Members Present Chairman-Bill Branch Vice Chairman-Steve Musselwhite Greg Apostolou Carole Brockman Allan "Cap" Robinson Woody Windley Counsel, ED Natt, Secretary-Treasurer, Doug,Chittum Recording Clerk,Terrie Cochran Members Absent Craig.Sharp Guest Jill Lo.ope,Assistant Director of Economic Development, Roanoke County Megan Cronise, Planner, Community Development for Roanoke County The Economic Development Authority of Roanoke County, Virginia met this day at the Roanoke County Administration Center,this being their regularly,scheduled monthly meeting. A. Call to order. Chairman, Billy Branch, called the meeting to order at 9:00 A.M. B. Minutes A motion was made by Cap Robinson to accept the March 7, 2007 minutes as read, Seconded by Steve Musselwhite, carried by unanimous voice vote. C. Finance Report Due to the Finance Department being in training at Hollins University, no financial report was given. Page 2 April 18,2007 Economic Development Authority Minutes D. New Business 1. Commercial Corridor Grant Program A. Alpha Christian Child Care Center Megan Cronise, Planner for Roanoke County Community Development requested the approval of an application for Alpha Christian Child Care Center, in the amount of $3750; according to the guidelines of the Commercial Corridor Grant Program. A motion was made by Steve Musselwhite to accept the application as given; seconded by Greg Apostolou. Carried by unanimous voice vote. E. Briefings Doug Chittum gave an update to the board concerning the following projects. 1. Audit Performance Agreements 2. North County Business Park 3. Center for Research and Technology 4. Heartland Corridor F. Closed Meeting RESOLUTION CERTIFYING CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA At 9:15 a.m., Vice Chairman Steve Musselwhite moved to go into closed meeting; seconded by Greg Apostolou, pursuant to the Code of Virginia Section 2.2-3711 A (30) discussion regarding the terms of scope of a public contract where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body, namely contract with New Millennium. The closed meeting was held from 9:15 a.m. until 9:30 a.m. CERTIFYING the closed meeting was held in conformity with the Code of Virginia. At 9:30 a.m., Allan "Cap" Robinson moved to return to open session and adopt the certification; seconded by Carole Brackman. The motion was filed and carried by unanimous voice vote. Page 3 April 18,2007 Economic Development Authority Minutes WHEREAS, the Economic Development Authority of Roanoke County, Virginia has convened a closed meeting on the date pursuant to an affirmation-recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act. WHEREAS, Section 2.2-3711 A (30)discussion regarding the terms of scope of a public contract where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body, namely contract with New Millennium. Sections §2.2-3711.A (30) of the Code of Virginia requires a certification by the Economic Development Authority of Roanoke County, Virginia, that such closed meeting was conducted in conformity with the Virginia Law. NOW THEREFORE, BE IT RESOLVED, that the Economic Development Authority of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge on such public business matters as were identified in the motions convening the closed meeting were heard, discussed or considered by the Economic Development Authority of Roanoke County, Virginia On a motion of 6-0 to adopt the Certification or Resolution for a Closed Meeting and carried by the following recorded vote: AYES: Chairman, Bill Branch, Vice-Chairman-Steve Musselwhite, Greg Apostolou, Carole Brackman, Allan "Cap" Robinson, Woody Windley NAYS: None ABSENT: Craig Sharp A motion was made by Greg Apostolou giving Chairman, Billy Branch authorization to execute a Performance Agreement between New Millennium, Roanoke County Board of Supervisors and the Economic Development Authority; seconded by Allan "Cap" Robinson. Carried by unanimous voice vote. G. Reports and Inquires of Board Members Hearing none H.Adjournment Chairman, Billy Branch adjourned the meeting at 9:40 with unanimous voice vote.
