Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order a moment of silence was observed. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Chairman McNamara called the meeting to order at 3:01 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Joseph P. McNamara, Supervisors George G. Jacks, Chief Deputy Clerk to the Board IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Recognition of Parks, Recreation and Tourism for receiving the Virginia Municipal League 2017 Innovation Award for the Explore Park Master Plan (Doug Blount, Director of Parks, Recreation and Tourism) Mr. Blount outlined the award. Supervisor Peters and Hooker congratulated Mr. Blount. There was no further discussion. October 24, 2017 384 IN RE: NEW BUSINESS 1. Resolution supporting an application for $1,082,240 of matched Transportation Funding through the Virginia Department of Transportation (VDOT) Fiscal Year 2019 and Fiscal Year 2020 Revenue Sharing Program (David Holladay, Planning Administrator) Mr. Holladay outlined the request for the resolution. There was no discussion. RESOLUTION 102417-1 SUPPORTING AN APPLICATION FOR $1,082,240 OF MATCHED TRANSPORTATION FUNDING THROUGH THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2019 AND FISCAL YEAR 2020 REVENUE SHARING PROGRAM WHEREAS, the Board of Supervisors reviewed the projects identified in the attached Roanoke County Revenue Sharing Program, Fiscal Year 2019 and Fiscal Year 2020 Project List, Designation of Funds; and WHEREAS, the Board of Supervisors desires to submit an application for an allocation of funds of up to $1,082,240 through the Virginia Department of Transportation Fiscal Year 2019 and Fiscal Year 2020 Revenue Sharing Program; and WHEREAS, $1,082,240 of these funds are requested to fund the projects identified in the Roanoke County Revenue Sharing Program for fiscal year 2019 and fiscal year 2020. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Board of Supervisors hereby supports this application for allocation of $1,082,240 through the Virginia Department of Transportation Fiscal Year 2019 and Fiscal Year 2020 Revenue Sharing Program. 2. If such funds are approved by the Commonwealth, the Board of Supervisors will consider the required matching funding appropriation during the fiscal year 2019 and fiscal year 2020 budget processes. 3. The Board of Supervisors hereby grants authority for the County Administrator, or his designee, to execute project agreements for any approved revenue sharing projects for fiscal year 2019 and fiscal year 2020. On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Peters and carried by the following recorded vote: October 24, 2017 385 AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None 2. Resolution directing the County Administrator to utilize Roanoke County’s federally granted Intervenor party status to petition the Federal Energy Regulatory Commission (FERC) for a formal rehearing of their certification decision related to the Mountain Valley Pipeline project (Ruth Ellen Kuhnel, County Attorney) Ms. Kuhnel outlined the request for resolution. Supervisor Bedrosian asked for clarification, not about stopping, but about erosion, water and cultural issues. Mr. Kuhnel responded if the process is going to happen, has there been enough time, and enough details to make the decision. Supervisor Bedrosian then asked “What about imminent domain?” Ms. Kuhnel advised the certification would allow MVP –to come on the property. Our notice will be within 30 days. There was no further discussion. RESOLUTION 102417-2 DIRECTING THE COUNTY ADMINISTRATOR TO UTILIZE ROANOKE COUNTY’S FEDERALLY GRANTED INTERVENOR PARTY STATUS TO PETITION THE FEDERAL ENERGY REGULATORY COMMISSION (FERC) FOR A FORMAL REHEARING OF THEIR CERTIFICATION DECISION RELATED TO THE MOUNTAIN VALLEY PIPELINE PROJECT WHEREAS, on Friday, October 13, 2017, the Federal Energy Regulatory Commission (FERC) issued a certification under Natural Gas Act section 7 for the Mountain Valley Pipeline Project (MVP Project), subject to the terms and conditions stipulated in the certification order; and WHEREAS, FERC’s issuance of a certificate for the MVP Project raises significant concerns regarding the adequate protection of the environment of Roanoke County and the quality of life of Roanoke County citizens, particularly those directly impacted by the construction of the project; and WHEREAS, the Roanoke County Board of Supervisors previously petitioned for intervention and was granted “Party” status providing the County the right to administratively seek redress of any concerns related to the facts and or process utilized by the FERC in issuing a final decision on the MVP Project; and WHEREAS, the