HomeMy WebLinkAbout4/25/2017 - Regular April 25, 2017 183 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being the fourth Tuesday and the second regularly scheduled meeting of the month of April 2017. Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order an invocation was given by Pastor Josh Coldren of Crossroads Church. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Chairman McNamara called the meeting to order at 3:03 p.m. and advised the evening session had been continued to May 23, 2017, at the request of the petitioner. The roll call was taken. MEMBERS PRESENT: Chairman Joseph P. McNamara, Supervisors George G. Assaid, Al Bedrosian, Martha B. Hooker and P. Jason Peters MEMBERS ABSENT: None STAFF PRESENT: Thomas C. Jacks, Chief Deputy Clerk to the Board IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS There were none. IN RE: REQUEST FOR PUBLIC HEARINGS AND FIRST READING OF REZONING ORDINANCES - CONSENT AGENDA April 25, 2017 184 1. The petition of Lexington Falls, LLC to rezone approximately 1.67 acres to amend a proffered condition on property zoned C-2CS, High Intensity Commercial, District with conditions and special use permit and to rezone 0.68 acre from C-1, Low Intensity Commercial, District to C-2, High Intensity Commercial, District. The amended proffer references general conformance to a revised concept plan showing additional parking and a new access drive on Burlington Drive for an existing Bojangles restaurant. The property is located at 6065 Peters Creek Road and in the 6100 block of Burlington Drive, Hollins Magisterial District Supervisor Bedrosian’s motion to approve the first reading and set the second reading and public hearing for May 23, 2017, was seconded by Supervisor Peters and approved by the following vote: AYES: Supervisor Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None IN RE: FIRST READING OF ORDINANCES 1. Ordinance accepting and appropriating $200,000 to the Roanoke County Public Schools from the sale of surplus computer equipment (Michael Lawrence, Network Manager; Mark Trull, Systems Analyst, RCPS; Rebecca Owens, Roanoke County Director of Finance) Mr. Lawrence outlined the request for this ordinance. There was no discussion. Supervisor McNamara’s motion to approve the first reading and set the second reading for May 9 2017 was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisor Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None IN RE: CONSENT AGENDA RESOLUTION 042517-1 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM I- CONSENT AGENDA April 25, 2017 185 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: That the certain section of the agenda of the Board of Supervisors for April 25, 2017, designated as Item I - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 4 inclusive, as follows: 1. Approval of minutes – February 28, 2017 2. Request to accept and allocate grant funds in the amount of $6,964.40 from the Virginia Office of Emergency Medical Services for the purchase of a Physio Lucas 2 Mechanical CPR Device for use on cardiac arrest patients 3. Resolution expressing the appreciation of the Board of Supervisors of Roanoke County to Kyle E. Schirmer, Police Officer-Sergeant, upon his retirement after more than twenty years of service 4. Confirmation of appointment to the Roanoke Valley Greenway (At-Large); Local Office on Aging (LOA) (At-Large) On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Peters and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None A-042517-1.a RESOLUTION 042517-1.b EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO KYLE E. SCHIRMER, POLICE OFFICER-SERGEANT, UPON HIS RETIREMENT AFTER MORE THAN TWENTY (20) YEARS OF SERVICE WHEREAS, Sergeant Schirmer was employed by Roanoke County on March 10, 1997; and WHEREAS, Sergeant Schirmer retired on April 1, 2017, after twenty years and one month of devoted, faithful and expert service to Roanoke County; and WHEREAS, during Sergeant Schirmer’s tenure with Roanoke County, he served as a Police Officer in the Uniform Division, K9 Handler, Police Officer II and Police Officer-Sergeant and served with professionalism and dedication in providing services to the citizens of Roanoke County; and WHEREAS, during Sergeant Schirmer’s time with the Roanoke County Police Department, he was assigned as the administrator of the Mobile Data Terminals used in each patrol vehicle. Sergeant Schirmer later became the administrator of the in-car video cameras and was instrumental in selecting the cameras currently used in each April 25, 2017 186 car. He developed the first curriculum for report writing at the Roanoke County Criminal Justice Academy and served on several Roanoke County committees. Sergeant Schirmer introduced the Virginia Law Enforcement Assistance Program to the Police Department that provides stress management to officers after critical incidents. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to KYLE E. SCHIRMER for more than twenty years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Peters and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None A-042517-1.c IN RE: REPORTS Supervisor McNamara moved to receive and file the following reports with Supervisor Hooker seconding the motion. Treasurer's Statement of Accountability per Investment and Portfolio Policy as of March 31, 2017 IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS April 25, 2017 187 Supervisor Peters stated he had a couple of things he wanted to touch on. One, he would like to recognize Tracy Broughman, who is one of our Mt. Pleasant Elementary School teachers. She has won the 2017 Golden Apple Award and he would like to congratulate her on that. Also, this is the first year that Roanoke County has worked with EMT’s to train new EMTs and there was an article in the Roanoke Times th back on the 19, he believes it was that noted this was a very successful program and he is glad to see the schools stepping up to replenish first responders. As we all know, volunteers have fallen by the wayside for the last several years and he is glad to see someone come in to fill the gap. Lastly, we have had a little bit of rain over the last few days and he knows our Public Safety staff has been working very diligently and he would like to thank them and all of our staff for what they do. Supervisor Bedrosian stated he would like to congratulate his daughter. She has been studying to be a paramedic for the last couple of years and had to do a stint up in Baltimore in the Emergency Room and wanted to come down here to ride with the ambulance. She needed 200 something hours riding down. A gentleman by the name of Rob Logan, he would like to thank also, he is on our EMT Counsel and spoke with Chief Simon to allow his daughter to do some volunteer time. Although this was not in Roanoke County, she actually did it in the