Mr.Branch called the meeting to order at 9:05 a.m._

A motion was made by Paul Henkel seconded by Woody Windley to approve the April 18, 2012.
minutes as read. The motion carried by unanimous voice vote.
Finance Report
Brian Carter, Finance Manager, presented the financial report for the period ending April 30,
2012. He reported the equity in pooled cash to be $630,873.62. Mr. Carter stated there was little
activity for the month of April as reflected on the financial statements.
After a motion by Steve Musselwhite and d second by Paul Henkel, the report was accepted as
presented by unanimous voice vote:

Brian Carter, presented the proposed EDA Budget for 2012-12 which included minimal changes
from the previous year. The legal services line item was deleted as the County Attorney, Paul
Mahoney, now serves as legal counsel.
After a motion by Steve Musselwhite and second by Paul Henkel, the budget was accepted by
unanimous voice vote.
NEW MEMBER
Ms. Loope introduced Sunny Shah, appointed March 27, 2012. Mr. Shah resides in the Windsor
Hills Magisterial District of the County.
NEW BUSINESS
Commercial Corridor Sign'Grant Request- Medeco
Ms. Loop took a few minutes prior to the sign grant request presentation to thank the Board for
changing their schedule thus allowing the meeting to be changed from May 16 to May 22.
Ms. Loope introduced Megan Cronise, Principle Planner with the Department of Community
Development, who reviewed the Medeco Sign Application. Ms. Cronise stated she was contacted
in March from representatives of Medeco to discuss potential options for a new sign at 3625
Alleghany Drive utilizing the Corridor Matching Grant Program. Because of the 11/460
widening project by the Virginia Department of Transportation, the two original monument signs
had to be removed.
Ms. Cronise reviewed the Grant Application, (copy attached) with the Board. She stated the
request of a maximum of $9,000 is consistent with the intent of the Corridor Matching Grant
Program and the design is generally consistent with the Route 11/460 West Corridor Design
Guidelines. She stated this amount will cover half of the cost of the monument sign, sign
installation and the lighting equipment which will be installed at no cost by Medeco staff.
Steve Musselwhite made a motion to approve the grant application. Woody Windley seconded
the motion which carried by unanimous voice vote.
BRIEFINGS
Hollins Area Plan Implementation Update _
Megan Cronise,Principle Planner with the Department of Community Development, gave a
powerpoint presentation on the Plantation Area Plan Implementation Update(copy attached).
Roanoke County Office of Community Development prepared an application in 2009 and again
in 2011 for Federal funds under the SAFETEA-LU program to improve pedestrian and bicycle
facilities as well as to improve the appearance, safety and functionality of the Plantation Road
area. Ms. Cronise reviewed the project implementation strategies, some of which are already
underway or ready to begin in 2012. These strategies include the Commercial Matching Grant

Program, Entrance Corridor, Greenways, Historic Resources, Maintenance Programs,
Streetscape Improvements, Transportation Improvements, and Viewshed Conservation.
She stated the county has received tentative approval for the grant in the amount of$341,000;
however, the official announcement by the Commonwealth Transportation Board will be made
in June. (An $85,000 county match will be required).
Mr. Patel asked if possible to have public transportation to that area of Plantation Road.
Ms. Cronise stated a survey was conducted in 2008 regarding public transportation to the area.
Hollins College, Wells Fargo, the hotels and ITT Exelis are all very interested as it would be a
wonderful opportunity for that area. The problem in bringing public transportation to the area is
funding.