Roanoke County Board of Supervisors finds that certain information germane to an appropriate and proper review of the proposed MVP Project has been dismissed, disregarded, or insufficiently evaluated by the FERC; the October 24, 2017 386 consequence of which is the premature issuance of a certificate based on an inadequate administrative record; and WHEREAS, Roanoke County has repeatedly sought FERC’s review and discussion of plans for avoiding or mitigating likely impacts of the MVP Project on local water resources, specifically those resources which provide potable water for a significant number Roanoke County citizens; and WHEREAS, Roanoke County has repeatedly sought FERC’s review and inventory of all historic and cultural assets impacted by the proposed MVP Project as stipulated by Section 106 of the National Historic Preservation Act requiring identification of such assets and defining the manner in which protection of those assets shall be considered; and WHEREAS, Roanoke County has repeatedly sought FERC’s review and discussion of plans to mitigate the potential erosion and sedimentation control impacts from construction of the MVP Project on the County’s natural waterways; and WHEREAS, Roanoke County’s concerns for water source protection, cultural assets and impacts of erosion and sedimentation have not been adequately addressed throughout the FERC process for consideration of the MVP Project; and WHEREAS, the protection of Roanoke County citizens from the deleterious impacts of the MVP Project cannot reasonably be expected absent a robust and detailed review of those concerns noted; and WHEREAS, such a robust and detailed review by FERC does not appear to be forthcoming. NOW THEREFORE IT BE RESOLVED, that the Roanoke County Board of Supervisors does hereby direct the County Administrator, working in cooperation with the County Attorney, to take the appropriate action necessary to exercise the County’s right as a party to the proceeding and to seek a rehearing by FERC of the certificate issued for the MVP Project; and BE IT FURTHER RESOLVED, that the County Administrator is directed to additionally seek FERC endorsement of a stay of all actions related to the potential future development of the MVP Project pending resolution of all outstanding petitions for rehearing, the granting of all necessary federal and Commonwealth of Virginia permits required for development and construction activity, and resolution of any judicial review of those decisions; and BE IT FURTHER RESOLVED, that the County Administrator may seek the participation of other regionally affected jurisdictions and groups in this petition for rehearing to the extent such parties have similar positions and interests and that such participation bolsters the collective effort to have critical and fundamental questions related to the MVP Project development answered and documented in the public record; and BE IT RESOLVED, that the County Administrator shall identify and utilize from existing appropriations, those funds necessary to effectuate the actions described above. October 24, 2017 387 On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None IN RE: PUBLIC HEARING AND ADOPTION OF RESOLUTION 1. Public Hearing and resolution requesting that the Commonwealth Transportation Board fund a fiscal year 2019/2020 Transportation Alternatives Set-Aside Program for the Roanoke River Greenway crossing of the Blue Ridge Parkway along Highland Road (Lindsay Webb, Parks Planning and Development Manager) Ms. Webb outlined the request for the resolution of support. Chairman McNamara opened and closed the public hearing with no citizens to speak. There was no discussion. RESOLUTION 102417-3 REQUESTING THE COMMONWEALTH TRANSPORTATION BOARD FUND A TRANSPORTATION ALTERNATIVES SET-ASIDE PROJECT FOR THE ROANOKE RIVER GREENWAY CROSSING OF THE BLUE RIDGE PARKWAY IN ROANOKE COUNTY, VIRGINIA WHEREAS, in accordance with the Commonwealth Transportation Board construction allocation procedures, it is necessary that a request by resolution be received from the local government or state agency in order that the Virginia Department of Transportation (“VDOT”) establish a Transportation Alternatives Set- Aside project to be administered by Roanoke County. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Roanoke County Board of Supervisors requests that the Commonwealth Transportation Board establish a project for the Roanoke River Greenway crossing of the Blue Ridge Parkway along Highland Road. 2. That the Roanoke County Board of Supervisors hereby commits to provide a minimum 20 percent (20%) matching contribution for this project and any additional funds necessary to complete the project. 