City of Salem. She just finished up her ride time and totally enjoys it, so congratulations to his daughter and maybe will be a new paramedic in the Valley soon, which would be great. Also, he also wants to speak for the unborn and always makes a plug because so often they are forgotten. This community of ours is a strong pro-life community and he always challenges those in our community and especially the United Way to stop their support of Planned Parenthood, putting money into Planned Parenthood. They do a lot of good things, but one of those things is giving money to Planned Parenthood and a lot of people in the valley wish they would not, so, he does continue to talk about that. Also, to make sure our citizens are very aware of the budget we are soon getting ready to pass and just make sure they are aware. Unfortunately, not many come to the meetings to listen anymore, but many do watch online so good for those that do that and get involved in our government. Supervisor McNamara stated he did want to single out Economic Development for a few things. We postponed today; we did not postpone, but the exciting new first development he guessed you could say since we started looking at the Re-Imagine 419 is the Lewis Gale ER complex at the corner of Ogden and 419. The announcement was supposed to be today and the groundbreaking was supposed to be today, but Mother Nature had different ideas, but it is a project that is going to happen and it is pretty exciting. It is taking a 1950’s era building that looked like it was a 1940’s era building and replacing it with a pretty attractive facade and building that will fit well into what we want for our long-term goals and objectives for that area. Congratulations on that and also congratulations to Roanoke County who participated in Tech Night last Friday night. It is really fabulous the amount of things that are going on in the valley and by the valley, he is referring to Roanoke County, Roanoke City and down the road to April 25, 2017 188 Blacksburg as well. A lot of really exciting things, Roanoke County participated in the awards, which were pretty exciting and there are a lot of things happening. So, we can certainly be proud of the job that the Economic Development Crew has done and keep on going. th At 3:13 p.m. Chairman McNamara recessed to the 4 floor for work session. IN RE: WORK SESSIONS 1. Work session to review with the Board of Supervisors the proposed fiscal year 2018-2027 Capital Improvement Program (CIP) (Thomas C. Gates, County Administrator; Christopher R. Bever, Director, Management and Budget) Mr. Gates provided an overview and turned the meeting over to Mr. Bever for the PowerPoint presentation. Supervisor McNamara asked if the total for fiscal 2019 was Schools or County with Mr. Bever responding the County. Mr. Gates advised staff has added an additional page (Page 42) to the presentation that showed the proposed fiscal year 2018-2027 CIP funding for Cave Spring High School funding. Supervisor McNamara indicated there needs to be an updated CIP and thinks the schools should be able to find $2 million. He added that he does not have a huge issue moving the $2 million versus delaying. He indicated that the bigger problem is taking the $10 million, which are School funds and the Public Safety Center would be delayed to 2021. Mr. Gated advised the program forces discipline. He indicated there was no way they could approve the Public Safety Center next fiscal year. Supervisor Hooker asked about delaying the Public Safety Center with Rob Light, Director of General Services advised the building is in the flood plan and already have had two significant flooding events. He added that the Center needs a new HVAC system and a new roof. He indicated that the stormwater conveyance system will manage a two-year storm. We had two last year. It flooded the entire office space. In addition, the culverts into Mason Creek black flow into the site. Supervisor Hooker then asked for a cost to do the needed repairs with Mr. Gates responding staff would prepare. He indicated an analysis for alternative locations has been done. Funds are in fiscal 2018. April 25, 2017 189 Supervisor McNamara commented to make sure we are only talking about one year and not four years. He does not have a problem with a change in amount for bond; does not feel it is critical. Mr. Gates responded that it is important. Employees have lived in this building for quite some time and do we delay another year for strategy? Mr. Gates added staff will go back and discuss with the schools the manner in which they will address what has just been raised and will advise the entire Board. Supervisor McNamara asked if it would make a difference on the opening of Cave Spring with Mr. Assaid responding I the affirmative and indicated the number if $5 million not $2 million. He then asked Mr. Gates if we split the borrowing with Mr. Gates responding in the negative. Supervisor Peters then asked about William Byrd with Mr. Gates responding will need to discuss with staff and if an issue will bring back to the Board. Mr. Gates then asked if the Board would have staff delay the Public Safety Center. Supervisor Hooker advised she would like to have more discussion. Supervisor Assaid stated if the schools modify their CIP and they ask for a $30 million appropriation for borrowing because it is only April or May, there is no impact on their operating budget. Mr. Gates responded the issue is do you have sufficient authority to finalize the contracts. Mr. Assaid advised if we did not delay the $11.5 million for General Services, how does it impact the operating budget. Mr. Gates responded there is no fiscal impact. Supervisor McNamara responded that we are not living within the discipline. Mr. Gates responded that he does not want to spend money on planning and design and not be able to move into construction. Secondly, the Public Service Center alternative analysis makes some assumptions on how to distribute service and would impact negotiations with private sector concerns. Supervisor McNamara stated he wanted assurances that we are sticking to the discipline. It was the consensus of the Board to move forward with the suggested changes (Assaid, Hooker, Peters). Supervisor McNamara advised with regard for the $4.4 million for Explore Park, he wants to see private sector buy in fore roads and laying trenches. He will not approve bonds with just a disc golf course; not risking that much money. Mr. Gates advised RFP’s are due on May 17, 2017. He suggested that we leave the schedule as is and will come back to the Board before issuing the bonds. We want to demonstrate to the private sector that we are willing. Supervisor McNamara commented is it very important that you keep the Board well apprised. He does not want staff to rate bonds and the Board not approve.
