The Economic Development Authority of Roanoke County,Virginia met this day at the
Roanoke County Administration Center.

CALL TO ORDER
Chairman Steve Musselwhite determined a quorum was established and called the meeting to
order at 9:00 a.m.

APPROVAL OF JUNE 20,2018 MINUTES
After a motion by Woody Windley and a second by Kyle Richardson, the minutes of the June 20,
2018 were approved as written. The motion carried by unanimous voice vote.
FINANCE REPORT
Evan Malone, Financial Analyst, reviewed the information provided on the financial report for
the month ending June 30, 2018. A motion made by Woody Windley and seconded by Max
Beyer to accept and approve the financial report as presented. The motion carried by unanimous
voice vote.
NEW BUSINESS
Introduction of New Economic Development Authority Member, Michael Cagle
Ms. Loope introduced Michael Cagle appointed to represent the Cave Springs Magisterial
district. Mr. Cagle received a warm welcome by members present.
Review of Economic Development Presentation to the BOS on July 24,2018
Ms. Loope reviewed the PowerPoint presentation given to the BOS providing an update on the
strategic direction of Economic Development in the County of Roanoke outlining goals and
objectives—where we have been and where were are going. (Copy Attached). The Board will
conduct three to four work sessions over the next six months and will include national as well as
local economic development conditions, workforce, demographic and key economic
development drivers, etc.
The national perspective was presented in July by Ted Abernathy, Managing Partner of
Economic Leadership, LLC.
She stated there will be a work session with the BOS August 28 and everyone is welcome to
attend that session. Another presentation will be in September. Community tours will begin in
October and in November"Our Approach"will be provided.
In response to a query by Greg Apostolou, Ms. Loope stated the plan is a 5-10 year plan.
Navigating Change and Improving Competiveness by Understanding Trends
At this time, Ms. Loope provided a video given to the BOS by Ted Abernathy.
Mr. Abernathy is the Managing Partner of Economic Leadership LLC, a consultancy that is
currently working in more than a dozen states to develop economic and workforce strategies. He

presented a national perspective - how does Virginia stack up against other states; best practices,
who is doing what better, trends external to Roanoke.

Much discussion ensued regarding the information provided in the video. Members expressed
their interest in the video and found it to be very informative.
ECONOMIC DEVELOPMENT UPDATES
At this time, Ms. Loope provided Economic Development updates.
Woodhaven: This 100+acre tract has been rezoned to PTD—Planned Technology
Development-the gas line has been extended to the site and grading continues.
Harris Corporation: The expansion announcement will be made in the near future by
Governor Ralph Northam. The target date is September 13th or 14th
Tru by Hilton: Waiting to confirm with Kirtesh Patel the grand opening, tentative date is
September 4th or 5th
William Byrd: This project is delayed,probably as far out as January, 2019.
Plantation Road: The ribbon cutting is expected to take place in October.
Ms. Loope stated she will need to have a meeting in September and may have to call a special
meeting to present a Performance Agreement for execution as the target date for announcement
is October. She stated this agreement pertains to the fanner RR Donnelly Building.
In response to a query regarding the Candian Company locating in.CRT, Ms. Loope stated the
company has decided to expand in Canada but their plan to locate an additional facility in CRT
could still move forward in 2019.
Ms. Loope stated several workshops are coming up. Two workshops already scheduled are
"Violence in the Workplace" and"Selling to the Commonwealth".
She stated"The Festival of India"will be held in Elmwood Park August 18th.
Also, "The Greek Festival"will be held September 22-23.