3. That the Roanoke County Board of Supervisors hereby agrees to enter into a project administration agreement with VDOT and provide the necessary oversight to ensure the project is developed in accordance with all state and federal requirements for design, right of way acquisition, and construction of a federally funded transportation project. October 24, 2017 388 4. That the Roanoke County Board of Supervisors will be responsible for maintenance and operating costs of any facility constructed with Transportation Alternatives Set-Aside funds unless other arrangements have been made with VDOT. 5. That if the Roanoke County Board of Supervisors subsequently elects to cancel this project, the Roanoke County Board of Supervisors hereby agrees to reimburse VDOT for the total amount of costs expended by VDOT through the date VDOT is notified of such cancellation. The Roanoke County Board of Supervisors also agrees to repay any funds previously reimbursed that are later deemed ineligible for such use by the Federal Highway Administration. 6. That the Roanoke County Board of Supervisors hereby grants authority for the County Administrator, or his designee, to execute project agreements for any approved Transportation Alternatives Set-Aside projects for fiscal year 2019 and fiscal year 2020. On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None IN RE: SECOND READING OF ORDINANCES 1. Ordinance accepting and appropriating funds in the amount of $234,316 and authorizing the execution of project administration agreements for the Merriman Road Drainage Project (David Holladay, Planning Administrator) Mr. Holladay advised no changes from the first reading. There was no discussion. ORDINANCE 102417-4 ACCEPTING AND APPROPRIATING FUNDS IN THE AMOUNT OF $234,316 AND AUTHORIZING THE EXECUTION OF PROJECT ADMINISTRATION AGREEMENTS FOR THE MERRIMAN ROAD DRAINAGE PROJECT WHEREAS, on October 14, 2014, the Roanoke County Board of Supervisors created the Merriman Road Drainage Project, through application to the Virginia Department of Transportation (VDOT) for Revenue Sharing funds; and WHEREAS, during preliminary engineering in the fall of 2016 for the Merriman Road Drainage Project, the initial cost estimate of $100,000 was determined to be insufficient, and a new preliminary estimate determined at approximately $325,000; and October 24, 2017 389 WHEREAS, funds in the amount of $234,316 have been identified from the VDOT Revenue Sharing Program, from a completed project (Wildwood Road sight distance and guardrail), and available for transfer; and WHEREAS, VDOT has transferred the funds and has amended the Merriman Road project administration agreements; and WHEREAS, VDOT requires that the Board of Supervisors grant signatory authority to a specific staff person or persons to execute project administration agreements; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, the first reading of this ordinance was held on October 10, 2017 and the second reading was held on October 24, 2017. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $234,316 is accepted and appropriated from the VDOT Revenue Sharing program for the purpose of completing the Merriman Road Drainage Project. 2. That the County Administrator or his designee is hereby granted signatory authority to execute project administration agreements for the Merriman Road Drainage Project. 3. That this ordinance shall take effect upon its adoption. On motion of Supervisor Assaid to adopt the ordinance, seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None 2. Ordinance authorizing the granting of a public sanitary sewer easement to the Western Virginia Water Authority on property owned by the Roanoke County Board of Supervisors located at 6842 Walrond Drive, Hollins Magisterial District (Doug Blount, Director of Parks, Recreation and Tourism) Mr. Blount advised no changes since the first reading. There was no discussion. ORDINANCE 102417-5 AUTHORIZING THE GRANTING OF A PUBLIC SANITARY SEWER EASEMENT TO THE WESTERN VIRGINIA WATER AUTHORITY ON PROPERTY OWNED BY THE ROANOKE COUNTY BOARD OF SUPERVISORS LOCATED AT 6842 WALROND DRIVE (TAX MAP NO. 027.10- 02-19.00-0000), HOLLINS MAGISTERIAL DISTRICT October 24, 2017 390 WHEREAS, the County operates Walrond Park located at 6842 Walrond Drive, in the Hollins Magisterial District, as a regional public park; and WHEREAS, the parcel identified as Roanoke County Tax Map No. 027.10-02- 19.00-0000 is located within Walrond Park; and WHEREAS, The Western Virginia Water Authority has requested a twenty (20) foot wide underground public sanitary sewer easement, across the parcel identified as Tax Map No. 027.10-02-19.00-0000, equating to three thousand