The Economic.Development Authority of Roanoke County, Virginia met this day at the
Roanoke County Administration Center,this being their regular monthly meeting.

Mr. Musselwhite called the meeting to order at 9:00 a.m. ..
REQUEST TO POSTPONE ADD TO, OR CHANGE THE ORDER OF THE AGENDA
ITEMS
Ms. Loope requested that Item E, Closed Session, be removed from the agenda as the property
owners were not ready to proceed at the present time.

APPROVAL OF APRIL 18, 2014 MINUTES
A motion was made by Woody Windley, seconded by Bill Branch to approve the minutes of
April 18 as written. The motion carried by unanimous voice vote.
FINANCIAL REPORT
Brian Carter presented the financial report for the period ending April 30, 2014. He reported
there was little change since last month. He stated there is a total of$663,552.41 cash balance in
the EDA Account.
A motion accepting the financial report was made by Paul Henkel, seconded by Bill Branch.
The motion carried by unanimous voice vote. A copy of the financial report is attached.
BRIEFINGS
Presentation Of Roanoke County's New GIS System
On April 23, 2014, Roanoke County launched a suite of new GIS applications to better serve our
citizens and businesses. The Roanoke County GIS Gallery features a suite of web and mobile-
friendly apps for citizens and business users.
At this time David Wray, GIS Manager, gave a PowerPoint presentation reviewing the New GIS
Website
Following the presentation, Mr. Wray gave a demonstration of the Website. He stated the next
session is Thursday, May 22 at 2:00 p.m. at Glenvar Library and is open to the public. There
will also be a demonstration at Green Ridge Recreation Center June 3, 2014 at 10:00 a.m.

Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project Update
David Holladay, Planning Administrator,. gave a PowerPoint presentation to provide an update
on the progress of the Plantation Road Improvement Project. He provided a summary of the
January Citizen Information meeting, a timeline of the projects, project phasing and funding. He
also reviewed Lila Drive and the variables which may delay the project beyond expenditure
deadlines and explained the need for additional funding. He also reviewed several improvements
needed for Friendship Lane.
Mr. Holladay allowed time for questions regarding the project.

EDA Members voiced their excitement about the project.
At this time, Ms. Loope asked the Board to approve funding the grant match in the amount of
$15,862 for the Federal Transportation Alternatives Program.
Greg Apostolou made a motion to approve the grant match in the amount of $15,862. Paul
Henkel seconded the motion which carried by unanimous voice vote.
ECONOMIC DEVELOPMENT UPDATES
RETIREMENT OF CLAY GOODMAN, COUNTY ADMINISTRATOR
Mr. Loope apprised members of the retirement of Clay Goodman, County Administrator. She
stated no interim had been named at this time. She stated she would keep them informed of any
reception, etc. planned for Mr. Goodman.
BUSINESS APPRECIATION WEEK
Ms. Loope stated Business Appreciation week is the week of June 2 through June 7, 2014. This
week commemorates all business partners,both large and small for their contributions to
fostering an attractive and prosperous business environment in Roanoke County.
She stated a representative of Ardagh will be present at the Board of Supervisor's meeting on
May 27, 2014 accepting the proclamation on behalf of the Roanoke County business community.
Ardagh represents the single largest manufacturing investment in Roanoke County's history and
one of the largest in Virginia in 2013.
Ms. Loope invited members to attend the Board meeting if possible.
RE-ACCREDITATION ON-SITE VISIT
Ms. Loope stated the on-site visit was completed by the IEDC Site Review Team. She thanked
Woody Windley for his time with the site review team. She will inform the members as soon as
she is notified of the results.
RFP—WILLIAM BYRD HIGH SCHOOL & ROLAND E. COOK
Ms. Loope stated she has had some activity regarding the Vinton Schools. Mr. McGhee stated
the paper ads do little to get the information out and was glad to read the article in the Roanoke
Times. The deadline for proposals for both schools is May 29, 2014.

DATA CENTER BROCHURES
Ms. Loope shared efforts that are being made to market CRT as a Certified Data Center Site. A
brochure was mailed out to approximately 250 data center companies in an attempt to lure them
to Roanoke County. (Copy of brochure attached).
STORMWATER BROCHURE
Ms. Loope provided a copy of the new Stormwater Brochure which contains Virginia's
Municipal Separate Storm Sewer System (MS4) Permit Requirements. She stated a mailing
went out to approximately 450 businesses for informational/educational purposes.
PROSPECT ACTIVITY
Ms. Loope stated that prospect activity is up; one visit coming up this week and two the
following week.
