HomeMy WebLinkAbout3/29/2024 - Minutes • The Economic Development Authority of Roanoke County Meeting Minutes Friday, March 29, 2024, the Economic Development Authority met at the Roanoke County Administration Center Members Present Woody Windley, Chair Michael Cagle, Vice Chair Greg Apostolou Todd Ross Ssunny Shah Barry Thompson Kirtesh Patel Kyle Richardson Don Sowder Megan Baker, Secretary-Treasurer Peter Lubeck, Counsel Rachel Lower, Counsel Absent Jeremy Carroll Guests Richard Caywood, County Administrator, Roanoke County Doug Blount, Assistant County Administrator, Roanoke County Paul Workman, Accounting Manager, Roanoke County Karli Foster, Economic Development Specialist, Roanoke County CALL TO ORDER Chairman Woody Windley called the meeting to order at 8:59 a.m. ROLL CALL Megan Baker called the roll. NEW BUSINESS 1. Broadband expansion project with Shenandoah Cable Television, LLC Mr. Lubeck presented the proposed broadband expansion project with Shenandoah Cable Television, LLC. The proposed agreement would expand broadband service to 64 currently unserved residences in West County. Ssunny Shah made a motion to authorize the Chairman to execute the proposed agreement and take any additional steps that may be required to effectuate the performance of the agreement. Michael Cagle seconded the motion, and it carried unanimously. 2. License Agreement between the EDA and Western Virginia Water Authority Mr. Blount presented a proposed license Agreement between the EDA and Western Virginia Water Authority. The agreement gives the Western Virginia Water Authority permission to use a portion of Vinton Business Center as a storage area for materials and equipment for a public construction project for a year. Michael Cagle made a motion to authorize the Chairman to execute the proposed license agreement, with any changes approved by the County Attorney's Office. Barry Thompson seconded the motion, and it carried unanimously. BRIEFINGS 1. Director's Report Megan Baker briefed the EDA on Supervisor Shephard's request to look at options for the Vinton Business Center, the small business grant program, and Assistant Director Dani Poe's new position as Director of Economic Development for Franklin County. CLOSED SESSION At 9:21 a.m., upon a motion by Woody Windley and seconded by Kirtesh Patel, the present Authority Directors unanimously voted to meet in a closed session, pursuant to Code of Virginia Section 2.2-3711(A)(3) for discussion or consideration of the acquisition of real property, located in the Cave Spring Magisterial District, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body. CERTIFICATION RESOLUTION AND ADDITIONAL NEW BUSINESS At 9:53 a.m., upon a motion by Woody Windley and seconded by Don Sowder, the motion carried unanimously that in the closed session just concluded, nothing was discussed except the matter which was identified in the motion to-convene in closed session. Only those matters lawfully permitted to be discussed under the Virginia Freedom of Information Act were discussed. - - On a motion by Kyle Richardson, seconded by Barry Thompson, the Authority voted unanimously to authorize the Chairman to execute all documents necessary, including purchase contracts and/or deeds, to acquire real and personal property and sell and convey real and personal property in furtherance of Project Cardinal. REPORTS AND INQUIRIES OF DIRECTORS Kyle Richardson requested an update on the status of the former Allstate Building.