seven hundred nineteen (3,719) square feet, for the purpose of providing public sewer services to two (2) residences adjacent to Walrond Park (identified as tax parcels 027.10-02-06.00 and 027.10-02.07.00); and WHEREAS, The Western Virginia Water Authority has also requested an additional ten (10) foot temporary construction easement to install the sewer line; and WHEREAS, the two (2) identified residences have failing septic systems and the best option (due to the topography of the parcels) for sewer service would be to access sewer services by a sewer line through Walrond Park; and WHEREAS, the proposed public sanitary sewer easement has no negative effects on Walrond Park or park amenities; and WHEREAS, the Western Virginia Water Authority will compensate Roanoke County $1.00 for the public sanitary sewer easement; and WHEREAS, pursuant to the provisions of Section 18.04 of the Roanoke County Charter, the disposition of interests in real estate can be authorized only by ordinance. A first reading of this ordinance was held on October 10, 2017, and a second reading was held on October 24, 2017. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the granting of a twenty (20) foot wide underground public sanitary sewer easement, across the parcel identified as Tax Map No. 027.10-02-19.00-0000, equating to three thousand seven hundred nineteen (3,719) square feet, for the purpose of providing public sewer services to two residences adjacent to Walrond Park, in the Hollins Magisterial District, is hereby authorized and approved. 2. That the granting of an additional ten (10) foot construction easement across the parcel identified as Tax Map No. 027.10-02-19.00-0000 is further authorized and approved. 3. That the County Administrator, or any Assistant County Administrator, is hereby authorized to execute such documents and take such actions as may be necessary to accomplish this conveyance, all of which shall be on such forms approved by the County Attorney. 4. That this ordinance shall be effective on and from the date of its adoption. On motion of Supervisor Bedrosian to adopt the ordinance, seconded by Supervisor McNamara and carried by the following recorded vote: October 24, 2017 391 AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None IN RE: CONSENT AGENDA RESOLUTION 102417-6 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM I- CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: That the certain section of the agenda of the Board of Supervisors for October 24, 2017, designated as Item I - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 4 inclusive, as follows: 1. Approval of minutes – September 12, 2017 2. Request to accept and allocate funds in the amount of $19,395 to the Clerk of the Circuit Court from the Commonwealth of Virginia 3. Resolution approving the donation of a Fire and Rescue ambulance to Craig County 4. Request to authorize County Attorney's office to negotiate and settle a workers compensation case On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None A-102417-6.a A-102417-6.b A-102417-6.c IN RE: CITIZENS’ COMMENTS AND COMMUNICATIONS Roberta Bondurant stated she would be very quick. We appreciate the work of the Board and County staff in your closed meeting last week approving the request for reconsideration of the Certification of FERC. Mr. Bedrosian had questioned about what the public should take away and understand from what is called “approval” or “Certification from FERC” and she did want to clarify again for the public that the County had issued a resolution opposing the public and that through your work you are October 24, 2017 392 effectuating that and we do appreciate your follow through in your resolution. Part of the subject matter of the resolution would be matters, again, that are entirely appropriate objections through 106 and through watershed questions. Again, the work of the County is contingency work. She thinks Mr. Henderson used the words, “if the project is to be built, then these are the specifications that we would ask for in erosion and sedimentation.” It is her observation that Roanoke County’s activity has been in the contingency of construction. We appreciate that the County engineers and staff have taken all efforts to dot I’s and cross ts, but also to utilize valid legal processes to object to the project in its entirety. There are several permits left to be issued including the Corp of Engineers, but the Corp of Engineers permitting is dependent upon such Section 106 issues as she understands they wrote last year. So, in terms of finality of project because of a two to one decision, there was not a full five commissioners on board with that decision, there