The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the first regularly scheduled meeting
of the month of December 2017. Audio and video recordings of this meeting will be
held on file for a minimum of five (5) years in the office of the Clerk to the Board of
Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order, a moment of silence was
observed. The Pledge of Allegiance was recited by all present.
IN RE: CALL TO ORDER
Chairman McNamara called the meeting to order at 3:01 p.m. The roll call
was taken.

RESOLUTION 120517-1 EXPRESSING THE APPRECIATION OF
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO
JOSEPH LADUKE, SOLID WASTE EQUIPMENT OPERATOR
UPON HIS RETIREMENT AFTER MORE THAN TWENTY-FIVE
(25) YEARS OF SERVICE
WHEREAS, Mr. LaDuke was employed by Roanoke County on November 2,
1992 on a part time basis and January 12,1995 on a full-time basis; and
WHEREAS, Mr. LaDuke will retire on December 1, 2017, after twenty-five years
and one month of devoted, faithful and expert service to Roanoke County; and
WHEREAS, during Mr. LaDuke’s tenure with the General Services Department,
he has served with professionalism and dedication in providing services to the citizens
of Roanoke County;
WHEREAS, throughout Mr. LaDuke’s tenure with Roanoke County, he has
worked in the Solid Waste Division for the length of his employment providing citizens
with quality service including brush collection and bulk collection, while part-time as a
refuse collector.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to JOSEPH LADUKE for more than twenty-five years of capable,
loyal and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.
On motion of Supervisor McNamara to adopt the resolution, seconded by
Supervisor Peters and carried by the following recorded vote:
AYES: Supervisors Assaid, Bedrosian, Hooker, Peters, McNamara

IN RE: BREIFINGS
1. Briefing to discuss with the Board of Supervisors the 2018 Real

IN RE: NEW BUSINESS
1. Request to accept audited financial results for the fiscal year
ended June 30, 2017 (Rebecca Owens, Director of Finance) Rob

The motion of Supervisor Peters to accept the audited financial results

IN RE: FIRST READING OF ORDINANCES
1. Ordinance accepting and appropriating funds in the amount of
$9,000 from the Bent Mountain Volunteer Fire Department to the

Simon, Chief of Fire and Rescue)
Chief Simon outlined the request for the ordinance. There was no
discussion.
Supervisor McNamara’s motion to approve the first reading and set the
second reading for December 19, 2017, was seconded by Supervisor Peters and
approved by the following vote:

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
That the certain section of the agenda of the Board of Supervisors for December
5, 2017, designated as Item H - Consent Agenda be, and hereby is, approved and
concurred in as to each item separately set forth in said section designated Items 1
through 7 inclusive, as follows:
1. Approval of minutes – October 10, 2017; October 17, 2017

RESOLUTION 120517-3.f EXPRESSING THE APPRECIATION
OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
TO GARRETT L. HOSTETTER, MASTER
PARAMEDIC/FIREFIGHTER, UPON HIS RETIREMENT AFTER
MORE THAN TWENTY-THREE (23) YEARS OF SERVICE
WHEREAS, Mr. Hostetter was employed by Roanoke County on November 28,
1994 on a full-time basis; and
WHEREAS, Mr. Hostetter will retire on December 1, 2017, after twenty-three
years of devoted, faithful and expert service to Roanoke County; and
WHEREAS, during Mr. Hostetter’s tenure with the Fire and Rescue Department,
he has served with professionalism and dedication in providing services to the citizens
of Roanoke County; and
WHEREAS, during his tenure Mr. Hostetter served as a Field Training Officer
and trained the majority of the paramedics in the County which will be a legacy that will
live on for years to come; and
WHEREAS, Mr. Hostetter is credited with the formation of the Muscular
Dystrophy Association (MDA) annual Guns and Hoses hockey game for the Roanoke
Valley generating over $500,000 in donations to the Muscular Dystrophy since the
inception of the first game; and
WHEREAS, Mr. Hostetter placed patient care far above just their medical needs.
He was compassionate about the overall well-being of the patient and went above and
beyond to meet their needs, medical or otherwise.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to GARRETT L. HOSTETTER for more than twenty-three years of
capable, loyal and dedicated service to Roanoke County; and

IN RE: CITIZENS COMMENTS AND COMMUNICATIONS
Amanda Moore of 7921 Sequoia Drive. She lives across the road from
the 70 plus acres zoned residential that WRIFA has bought to build an industrial park on
Woodhaven Road. She knows this is not a hearing, but feels like she needs to express
her feelings on this project. She has heard that the government is planning to buy more

