CALL TO ORDER
Chairman Woody Windley called the meeting to order at 8:59 a.m.

APPROVAL OF AUGUST 16, 2023 MINUTES
On a motion by Barry Thompson to approve minutes of August 16, 2023, seconded by Don
Sowder, the motion carried by unanimous vote.
APPROVAL OF AUGUST 28, 2023 SPECIAL MEETING MINUTES
On a motion by Michael Cagle to approve minutes of August 28, 2023, seconded by Don
Sowder, the motion carried by unanimous vote.
APPROVAL OF SEPTEMBER 20, 2023 SPECIAL MEETING MINUTES
On motion by Don Sowder to approve minutes of September 20, 2023, seconded by Michael
Cagle, the motion carried by unanimous vote.
FINANCE REPORT
1. Financial Report through August 31, 2023
Jessica Beamer reviewed the statements of revenues, expenditures, and changes in the
fund balances ending August 31, 2023. The fiscal year 2023 audit is still not final as it is
included within the County audit. The expected finalization date is December 2023,
however, the Finance and Management Services Department anticipates no changes to the
presented June 30, 2023, financial statements included within the packet.
The current activity of the EDA through August 31, 2023, includes $864 of investment
income and $40 of miscellaneous revenue. The expenses include a payment of$1,727 for
the annual Public Officials Insurance. The available cash balance of the EDA as of August
31, 2023, is $618,625.
BRIEFINGS
1. Vinton Project Update
Marshal Stanley provided an update on several projects in the Town of Vinton including
Gish Mill, the hotel project, recovery from the fire in Downtown, Walnut Street Parking, new
small businesses, and various transportation projects.
2. Center for Research &Technology Lot 4 Rezoning
Megan Baker briefed the Authority on the rezoning of Lot 4 at the Center for Research &
Technology. There was a public hearing at the Planning Commission regarding Glenmary
Drive Roanoke LLC's request to amend a portion (19.06 acres) of the Roanoke County
Center for Research and Technology Master Plan to allow warehousing and distribution as a
permitted use. No citizens spoke and the Planning Commission voted to recommend
approval of Glenmary Drive Roanoke LLC's request. The Board of Supervisors will hold a
public hearing on this petition at its October 24 meeting.
NEW BUSINESS
1. Wells Fargo Bank Performance Agreement
Megan Baker presented on Wells Fargo's recent expansion announcement of 1100 jobs and
$87 Million investment.
On a motion by Greg Apostolou to authorize the Chairman to execute the proposed
agreement between Roanoke County, the Economic Development Authority of Roanoke
County, and Wells Fargo Bank, seconded by Mike Cagle, the motion carried unanimously.
2. EDA Consent to Assignment
Danielle Poe presented on a Consent to Assignment, as proposed by Barnett Properties,
LLC and Publix North Caroline LP. In January 2022 the EDA approved an option agreement
for Barnett Properties to purchase land owned by the EDA. Since that time there have been
several extensions to said agreement. The most recent extension runs through October
31st. Last week, staff received a Consent to Assign agreement from Barnett Properties. As
presented, Barnett Properties requests to assign their option to Publix North Carolina LP.
The staff recommendation is to approve this assignment and work with Publix North
Carolina LP to move the project forward.
On a motion by Michael Cagle to authorize the Chairman to execute the Consent to
Assignment, as proposed by Barnett Properties, LLC and Publix North Caroline LP?,
seconded by Ssunny Shaw, the motion carried unanimously.
3. Joint Retail Study Agreement
Megan Baker presented the joint retail study agreement to the Authority. The Memorandum
of Understanding will be with Salem and Roanoke City's EDAs to conduct a retail study, a
proactive retail recruitment plan, and provide marketing and recruitment services. The target
issuance date for the Request for Proposals is October 19. The cost will be split amongst
localities by population and any party can terminate each year providing that they provide
written notice of intent. The agreement will then terminate for all parties. Thus far, Salem's
EDA has voted to approve the Memorandum, and Roanoke City's EDA will consider the
matter on October 18.
On motion by Ssunny Shaw to authorize the Chairman to execute the proposed agreement
between the Roanoke County EDA, the Roanoke City EDA, and the Salem City EDA, for the
performance of a joint retail study, development of a retail recruitment plan and provision of
marketing and recruitment services, seconded by Barry Thompson, the motion passes
unanimously.
REPORTS AND INQUIRIES OF DIRECTORS
Greg Apostolou asked staff for an update on the Church of Latter-Day Saints Temple and
Trivium Packaging.

On motion by Kyle Richardson, and seconded by Ssunny Shaw, the meeting was adjourned at -
9:51 a.m.
NEXT SCHEDULED MEETING
Megan Baker stated the next meeting would be November 2, 2023.
