The Economic Development Authority of Roanoke County,Virginia met this day at the
Roanoke County Administration Center,this being their regular monthly meeting.
Call to order
Chairman,Billy Branch, called the meeting to order at 9:00 A.M.
Minutes
A motion was made by Cap Robinson and seconded by Anthony Conner, to approve as read the
minutes of July 21,2010. The motion carried by unanimous voice vote.
Finance Report
Elizabeth Atkinson, Finance Manager, presented the preliminary financial report for:the period.
ending September 30, 2010. She reported the equity in pooled cash to be. $663,183. The
financial report was accepted as presented.

New Business
Downtown Vinton Facade Grant—Neelv's Accounting Services,Inc.
Consuella Caudill, Vinton Assistant Town Manager, was present representing the applicant,
Charles Neeley. Mr. Neely presented an estimate of$10,670 for his property located at 212 S.
Pollard Street; therefore, requesting a grant in the amount of$5,000. After discussion and review
of the application, a motion was made by Mr. Cap Robinson, seconded by Anthony Conner to
approve the grant request in the amount of$5,000. The motion carried by unanimous voice vote.
Downtown Vinton Facade Grant—Southern Property Investments,Inc.
Ms. Caudill also presented a downtown facade grant request for Ms. Stephanie R. Brown, DBA
Southern Property Investments, Inc. The total estimate for work at Ms. Brown's property
located at 105 W. Lee Avenue was $14,014.15; therefore, requesting she requested a grant in the
amount of $5,000. After review and discussion of the application, a motion was made by
Anthony Conner, seconded by Woody Windley to approve the grant request in the amount of
$5,000. The motion carried by unanimous voice vote.
Briefing
Roanoke County Budget Update
Mr. Chittum gave a briefing regarding the 2010-11 county budget. He stated the revenues of
July through September are not meeting projections. He stated the county continues to job bank
and will continue to track the revenue.
Total Action Against Poverty (TAP) Local Innovation Grant
Jill Loope, Assistant Director of Economic Development, stated the county recently applied
through the Department of Housing and Community Development for a local Innovation Grant
to fund the creation of a small loan program in an effort the help small businesses. There is no
local match for the funds should the grant be approved. This is a competitive grant with a
$35,000 limit. TAP will administer the loans should the county be awarded the grant.
Community Development Authority
Mr. Chittum stated the CDA is progressing as related to the South Peak development. Paul
Mahoney, County Attorney, stated the Board of Supervisors has to appoint a five member
Community Development Authority Board, develop Articles of Incorporation for certification
from the State, and approve a Development Agreement before bonds can be sold. He stated
there is much more work to be completed although all public hearings are complete.
