 5:35 p.m.

IN RE: REVIEW OF ROANOKE COUNTY SCHOOLS 2016-2017 ADM AND
DEMOGRAPHIC DATA
Chairman Greenway gave a brief overview turned the meeting over to
Penny Hodge for a PowerPoint presentation. Ms. Hodge noted this was the first
demographics study ever done.
Supervisor Bedrosian stated home schooled and Christian school
enrollment is going up; do the school look at that with Ms. Hodge responding in the
affirmative.
Supervisor Peters asked about credits on the federal level; is it realistic
with Ms. Hodge responding it is like looking into a crystal ball.
Supervisor Bedrosian asked if there was data indicating where the
students were coming from with Dr. Kicely responding that he will look into. Supervisor
Bedrosian then asked about the percentage live in another area and go to school in the
County.
Supervisor McNamara asked if they will change the numbers with Ms.
Hodge responding in the negative. Staff will do a comparison update every year.
Supervisor Wray stated looking at the 419 Corridor Plan, and the need to
possible change moving forward.
IN RE: PRESENTATION AND DISCUSSION OF ROANOKE COUNTY PUBLIC
SCHOOLS FISCAL YEAR 2018-2027 CAPITAL IMPROVEMENT
PROGRAM REQUEST
Ms. Hodge explained that staff needed data, so they had commissioned
Perkins and Wells for a school study. Last piece was to evaluate the physical
condition in order to protect the existing investment. School Board member Butzer
prepared a study and added there is an actual project behind every dollar that is being
requested. The projects are based on study and are Cave Spring High School, William
Byrd High School, Hidden Valley Middle School, Burlington Elementary School, Glenvar
Elementary School, W. E. Cundiff Elementary School, Glen Cove Elementary School,
HR & Payroll Software System.
Supervisor McNamara asked with regard to Cave Spring High School, do
you need the costs in year 2. Ms. Hodge responding starting 7-1-2018, funding would
be done in the fall.
Supervisor Peters commented putting projects off to match an antiquated
formula bothers him. What is the cost of doing business? Rates will be going up, we
are in a raising rate environment, construction costs and interest rates. Five years to

fund one project. Dr. Killough commented these are valid points, but have been trying
to live within the plan.
Supervisor McNamara stated he is not in agreement with debt escalation;
need discipline.
Supervisor Peters commented the County has more facilities than the
schools do and when we build we do it right. Are we making sure we have enough
funding in the maintenance stream that we have to put more dollars in? School Board
Member Mike Wray stated there is $1 million in capital maintenance.
School Board Member Greenway stated he is almost afraid to change the
existing plan, but they are going to outgrow the $10 million and will need to address.
"Let's not mess up a good "marriage."
School Board Member Jerry Canada noted what does each side
contribute. They only way to change the formula is to change the payback.
School Board Member Tim Greenway commented they need to have a
disciplined approach; spend what they have and let the next Board spend what they
have.
Supervisor Peters commented that schools are a major part of Economic
Development.
Dr. Killough commented they wanted to keep the teachers comparable as
they did last year.
Spectrum Designs provided a PowerPoint presentation on the suggested
changes to Cave Spring High School.
IN RE: OTHER ITEMS
Both Boards agreed to hold their next joint meeting at 5:00 p.m. on June
27, 2017, at the Roanoke County Administration Building.

Chairman Greenway and Chairman McNamara adjourned the meeting at