are still serious questions to be had about a company that has serious foundation questions as you heard last week. IN RE: REPORTS Supervisor McNamara moved to receive and file the following reports. Statement of Treasurer's Accountability per Investment and Portfolio Policy as of September 30, 2017 AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara NAYS: None IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Bedrosian stated he has two matters. First, just fulfilling a commitment he gave to the citizens of the Hollins district that he would never vote for his own raise, or if we did have a raise, that he would give the money back Every year for three years he has given back the amount of the raise, which is about $340. So, he October 24, 2017 393 has a half a fiscal year left to December when he leaves office, so he has a check payable to Roanoke County for the amount of the raise. On that note, he would challenge his fellow supervisors that he thinks is always an issue that makes people not have great feelings about their elected officials, whether it is City, State or Federal. When the employees of the citizens can put in for their own raises; he thinks that is very dangerous so he would challenge the Board for the future to make this a permanent referendum item. He does not think there is a problem with getting raises, but thinks there is a problem when we vote for our own raise. He does not think that has ever been done before by employees, because we are employees of the citizens and we should not be doing our own raises; he would challenge them to put it on the books and make it a referendum item. Any time we want a raise, not a bad thing, but it should be done by the citizens, they should be the ones to vote for a raise if they think we deserve it. Next, he is sporting a beard because he is going to be in a nativity at Camp Eagle the first and second week of December and would like to invite anybody in that area to come by. Last year, several thousand did come through. It is great presentation of the gospel through sets that they have all through Camp Eagle and you go and visit with with a tour guide and he will be the lovable King Herod. So, he is actually being typecast because he played Pilot before in another thing and played the High Priest Caiaphas, so he guess he just has that personality. So, they have me as King Herod and he looks forward to doing a good job at that and would love to have everyone come out. It is the first two weeks of December. Supervisor Hooker stated the only thing she has is an announcement for a work shop that will be presented at the South County Library on Merriman Road and it is a Video Development and Promotion Workshop on November 2, 2017 from 9 until 11 a.m. and it is free. A quick summary says this workshop will focus on the power of using video for marketing and provides tips to creating video content. Once again, it is a free workshop that sounds very informative. Supervisor Peters commented anybody that has been around the Vinton community for any length of time knew the name Tommy Wood. Tommy passed away last week and left a big hole in our community. Our prayers and thoughts go out to his family. Roanoke County is doing something for the first time this year. We had a volunteer fire academy for a number of years. This year we are going to be doing an EMS academy. He thinks we need to get the word out there because there are a lot of people that want to volunteer in our communities and are sometimes looking for that opportunity to be able to integrate into the system and learn what it is all about. This is a great way for them to do that because not only do we look for volunteers, but we also need to begin filing those shoes for the career staff as many of those will be retiring in the next two years and we need to have people ready to do into those spots that want to make a career out of Fire and Rescue. Most meetings he talks about our staff and our employees of Roanoke County and it is very well known that he is the only one up here that has an election this fall, but as he has made his way around the different doors and knocked on different doors, he has heard so many compliments of our Police October 24, 2017 394 Department, Parks and Recreation and all that they have done for Explore Park that is in his district. Fire and Rescue, he received a compliment the other day that Roanoke County has the best Fire and Rescue that they had ever seen. They did not go into detail about what happened, but there were very impressed. It make him feel good. It makes our jobs so much easier and we do have great employees that work for us and we are glad to have them. Lastly, he wants