HomeMy WebLinkAbout8/28/2023 - Minutes The Economic Development Authority of Roanoke County Meeting Minutes Monday, August 28, 2023, the Economic Development Authority met at the Roanoke County Administration Center Members Present Woody Windley, Chair Michael Cagle, Vice Chair Barry Thompson Don Sowder Greg Apostolou Ssunny Shaw Kyle Richardson Megan Baker, Secretary-Treasurer Peter Lubek, Counsel Webster Day, Counsel Absent Kirtesh Patel Kyle Richardson CALL TO ORDER Chairman Linwood Windley called the meeting to order at 10:01 a.m. ROLL CALL Megan Baker called the roll. REQUEST TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF THE AGENDA ITEMS Megan Baker asked to amend the agenda to add a discussion regarding the meeting schedule after the roll call and an introduction before the work session. DISCUSSION OF MEETING SCHEDULE Megan Baker shared with the Authority that due to the change in the meeting schedule made at the last meeting, the next authority meeting would be held next week,and as of now there are no items to discuss. Michael Cagle made the motion to amend the current meeting schedule for next Tuesday to October 5, 2023, a second from Greg Apostolou, the motion carried unanimously. NEW BUSINESS 1. Second Amendment to Barnett Option Agreement Megan Baker informed the authority that Barnett has requested a second amendment to extend the option agreement for sixty days. Mr. Windley asked if it was Economic Development's recommendation to sign the agreement, and Mrs. Baker said yes. On a motion by Barry Thompson to authorize the Chairman to execute the proposed Second Amendment to the Option Agreement with Barnett Properties, LLC, seconded by Donald Sowder, the motion carried unanimously. 2. Briefing on the proposed sale of Richfield Bonds Mr. Webster Day briefed the authority on the transfer of bonds to the Friendship Foundation. He shared that while no formal action was needed at this meeting, the authority will need to take action in late September to early October. INTRODUCTION Megan Baker introduced Danielle Poe, Assistant Director of Economic Development. Mrs. Poe most recently worked at the Roanoke-Blacksburg Regional Airport. Prior to that, she worked with Downtown Roanoke Incorporated and has vast experience in real estate. She was been with Roanoke County since November. WORK SESSION Megan Baker led the authority in a work session related to the marketing plan. She gathered their feedback in response to the following questions to take back to the marketing consultant: • What differentiates Roanoke County from our surrounding municipalities? • How has Roanoke County evolved over time? Where do you want to see it in 5, 10, 25 years? • What are your priorities in economic development? Business Attraction, Business Retention and Expansion, Entrepreneurship and Small Business Support, Talent Development, or Other. ADJOURNMENT Mr. Windley stated the next meeting would be October 5, 2023.
