Brian Carter,:Finance Manager The Economic Development Authority of Roanoke County,Virginia met this day at the Roanoke County Administration Center,this being their regularly scheduled monthly meeting.. Call to order Chairman, Steve Musselwhite called the meeting to order at 9:10 A.M. .Minutes inutes::. A motion was made by Paul Henkel and seconded by Ssunny Shah to approve the minutes of May 21 as.written: The motion carried by unanimous voice vote. Finance Report Brian Carter, Manager of Finance, presented two financial reports, one for the year ending June 30 and for the period ending July 31 (attached). Mr. Carter stated the end-of-year figures could Y change as the 2014 audit is not complete;however,he does not anticipate any changes. He stated the cash balance is currently$:629.269.32. Page 2 August 20,2014 Economic Development Authority Minutes A motion was made by Woody Windley and seconded by Paul Henkel, to accept the financial report. The motion carried by unanimous voice vote. ECONOMIC DEVELOPMENT UPDATES: Business Appreciation Week Ms. Loope stated a Proclamation was read at the May 27th Board of Supervisors' Meeting declaring June 2-7 as Business Appreciation Week in the County of Roanoke. Jerry Gilbert, Plant Manager of Ardagh, and Steve Musselwhite, representing the Roanoke County Economic Development Authority, were present to accept the proclamation on behalf of all Roanoke County Businesses. Ms. Loope thanked Mr. Musselwhite for his participation. Mr. Patel arrived at 9:15. Economic Development Re-Accreditation: Ms. Loope stated that Roanoke was originally accredited in 2004 and was recently reaccredited by the IEDC following nine successful years of activity as an AEDO member. There are currently only 41 other organizations with AEDO status throughout the United States. Roanoke County is one of three accredited organizations in Virginia. GRAND OPENINGS: Ardagh Metal Packaging will have a grand opening on November 3, 2014 at 1:00 p.m. Ms. Loope asked that members mark their calendars for that date even though invitations will be sent. Goodwill Industries will have a ribbon (tie) cutting on September 10, 2014 at 8:45. Goodwill uses old neckties in lieu of ribbon for their grand opening ceremonies. She stated the Goodwill store currently located on Williamson Road will close when the new building is complete on Peters Creek Road at the intersection of Airport and Peters Creek Road. South Peak Hilton Garden Inn is planning a Grand Opening in November; however, no formal date has been schedule at this time. Ms. Loope stated she will advise when a date is chosen. Edward Rose Properties "The Retreat" will have a ground breaking at the end of September. Ms. Loope stated she will advise as soon as a definite date is chosen. Page 3 August 20,2014 Economic Development Authority Minutes FACILITIES UPDATE: Route 419 Library: Ms. Loope stated she continues to market the 419 Library building and has shown it to prospective bidders numerous times over the past several weeks. She expects to receive several proposals by the September 15 deadline. William Byrd School Building: Ms. Loope stated she has been in discussion with an out-of- state developer who is very interested in the school property, and anticipates receiving a proposal soon. She stated the school building has not been cleared out; however, the Board of Supervisors is in discussion regarding the Vinton Lions Club's interest in clearing out items that can be sold to use the proceeds for installing a park beside the Vinton Municipal building. . Roland E. Cook Building: The County has accepted a proposal from a local builder with an evaluation period through September. MEETING UPDATES: Facilities Authority Kickoff Meeting: Timmons Engineering Group has been hired to do an assessment from Franklin County to Botetourt County to identify large tracts of property for development throughout the Roanoke Region. The study period will continue through the end of the year. Broadband Authority: Ms. Loope stated Roanoke City and the City of Salem are on board and have identified funding for their participation in the Broadband Authority. Roanoke County and Botetourt County have not made a decision to fund the project at this time. Steve Musselwhite expressed his feelings that the EDA should promote the County being on board. Woody Windley expressed his concern of competing with Roanoke County businesses such as Cox Communications. Ms. Loope stated that Cox Communications has informed the County of their intention to sell the building on Fallowater Drive. They are splitting off each individual business unit, as they no longer want to own their facilities. Mr. Mahoney stated that the request is that Roanoke County contribute $2 million of the $8 million expected to extend Broadband. Each locality is to contribute $2 million equally. Broadband has been in process for a number of months; it is a complex subject and is confusing to many. The Board of Supervisors continues to evaluate the County's role and participation in regional Broadband. After discussion regarding the importance of Broadband when recruiting prospects, the EDA requested Mr. Mahoney put together a resolution of support from the EDA. It was requested to circulate the resolution in advance of the next meeting. �.` Page 4 August 20,2014 Economic Development Authority Minutes Member's appointment Expiration: Both Paul Henkel and Ssunny Shah's appointment to the EDA expires September 26, 2014. Both have expressed their interest in reappointment. CLOSED SESSION At 9:40 a.m., Steve Anderson moved to go into closed session, seconded by Dan Toti, Pursuant to the Code of Virginia Section 2.2-3711. A.5 discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the businesses' or industry's interest in locating or expanding its facilities in the county. A motion was made by Woody Windley, seconded by Kirtesh Patel to approve a Performance Agreement with Allstate Insurance Company, as presented and to authorize the Chairman to sign the agreement on behalf of the EDA. The motion carried as follows: AYES: Bill Branch,Kirtesh Patel,Woody Windley, Ssunny Shah,Leon McGhee,Dan Toti, Steve Anderson, Steve Musselwhite, Paul Henkel and Greg Apostolou NAYS: NONE ABSENT: NONE The closed meeting was held from 9:40 a.m. until 9:50 a.m. Certifying the closed meeting was held in conformity with the code of Virginia. At 9:50 Bill Branch moved to return to open session and adopt the certification. The motion was seconded by Woody Windley. WHEREAS, the Economic Development Authority of Roanoke County, Virginia has convened a closed meeting on the date pursuant to an affirmation-recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act. WHEREAS, pursuant to the Code of Virginia Section 2.2-3711.A.5 discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the businesses' or industry's interest in locating or expanding its facilities in the County. NOW THEREFORE, BE IT RESOLVED, that the Economic Development Authority of Roanoke County, Virginia, hereby certifies that, to the best of each member's knowledge only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Economic Development Authority of Roanoke County, Virginia.
