CALL TO ORDER Chairman, Steve Musselwhite determined a quorum was present and called the meeting to order at9:00a.m. APPROVAL OF MAY 18,2016 MINUTES After a motion by Steve Anderson and second by.Bill Branch,the minutes of May 18, 2016 were approved by unanimous voice voter Page'2 July 20,2016 Economic Development Authority Minutes REQUEST TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF THE AGENDA ITEMS Steve Musselwhite requested that the items under New Business be heard first as he needed to leave the meeting at 9:30 a.m. NEW BUSINESS Request for authorization to execute a Performance Agreement between the Town of Vinton, VINDOS LLC (Macados) and the Roanoke County Economic Development Authority Pete Peters, Assistant Town Manager for Vinton presented the request. He reviewed the components of the agreement, which includes a reimbursement grant of up to $50,000/year for 10 years in meals taxes, not to exceed $500,000 in total. The Town of Vinton will fund the grant, and the EDA serves as a party to the Performance Agreement.as a legal 'requirement for the grant reimbursement. Downtown Vinton Facade Grant Requests: -' S.A.S.S. Properties,L.L.C. Edward Jones Building Pete Peters, Assistant Town Manager for the Town of Vinton, presented a Façade Grant request for S.A.S.S, Properties, LLC, for the Edward Jones Building, located at 103 East Lee Street. He gave a brief description of the.work to include removal of the glass façade as well as repairs to mortar,paint, etc. Due to a conflict of interest, Steve Musselwhite abstained from discussion and vote of this request. -. A motion was made by Max Beyer and seconded by Steve Anderson to approve the Façade grant in the amount of$5,000. The motion carried by the following vote: Steve Musselwhite: Abstain Bill Branch: . Aye Page 3 July 20, 2016 Economic Development Authority Minutes ANBAJA Enterprises,Inc.—Twin Creeks Brewing Peter Peters, Assistant Town Manager, presented and reviewed the request of ANBAJA Enterprises, Inc. (Twin Creek Brewing) which included the installation of signs and goose neck lights on the front, back and side of the building. Mr. Peters stated that to his knowledge, no opposition had been voiced regarding the location of Twin Creek Brewing. A motion was made by Woody Windley, and seconded by Greg Apostolou to approve the request in the amount of$1,585.78. The motion carried by unanimous voice vote. FINANCE REPORT Brian Carter, Finance Manager,presented the Financial Report for the month ending June 30, 2016. He stated there were minimal changes from the previous report. Total revenues were $1,607,421.27 and total expenditures were $1,600,149.99. The cash balance at June 30 was 656,720.52. A motion was made by Bill Branch and seconded by Woody Windley to accept the financial report for June 2016 as presented. The motion carried by unanimous voice vote. ECONOMIC DEVELOPMENT UPDATES Introduction of Jessica Fintel,Economic Development Specialist At this time, Ms. Loope introduced Jessica Fintel, Economic Development Specialist. Jessica came to Roanoke from Henrico County where she served as marketing manager for the Economic Development Authority. Jessica grew up on the Eastern Shore of Virginia and has previously lived in Roanoke. She graduated from the College of William and Mary with a Bachelor of Arts. She earned a MS in Commerce, Marketing and Management from the University of Virginia McIntire School of Commerce. Term Expirations: Ms. Loope stated that the term of Woody Windley is set to expire in September, 2016. Mr. Windley represents the Windsor Hills Magisterial District. Board Member Joe McNamara will be informed of this date and can reappoint Mr. Windley or select a new member to represent his district. Page 4 July 20,2016 Economic Development Authority Minutes Tanglewood Mall Ms. Loope gave a status update of the Tanglewood Mall sale. She stated that the mall and surrounding property is under contract with a developer that is currently in a 30 day due diligence period. Closing is expected in late August or early September. She stated there are no concept plans to share at this time. REPORTS AND INQUIRIES OF BOARD MEMBERS Greg Apostolou questioned the status of the two Vinton Properties, Roland E. Cook and William Byrd. - Ms. Loope stated that Roland E. Cook is now under construction and the rezoning for the William Byrd property will begin in August, lasting through September. The property has also passed the preliminary approval stage for the historic designation with the Department of Historic Resources Pete Peters stated that a tour of William Byrd is scheduled for 5:00 p.m. August 15, 2016, with an open house for the public at 6:00 p.m. at the Vinton War Memorial. The developer will present concept plans for the public to review during this meeting.