to thank the citizens for allowing him to continue to serve and commitment they have shown to him over the last few months and last couple of years. Supervisor McNamara commented that Mr. Peters referenced our employees and the job they do. A couple of specific things, if you look at our agenda for today and the things that we passed. We have passed something about Explore Park, which is the result of a lot of steps along the process and we still have many steps to go. It speaks quite highly of our employees. We have put in a grant application to patch a little hole in the Greenway. Again, somebody has to take the initiative to try to figure out how to get into these grants. What does it do? All these things try to create Roanoke County as a better place so that those who live here like it better and those that don’t live here might consider Roanoke County. Great job. On that same topic, last week Edward Rose Properties opened a beautiful apartment complex in the Catawba District right on Electric Road near Rt. 419 and I81; near the intersection on Woodhaven, a beautiful, beautiful apartment community. It makes for a nice place to live. We also had broadband fired up for Roanoke County; added 25 miles. What does that do; it makes us more livable. It increases the options for existing providers as well as new providers just entering the marketplace to provide affordable and fast broadband services. There is a lot being done. He was at the broadband lighting and received an award for Roanoke County with a shovel on it. He does not necessarily need an award with a shovel on it, so if anybody really wants that award they can contact me and we can probably arrange something. In all seriousness, we do have a voting day coming up a week from Tuesday, so whatever your inclinations, please exercise your right to vote. It is a valued right and it is really important. IN RE: WORK SESSIONS 1. Budget work session to discuss with the Board of Supervisors County fees and charges for services in the Community Development and Police Departments (Christopher Bever, Director of Management and Budget; Arnold Covey, Director of Community Development; Howard B. Hall, Chief of Police) Mr. O’Donnell gave a brief overview and turned the meeting over to Mr. Bever who provided the agenda for the work session and turned the meeting over the Mr. Covey who went through a PowerPoint presentation concerning the fees and charges for services associated with Community Development. October 24, 2017 395 Supervisor Bedrosian inquired if it was an increase to balance with Mr. Covey and Mr. Bever explaining there is no full cost recovery at this point. Supervisor Bedrosian then asked if we benchmark against the surround counties with Mr. Covey responding, Franklin, Bedford, Botetourt, Salem and Roanoke City in addition to other localities within the State. Supervisor Bedrosian asked where do we sit with Mr. Covey responding, “About the same.” Most of these fees are pass through fees. Supervisor Hooker asked how do we compare in technologies. Mr. Covey explained all localities are looking at new technologies to increase efficiencies. The goal has always been for the developer not to have to come into this building. Supervisor Assaid asked if we are holding design professionals accountable? Are we obligated to do reviews? Mr. Covey responded stormwater regulations require another set of eyes. Supervisor Assaid then inquired where does the revenue go with Mr. Covey responding general government account. Supervisor McNamara stated he does not have a problem with the fees, but would prefer to do during the budget cycle instead of January. It was the consensus of the Board to handle the fees as part of the budget. Chief Hall review the E-Citation process (electronic ticket writing) and introduced two clerks from the Courts. Supervisor Bedrosian questioned how much time will this save with Chief Hall advised that has not been determined. Supervisor Peters asked if the cost savings were from personnel, with Chief Hall advised yes as there were behind on entering the data. Supervisor Peters then asked why we cannot use asset forfeiture fees. Chief Hall responded that it could be done, but would take away from other things. They can only use ecommerce fees on ecommerce. Supervisor McNamara inquired why important in January with Chief Hall responding due to lead time to test, implement, etc. Supervisor Assaid stated he had a problem with charging people $5 extra when staff is not sure this is the direction they want to go. Mr. Bever responded that staff had determined this was the direction. Supervisor Hooker commented that she thought it was important as it gave staff time back.
