CALL TO ORDER
Chairman Steve Musselwhite called the meeting to order at 9:00 a.m.
The Board held a moment of silence for Board of Supervisor Chairman Jason Peter's son,
Nick Peters, who recently passed away.

APPROVAL OF OCTOBER 21, 2021 MINUTES
On motion by Woody Windley to approve the minutes of October 20, 2021 as presented,
seconded by Ssunny Shah the motion carried by unanimous voice vote.

FINANCE REPORT
Ms. Jessica Beemer, Assistant Director of Finance, reviewed the information provided in
the financial report from November 2021, but also provided the October 2021 report as
well and said if the Board had any questions on the October report to please let her know.
On motion by Mike Cagle to accept and approve the financial reports as presented,
seconded by Barry Thompson, the motion carried by unanimous voice vote.
OLD BUSINESS
Mr. Musselwhite thanked staff for providing breakfast. Ms. Loope stated she wanted to
thank the Board for their service throughout the year and express her appreciation for each
of the Board members.
Ms. Loope stated she made an error with regard to payroll for the Board from the last
scheduled meeting. She said that some members were paid erroneously, but that this would
be reconciled in the payroll submitted for today's meeting.
There were no other old business items to discuss.
NEW BUSINESS
1. Approval of an option agreement for the purchase and sale of real property located at 0
Old Cove Springs Road (Tax Map No. 076.20-03-05.00-0000),4555 Old Cave Spring
Road (Tax Map No. 076.20-03-02.00-0000), 4445 Brambleton Ave. (Tax Map No.
086.08-04-04.00-0000), and 4441 Brambleton Ave. (Tax Map No. 086.08-04-05.00-
0000), all of which are located in the Windsor Hills Magisterial District, and authorizing
the Chairman or Vice Chairman to execute such option agreement.
Ms. Loope reviewed the locations and discussed the properties involved with the
agreement between the Board and Barnett Properties, LLC. She stated the property
was 2.6 aces and includes 5 parcels. Ms. Loope explained there will be an
approximate 1-year due diligence period.
Ms. Loope reviewed the options that were being proposed and stated the sale price
was $655,000. She gave a history of the property, shared that negotiations started in
2017, and stated that VDOT has removed all on-site materials and underground tanks
leaving the property clean and ready to go under contract.
Ms. Loope discussed the current zoning of each parcel and stated once the property is
acquired by the owners they will go through the rezoning process.
Mr. Beyer discussed previous real-estate sales the Board has been involved in.

On motion by Mike Cagle to approve the option agreement for the purchase and sale
of real property between the Board and Barnett Properties, LLC located at 0 Old Cove
Spring Road, seconded by Ssunny Shah. The motion carried by unanimous voice vote
2. At 9:20 am, Mr. Musselwhite moved to go into closed session pursuant to the Code of
Virginia Section 2.2-3711(A)(3): Discussion or consideration of the acquisition of real
property for a public purpose, or of the disposition of publicly held real property, where
discussion in an open meeting would adversely affect the bargaining position or
negotiating strategy of the public body; namely the Vinton Business Center.
The motion carried by the following recorded vote: AYES: Mr. Musselwhite, Mr.
Thompson, Mr. Windley, Mr. Apostolou, Mr. Beyer, Mr. Anderson, Mr. Shah, Mr.
Richardson and Mr. Cagle
ABSTAIN: None
NAYS: None
ABSENT: None
The closed session was held from 9:20 a.m. until 9:53 a.m.
Certifying the closed meeting was held in conformity with the Code of Virginia
WHEREAS, the Economic Development Authority of Roanoke County, Virginia has
convened a closed meeting on December15, 2021 pursuant to an affirmation-recorded
vote and in accordance with the provisions of The Virginia Freedom of Information Act.
WHEREAS, the public business matters addressed in the closed meeting were exempt
from the open meeting requirements, Pursuant to the Code of Virginia Section 2.2-
3711(A) (3): Discussion or consideration of the acquisition of real property for a public
purpose, or of the disposition of publicly held real property, where discussion in an
open meeting would adversely affect the bargaining position or negotiating strategy of
the public body; namely the Vinton Business Center.
NOW THEREFORE, BE IT RESOLVED, that the Economic Development Authority of
Roanoke County, Virginia, hereby certifies that, to the best of each members
knowledge only such public business matters as were identified in the motion
convening the closed meeting were heard, discussed or considered by the Economic
Development Authority of Roanoke County, Virginia
ECONOMIC DEVELOPMENT UPDATES
Ms. Loope stated that Lowes was opening a distribution center that should be announced
soon. She said the building will be 60,000 square feet and will create 70 jobs for the area.

Ms. Loope also stated the Metis Plaza building was almost 100% leased. She said the
Galen School of Nursing will bring up to 400 students and 40-50 employees.
Ms. Loope said Tanglewood Mall was moving along well, with Chili's and Popeye's
beginning construction this spring.
Ms. Loope informed the Board that the County had been awarded VATI Grants and
reviewed the broadband grants awarded.
Ms. Loope reviewed EDA Build Back Better grant funds that were recently awarded to
Virginia Tech on behalf of Southwest Virginia in the amount of $500,000. She stated the
funding would go towards transportation, logistics and automotive related projects. The
region will compete for additional funding, and is engaging business partners in the Phase
2 planning effort. This includes Mack Trucks, who is very supportive of the process and
anticipated project funding. Economic Development staff provide early leadership in the
development of this effort, which served as a catalyst for the project.

On motion by Mike Cagle and second by Barry Thompson the Economic Development
Authority meeting was adjourned at 10:07 a.m.
The Board will be informed when the January 2022 meeting will be held.