residential land. Citizens of Whitney Estates, Seekers Run, Amber Wood, parts of
North Lakes, Willow Run, Green Ridge Court, Thirlane Road, Connie Drive and
Woodhaven Road have expressed that they do not want an Industrial Park in their
neighborhood through text messages, phone calls, letters and community meetings.
She knows for fact that when this came out in the paper, she started knocking on doors;
talking with people in her area. She wanted to know how they felt about the
Woodhaven project. She talked to over 150 people. They were devastated that
government was going to take residential land and their neighborhood and turn it into an
Industrial Park. They always felt like a developer would buy this land and build homes.
They did not know that the government was in the real estate business. She for one
feels this is not a place for the government. The 150 plus people she talked with
wanted the land to be kept as open space, which would be good branding for Roanoke
County. If not open space, it was a greater place for homes. One lady told her that she
moved from Jacksonville, Florida because they had taken up all the open space. Once
pavement is put down, you never see anyone tear it up and plant grass. You have lost
the open space. She feels sure if any of you lived in her home you would not want an
Industrial Park in your neighborhood. You would have voted against this project. Your
argument would have been that the land is zoned residential. You are lucky to have the
power to protect your neighborhood. So, why haven’t you heard directly from more
people about this project? Why don’t they come to Board Meetings or make phone calls
to Board members or come to the community meetings to express their opinions? This
is the response she got, they don’t like public speaking, just like her. The government
has already made the decision of what they are going to do. It is a done deal and what
they do does not matter. She hopes that is not true. The other day she came across an
article dated November 8, 2013. A couple, Mr. and Mrs. Basham, who lived in the
Glenvar Middle School and High School area did not want woods cut down to have an
access road run through their neighborhood. The neighbors got together to stop it.
They loved their woods. We love our beautiful residential land. They did not want a
road run through their neighborhood and we don’t want an Industrial Park in ours. If you
do buy more land, please do not make the industrial park any larger, save some open
space. This open space is one of the prettiest in the Roanoke Valley.

Supervisor Hooker advised she just had a couple of quick comments. She
was able to go to a couple of ceremonies that made her proud all over again to be a
part of this community. One was with Richfield with their Ceremony of Lights, where
they were honoring individuals who have passed on and a ceremonial lighting of their
Christmas tree. It was really a great event. The other was an adoption ceremony. She
got to go to the Courthouse and see just a great day of celebration for young children
being adopted. It gave her a new appreciation for what our Department of Social
Services does and especially Ms. Earl. Thank you. The third thing is she was able to
attend a Royal Rangers Ceremony, which she had never heard of before, but it was a
great organization that take young men; teaches them to be servants of their community
and their homes and just to be honorable citizens. It was quite the pleasure. She wants
to mention too that she appreciated what Mr. Churchman said about our finance
department and especially proud of our finance director and that department for such a
clean bill and commentary.
Supervisor Peters stated he had a couple of things. One, he believed
there was a meeting last night at William Byrd High School, a community meetings for
the opioid and heroin addiction, which as we know is plaguing our valley. He does
share in being an officer for our local rescue squad. They had an officers meeting on
Sunday and talked about the number of deaths that we are experiencing across the
valley from the opioid problem. He knows there will be Community meetings at the
other schools through December and January. He would encourage our citizens to be a
part of that; to see what is going on, to see the red flags and to just be aware of the

whole situation. As we heard earlier today, once again, he always thinks it is great
what our employees do for our County. We can sit here and make decisions, but they
are the ones that carry it forth. To have someone who has been twenty-five years with
us and obviously enjoyed what he was doing. It is great to hear that again. Last, he
has received a lot of questions about his health; he did go through and do his iodine
radiation treatment the week before Thanksgiving. He did receive his scans back and
they were very good. So, they told me they don’t need to see him again until April;
everything is going well and he appreciates the continued people checking in with him,
the prayers, the emails, the text messages, and the cards. It has been overwhelming.

Supervisor Bedrosian stated he had a couple of things. He went to the
same event that Ms. Hooker went to, the Royal Rangers Gold Achievement Award.
This is like the Boy Scouts award for Eagle Scout. The reason that he was invited is
that he was the coach of the four gentlemen. They are home schooled boys and over
the last ten years he has coached them soccer. He wanted to mention their names and
let them know their names were spoken on television: Samuel Deel, Elijah Cortez,
Dylan Taylor and Clayton Taylor. It is an amazing thing. He could only stay a while.
He spoke for five minutes ad had to leave for another event, but it is a Cristian
organization and one of the things that he was very impressed with is that each one of
them had to read the Bible in its entirety to be a part of this. He thinks that is good
grounding for them and each one of these guys, he knows them as athletes and there
are exceptional athletes, and yet they have a humble heart. They are impressive young
men; good job. The next thing as he mentioned last time, he is wearing a beard
because he is in the nativity; Shenandoah puts on a nativity every year, this is the
second year out at Camp Eagle and they use some acreage to have people do a
walking tour and he is lovable King Herod. So, if you want to come out and watch that it
would be great; Friday, Saturday and Sunday. We did it the past Saturday and Sunday
and had almost a couple of thousand people walk through and they are expecting about
another 3,000 or so. You go in groups and you watch the different scenes, about eight
scenes and he is in one of them. We would love to have you and it is a nice tradition to
do with your children. We would
Supervisor McNamara commented while we are talking about
departments, he would like to do a quick shout out to Parks and Recreation and
Libraries. They did a great job with the Christmas Tree Lighting, actually Fire and
Rescue was involved too and Police with traffic control and shuttle buses; a lot of
different departments working together to pull together a real nice event. It was certainly
appreciated.

At 3:50 p.m., Supervisor McNamara moved to go into closed meeting
following the work sessions pursuant to the Code of Virginia Section 2.2-3711.A.3.

The closed session was held from 4:07 p.m. until 4:30 p.m.
At 3:51 p.m. Chairman McNamara recessed the meeting to closed

IN RE: CERTIFICATION RESOLUTION
RESOLUTION 120517-4 CERTIFYING THE CLOSED MEETING
WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by
the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each member’s
knowledge:
1. Only public business matters lawfully exempted from open meeting
requirements by Virginia law were discussed in the closed meeting which this
certification resolution applies; and
2. Only such public business matters as were identified in the motion convening
the closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
