The Economic Development Authority of "oanoke County, Virginia met this day at the
Roanoke County Administration Center.
Call to Order
Mr. Branch called the meeting to order at 9:05 a.m.
Minutes
A motion was made by Greg Apostolou seconded by Paul Henkel to approve the January 18,
2012 minutes as read. The motion carried by unanimous voice vote.
Finance Report
Rebecca Owens, Director of Finance, presented the financial report for the period ending March
31, 2012. She reported the equity in pooled cash to be $625,853. Ms. Owens stated there was
little activity for the month of March as reflected on the financial statements.
After a motion by Paul Henkel and a second by Woody Windley, the report was received and
filed.

NEW BUSINESS
Downtown Vinton Facade Grant—Creative Occasions
A Downtown Vinton Facade Grant application was presented for Creative Occasions, owned by
Mark Frye. Karla Turman, Associate Planner/Enforcement Officer for the Town of Vinton, was
present to answer any questions regarding the grant request.
After review of the description of the proposed improvements and verification that they were in
conformance with the applicable façade design guidelines for the Town of Vinton, Woody
Windley made a motion to approve the application in the amount of $5,000. Paul Henkel
seconded the motion which carried by unanimous voice vote.
BRIEFINGS
Ms. Loope apprised the Board of the resignation of Consuella Caudill, Assistant Manager of the
Town of Vinton. She stated Ms. Caudill has accepted a position with the City of Richmond. All
members wished her well in her new position.
Ms. Loope informed the Board of a recent Board of Supervisors' action regarding the number of
members comprising the Economic Development Authority. The Authority currently has seven
members. The Board of Supervisors recently requested and received authorization from the
Virginia General Assembly to increase the number of members for the EDA to ten (10)
members. The number of members will not actually increase, however until the Board of
Supervisors chooses to appoint more than 7 members.
The Board has appointed one new member to the Board, Ssunny Shah. Mr. Shah is from the
Windsor Hill Magisterial District; however, this appointment will fill the vacancy left by Cap
Robinson bringing the current board membership to seven.
Ms. Loope briefed the Board on a possible closed session meeting which may be held in the near
future regarding a request from an existing company which would require EDA approval.
