Wednesday, November 15, 2023, the Economic Development Authority met at the
Roanoke County Administration Center

CALL TO ORDER
Chairman Woody Windley called the meeting to order at 9:01 a.m.
ROLL CALL
Megan Baker called the roll.
NEW BUSINESS
1. Approval of local economic development performance agreement for the redevelopment of
the Gish Mill property
Pete Peters presented the Gish Mill redevelopment project and the documents needed for
the transaction. The funding for the project includes private financing, DHCD Industrial
Revitalization funds, grant funds from the Department of Historic Resources, and a
construction loan through the Town of Vinton. The project is slated to begin construction in
May 2024 with project completion in December 2025. The mixed-use project will include a
restaurant, leasable retail space, and Airbnb-style short-term stay rooms.
On a motion by Barry Thompson to authorize Gish Mill transaction documents, as they have
been presented to the Authority today, in substantially the forms as on file with the
Secretary, with such completions, omissions, insertions, and changes as may be approved
by the Chairman, seconded by Ssunny Shaw, the motion passed seven to one with Kirtesh
Patel voting no.

Megan Baker stated the next meeting is December 7, 2023.
