HomeMy WebLinkAbout3/17/2021 - Minutes The Economic Development Authority of Roanoke County Zoom Meeting Minutes Roanoke, Virginia 24018 Wednesday, March 17th 2021, the Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke County Administration Center Members Present Steve Musselwhite, Chair Woody Windley, Vice-Chair Greg Apostolou Michael Cagle Steve Anderson Kyle Richardson Kirtesh Patel Barry Thompson Peter Lubeck, Counsel Jill Loope, Secretary-Treasurer Members Absent Ssunny Shah Max Beyer Guest Jeffery Maronic, Cave Spring resident, Evan Malone, Financial Analyst; Allison Fay, Recording Clerk CALL TO ORDER Chairman Steve Musselwhite called the meeting to order at 9:03 a.m. REQUEST TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF THE AGENDA ITEMS None APPROVAL OF JANUARY 25, 2021 MINUTES On motion by Barry Thompson to approve the minutes of January 25, 2021 as presented, seconded by Kyle Anderson the motion carried by unanimous voice vote. Page 2 of 4 March 27, 2021 Economic Development Authority Minutes FINANCE REPORT Mr. Evan Malone, Financial Analyst for the Department of Finance, reviewed the information provided in the financial report through February 28, 2021. Mr. Malone also reviewed the new format and changes made to the report. Ms. Loope thanked Mr. Malone and the Finance Department for all their assistance and for updating the financial report. She stated it was much easier to understand. On motion by Mike Cagle to accept and approve the financial report as presented, seconded by Barry Thompson, the motion carried by unanimous voice vote. OLD BUSINESS 1. Strategic Plan Update Ms. Loope provided an update on how the Strategic Plan was moving forward. She stated the committee has had their first meeting. Ms. Loope said all had received the survey and that we have received some of the surveys back already. She stated we are receiving a lot of input and feedback and looking forward to continually receive the surveys back. She encouraged all to fill out the surveys they received. Ms. Loope stated this was the first Strategic Plan the Economic Development Department has done and is really looking forward to working on this and getting it completed. She stated the cost of this plan is being all funding by grant money and very proud of her department for that accomplishment. Chairman Musselwhite stated he and Board we all looking forward to the final report. NEW BUSINESS 1. Authorization of the execution of a Memorandum of Agreement regarding the acquisition (with conditions) of real property from the Commonwealth of Virgina, located at 0 Cave Spring Rd. (Tax Map No. 076.20-03-05.00-0000), 4555 Old Cave Spring Rd. (Tax Map No.076.20-03-01.00-0000), 4607 Old Cave Spring Rd. (Tax Map No. 076.20-03-01.00-0000), 4445 Brambleton Ave.(Tax Map No. 086.08-04-04.00- 0000), and 4441 Brambleton Ave. (Tax Map No. 086.08-04-05.00-0000) in the Windsor Hills Magisterial District Mr. Peter Lubeck reviewed the Memorandum of Agreement regarding the acquisition of real property. He stated this proposed agreement would be between the EDA, Board of Supervisor of Roanoke County and the Virginia Commissioners of Highways (VDOT). Page 3 of 4 March 27, 2021 Economic Development Authority Minutes Mr. Lubeck stated VDOT has been looking for a new operation facility and that they have settled on property located at Clearbrook Lane and Clearbrook Village Lane in the Cave Spring district of Roanoke County. Mr. Lubeck said he knows the Clearbrook properties have been intended for the economic development of the County but VDOT is willing to offer the residual parcels of property located at Old Cave Springs Road and Brambleton Ave. located in the Windsor Hills District. Mr. Lubeck said the proposed use for the property does match the zoning for the properties though VDOT is not subject to the County zoning requirements. He reviewed the locations of the properties and showed the Board maps of the locations. Mr. Lubeck stated the following arrangement has been made; VDOT will convey, by deed, the Residual Parcels to the County, upon the condition that the residual parcels be used for the public purposes, including the uses of equipment and material storage and project staging. VDOT will retain an easement in each of the parcels enabling the to continue to use the parcels for its public purposes. If and when the County desires to convey the residual pracels to the county EDA for the purpose of furthering economic development in Roanoke county, the parties will execute a new deed and Mr Lubek discussed the following provisions; • The County will pay VDOT the fair market value of the residual parcels, as determined by an independent appraisal at the time of the transaction. • VDOT's easement in the residual parcels will be extinguished. • The County will convey fee simple ownership of the residual parcels to the EDA. • The EDA will pay the County the fair market value paid to VDOT as consideration. Mr. Lubeck stated the current value of the property is $681,200. He also reviewed if the Board approved this agreement what the next steps would be. Ms. Loope stated this was a very long process to get this agreement worked out for all parties involved. She stated everyone is on Board with this agreement and thinks this new location will be great for economic development. Mr. Windley asked about the properties behind the proposed parcels. Ms. Loope explained the adjoining properties are on board with the changes. Page 4 of 4 March 27, 2021 Economic Development Authority Minutes On motion by Greg Apostolou, to approve the memorandum of agreement by and between the Virginia Commissioner of Highways, Roanoke County Board of Supervisors and the Economic Development Authority Board and authorize the Chairman to sign, seconded by Kyle Richardson, the motion carried by unanimous voice vote. ECONOMIC DEVELOPMENT UPDATES Ms. Loope announce the Business Investment Forum event for Tanglewood at Route 419 would be on March 18th. She reviewed the event to the Board and announced the speakers that would be attending. Ms. Loope said new interest has been shown at the Tanglewood Mall, and listed the new businesses that will be coming in and said she was very excited for the community. Mr. Barry Thompson asked if anyone had shown interest in the old Stein Mart location. Ms. Loope said a new tenant was in negotiations to lease the store front but could not disclose who was currently interested. Ms. Loope stated at the upcoming May EDA meeting she would be bringing the Gish's Mill project before the Board to consider a performance agreement with the Town and the developer. Ms. Loope reviewed new businesses coming to and opening up into the Vinton area. Chairman Musselwhite thanked Mr. Thompson for all his hard work to accomplish this during his time as Town Manager of Vinton. The next regularly scheduled meeting will be April 21, 2021.
